Hyderabad: A local court sentenced a man to 20 years rigourous imprisonment in the rape case of a minor girl reported at Chilkalguda in 2018. The court also imposed a fine of Rs.10, 000 on him.

The convicted person , Ch.Manikya Rao, captured the personal pictures of the 15-year-old girl who belonged to the same neighbourhood. Using these photographs, he threatened and sexually violated her many times in the span of four year. He threatened to kill her family if she revealed it to anyone.

The incident came to light only after the girl complained of stomach pain and was taken to a hospital by her grandmother.

Based on a complaint, the Chilkalguda police booked a case and arrested him.

Prathmesh Mishra, the Chairman of RCB, said Babat will oversee high-performance needs of the team, which is yet to win an IPL title in 15 seasons.

“With RCB, he will oversee all talent recruitment and performance plans, and will aim to establish the cultural and high-performance foundations for sustained success.

“Babat has already proved what he can do in a similar role with England, and I believe, with the expertise and years of experience, he will guide RCB to newer horizons and excellence,” said Mishra.

Nalgnoda: Tribal Welfare Minister Satyavathi Rathod emphasized the importance of education for tribal students during the inauguration of the Tribal Welfare Residential School for Girls in Kondamallepally, built at a cost of Rs. 4 crore.

More than three quarters of the 120,000-strong population of the ethnic Armenian breakaway region of Nagorno-Karabakh had fled by Friday afternoon after defeat by Azerbaijan, a faster-than-expected mass exodus that looked likely to be total.

Cars, buses and tractors carrying refugees crowded the highways on the fifth day of the exodus, which brought a sudden and decisive end to one of the most intractable of the decades-old ethnic “frozen conflicts” of the former Soviet Union.

Armenia’s government said nearly 93,000 people had now crossed onto its territory, Russia’s RIA news agency reported. Earlier, a UN refugee agency official said the total could reach 120,000, matching estimates of the entire population of the enclave, part of Azerbaijan that broke away in the 1990s.

Armenia, which supported the separatists for decades but ultimately proved powerless to protect them, sent city buses from its capital Yerevan to help bring people out. Volunteers greeted the purple buses on the road at the border, pushing boxes of bread and bottles of water through the windows.

Azerbaijan says it will respect the rights of ethnic Armenians who choose to stay, but that it has destroyed the concept of a breakaway state forever.

It said on Friday it would allow a UN team to visit the region within days, a major demand of Western countries.

Refugees

The Petrosyan family – Geghetsik, 65, husband Albert, 71, and their 30-year-old son Agasi who uses a wheelchair and has severe learning difficulties – spent a night in Goris on the Armenian side of the border after abandoning their home to escape. They strapped Agasi’s wheelchair to the roof of their car as they headed out again to search for a place to live.

“We built our home so that everything would be nice for him,” said Geghetsik, through tears, speaking of the accommodations they need for their son’s disabilities. “I won’t be able to find a flat now that will be good for him.”

Azeri forces swiftly recaptured Karabakh last week, having sealed it off since the start of this year. Residents say they had suffered hunger and sickness during the effective siege.

“This is a situation where they’ve lived under nine months of blockade,” Kavita Belani, UNHCR representative in Armenia, told a UN press briefing by video link. “And when they come in, they’re full of anxiety, they’re scared, they’re frightened and they want answers.”

She said agencies were prepared to cope with 120,000 people, having had to discard plans that anticipated up to 90,000.

Nearly a third of the refugees are children, including many separated from families.

“The situation often involves families arriving with children so weak that they have fainted in their parents’ arms,” said International Federation of Red Cross and Red Crescent Societies representative Hicham Diab.

Bodies

Carlos Morazzani, operations manager of the International Committee of the Red Cross, said it had transferred around 200 bodies out of Karabakh – victims of a huge blast at a fuel depot on the night the exodus started, as well as of recent fighting.

The Red Cross will be focusing on helping those left behind, with basic food and hygiene items, he said.

“We had been planning for the evacuation to be a longer process,” Morazzani said. “The evacuations this week have gone very fast, very high numbers of people, but as a result of that many people become stranded.”

Azerbaijan’s victory reverses a humiliating defeat it suffered as the Soviet Union crumbled. Around a million Azeris lost their homes then as Karabakh separatists captured a wide swathe of territory around their breakaway region.

Azerbaijan recaptured much of that land in a short war in 2020, but the separatists still had held onto much of Karabakh itself under a peace agreement brokered by Moscow and guaranteed by Russian peacekeepers.

Armenia has blamed Russia for failing to ensure the security of the breakaway region. Moscow rejects blame.

Western countries have denounced Azerbaijan’s lightning assault on Karabakh, while calling on Baku to fulfil promises to protect civilians.

“Azerbaijan bears the responsibility to ensure the rights and security of the Karabakh Armenians, including their right to live in their homes in dignity without intimidation and discrimination, as well as the right to return for those displaced,” a European Union spokesperson said in a statement.

“It is essential that a UN mission can access the territory within the next days.”

Azerbaijan said on Friday it had detained Levon Mnatsakanyan, a former military commander of the separatist forces from 2015-2018, at a checkpoint at the frontier.

It has also detained a former head of Karabakh’s government, Ruben Vardanyan, and charged him with financing terrorism.

Hyderabad: The much-anticipated mega dairy plant of Telangana Vijaya Dairy is set to be inaugurated on October 5. The announcement was made by Animal Husbandry Minister Talasani Srinivas Yadav, who instructed officials to expedite arrangements for the grand inauguration.

The board meeting of Telangana Vijaya Dairy was convened at the Minister’s chambers in Dr BR Ambedkar Telangana State Secretariat, with various key stakeholders including Telangana State Dairy Development Cooperative Federation (TSDDCF) chairman Soma Bharat Kumar, Special Chief Secretary for Animal Husbandry Aadhaar Sinha, and other officials here on Friday.

Speaking on the occasion, the Minister said the construction of a state-of-the-art mega dairy facility in Raviryala village of Rangareddy district, was taken up at a cost of Rs 250 crore. The dairy plant boasts a production capacity of 5 to 8 lakh litres, promising a significant boost to Vijaya Dairy’s production capabilities and also expedite expansion plans.

Srinivas Yadav directed the officials to strengthen the marketing system and chalk out plans for establishing additional successful production centres. Further, instructions were issued to conduct a comprehensive study on creating six zones across the State to facilitate milk collection, transportation, and product marketing, all aimed at benefiting farmers. The Minister stressed the importance of coordinating with the departmental officials concerned to facilitate the supply of Vijaya milk to Anganwadi centres across the State.

On the occasion, the Minister recalled the remarkable transformation of Telangana Vijaya Dairy, evolving from financial turmoil in undivided Andhra Pradesh to achieving a turnover exceeding Rs 800 crore after the formation of Telangana State. He reiterated the State government’s commitment to the dairy industry, which is providing livelihood for scores of dairy farmers and others. He asked the authorities to initiate legal action against those marketing counterfeit products bearing the Telangana Vijaya Dairy brand.

The police action of arresting a music teacher and illegally detaining him for a bailable offence smacks of police high-handedness and insensitivity, the Bombay High Court said on Friday while directing the Maharashtra government to pay Rs 2 lakh in compensation to the man. A division bench of Justices Revati Mohite Dere and Gauri Godse passed the order on a petition filed by Neelam Sampat alleging that the police had illegally detained her husband Nitin Sampat and that he was arrested although the charges against him were bailable.

“This is a case, where there is a gross violation of Nitin’s right guaranteed to him under Article 21; his right to be released on bail in bailable offences; and a clear violation of Supreme Court judgments that say that arrest in cases should be made only when it is absolutely warranted,” the bench said.

“The facts as narrated in the case smack of police high-handedness. It smacks of their insensitivity. It reveals their lack of knowledge of legal provisions. This action of the police has resulted in unjustified trauma – physical, emotional and mental to the petitioner’s husband – Nitin,” the court said in its order.

The court further said though the plea has not sought compensation, it was of the opinion that compensation ought to be awarded not only for violation of law but also for violation of the man’s fundamental right under Article 21 of the Constitution (Right to live with dignity).

“The grave injustice caused to the petitioner’s husband – Nitin, no doubt, cannot be compensated by money alone, however, granting some compensation and directing some action to be taken against the errant officers, would offer some solace/balm to the wounds, which the petitioner’s husband and his family has suffered,” the court said.

According to the plea, the Tardeo police arrested Mr Nitin on charges of sections 354A (sexual harassment) and 509 (insulting the modesty of a woman) of the Indian Penal Code on July 17. The complainant in the case had alleged that Nitin had spoken to her indecently when she raised the issue of increased fees for music classes.

The man’s advocate was ready to furnish bail, but the police refused to release him and sent him to the lock-up where he was allegedly stripped and made to spend the night. He was released the next day.

Mr Nitin’s wife in her plea said he was a music teacher with an unblemished record and that his illegal detention and torture while in custody has caused him immense trauma.

The bench in its order said the rights of individuals must be recognised by the instrumentalities of the State and that any abuse or misuse of power should attract consequences.

“Hence, in the peculiar facts, the State must repair the damage done to the petitioner’s husband’s right, by its officers. Of course, it is for the State to take recourse against those officers responsible for the said violation,” it said.

The bench said as a constitutional court, it cannot be oblivious to the gross abuse of law.

The bench in its order noted that the police had issued the man a notice under section 41A of the Criminal Procedure Code (CrPC), which was complied with and the man had appeared before the police for questioning on several occasions.

During earlier hearings of the plea in the court, the police had tendered an apology and said the arrest was an inadvertent mistake on their part. The police said an inquiry has been initiated and the errant officials found guilty of dereliction of duty would be punished.

The bench said Mr Nitin was illegally detained by the police even though the offences with which he was charged were bailable.

“Nitin was not only detained by the police of the Tardeo police station for bailable offences but was sent to Saat Rasta lock-up and made to stay there the entire night, despite the offences being bailable and despite offering to give bail,” the court said.

It added that Mr Nitin was asked to strip and made to sit in the lock-up with other criminals and the CCTV footage corroborates this.

The court ordered that the compensation amount be paid to the man within six weeks.

It also directed the Mumbai police commissioner to appoint a deputy commissioner of police to conduct an inquiry into the incident, after which the compensation amount shall be recovered from the salary of officials found responsible for the illegal detention.

The bench also directed for a copy of its order to be sent to the Director General of Police of Maharashtra and Commissioner of Police, Mumbai, to enable them to issue guidelines or directions to police stations on the issue.

External Affairs Minister S Jaishankar said on Friday, “The world is badly in need of some form of re-globalisation,” underlining that India is “non-Western and not anti-Western”.

Mr Jaishankar was speaking at an event organised by the prestigious think tank Hudson Institute in Washington DC on the topic of ‘India’s Role in a New Pacific Order’.

“If you put it together, I would suggest to you that the world is badly in need of some form of re-globalisation,” he said.

The minister said globalisation itself is undeniable because it has struck very deep roots.

“It has tremendous benefits. Nobody doubts. But this particular model of globalisation has evolved over the last 25 years. Obviously, it has a lot of risks inherent, and today how to address those risks and create a safer world is part of the challenge,” he said.

On the Indo-Pacific, Mr Jaishankar said it is a concept that has gained ground. The separation in a way of the Indian Ocean and the Pacific Region is something actually which was an outcome really of the Second World War. The one looked at a global strategy and global understanding before that of the Indian Ocean Pacific Ocean but dealt with it in a much more integrated way, with the emphasis on India, he said.

In terms of the Pacific order, Mr Jaishankar said, a lot of the global concerns are most acute.

“One is of course the larger issue of how you maintain stability in the middle of a very major change taking place because often sharp changes imbalances of power and interest and influence and create risks,” he said.

Responding to a question, Mr Jaishankar underlined that India is not against the West.

“India is non-western and not anti-western,” he said.

The minister reiterated that a country like India and a continent like Africa not being at the UN Security Council does not reflect the ground realities of the 21st century.

Mr Jaishankar said he believes that a United Nations without the most populous country and the fifth largest economy not in the Security Council economy, as well as a continent of 50-plus countries not being there obviously lacks credibility and to a large degree effectiveness.

On Russia, the minister said the West’s relationship with Moscow as a result of the Ukrainian war has virtually broken down. Today Russia, which has been a European power, is looking towards Asia and building its relationship with Asian countries.

“Russia has always seen itself as European…So you’re actually seeing a reinvention of Russia as a consequence of what is happening (in Ukraine),” he said, pointing to the growing Russia-China relationship.

Mr Jaishankar predicted that Russia would focus on the non-western world, away from Europe, away from the United States, and look much more at Asia, possibly in other regions as well.

Hyderabad: A 40-member OBC leaders’ team from the State Congress met party high command in New Delhi on Friday demanding allocation of a minimum 34 tickets to leaders from the community to contest the ensuing elections.

Since last few days, there is a growing rift between the OBC wing of the State Congress and upper caste leaders in the party over allocation of tickets. This is after 83 BC leaders had applied for tickets, paying Rs.50, 000 for each application.

At the meeting with AICC General Secretary KC Venugopal, the OBC leaders led by former MPs Madhu Yaskhi Goud, Ponnam Prabhakar and others, reminded that the party high command had instructed the State leadership to allot at least 40 tickets to BC leaders but the local leaders here were not willing to allot at least 30 tickets.

This is even after the party high command was convinced by the OBC unit’s appeal to allot two Assembly tickets from each Parliamentary constituency to leaders from the community.

A few BC leaders complained that the Telangana Congress was being led by leaders hailing from upper castes and preference was being given to leaders from such communities, citing surveys, economic background and other reasons.

However, KC Venugopal said that the application scrutiny was under progress and all efforts were being made to allot maximum tickets to BC leaders.
