Mass death of fish: Fishermen demand steps to protect Chitkul lake

Dead fish found floating in the water body at Chitkul village of Sangareddy district on Thursday

Sangareddy: Fishermen of Chitkul village have demanded that the government to divert industrial effluents flowing into the Pedda Cheruvu located in the village.

The demand comes in the wake of a large number of fish being found dead in the lake on Wednesday, leaving about 100 fishermen’s families in shock. Local fishermen had claimed on Wednesday that nearly 10 tonnes of fish died. While the Fisheries department had released 1.2 lakh fishlings into the water body last year, the fishermen had also released fishlings worth Rs.12 lakh by spending from their pocket during the last rainy season.

However, officials of the Pollution Control Board (PCB) and Fisheries Department could not find out yet what led to the lower Dissolved Oxygen (DO) levels in the water. The fishermen alleged that the dead fish started floating on Monday, a day after the area witnessed a good amount of rain. Speaking to Telangana Today, Fishermen’s Society president Gyarala Srinivas alleged that some industries might have dumped industrial waste or effluents into the water body. A stream is seen flowing into the Chitkul Pedda Cheruvu from Pashamylaram and Isnapur industrial areas. Showing evidence, the fishermen said there were many industries alongside the stream. However, PCB officials said they had found no evidence of industrial pollution in the water after initial examinations.

Another fisherman, Manne Simhadri, demanded that the government divert the stream straight into Nakkavagu located downstream of Pedda Cheruvu, so that the water could be kept clean. Kattameedhi Mallesh, a 60-year-old member of society, said he had never witnessed such an incident in his lifetime. Asking the officials to find out the exact reason, Mallesh urged the government to extend compensation to the Society. Saying that they were preparing to carry out fishing in a week, the society members said the incident had dashed their hopes of getting good profits this year.

Pune car accident: Minor released, HC states detention in observation home illegal

Pune: The Bombay High Court on Tuesday directed to immediate release of the 17-year-old boy from the observation home allegedly involved in the Pune car accident. The Juvenile was under observation at home at the Juvenile Justice Board for 36 days after the incident.

The court deemed the orders remanding him to an observation home as illegal and emphasized that the law regarding juveniles must be fully implemented and stated that justice must be prioritized above all else.

The division bench of Justices Bharati Dangre and Manjusha Deshpande of Bombay High Court emphasized that justice must be realized regardless of consequences. The court made it clear that it was not swayed by the uproar surrounding the tragic accident that resulted in the loss of two innocent lives.

The High Court criticized the Juvenile Justice Board’s remand orders as “illegal” and passed without jurisdiction.

The court also reprimanded the police for their handling of the situation, noting that law enforcement agencies had succumbed to public pressure.

The court order stated, “Though the manner in which the entire situation has been handled by the respondents including the investigation wing, we can only express our dismay and perturbation by describing the whole approach as an unfortunate incident and hope and trust that the future course of action to be chartered, shall be in accordance with existing provisions of law, avoiding any haste,

However, at this stage, while pronouncing upon the reliefs sought before us, in the Writ Petition we deem it necessary to discharge our solemn obligation, by adherence to the Rule of Law and we feel bound by it, though the respondents, the law enforcing agencies have succumbed to the public pressure, but we are of the firm opinion that the Rule of law must prevail in every situation, howsoever catastrophic or calamitous the situation may be and as Martin Luther King, has rightly observed, “Injustice anywhere is a threat to justice everywhere.”

“We have all sympathies for the victim and their families, but as a court of law, we are bound to implement the law as it stands,” the HC added.

The court emphasized that regardless of the seriousness of the crime, the accused is still a child under the Juvenile Justice Act and must be treated as such. The Act aims at rehabilitation and social integration of juvenile offenders, and confinement in an observation home is only permissible when bail has not been granted.

HC in its order stated, “For the aforesaid reason, we issue a writ of Habeas Corpus directing the release of the CCL from the Observation Home where he is detained, despite being released on bail by a validly passed order by the Board on 19/5/2024 forthwith. We also quash and set aside the impugned order dated 22/5/2024 and the subsequent orders dated 5/6/2024 and the order dated 12/6/2024, which have authorized the continuation of the CCL in the Observation Home which, according to us, is illegal, as the orders being without jurisdiction conferred on the Board.”

The court also added, “At this stage, we must, however, clarify that since the rehabilitation and reintegration of the child in the Society is a primary object of the Act of 2015 and because of the orders passed being in the Observation Home, if the CCL is referred to a Psychologist or undergoing therapies with the de-addiction centre, the same shall be continued with the CCL participating in these sessions on the given time and date, though he shall continue to remain in his home or any safe place, being on bail and the conditions imposed upon him by the order dated 19/5/2024 shall continue to govern him.”
“In addition, we also direct that the CCL shall continue to be under the supervision of the petitioner, his paternal aunt, who shall ensure the compliance of the necessary direction issued by the Board to assist him to be rehabilitated,” it stated.

On June 21, the Pune district court granted bail to Vishal Agarwal, the father of the accused teenager in the primary case where he was booked under Section 75 of the Juvenile Justice (Care and Protection of Children) Act, 2015. But, his 77-year-old grandfather is still in judicial custody for allegedly forcing the driver to take responsibility for the crime on behalf of his grandson.

US Agency Sanctions Boeing For Sharing Probe Details Of 737 MAX Incident

US Agency Sanctions Boeing For Sharing Probe Details Of 737 MAX Incident

Boeing “blatantly violated” investigative regulations, NTSB said. (File)

New York:

A US investigative authority sharply rebuked Boeing for sharing details about an ongoing probe of a near-catastrophic aviation incident that were not supposed to be discussed publicly.

The National Transportation Safety Board (NTSB) said that as a result, it will block Boeing from reviewing information gathered in its investigation.

Boeing “blatantly violated” investigative regulations under a signed agreement as a party to the probe, NTSB said in a statement late Wednesday.

The agency is also barring Boeing from asking questions of other participants at a two-day investigative hearing on the case which the NTSB will hold in early August in Washington.

The investigation concerns a January 5 Alaska Airlines flight on a Boeing 737 MAX that made an emergency landing after a fuselage panel blew out mid-flight.

Earlier this week, Boeing invited news media to a tour and briefings on its efforts to improve quality control. An AFP reporter attended the gathering, which was held on Tuesday under an agreement to embargo information until Thursday morning.

But NTSB said Boeing disregarded the agreement “by providing non-public investigative information to the media and speculating about possible causes of the Jan. 5 door-plug blowout.”

“As a party to many NTSB investigations over the past decades, few entities know the rules better than Boeing,” the NTSB said.

Under the party agreement Boeing signed with the NTSB, the company is supposed to refer all comment on the Alaska Airlines probe to the agency.

Boeing apologized to the NTSB, saying it “stands ready to answer any questions as the agency continues its investigation,” according to a company statement.

“We conducted an in-depth briefing on our safety & quality plan and shared context on the lessons we have learned from the January 5 accident,” Boeing said.

“We deeply regret that some of our comments, intended to make clear our responsibility in the accident and explain the actions we are taking, overstepped the NTSB’s role as the source of investigative information.”

What went wrong

In a preliminary announcement in February, NTSB officials said four bolts securing the door plug were missing. Part of the NTSB probe centers on what went wrong.

The NTSB has taken issue with comments from Elizabeth Lund, senior vice president for quality at Boeing.

During a session with reporters, Lund discussed aspects surrounding work on the door plug.

She also said Boeing was focused on closing a “gap” over the lack of documentation and that determining who did the work “is the responsibility of the NTSB and that investigation is still going on.”

NTSB responded that “in the briefing, Boeing portrayed the NTSB investigation as a search to locate the individual responsible for the door plug work.”

“The NTSB is instead focused on the probable cause of the accident, not placing blame on any individual or assessing liability,” the agency said.

The NTSB said it was also “coordinating” with the Department of Justice, which plans to soon announce next steps after concluding that Boeing could be prosecuted for violating a 2021 deferred prosecution agreement over two fatal MAX crashes.

The NTSB will provide DOJ “details about Boeing’s recent unauthorized investigative information releases in the 737 MAX 9 door plug investigation,” the NTSB said.

Assam Cabinet Okays Witness Protection Scheme, Tweaks Road Fines

The protection measures will include installing security devices in the homes of the witness.

Nalbari:

The Assam Cabinet on Thursday approved the Assam Witness Protection Scheme 2024 to ensure adherence to Section 398 of the Bharatiya Nagarik Suraksha Sanhita, 2023, protecting witnesses against imminent threats during investigations and trials.

The meeting, presided over by Chief Minister Himanta Biswa Sarma, approved the scheme, which will require witnesses to submit a Witness Protection Application in a prescribed form to a competent authority through its member secretary to obtain a protection order.

The competent authority will be the standing committee in each district, chaired by the District and Sessions Judge, with witnesses categorized as A, B, and C based on threat perception.

A State Witness Protection Authority and a witness protection fund will also be constituted for the purpose, the Chief Minister told reporters after the meeting.

The protection measures under the scheme will include holding of in-camera trials, installation of security devices in the homes of the witness, close protection and patrolling near their home, temporary change of residence, escort to and from the court, provision of government vehicles on the date of hearing, among others, Mr Sarma said.

Regarding traffic regulations, the Cabinet decided to waive fines for document-related violations for two and three-wheelers, although fines will still apply for not wearing helmets.

The Transport Department will not levy fines for lacking documents such as licences, registrations, or pollution certificates, opting instead for legal actions as necessary. Three-wheelers will receive four warnings before fines are imposed for rule violations.

In educational reforms, the Cabinet approved a special recruitment drive to regularise contractual teachers under Sarva Shiksha Abhiyan (SSA) and state pool teachers, benefiting approximately 35,133 teachers. This move aims to stabilise the teaching workforce and improve educational outcomes in the state.

Other decisions included the approval of the Assam Private Placement Agencies for Recruitment of Workers’ (Regulation) Rules, 2024, aimed at ensuring worker safety and maintaining a comprehensive database of workers and private placement agencies in the state.

The Cabinet also cancelled tenders for markets, bazaars, and haats previously floated by Zilla Parishads and Panchayats due to concerns over high bidding prices, opting to reissue tenders.

Infrastructure development projects were also greenlit, including water supply schemes worth Rs 81.38 crore for Karimganj and Rs 72.74 crore for Hailakandi to enhance clean drinking water access in urban areas.

In Nalbari, several initiatives were approved, including the establishment of a convention centre, a circuit house, construction of embankments along Mora Pagladiya and Burhadia rivers, a flyover to Nalbari Medical College, a new degree college in Barkhetri, financial grants for temples, a state-of-the-art sports complex, and a skill centre in Dhamdhama.

Sitarama Project trial run: BRS cadres hail KCR’s vision

Trial run of SRLIP’s BG Kothur pump house in Aswapuram mandal in Kothagudem district conducted on Thursday.

Khammam: The BRS cadres and leaders in erstwhile Khammam district have celebrated the trial run of Sitarama Lift Irrigation Project (SRLIP) first pump house at BG Kothur mandal of Aswapuram mandal in the district on Thursday.

The project was envisioned and launched by the former Chief Minister K Chandrashekhar Rao in February, 2016 to ensure irrigation facilities for farmers in Khammam, Kothagudem and parts of Mahabubabad districts.

With the success of the trial run of the SRLIP phase-one pump house the BRS cadres have launched a campaign on social media platforms like WhatsApp, Facebook and others hailing Chandrashekhar Rao’s visionary decision to construct the project. Sharing the project details the cadres explained that the SRLIP was a dream project for the former Chief Minister, who wanted to turn the arid agricultural lands under the project area into fertile lands. The posts consisted of visuals of Chandrashekhar Rao’s earlier references to the project importance and the Thursday’s trial run.

Speaking to Telangana Today senior BRS leader Gundala Krishna noted that even though river Godavari flowed through erstwhile Khammam district since ages, no government in the past cared to utilise the river water to feed the crops in the district.

It was Chandrashekhar Rao who envisaged effective utilisation of the Godavari waters and opened a new chapter in tapping the river waters optimally with the SRLIP. The pump house trial run was the first step towards making the lands in the district fertile and to boost agricultural potential of the district, Krishna added.

BRS working president KT Rama Rao also shared his pleasure over the success of the trial run and posted a message on X saying “Another dream fulfilled. It was the day on which Chandrashekhar Rao’s resolve to irrigate 10 acres in three districts reached fruition…”

In Scam Involving Ajit Pawar, Cops Versus Probe Agency On Closure Report

In Scam Involving Ajit Pawar, Cops Versus Probe Agency On Closure Report

The Mumbai Police has sought to close the case.

Mumbai:

In a development concerning the alleged Rs 25,000-crore Maharashtra State Cooperative Bank (MSCB) scam, the Mumbai police and the Enforcement Directorate (ED) are at loggerheads over the closure report filed before a court here.

The Economic Offences Wing (EOW) of the city police on Thursday opposed the central agency’s plea against closing the case, citing that the apex cooperative bank did not suffer any unfair loss due to the purported fraud.

Deputy Chief Minister Ajit Pawar was named as an accused in the original case registered by the EOW.

While the police sought to close the case as they found no significant loss to the bank, the ED intervened, expressing concerns that accepting the closure report would impact their ongoing money laundering investigation linked to the scam.

The ED has already filed prosecution complaints and supplementary chargesheets in the case, emphasising the interconnected nature of the investigations.

The EOW filed a written submission in the court in which they rebuffed the ED’s intervention, noting that a similar plea had been rejected previously by a special court for cases involving MPs and MLAs.

The timeline of events includes the police filing a closure report in September 2020, which was initially accepted by the court.

However, further investigation was initiated in October 2022 based on protest petitions and the ED’s involvement.

The EOW moved to close the case again in March this year, asserting that no unfair losses were incurred by the bank due to the alleged fraud.

The FIR, which followed a High Court order in August 2019, alleged that loans of several thousand crore rupees obtained by sugar cooperatives, spinning mills and other entities from district and cooperative banks were diverted and not repaid.

Lodged under various sections including criminal breach of trust and cheating, the FIR named  NCP leader Ajit Pawar as an accused with over 70 others, who served as directors of the bank during the relevant period.

The allegations outlined a loss of Rs 25,000 crore to the Maharashtra government between 2007 and 2017, pointing to violations of banking regulations and RBI guidelines in loan disbursements to sugar mills and the undervalued sale of defaulting businesses’ assets.

A former judge, appointed as an authorised officer by the cooperative commissioner, concluded “there was no unfair loss to the bank due to the loans given to the factories (sugar mills),” and “the bank was recovering the amount from the factories by legal means”, the closure report said.
