Pakistani lawmakers elect Ayaz Sadiq as new House speaker

Sadiq got 199 votes of the total 291 votes polled in the 336-member house and defeated Malik Muhammad Amir Dogar, a candidate of the Sunni Ittehad Council (SIC). Dogar received 91 votes, while one vote was rejected after the members of the house cast their votes by secret ballot, Xinhua reported.

“Sadiq is declared as Speaker of the National Assembly of Pakistan. I hope that he will play his role to run the house according to the country’s constitution,” said the outgoing speaker before administering the oath to the new custodian of the house.

Sadiq, 69, was elected as a member of the lower house from Pakistan’s eastern city of Lahore in the general election on Feb. 8, 2024. He served as the speaker of the house twice between 2013 and 2018.

Following his oath as the 23rd speaker of the house, Sadiq will preside over the assembly’s session to elect a new deputy speaker.

The National Assembly is likely to elect the country’s next prime minister on Sunday. The PML-N’s President Shahbaz Sharif has appeared as a strong candidate for the position after Sadiq became the speaker of the house with the support of an alliance of the PML-N, Pakistan Peoples Party Parliamentarians, and Muttahida Qaumi Movement-Pakistan.

Opinion: Opinion: GDP Growth-Rising Investment Can Sustain This Momentum

Latest and Breaking News on NDTV

The GDP growth figure stands as one of the most crucial indicators of economic performance, despite the inherent limitations of the concept. This is primarily because it offers an objective measure of an economy’s progress, facilitating comparisons with other nations and providing insight into its overall performance. The National Statistical Office (NSO) recently announced in its second advance estimate that GDP growth for FY24 would reach 7.6%, surpassing the previously forecasted 7.3%announced last month. This revised figure is likely to remain stable even in the May release after the fiscal year’s conclusion and can be regarded as the final assessment. How should we interpret this growth rate?

There are two perspectives to consider regarding GDP growth as presented by the NSO: the output and expenditure approaches. Each offers a different narrative.

The Output Approach

Let’s first examine the output approach, which encompasses the performance of eight broad sectors. GDP is defined as value added plus net taxes (indirect taxes minus subsidies). Value added represents the output within each sector after deducting intermediate costs, which grew by 6.9%.

Six of the eight sectors recorded growth rates exceeding 6.9%, with exceptions seen in agriculture and trade, transport, and communications. In agriculture, the subpar performance can be attributed to below-normal kharif crops, and expectations of a shortfall in pulses, particularly chana, during rabi season, resulting in a modest growth of 0.7% for the year. The trade, transport, etc., segment expanded by 6.5%, which, though lower than the previous year’s growth of 12%, is still commendable, reflecting a distinct surge in services driven by pent-up demand, as evidenced by the financial results of companies and buoyant PMIs for services consistently exceeding 60.

Manufacturing, Construction Stood Out

The standout performers in terms of output growth were the manufacturing and construction sectors. Manufacturing recorded a growth rate of 8.5%, compared to a negative growth of 2.2% the previous year, largely due to the base effect.

However, construction’s impressive growth of 10.7% can be attributed to the housing boom and government initiatives in infrastructure development, particularly roads. This growth in construction also has positive implications for manufacturing, as industries such as steel, cement, and metal benefit from increased demand.

The Expenditure Perspective, Where Consumption Gives A Mixed Picture

Another perspective on GDP growth lies on the expenditure side, where consumption and investment are the dominant components. Consumption, which accounts for approximately 60% of GDP, presents a mixed picture. While nominal consumption growth stood at 8%, down from 14.2% in FY23, real growth was a mere 3%. This discrepancy indicates that real consumption was impacted by high inflation, which hovered around 5-6% for much of the year, particularly affecting rural demand due to weaker agricultural performance. However, with inflation expected to ease in FY25, a rebound in consumption growth is anticipated.

Investment emerges as a bright spot on the expenditure side, with nominal growth reaching 11.1% and real growth at 11.9%. Moreover, the gross fixed capital formation rate climbed to 31.3% in FY24, a significant achievement given the prolonged period during which the investment ratio remained below 30%. The momentum is expected to continue well into FY25, potentially driving sustained growth in the coming years.

Indirect Tax, Low Subsidy Outflows May Have Led To GDP-GVA Gap

A pertinent question arises as to why none of the polls predicted a growth rate of 7.6% for the year or 8.4% for Q3. This discrepancy can be attributed to the tax component of GDP. For Q3, while GVA (Gross Value Added) growth was 6.5%, GDP growth stood at 8.4%, a deviation larger than the usual margin of 0.2-0.3% seen in recent quarters.

This significant jump can be attributed to robust collections of indirect taxes, particularly GST (Goods and Services Tax), and possibly lower subsidy outflows, the details of which will be confirmed at the year-end. However, data up to January indicate a substantial gap in subsidy disbursements, both in food and fertilisers.

The Reserve Bank of India (RBI) has projected a growth rate of 7% for FY25, based on the assumption of 7.3% growth in FY24. With the revised FY24 growth now at 7.6%, there may be pressure on the FY25 forecast due to the base effect. Nevertheless, as elaborated above, the anticipated uptick in consumption and investment should support slightly higher growth, potentially exceeding 7.5%, provided the external environment, including stable monsoons, prevails.

Andhra Pradesh CM disburses Rs 709 crore under Jagananna Vidya Deevena scheme

Pamarru: Andhra Pradesh Chief Minister YS Jagan Mohan Reddy on Friday disbursed Rs 709 crore under Jagananna Vidya Deevena, a total fee reimbursement scheme for the quarter October-December, 2023, which benefits 9.4 lakh students in Pamarru, Krishna district.

Jagananna Vidya Deevena reimburses total tuition fee of eligible poor students pursuing polytechnic, degree, engineering, medicine and other courses by depositing the funds into the joint accounts of mothers and students.

“This good programme we are doing today will shatter generational poverty with the treasure of education laid on the foundation of higher education, with the sky as the limit for children from poor households to grow,” the chief minister said, addressing a public meeting.

The CM noted that 93 per cent of students pursuing these courses in the state are benefiting from the scheme.

According to the chief minister, 30 lakh students benefited from the Jaganna Vidya Deevena scheme in the past 57 months.

Moving on to politics in his speech, Reddy claimed that the YSRCP government is forced to wage a battle with TDP Supremo N Chandrababu Naidu, Janasena chief Pawan Kalyan and some select media houses to introduce English medium education in government schools for the benefit of poor students.

He pointed out that, while all the children and grandchildren of opposition leaders are studying in English medium schools, they expect poor students to be restricted to Telugu medium education.

Questioning if Naidu had done any good for the education sector in the state, Reddy said not even a single good education initiative can be attributed to the TDP chief’s tenure as chief minister.
Calling on people to be wary of Naidu and other opposition leaders, he claimed they would come up with far-fetched false promises such as “doling out gold and luxury cars”.

Reddy appealed to the people to stand by him if they thought that their households have benefited from his government, in the run-up to the forthcoming Andhra Pradesh Legislative Assembly and Lok Sabha elections.

Excise scam: Delhi Court allows Raghav Magunta to turn approver in CBI case

New Delhi: Delhi Rouse Avenue Court has allowed Magunta Raghav Reddy, the son of Yuvajana Sramika Rythu Congress Party’s (YSRCP) MP from Ongole, Magunta Srinivasulu Reddy, to turn approver in the CBI case related to Delhi’s excise policy case.

The special judge, MK Nagpal, in an order passed on Thursday, allowed Raghav’s application to be moved under 306 CrPC, which sought court approval to turn approver and grant pardon in the said case.

Recently, the court granted anticipatory bail to Raghav and noted that the applicant/Raghav was not named specifically as an accused in the FIR of the case nor was any entity pertaining to him or his family members stated to have been named.

As per the reply filed by the CBI, he also cooperated in the investigation of the case and joined it as and when he was summoned for the said purpose. Further, he is alsobeing stated to have disclosed some vital facts in his statements recorded U/S 161 CrPC and 164(2) CrPC, noted the Court.

“During the course of the investigation, which is even relevant for the ongoing further investigation, it is further stated in the above reply that no instance of influencing any witness in this case by the applicant has also been found. Hence, the CBI has not opposed the request made by the applicant for the grant of anticipatory bail to him,” said the court while granting bail.

Raghav recently became the approver in the Delhi excise policy money laundering case which is being probed by the Enforcement Directorate. The court had also pardoned him in the case while allowing his plea to become an approver.Delhi-based businessman Dinesh Arora had earlier been the approver in the case. The court had declared Arora to be an approver in the same case being investigated by the Central Bureau of Investigation (CBI).

Raghav was arrested by the Enforcement Directorate on February 10 of last year in connection with the Delhi excise policy scam case.

ED earlier stated that Raghav is one of the key person in the conspiracy of cartelisation and kickbacks hatched along with various persons in the Delhi Excise Policy 2021-22 scam. Raghav Magunta is the owner of liquor manufacturing units in the name of M/s Enrica Enterprises Pvt Ltd located in Chennai.

He controlled 2 retail zones in the name of M/s Magunta Agro Farms Pvt Ltd directly in contravention of the Excise Policy 2021-22, where a manufacturer was not permitted to hold either retail or wholesale operations.

Raghav, being part of the South Group, was part and beneficiary of the conspiracy in which the South Group paid Rs 100 cr approx., to the AAP, said ED.

Last year, the ED and the CBI registered cases alleging that irregularities were committed while modifying the excise policy, undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval. The beneficiaries diverted “illegal” gains to the accused officials and made false entries in their books of account to evade detection.

BCCI To Conduct Women's Red-Ball Tournament In Pune From March 28

Women’s red-ball cricket will return to India’s domestic calendar after four years when the BCCI conducts a Senior Inter Zonal Multi-Day Trophy in Pune from March 28, the board announced on Friday. The move comes after the Indian women’s team’s return to Test cricket. The side has played Tests against Australia and England in the recent years. Domestic red ball cricket for women was last held in 2018. “It is a welcome step taken by BCCI. The national team has started playing Test cricket again and we need the next generation of cricketers to play red ball cricket at the domestic level,” former India pacer Amita Sharma told PTI.

“I would also want red ball to be played at the state level and not just zonal level. Back in the day we had both those events,” she added.

The Maharashtra Cricket Association will be hosting the tournament which will feature six teams, representing East, West, North, South, Central, and North-East zones.

They will be competing in a series of five matches to be played across three days each, which is a day more than the two-day games played in the 2018 season.

The tournament will begin right after the ongoing Women’s Premier League, which ends on March 17.

It will start with the quarterfinals between East Zone and North East Zone and West Zone and Central Zone on March 28 with the semifinals slated on April 3.
