Historic steps will be taken in upcoming Budget, says President Murmu in Parliament

President Droupadi Murmu addresses the joint sitting of the Lok Sabha and Rajya Sabha, in New Delhi, Thursday.

New Delhi: Many historic steps and major economic decisions will be taken in the upcoming Budget, President Droupadi Murmu said on Thursday as she addressed a joint sitting of Parliament.

The Budget that will be presented by the government in the next Parliament session will be a document of its futuristic vision, the President said in her first address to the joint sitting of Parliament after the constitution of the 18th Lok Sabha.

“The Budget will have major economic and social decisions and many historic steps will be taken. The speed of reforms will be increased to fulfil the aspirations of people,” she said.

She said her government believes there should be healthy competition between states for investment. “This is in the spirit of competitive-cooperative federalism,” she added.

Murmu further said, “India has become the world’s fifth-largest economy. There has been an average 8 per cent growth in the last 10 years, even though these were not normal times.”

“This growth rate has been achieved despite a global pandemic and conflicts in different parts of the world. This is the result of the reforms of the last 10 years. India alone is contributing 15 per cent to global growth. My government is working to make India the world’s third-largest economy,” she said.

Israel launches 'terrifying' invasion against Gaza’s Shujaiya

Israel has launched fresh ground and aerial attacks on Shujaiya neighborhood in the besieged Gaza Strip which was condemned by the Hamas resistance movement as “a full-fledged war crime.”

The Civil Defense in Gaza said at least seven Palestinians were killed and dozens others injured in the Israeli strikes on the residential area of Shujaiya, located east of Gaza City, on Thursday.

The toll is expected to rise as first responders have not been able to reach the targeted areas amid the heavy bombardment.

The ongoing attack also forced tens of thousands of people to leave their homes.

The Palestine Red Crescent Society emphasized that there is no safe place for the residents of northern Gaza to seek refuge.

That came as the Israeli military issued ejection orders to residents of Shujaiya hours after the bombing began.

According to an Al Jazeera journalist, some civilians were hit while taking shelter at a UN school, and others while leaving the neighborhood after the bombing began.

Residents and reporters at the scene reported heavy air raids on different areas across the neighborhood, as well as artillery shelling and drone fire.

“The situation is really difficult. Constant bombing and shelling all around. It’s really difficult,” Nouh al-Sharnoubi, a civil defense staffer and Shujaiya resident, told Middle East Eye.

“I haven’t witnessed something this intense since the peak of the Israeli aggression at the start of the war,” he added. “Everyone in Shujaiya has left it.”

Israeli ground forces were also seen advancing to the outskirts of the neighborhood.

Ali Abo Shanab, a report from Gaza, described the situation there as “terrifying”.

“Difficult circumstances in every sense of the word,” he said, adding “People have no place to go and left without carrying anything on them.”

Clashes were later reported in Shujaiya as the Israeli tanks advanced.

‘A continuation of the genocidal war’

In a statement issued on Thursday, Hamas said the intensified attack on Shujaiya is “a continuation of the genocidal war” launched by the “fascist” Israeli regime against Palestinians in Gaza.

“This fascist policy of repeatedly targeting cities, camps and neighborhoods, and deliberately killing civilians and destroying infrastructure …is a full-fledged war crime.”

Hamas urged the international community to take immediate action to stop the Israeli crimes and hold the “terrorist entity” accountable for them.

The movement stressed that such crimes won’t hinder the Palestinians’ determination to remain on their land, and vowed that the resistance fighters will continue to “confront this fascist army and its terrorist machine” until Israel is defeated.

Shujaiya was targeted at the onset of the Israeli war on Gaza, leaving it one of the most devastated areas in the besieged strip.

The fresh attack comes as northern Gaza already suffers a hunger crisis, caused by an Israeli siege.

Late on Wednesday, a Palestinian girl died of malnutrition in northern Gaza, bringing to six the number of children who lost their lives due to the starvation crisis in just over a week.

The Integrated Food Security Phase Classification (IPC), which assesses global food insecurity and malnutrition, warned on Tuesday that almost all of Gaza will face famine within the next three months.

Israel launched the war on Gaza on October 7 after the Palestinian resistance movement Hamas launched the surprise Operation Al-Aqsa Storm against the occupying entity in response to the Israeli regime’s decades-long campaign of bloodletting and devastation against Palestinians.

Since the start of the offensive, the Tel Aviv regime has killed at least 37,765 Palestinians and injured over 86,429. Thousands more are also missing and presumed dead under rubble.

Tel Aviv has also blocked water, food, and electricity to Gaza, plunging the coastal strip into a humanitarian crisis.

Teaching staff recruitment in Telangana Universities hit roadblock

The Bill referred by the then Governor Tamilisai Soundararajan to President for ‘Consideration and Approval’ last year is yet to receive either assent or rejection.

Teaching staff recruitment in Telangana Universities hit roadblock

Osmania University

Hyderabad: Teaching staff recruitment in the State universities has hit a roadblock with the fate of Telangana Universities Common Recruitment Board Bill 2022 hanging in balance.

The Bill referred by the then Governor Tamilisai Soundararajan to President for ‘Consideration and Approval’ last year is yet to receive either assent or rejection.

The Congress government, which initially planned to withdraw the bill, is yet to take call on the same. “The bill has been forwarded to the President and is still there. For the bill to be withdrawn, the State cabinet has to take a decision,” said a senior High Education department official.

Presently, each university takes up its own recruitment that on several occasions in the past got into legal tangles, delaying filling up of vacancies. To bring transparency and accountability, the previous BRS government had passed Telangana State Common Recruitment Board Bill 2022 for centralized staff recruitment.

The bill was sent to the Raj Bhavan for assent but after seeking clarifications from the then Education Minister P Sabitha Indra Reddy, Tamilisai Soundararajan forwarded the bill to the President citing certain issues.

Failing to take a decision on the bill has further delayed the teachers’ recruitment in the universities, which are already grappling with dearth of faculty members particularly at professor level. This shortage of teachers is not just impacting regular teaching work but research and funding from various central funding agencies.

Out of 2,825 teaching posts sanctioned in 11 universities, there are close to 2,000 vacancies. While there are a total of 1,267 sanctioned posts in 53 departments of Osmania University, close to 900 teaching staff positions are vacant.

Several departments have been running classes with regular associate and assistant professors besides contractual staff, while some departments like Archaeology, French and German run only by the academic consultants, who are employed on contractual basis.

Similar is the predicament with Kakatiya University, where only 86 teachers are working against a sanctioned strength of 409 faculty members in 27 departments. The delay in recruitment, according to teachers, has increased the academic load on the existing staff.

Durg: A 28-year-old man, who aspired to get a government job but failed to clear any civil services exams despite multiple attempts, tried to extort Rs 10 lakh from a couple after he happened to shoot their intimate video at their place in Durg district of Chhattisgarh, police said.

The accused, Vinay Kumar Sahu, had gone to the couple’s house early last month with the intention of burglary, but instead of stealing anything, he recorded the couple’s intimate moments using his mobile phone and demanded money from them for not making their video public, they said.

The accused was arrested on June 25 based on the complaint lodged by the couple, residents of Ahiwara village located in the Nandini police station area, Sub Divisional Officer of Police (Dhamdha) Sanjay Pundhir said.

“On June 17, the male victim complained to the police that he received a video clip on their WhatsApp from an unknown number that showed him and his wife in an intimate moment. The man also told the police that some unidentified person called him and demanded Rs 10 lakh for not releasing the clip on social media,” he said.

A joint team of Nandini police and Anti-Crime and Cyber Unit (ACCU) was constituted to probe the matter. Police zeroed in on the accused based on technical evidence and CCTV footage, and arrested him, he said.

“During his interrogation, Sahu told the police that he had burgled the couple’s house twice earlier and he had sneaked in again on May 5 with the same intention. But instead of stealing something, he allegedly recorded the intimate moments of the couple on his phone. A few days later, he sent the video to the couple and started blackmailing them by demanding Rs 10 lakh for not making it viral,” the official said.

Three mobile phones and as many SIM cards were recovered from the possession of the accused, he said. Sahu is a resident of Ahiwara. After completing his bachelors in engineering, he was preparing for civil services. He tried to secure a government job and appeared for various exams, including state Public Service Commission, but failed to clear it every time, Pundhir said.

To meet his needs, Sahu started stealing mobile phones and other articles in his own locality, he added. The accused was booked under section 384 (punishment for extortion) of the Indian Penal Code (IPC), the SDOP said, adding that further probe is underway.

9.6 overs (1 Run)
Another full toss but this time, Suryakumar Yadav doesn’t quite connect.

9.5 overs (4 Runs)
FOUR! A real gift from Adil Rashid and Suryakumar Yadav duly obliges.

9.4 overs (1 Run)
1 run.

9.3 overs (1 Run)
Floated, too full and wide, Suryakumar Yadav shimmies down the pitch and hammers it square through cover-point for a single.

9.2 overs (0 Run)
A huge appeal for LBW from behind the stumps but Adil Rashid isn’t quite interested. Rashid flights this one up around the off stump line and it is the regular leg break. Suryakumar Yadav plants the front leg across and looks to firm the sweep shot but misses and gets hit on the pads.

9.1 overs (1 Run)
Rashid starts off on a nagging length, flat and on off, Rohit Sharma goes on the back foot and knocks it down to long on for a single.

Who will bowl from the other end? It will be Adil Rashid.

8.6 overs (1 Run)
Four singles on the trot to the end the first over after resumption. Tossed up on middle and leg, Rohit Sharma takes the front leg out and works it wide of long on for one.

8.5 overs (1 Run)
On the shorter side and over the stumps, Suryakumar Yadav rocks back and wrists the ball down to deep mid-wicket for just another single.

8.4 overs (1 Run)
This is floated up on the leg peg, Rohit Sharma looks to lean on and flick but gets a bit of a leading edge that goes safely towards mid-wicket and they pick up another single.

8.3 overs (1 Run)
Drags the length back and slides it on over middle stump, Suryakumar Yadav presses back and works it to the vacant mid-wicket region for a single.

8.2 overs (0 Run)
On the fuller side again and pushed through outside the line of off stump, Suryakumar Yadav looks to stay leg side of the ball and go through the off side but miscues it towards point.

8.1 overs (0 Run)
The leg break to the right-hander from Liam Livingstone and he spears it in full at the legs, Suryakumar Yadav fails to get it away.

All in readiness for the resumption. A blazing sunshine greets the two umpires as they walk out to the middle. They are followed by Jos Buttler and his men. Rohit Sharma and Suryakumar Yadav are all set to resume their innings with the latter on strike. England are starting with spin after the break in the form of Liam Livingstone. Let’s play…

UPDATE – 10.58 pm IST (5.28 pm GMT) – We have a resumption time, folks! Play to restart at 11.10 pm IST (5.40 pm GMT) with no overs lost. For Rohit Sharma and Suryakumar Yadav, it is about starting their inning all over again while England will be looking to strike immediately after the break.

UPDATE – 10.45 pm IST (5.15 pm GMT) – Right then, time for the inspection. The Guyana National Stadium is bathed in sunshine as the two umpires walk out to inspect. There are still a few areas in the in-field that the match officials are concerned about and sawdust is being used to dry them off. India’s head coach Rahul Dravid is also out there. Just a reminder – India will be concerned with the damp patches on the outfield because it is they who have to bowl second. But as far as the result is concerned, if there is a washout – INDIA WILL GO THROUGH – on account of topping their group in the Super Eight. Spare a thought for Jos Buttler – Rain denied England a full match against Scotland, nearly knocked them out in the league stage itself against Namibia and now, is playing hide-and-seek with them in this semifinal. Nothing that Jos Buttler can do, except hope that Lady Luck is in his team’s favour. A long way to go though…as per the official ICC statement, given that we need to have a minimum of 10 overs of play for a match to be constituted in this semifinal and the final, the latest that this match can start is 1.44 am IST, Friday (8.14 pm GMT, Thursday).

UPDATE – 10.36 pm IST (5.06 pm GMT) – The majority of the covers have been removed but there are still some damp areas in the outfield which are causing concern for the match officials. Before the rest of the covers can be removed, the ground staff want to make sure that all the water has been removed and are using the Super Sopper to do the job.

UPDATE – 10.24 pm IST (4.54 pm GMT) – The umpires are out in the middle having a chat and they are looking up trying to get a good perspective from where the weather seems to be coming in. It is currently sunny out there, or at least in most parts and the groundstaff seem to be doing a quick and efficient mop-up job. The Indian coach, Rahul Dravid can be seen taking a stroll as the umpires inspect the deck and the surrounding areas closely. We might get a proper update soon! And, we do get an update – Inspection at 10.45 pm IST (5.15 pm GMT)!

UPDATE – 10.11 pm IST (4.41 pm GMT) – Good news! The rain has subsided, and the ground staff are making their way out to the middle. There is a lot of water on the covers, which needs to be taken care of before the covers can be removed. It was a heavy downpour but the drainage system at this venue is excellent, so it should not take long for the ground staff to get the field ready for play. A few minutes later, the sun is out and the ground staff are slowly peeling the covers off.

UPDATE – 9.53 pm IST (4.23 pm GMT) – Ah no! It has started to rain again, and this time it is heavy enough for the umpires to take the players off the field. On come the ground staff with the covers. It is absolutely pelting down as the fans on the grass banks rush for cover. As per the on-air commentators, the next update from the ground is expected at 10.30 pm IST (5 pm GMT). Fingers crossed for a positive update!

7.6 overs (0 Run)
A good change-up to finish the over but 10 runs come off it. Chris Jordan goes quick and full and bowls it wide of the off stump, Rohit Sharma’s feet get stuck and he looks to thrash it away but misses.

7.5 overs (1 Run)
Slower one, into the pitch and over the stumps, Suryakumar Yadav waits back before working it through the mid-wicket region for an easy single.

7.4 overs (6 Runs)
SIX! Oh, that is gorgeous from SKY! This is bowled on a length and angled in from around middle, Suryakumar Yadav crouches a bit to get under the ball and lifts it nonchalantly over deep fine leg for a biggie.

7.3 overs (1 Run)
Another slower delivery, bowled shorter and into the deck around off stump, Rohit Sharma hops and tucks it away neatly past square leg for another single.

7.2 overs (1 Run)
Pace off again, a bit full on the off stump line, Suryakumar Yadav walks across a touch and flicks it with sweet timing towards deep mid-wicket for one more.

7.1 overs (1 Run)
There’s that skiddy bounce yet again. Chris Jordan right away bowls the slower delivery, at just 117.6 kph and drags it down outside off stump. Rohit Sharma is a bit taken aback but fetches and hits it down in front of mid-wicket for a single.

Just the one over for Sam Curran in his opening spell. He is replaced by Chris Jordan.

6.6 overs (0 Run)
Half an appeal for LBW but seems to be sliding down leg. Adil Rashid slows this one up and bowls it at just 76 kph and drifts it into the legs. Suryakumar Yadav plays all around it and gets hit on the pads.

6.5 overs (1 Run)
Flighted up, a bit fuller and around off, Rohit Sharma leans right on and strokes it nicely down to long off for a single.

6.4 overs (0 Run)
Shortens the length and bowls it around off stump, Rohit Sharma goes back in his crease and pushes it out to covers.

6.3 overs (4 Runs)
FOUR! The conventional sweep now and its hit to perfection! Floated up on middle and leg, Rohit Sharma gets down on one knee and sweeps it away past the vacant 45 region on the leg side for another boundary. India rolling around nicely now.

6.2 overs (0 Run)
Drifts this one into the pads, Rohit Sharma looks to lean on and flick but misses and wears it on the pads.

The rain has picked up, and the two on-field umpires have convened. The ground staff are standing by near the ropes with the covers, but the umpires have decided that play will continue.

6.1 overs (4 Runs)
FOUR! Nicely struck but Jofra Archer should have done better there. Starts off full and on the stumps, Rohit Sharma brings out the cheeky reverse paddle and gets it quite fine. Archer chases it down and tries to flick it back in but doesn’t get low enough and the ball trickles back off his hands into the ropes. 50 up for India!

First look at spin as Adil Rashid comes on to bowl.

5.6 overs (0 Run)
Edged but safe! Just pulls the length back and angles it across the off stump, Suryakumar Yadav looks to cut late but gets an outside edge that goes down to the keeper. India are 46/1 at the end of the Powerplay and the rain has decided to pour down as well.

5.5 overs (4 Runs)
FOUR! SHOT! Too full and around middle, Suryakumar Yadav does well to get the front leg out of the way and presents the full face of the bat before punching it uppishly and straight back past the bowler for a boundary.

5.4 overs (1 Run)
A bit of yes and no in the middle but they get the single eventually. Pitched up on the stumps, Rohit Sharma lets it come on and just nudges it to mid-wicket and sets off for the single. There is a slight stutter but they scamper through as the fielder at mid-wicket was a bit deep.

5.3 overs (1 Run)
Off the mark right away! Bowled back of a length and trying to attack the body of the batter, Suryakumar Yadav hops and tucks it down behind square leg for one.

Suryakumar Yadav comes in at number 4. Also, the skies have gotten dark and it has started to drizzle.

5.2 overs (0 Run)
OUT! TAKEN! Similar line and length to the previous one but this time Rishabh Pant plays it in the air and pays the ultimate price. Sam Curran strides in and bowls it nice and full, just shifts the line to around off stump. Pant tries to walk into the shot and flick it over mid-wicket but the bat turns in his hand and hits it straight to Jonny Bairstow at short mid-wicket and he takes a sharp catch around his face. Curran is pumped up and rightly so.

5.1 overs (0 Run)
Starts from over the stumps and goes full and straight right away, Rishabh Pant plays it late and just flicks it to the man at mid-wicket.

Joe Biden, Donald Trump Offer Contrasting Global Visions Of US

Joe Biden, Donald Trump Offer Contrasting Global Visions Of US

The two presidents have some core beliefs in common. (File)

Washington:

Ahead of their first presidential debate, Joe Biden and Donald Trump are offering sharply different visions of the US role in the world, both in style and substance.

The rare matchup between a current and former president puts their stark contrasts on display. Trump during his 2017-2021 presidency vowed to put “America First,” with a combative and often isolationist view of the world, while Biden took office in 2021 vowing “America is Back,” rekindling relationships with allies.

The two presidents have some core beliefs in common. Both were adamant on pulling US troops out of Afghanistan, seeing America’s longest war as not worth the cost to American blood and treasure.

But the two criticized each other on the implementation, in line with their strong public disagreements on most issues.

Russia and Ukraine

Biden has spearheaded international efforts to support Ukraine after Russia invaded the neighboring country — in defiance of his direct warnings — in February 2022.

With Biden’s encouragement, the US Congress has approved $175 billion in support for Ukraine, including weapons and budgetary support. Biden paid a surprise visit to Kyiv last year and has branded Russian President Vladimir Putin a “brutal tyrant.”

Trump has voiced skepticism over aid to Ukraine, saying he expects Russia to win, and his supporters in Congress held up the last military package to Kyiv for months.

Trump has boasted of quickly ending the war. His advisors have spoken of pushing a ceasefire, perhaps by warning Ukraine that aid will dry up unless it compromises on its borders — a suggestion adamantly rejected by Biden, who says only Ukraine should determine its future.

Trump has previously voiced admiration for Putin and was impeached as president for the first time over delaying military aid to Ukraine as he pressed President Volodymyr Zelensky to dig up dirt on Biden’s family.

Middle East

Trump during his presidency was a staunch supporter of Israel, taking landmark steps such as moving the US embassy to Jerusalem, which Palestinians also want as their future capital.

Trump has charged that Biden has “abandoned” Israel. Biden, however, has long cast himself as a defender of Israel and has come under fire from the left of his Democratic Party over his support, including weapons and vetoes at the UN Security Council.

Biden has nonetheless clashed with Prime Minister Benjamin Netanyahu over Palestinian civilian casualties and froze one weapons shipment that included heavy 2,000-pound bombs.

While Trump would be expected to be more hawkish, he has also criticized Netanyahu, faulting him for not preventing the October 7 Hamas attack, in a bitterness tied to Netanyahu’s prompt recognition of Biden’s 2020 election victory.

Trump and his son-in-law, Jared Kushner, late in his term reached the “Abraham Accords” in which the United Arab Emirates, Bahrain and Morocco normalized ties with Israel — the first new Arab recognition in decades.

Biden’s top diplomat, Antony Blinken, has claimed progress on sealing an even greater prize — Saudi Arabia. But the Biden administration faults Trump for backing Netanyahu in sidestepping the Palestinian issue in the push for Arab recognition of Israel.

Biden has also accused Trump of worsening Iran’s nuclear program by withdrawing from a deal negotiated under former president Barack Obama.

Trump counters that the accord was not strong enough, and Biden largely gave up on reviving it.

China, N.Korea and allies

Both Trump and Biden have described China as the top long-term rival of the United States and have worked to counter Beijing, but they have set different tones.

Biden in some areas has taken tougher action against China, including imposing a sweeping ban on semiconductor exports, but has also spoken of keeping competition from veering into conflict and cooperating in select areas such as climate change. Biden held a cordial summit last year with President Xi Jinping.

Trump has described China as an enemy and vowed to ramp up tariffs sharply. But Trump has also insisted that Xi is a “good friend.”

Trump has often praised authoritarian leaders, saying he “fell in love” with North Korean strongman Kim Jong Un. Trump met Kim three times — unusually personal diplomacy that reduced tension but brought no lasting agreement.

Trump in turn has lashed out at Western democratic allies that he sees as benefiting unfairly from the United States.

On the campaign trail, he suggested he would encourage Russia to “do whatever the hell they want” if NATO allies do not “pay (their) bills” — a reference to military spending.

Words that could not be more different than those of Deputy Secretary of State Kurt Campbell: “If you ask me what would be the ‘Biden Doctrine,’ it would be stepping up partnerships with allies and friends.

Air India started inducting the A350 planes this year and are being used for domestic flights as well.

New Delhi: Air India will start operating its wide-body A350-900 aircraft on the DelhiLondon route with two daily flights from September 1.

The flights will mark the introduction of the plane on the international long-haul route, as Air India revamps and expands its operations to strengthen presence in international and domestic segments.

“The A350-900 will replace the currently deployed Boeing 777-300 ER and Boeing 787-8 Dreamliner on 14 of 17 weekly flights. As a result, an additional 336 seats will be available on the Delhi-London Heathrow route each week,” the airline said in a release on Thursday.

Besides, the airline will introduce premium economy class seats in the A350-900 planes operating on the Delhi-London Heathrow route. Air India will operate two daily flights between the national capital and London Heathrow with the A350-900 aircraft starting from September 1.

The airline started operating the A350-900 plane on the international route from May 1 with services between Delhi and Dubai. The Tata Group-owned airline operates 31 weekly flights to London Heathrow — 17 from Delhi and 14 from Mumbai. It also flies from Ahmedabad, Amritsar, Bengaluru, Goa and Kochi to London Gatwick. There are 17 weekly flights on this route.

Besides, the carrier operates 6 weekly flights to Birmingham from Delhi and Amritsar. Air India started inducting the A350 planes this year and are being used for domestic flights as well. The airline has placed an order for 40 A350 planes and 6 of them are in its fleet.

“The deployment of our flagship A350s and the B777s with upgraded cabin interiors to London Heathrow marks a significant milestone for Air India,” Air India CEO and MD Campbell Wilson said.
