Emergency May Have Been Undemocratic, Not Unconstitutional: Shashi Tharoor

The Congress leader also said that Rahul Gandhi has emerged as a “considerable leader” in his own right.

Decrying the excesses that had taken place during the period, Congress leader Shashi Tharoor has hit out at the government for using the Emergency as a “diversionary tactic” and said that while imposing it may have been undemocratic, it was not unconstitutional.

In an exclusive interview with NDTV on Thursday, the senior leader, who has just been reelected as the MP from Thiruvananthapuram for the fourth consecutive time, also addressed issues like the demand for replacing the ‘sengol’ and the NEET paper leaks, which are set to dominate the ongoing session of Parliament. 

To a question on the Congress and other opposition parties opposing the references to the Emergency by Speaker Om Birla on Thursday and President Droupadi Murmu in her address on Friday, Mr Tharoor asked why something that happened 49 years ago was being “dredged up” so forcefully by the government. 

Accusing the BJP-led NDA of moving the goalposts and either talking about 1975 or 2047, and not about the present, he said the focus should be on burning issues like unemployment, the NEET paper leaks and the situation in Manipur. 

On the BJP using the Emergency to blunt the Congress’ plank that it was trying to save the Constitution, which yielded dividends in the Lok Sabha polls, the MP said, “The irony is that is actually one thing the BJP could not accurately say. I am a critic of the Emergency, but the very fact is that the Emergency may have been undemocratic, but it was not unconstitutional. It was a provision in the Constitution that permitted the imposition of an internal emergency. That provision has since been removed.”

“But it was there at the time and therefore what was done by the government in 1975 was strictly within the boundaries of the Constitution. So for the rashtrapati to say it was an unconstitutional attack or an attack on the Constitution is actually inaccurate in legal terms. I am not supporting the emergency; I think arresting opposition politicians, censoring the press and a number of steps taken were undemocratic steps, but they were, sadly, not unconstitutional steps,” he asserted. 

The Congress leader emphasised that the Constitution had not been suspended during those months and even the 42nd Amendment – which amended the Preamble and is referred to as a ‘mini Constitution’ –  was “passed within the provisions of the existing system”. 

“So I am not saying this is something to be proud of. I don’t think we should be debating the Emergency and politics today when there are more important things to do. But I am just challenging the claim that it was unconstitutional. It was not. It was completely within the Constitution, however undesirable,” he said. 

The ‘Sengol’ Debate

The BJP has attacked the opposition over the Samajwadi Party’s demand that the ‘sengol’ – a sceptre symbolising the transition of power from the British Raj to self-rule by Indians – be replaced with a copy of the Constitution in the Lok Sabha. The demand has also been backed by at least one senior Congress leader, who said that the baton symbolises “kingship”.

When Mr Tharoor was asked about this, he said, “This is a debate I personally don’t wish to enter into because I can see the arguments on both sides – one that it is a symbol of monarchy and we are a republic, and the other saying it is a purely symbolic thing and honours a part of India… And I don’t really want to pick and choose between these two things.”

“I will say, however, that what the Congress Party and the opposition are focused upon are the real issues facing people today, which, certainly include NEET. We are concerned about unemployment, particularly for young people, and we are concerned very, very seriously, about some of the issues the government simply does not want to talk about, from Manipur to the India-China border,” he emphasised. 

Advice For Rahul Gandhi?

Asked if he had any advice for Rahul Gandhi, who is now the Leader of the Opposition and is holding his first constitutional post, he said the former Congress president has emerged as a “considerable leader” in his own right. 

“The turning of the narrative began with the two Bharat Jodo Yatras, particularly the first one, which seized the imagination of the nation and of young people everywhere. He (Rahul Gandhi) moved on from there into this very effective, active campaigning for the Lok Sabha elections of 2024. I think his ability to now frame the narrative in a way that appeals to and attracts large numbers of people is beyond dispute. So I would say that he doesn’t need any advice from the likes of me,” Mr Tharoor said. 

“What he needs is now the opportunity to use the platform of being Leader of the Opposition to set the agenda for the government to respond to, and to ensure that the government is kept on the nation’s business rather than distracting us with what are really not relevant debates. A vast majority of the Indian population was not even born when the Emergency was declared,” he pointed out.

Opposition’s Strength

The Thiruvananthapuram MP, who was once in a race for the Congress president’s post, also said that it is in the government’s interest to focus on cooperation rather than confrontation with the opposition. 

“This is no longer a small number of MPs that you can just roll over with a brute majority. This is a very large swathe of Indian public opinion represented in these elections, and we are talking about 234 members in the India Alliance alone, as well as others who are not affiliated with the government… The problem often is that the government acts as if they don’t really need to consult the opposition and that, I believe, would be very unwise,” he warned.

Hyderabad: Joint Commissioner of Transport Department, Ramesh was allegedly attacked by an auto rickshaw union leader at his chamber in Khairatabad on Thursday.

The official was in his chamber when auto rickshaw union leader Amanullah Khan barged in and picked up an argument with him over some auto rickshaw drivers related issue. He then attacked the official following which the staff rushed in and rescued him.


On information, the Khairatabad police rushed to the spot and took Amanullah Khan into custody. He was shifted to the police station and a case registered.

Shillong: A woman was publicly thrashed by her relatives for having an affair and a video of the incident, which happened in Meghalaya‘s West Garo Hills district, went viral on social media, police said on Thursday.

Six people were arrested in connection with the incident that happened in Lower Teksagre village in Dadenggre sub-division on Tuesday, they said.


The woman, a single mother in her mid-20s, was asked to appear before a kangaroo court in her village. Later, she was dragged by her hair by four men and thrashed with sticks in front of a mob that watched, they added.

The entire episode was captured in a video that went viral on social media, triggering a furore.

Superintendent of Police Abraham T Sangma said six persons, all her close relatives, were arrested on Wednesday within hours of the video going viral.

“While two people were picked up by the police from the village, the rest surrendered. They have been brought back to the district headquarters town,” he said.

The State Women’s Commission has also taken suo-moto cognisance of the incident and has sent a team to meet the victim, officials said.

Hyderabad: The State government on Thursday accorded permission to the Civil Supplies Corporation for recovery of custom milled rice (CMR) dues within the next 90 days from millers who had defaulted for four marketing seasons – Yasangi (Rabi Marketing seasons of 2019-20 and 2020-21) and the Kharif Marketing seasons (2021-22 and 2022-23).

The corporation was directed to recover the value of entire defaulted CMR in the form of cash (to the account of TGSCSCL) or equivalent quantity of rice from the millers, who failed to deliver CMR within the due date at the rate of 125 per cent of the value of CMR fixed by the Centre or actual economic cost incurred by the State, whichever was higher along with interest of 12 per cent per annum. The government stand on the issue of waiver of penalty is not appealable, the orders said.


The government issued the orders in response to the proposal made by Civil Supplies Commissioner D S Chouhan based on recommendations made by the official committee that studied the issue following a representation made by the millers association seeking more time for delivery of the custom milled rice by the millers defaulted during the past four seasons.

Modern lifestyle, marked by disproportionate gadget screen time, junk eating, changing work patterns and lack of physical activity, is pushing us towards a major health crisis. Sedentary life is the new-age silent threat to global health, contributing significantly to the burden of chronic diseases. A new study by the medical journal, Lancet, has set off alarm bells, as it shows high inactivity rates among people around the world, emphasising the urgent need for lifestyle changes to combat serious health risks. The proportion of adults who are physically inactive globally stands at 31%. The trend is particularly alarming for India; nearly half of Indian adults are physically inactive, posing severe health risks. Lack of physical activity increases the risk of cardiovascular diseases, diabetes, dementia and cancer. Experts stress the need for regular exercise and healthier lifestyles to address this growing concern. Significantly, the prevalence of insufficient physical activity among Indian adults has risen sharply from 22.3% in 2000 to 49.4% in 2022. If this trend continues, inactivity levels in the country could reach 55% by 2030. The World Health Organisation (WHO) recommends at least 150 to 300 minutes of moderate aerobic activity per week for all adults. India has the 12th highest prevalence of insufficient physical activity among 195 countries. Worldwide, nearly one-third of adults did not meet the recommended levels of physical activity in 2022.

Indians are genetically more prone to developing non-communicable diseases like heart disease and diabetes at least a decade earlier than others. The study, conducted across 197 countries from 2000 to 2022, also reveals a gender disparity in India where 52.6% of women were found to be physically inactive compared to 42% men. Women in India, who wrongly believe that household chores are a good form of physical exercise, are not engaging enough in physical activities. Cultural barriers also add to the problem. These findings reveal a missed opportunity to lower cancer and heart disease rates and improve mental well-being through more physical activity. Lack of physical activity means that these risk factors are allowed to aggravate. Regular physical activity reduces the risk of many types of cancer by 8-28%; heart disease and stroke by 19%; diabetes by 17%, depression and dementia by 28-32%. Additionally, people over 60 are less active than other adults, underscoring the importance of promoting physical activity for older adults. Another Lancet study conducted earlier this year revealed an alarming rise in obesity among Indians over the last few decades. Over 44 million women and 26 million men aged above 20 in India were found to be obese, compared to 2.4 million women and 1.1 million men in 1990. India ranks 180 among 197 countries for the prevalence of obesity in 2022. Long thought to be an urban problem, obesity has become a health threat in rural areas in the last decade.

New Delhi: Praising India’s Presidency of the G20, which took place last year in New Delhi, President Droupadi Murmu, while addressing a joint session of both Houses on Thursday said that India has united the world on many issues during its G20 presidency.

President Murmu further added that the G7 Summit was made the 27th member of the grouping under India’s Presidency, and noted that the move has strengthened the “trust of the African continent as well as the entire Global South.” While addressing the joint sitting of the Parliament on Thursday, the President said, “How the world’s view of India has changed, we have all experienced this in the G7 Summit held in Italy. India has united the world on many issues during its G20 presidency. It is during India’s presidency that the African Union has been made the 27th member of G20. This has strengthened the trust of the African continent as well as the entire Global South.” The African Union is a continental union consisting of 55 member states located on the continent of Africa. The move to include the African Union in the G20 grouping was proposed by PM Modi in June 2023.


The G20 Summit was held here in the national capital in September 2023 and was attended by several world leaders including US President Joe Biden, UK PM Rishi Sunak and Italy PM Giorgia Meloni, amongst others.

Meanwhile, pointing to India’s Neighbourhood First Policy, President Murmu said that India has strengthened its relations with the neighbouring countries, which also was seen when the leaders from 7 nations marked their presence in the swearing-in ceremony of the Union Council of Ministers on June 9. “Following the Neighbourhood First policy, India has strengthened its relations with the neighbouring countries. Leaders of 7 neighbouring countries participated in the swearing-in ceremony of the Union Council of Ministers on June 9…Whether it is East Asia or the Middle East and Europe, my government is giving a lot of importance to connectivity. The vision of India has started giving shape to the India-Middle East Economic Corridor,” President Murmu said. “This corridor will be one of the biggest game changers of the 21st century…” she added.

India, the US, UAE, Saudi Arabia, France, Germany, Italy and the European Union had signed the Memorandum of Understanding (MoU) to establish the India-Middle East-Europe Economic Corridor during the New Delhi G20 Summit held in September last year.

The G20 summit led to the consolidation of a comprehensive framework with the objective of fostering enhanced collaboration among the G20 member nations, the European Union, and the African Union, which was formally inducted into the bloc at the New Delhi summit.

Addressing the joint sitting of both Houses, the President congratulated the newly elected members of the 18th Lok Sabha. She also expressed her gratitude to the Election Commission of India for holding the elections peacefully.

During the address, she also went on to highlight India’s performance in several areas, including science, digital payments, economy etc. “If India performs well in the world in terms of digital payments, then we should be proud. If Indian scientists successfully land Chandrayaan on the southern side of the moon, then we should be proud. If India becomes the fastest-growing economy in the world, then we should be proud. If India completes such a big election without much violence, then also we should be proud,” the President said.

“Today, the whole world respects us as the Mother of Democracy,” she added.

The triumph of Chandrayaan-3 marked a historic milestone on August 23 when the lander module successfully touched down on the moon’s South Pole. India became the fourth nation, following the United States, China, and Russia, to achieve a successful lunar landing. The mission not only showcased technological prowess but also signalled redemption after the disappointment of the Chandrayaan-2 crash landing four years earlier. “The people of India have always expressed their full faith in democracy. They have expressed full trust in the institutions related to elections. To maintain a healthy democracy, we have to preserve this faith. We also have to protect it…We remember the time when ballot papers were looted and snatched away. In order to make the voting process secure, it was decided to adopt EVMs. In the past several decades, EVMs have crossed many hurdles from the Supreme Court,” the President said, pointing to the success of the recently concluded 18th Lok Sabha Elections. Narendra Modi took oath as Prime Minister of India for his third successive term on June 9 at an impressive ceremony at the Rashtrapati Bhavan. The oath ceremony was graced by luminaries from various fields, including Bollywood celebrities, ministers, and business magnates.

President Droupadi Murmu administered the oath to PM Modi, who reiterated his unwavering commitment to serving the nation and steering it towards prosperity.

Iran slams failed coup attempt in Bolivia

Iran has slammed a failed coup attempt in Bolivia, stressing the need for order and law to be restored in the South American country.

“We condemn the coup against the foundations of democracy as well as the attack on democratic institutions and the legal government in Bolivia,” Nasser Kan’ani, the spokesman for Iran’s Foreign Ministry, said on Thursday.

Iran emphasizes the importance of restoring law and order and returning power to the legal government of Bolivia, he added.

The troops of Juan Jose Zuniga, who was fired earlier this week as commander of the Bolivian Army, raided the presidential palace in the capital La Paz on Wednesday afternoon and took up positions in the square outside, where key government buildings are located. Media reports said a tank slammed the palace doors.

However, Zuniga urged the soldiers within hours to withdraw, after leaders from around the world blasted the army’s actions as illegal.

Bolivia has seen intensifying protests in recent months over the economy’s precipitous decline from one of the continent’s fastest-growing two decades ago to one of its most crisis-stricken.

Hyderabad: Coming down heavy on the BJP government at the Centre and the Congress government in the State for working together against the interests of the State-owned Singareni Collieries Company Limited (SCCL), Telangana Boggu Gani Karmika Sangham (TBGKS) leader Raji Reddy said the fight against the auction of coal blocks would be intensified in the State.

Questioning the need for auction of coal blocks, he called it a step in direction of privatisation. Both the Centre and State were working in tandem to marginalise the role of the SCCL workforce, which had achieved 70,000 million tonnes of coal production to support the energy needs of the State and the nation.


Demanding allotment of coal blocks to the SCCL without any auctioning as in the case of Coal India, he said the policies of the BJP government had a debilitating effect on the public sector undertakings all over the country. Appealing to the AITUC and the INTUC to extend their support to the fight against auction of coal blocks, he said the coal workers in the company would stage protests with black badges on July 1. The effigies of the Central government and State government would be burnt as part of the protest on July 3.

The coal miners would stage demonstrations in front of the offices of the General Managers of the areas concerned on July 6. A massive dharna programme would be organised at Godavarikhani on July 9. In the second phase of the protest, the coal workers would present memoranda to MLAs from the coal belt and a dharna would be organised at Indira Park in Hyderabad. Similar demonstrations would be organised at Jantar Mantar in New Delhi when the Parliament was in session.

Hyderabad: In a touching gesture, senior police officials in Varanasi, Uttar Pradesh, granted a special wish to a 9-year-old-boy Ranveer Bharathi, who is fighting with a brain tumour and is undergoing treatment at Mahamana Pandit Madan Mohan Malviya Cancer Centre, to become an IPS officer for a day.

The senior police officials (ADG Zone Varanasi) made arrangements so that the youngster, wearing a police uniform, sits on the chair of the senior police official and fulfills his dream. The senior IPS officials, later, shared the experience on their social media profile, displaying pictures and a video of Ranveer’s Special Day.


The post was able to catch the attention of many on social media platform X (formerly Twitter) who appreciated the the local police for taking a positive decision and helping a sick child.
