Congress Slams BJP Over Its Rajasthan Candidate's 'Samvidhanik Badlav' Remarks

 The Congress on Tuesday claimed that after Anantkumar Hegde, another leader of the ruling BJP, Jyoti Mirdha, has openly said that the party’s aim is to change the Constitution, while asserting that it is a “deliberate strategy”.

Senior Congress leader Shashi Tharoor shared on X a post on an undated video of Ms Mirdha, the BJP candidate from Rajasthan’s Nagaur in the upcoming Lok Sabha polls, in which she is purportedly heard talking about the need for the saffron party to secure a majority in both Houses of Parliament to be able to make constitutional amendments.

“After Anant Hegde let the cat out of the bag, BJP leaders hastily stuffed it back in and dropped him from their candidate list. Now another BJP candidate openly says the BJP’s aim is to change the Constitution,” Mr Tharoor said on X.

How many more candidates can the BJP disavow for revealing the truth, he asked.

Reacting to Mr Tharoor’s post, Congress general secretary Jairam Ramesh said on X: “These are all orchestrated by the MahaSutradhar himself. It is deliberate strategy.” Congress MP M K Raghavan also shared the video on the microblogging platform and said, “BJP candidate Jyoti Mirdha contesting from Nagaur, Rajasthan was speaking about how the BJP plans to change the Constitution.” “BJP MP Anant Hegde had also said that BJP will change the Constitution if they get 400 seats in the Lok Sabha elections,” he said.

In the video, Mr Mirdha is heard saying, “Desh ke hit mein kai kathor nirnay karne padte hain. Unke liye humein samvidhanik badlav karne padhte hain. Agar samvidhan ke andar humein koi badlav karna hota hai toh aap mein se kai log jaante hain uske liye dono jo humare sadan hain, Lok Sabha aur Rajya Sabha, unke andar haami chahiye hoti hai (Several tough decisions need to be taken in the country’s interest. We have to make constitutional amendments for them. If we have to make amendments in the Constitution, many of you would know that we need the nod of both Houses of Parliament, the Lok Sabha and the Rajya Sabha).” “Lok Sabha mein aaj BJP aur NDA ke pas prachand bahumat hai, us mein koi kami nahi hai, lekin Rajya Sabha mein aaj bhi humari majority nahi hai. Agar is baar teesri baar NDA ki sarkar aati hai…. (In the Lok Sabha, the BJP and the NDA have a massive mandate, but we still do not have a majority in the Rajya Sabha. If the NDA government returns to power for a third time…),” she purportedly said.

Replying to Mr Tharoor’s criticism, Ms Mirdha said, “As far as I understand, the BJP’s aim is to serve the national and public interest as it gets articulated in the democratic discourse. And if for those purposes the Constitution needs to be amended then so be it.” “Most recently the cat was let out of the bag by the 106th constitutional amendment for Women’s Reservation Bill in September last year for which it seems you lent a reluctant helping hand,” she said.

Ms Mirdha also shared on X her clarification on the matter, saying that in a public meeting on March 31, her general comment “aimed at explaining the process of constitutional amendment was unnecessarily blown out of proportion by some honourable leaders of the opposition, which in my opinion is not only unnecessary but also entirely undesirable”.

All the distinguished individuals criticizing this are well-versed in law and the Constitution, she said.

“And they all are aware that from 1950 to last year, 106 amendments have been made to the Constitution. The most recent and historic amendment last year has finally realised our decades-long dream of a 33% reservation for women in Parliament, which was also vigorously supported by these very individuals in Parliament.

“In the past, many amendments have been made to the Constitution with the national and public interest in mind,” Ms Mirdha said.

“It is imperative to say that our sacred Constitution is a living document, amended from time to time considering the welfare of the people and the country,” she said.

The reference to Baba Saheb Ambedkar used to criticise me is also misplaced, Ms Mirdha said in her clarification, adding that he too had foreseen the need and hence provided for Article 368 in the Constitution for amendment.

“Thus, any politics over my statement does not reflect a healthy mindset,” she said.

Sharing MS Mirdha’s video, the Congress said in a post on X, “This is BJP candidate Jyoti Mirdha contesting from Nagaur, Rajasthan. Jyoti Mirdha says that to change the Constitution, we need an overwhelming majority in both the houses. BJP MP Anant Hegde has also said that if we get 400 seats in the Lok Sabha elections, we will change the Constitution.” “It is clear from these statements that BJP and PM Modi hate the Constitution and democracy. By abolishing the Constitution given by Babasaheb, BJP wants to snatch away the rights of the people,” the Congress alleged.

Ms Mirdha’s remarks come days after the BJP axed former Union minister Hegde, a six-term Lok Sabha member from Uttara Kannada, from its list of parliamentary poll candidates this time.

At a gathering at Karwar in Karnataka, Mr Hegde had said the BJP needs a two-thirds majority in both Houses of Parliament to amend the Constitution and “set right the distortions and unnecessary additions made to it by the Congress”.

Kerala police on Tuesday said it will be sending a team to Arunachal Pradesh in connection with the death of three persons hailing from the state amidst speculations that black magic may be behind their deaths.

Kerala police, however, said it cannot presently say that it was due to black magic.

Thiruvananthapuram city police Commissioner C Nagaraju said there appears to be something abnormal in the behaviour of the three — a married couple and a woman — but nothing can be said conclusively till their mobiles and other electronic devices are examined.

“We cannot say it was due to black magic or something like that. Our team will go there tonight. After the procedures are completed, we can bring the evidence from there. So it will take some time,” the top officer of the city police said.

He also said it needs to be investigated why the three went there and how their deaths occurred.

The officer also said that prima facie they do not have information about any other such groups.

“But we need to probe as to why this group was formed and what was their common objective.

Police in Arunachal Pradesh’s Lower Subansiri district on Tuesday recovered three bodies from a hotel room under mysterious conditions.

The couple from Kottayam and their friend from Thiruvananthapuram were found dead inside a room of Hotel Blue Pine at Hapoli, the district headquarters, police said.

They were identified as Thiruvananthapuram native Arya and Kottayam residents Naveen and his wife Devi.

Meanwhile, Soorya Krishnamoorthy, an art connoisseur and cultural activist, who is a friend of the couple’s family, told reporters that Devi’s father — a wildlife photographer — was of the view that black magic was behind the deaths.

“They came to know about the deaths in the afternoon. He (the father) told me that the couple had fallen into the trap of black magic. All three who died were well educated. So, it is a serious issue if they have fallen into such a trap. Awareness needs to be created against it in the public,” he said.

He also said that the couple were ayurveda doctors.

Local residents living near Naveen’s family said that the couple were married 13 years ago and used to come and visit his parents occasionally.

The three had reached the hotel on March 28.

Police in Arunachal Pradesh said the initial investigations suggested suicide, but only after the autopsy report is received can a definitive conclusion be arrived at.

Naveen was into online trading, while his wife Devi taught German at a private school and Arya was a French teacher in the same school.

Editorial: China back to name game


China is back to playing its old tricks. Its latest move to rename parts of Arunachal Pradesh is a crude attempt to reiterate its claim on the State, which has been and will continue to remain an integral part of India. This provocative action falls into a familiar pattern that Beijing has adopted to demonstrate its territorial hegemony in the region and beyond. It must be pointed out that rechristening some places in the north-eastern State will not make any difference to its status nor will it alter the ground reality. Beijing has now released a list of 30 ‘standardised’ names of places in Arunachal Pradesh. This is the fourth such list issued by the Chinese Ministry of Civil Affairs in the past seven years. Beijing claims that Zangnan — the Chinese name for Arunachal — is part of south Tibet. India has repeatedly rejected the assertions, with External Affairs Minister S Jaishankar saying that these were ludicrous to begin with and remain ludicrous today. Such actions by China make it imperative for India to expeditiously ramp up infrastructure in Arunachal. The immediate provocation in the latest case appears to be the opening of the Sela tunnel in the State by Prime Minister Narendra Modi. This strategically important tunnel will provide all-weather connectivity to Arunachal’s Tawang and is expected to facilitate faster movement of troops in the frontier region. Lodging a diplomatic protest, Beijing had said that India’s move would ‘only complicate’ the boundary issue.

Beijing was also left fuming when the United States reaffirmed Arunachal as Indian territory and opposed any ‘unilateral attempts’ by China to advance its territorial claims across the Line of Actual Control (LAC). Ironically, the latest provocation comes on the heels of the 29th meeting of the Working Mechanism for Consultation and Coordination on India-China Border Affairs. Both sides had stated that there was an in-depth exchange of views on how to achieve ‘complete disengagement’ and resolve the remaining issues along the LAC. It’s quite obvious that China is keeping up the façade of dialogue and communication while sticking to its intransigent position. While it is imperative for both nations to remain in regular contact through diplomatic and military channels, India cannot afford to let its guard down in view of the Chinese duplicity. New Delhi needs to be more vigilant to safeguard peace and tranquillity in the border areas. In the last few years, China has been flexing its muscles by stepping up construction activity along the Himalayan frontier, sparking major security concerns in India. Construction of bases, including new dual-use airports, has also gathered pace ever since the Galwan Valley clash. It is also building islands in the South China Sea and contesting territorial claims of neighbours in the East China Sea. India has a long way to go if it has to catch up with China on border infrastructure.

The Indian Institute of Technology, Indore, has developed the first-of-its-kind cow dung-based natural foaming agent which will act as thermal insulation when mixed in modern construction material like concrete, making it lighter, officials said on Tuesday.

The foaming agent- GOBAiR- is the first such product in the country, they said.

Adding this eco-friendly product to the construction material will not only reduce the cost of constructing houses but will also keep the buildings cool in summer and warm in winter, according to officials.

The innovative product is completely natural and much more environmentally and cost-friendly than the chemical-based foaming agents available in the market.

GOBAiR has been developed by Professor Sandeep Chaudhary and his PhD student Sanchit Gupta.

“We were working on ways and means to generate higher incomes from cow dung and support gaushalas (cowsheds) in managing stray cattle. This is how GOBAiR came into existence,” Professor Chaudhary said.

He claimed GOBAiR enables lightweight concrete, which can be produced at about 24% lower cost than commercially used building materials.

“The product is showing better economics and properties than red clay bricks and fly ash bricks available in the market. If the profits are translated to monetary value, then the income from wet cow dung can increase from the current value of less than Rs 1 to over Rs 4 per kilogram,” as per a release issued by the IIT-Indore.

GOBAiR can be added in concrete, bricks, tiles and blocks, to produce a wide range of sustainable building materials.

Construction using GOBAiR will be much more environmentally friendly and will help achieve more points in green building ratings, it said.

The team is presently working on developing a specifications table that the construction industry can use as a ready reference for adding GOBAiR in concrete.

The team is also in touch with IGBC for the Green Product Certification of building products made from GOBAir. A patent has already been filed for this innovative technology, the release added.

BRICS’ new step to end US dollar dominance

The BRICS bloc of emerging economies is considering developing an independent payment system based on digital currencies and blockchain to reduce reliance on western financial systems.

Announcing the plan last month, Russian presidential aide Yury Ushakov said creating an independent BRICS payment system is an important goal for the future, which would be based on state-of-the-art tools such as digital technologies and blockchain.

“The main thing is to make sure it is convenient for governments, common people, and businesses, as well as cost-effective and free of politics,” Ushakov told state news outlet TASS.

A coalition initially made up of Brazil, Russia, India, China, and South Africa, BRICS expanded for the first time since 2010 to include Egypt, Iran, Ethiopia, and the UAE at the start of the year, with 44 other nations having reportedly expressed interest in joining the bloc.

Last year, BRICS nations stepped up trade in local currencies to strengthen their economies and counter the greenback.

Iran’s Deputy Foreign Minister Mahdi Safari has said creating a unified currency in the BRICS group could be very effective.

“By using national currencies, the process of eliminating the use of the dollar in commercial exchanges begins, and we are interested in continuing this process,” Safari said in January.

With significant foreign reserves, abundant natural resources, a combined population that accounts for over 40% of the global populace, and a shared vision for multilateral cooperation, BRICS has evolved into a cohesive group of economic prowess and geopolitical influence and a force to reckon with.

Since 2022 when Russia became the most sanctioned nation in the world in the wake of the Ukraine war, the bloc has seriously been pursuing the creation of a common currency to de-dollarize trade and circumvent Washington’s weaponizing of the western financial system.

However, a unified digital currency demands cohesive economic and monetary policies and given many disparities among the BRICS members, the idea appears rather far-fetched. 

Experts say blockchain is currently a more viable and straightforward option that can help devise a cross-national payment system and lead to the financial evolution of the BRICS group as a new era in global economics.

Crypto technology and blockchain is already being tipped as a potential alternative to the SWIFT system for cross-border payments, which is subject to blatant US meddling and manipulation.

Supporters say blockchain offers benefits like speed, transparency, lower costs, and enhanced security through encryption and decentralization. It also lessens reliance on the US dollar and similar currencies, helping BRICS nations fortify their economic resilience against external pressures.

Transparency and security is the hallmark of blockchain because it does not require a central authority and its state is maintained through distributed consensus.

Nevertheless, a key factor in the BRIC’S decision is autonomy and independence. By adopting a blockchain-based system, BRICS nations can maintain monetary policy autonomy while benefiting from shared technology prowess.

Reserve, settlement and unit of count are among of the characteristics of traditional money. By accepting the dollar as an international currency, countries of the world have exposed themselves to the monetary policies of the American Federal Reserve. This means if the Federal Reserve were to print money to make up for financial imbalances and budget deficit, the domestic inflation of the United States would increase and the value of the dollar would be affected as a result.

In other words, changes in US policies and the dollar rate increase or decrease inflation in other countries.

Hence, BRICS countries are looking for a means of settlement to cushion their finances against the effects of changes in American monetary policies.

Setting up an independent system on the blockchain platform is an important event. BRICS already accounts for a third of the world’s economy; if other countries use the system, the world will witness a sea change in global transactions marked by the decline in the dominance of the US dollar.

In terms of economic, political and legal integration, the system is very important since cryptocurrencies can be used throughout the world, as they do not refer to national currencies. Moreover, investors are encouraged by high income without taxes and control.

Some BRICS members such as Russia and Iran depend on the sale of oil and gas for their national revenues. Developing digital technologies can help to reduce their dependence on natural resources.

Moreover, the use of digital technology can significantly reduce the cost of monetary circulation given that unlike traditional money, the crypto technology does not involve the issuance of coins or banknotes and the costs of production and protection against forgery are equally reduced.

Last but not least, the shift to a blockchain and crypto-based international payment system by the BRICS is a pragmatic middle ground that doesn’t directly challenge the West, allowing major neutral nations such as India and Brazil to join the wagon without qualms.

The LSG were 143 for four in 16.3 overs at that stage and needed a few more runs to reach safer shores.

Pooran, who biffed left-armer seamer Topley for three sixes in a row in the 19th over and two more maximums in the final over off Mohammed Siraj, gave them those during his final assault.

Russia said on Tuesday it had important matters to discuss with Afghanistan’s Taliban leaders and was working to remove the Taliban from its list of banned terrorist organisations.

“This is a country that is next to us, and one way or another we communicate with them,” Kremlin spokesman Dmitry Peskov told reporters.

“We need to resolve pressing issues, this also requires dialogue, so in this regard we communicate with them like practically everyone else – they are the de facto authority in Afghanistan.”

Islamic State terrorists claimed responsbility and US officials said they had intelligence that it was the network’s Afghan branch, Islamic State Khorasan, that was responsible. Russia has said it is also investigating a Ukrainian link, something Kyiv and the United States have strongly rejected.

The Taliban returned to power in Afghanistan in 2021 after the withdrawal of US-led foreign forces, but have remained until now on a list of organisations that Russia designates as terrorist.

Aam Aadmi Party leader Manish Sisodia, arrested in the Delhi liquor policy case in February last year, on Tuesday told a Delhi court hearing his bail petition that no purpose will be served by keeping him in jail any further.

The former Deputy Chief Minister of Delhi told Special Judge MK Nagpal that the investigation against him in the Enforcement Directorate’s money laundering case related to the alleged excise policy scam was already complete and there was no possibility of him hampering the probe or destroying evidence.

He also told the judge that he was ready to abide by any condition imposed by the court if it decides to grant him bail.

Mr Sisodia is currently lodged in Tihar jail.

Earlier, the court had sent him to judicial custody after the ED submitted that the case was at a crucial stage and if released, the accused might hamper the investigation.

The ED’s case is based on an FIR registered by the Central Bureau of Investigation in connection with the excise policy.

The CBI had registered the case alleging that irregularities were committed while modifying the Delhi liquor policy, undue favours were extended to licence holders, the licence fee was waived or reduced, and the L-1 licence was extended without the competent authority’s approval.

The beneficiaries diverted “illegal” gains to the accused and made false entries in their books of account to evade detection, according to the CBI.

The agency arrested Mr Sisodia in February 2023 and he was later taken into custody by the ED from Tihar jail.

Following his arrest, Mr Sisodia resigned as the Deputy Chief Minister of Delhi.

President Joe Biden and Xi Jinping clashed in a telephone call Tuesday about US trade restrictions on technology and on Taiwan, but they looked to manage their tensions, with two top US officials to head shortly to Beijing.

The telephone conversation was the two leaders’ first direct interaction since a summit in November in California that saw a marked thaw in tone, if not the long-term rivalry, between the world’s two largest economies.

Treasury Secretary Janet Yellen will leave Wednesday and visit both Guangzhou, the southern city emblematic of China’s manufacturing power, and Beijing, with Secretary of State Antony Blinken due in China in the coming weeks, officials said.

“Intense competition requires intense diplomacy to manage tensions, address misperceptions and prevent unintended conflict. And this call is one way to do that,” a US official said in a briefing to reporters.

The official said the talks were not aimed at resolving differences, and the two leaders were open about heated disagreements.

Xi accused the United States of creating economic risks with Biden’s sweeping ban on high-tech exports.

“If the United States insists on suppressing China’s high-tech development and depriving China of its legitimate right to development, we will not sit idly by,” Xi warned, according to Chinese state media.

Biden rebuffed his appeal, with the White House saying he told him “the United States will continue to take necessary actions to prevent advanced US technologies from being used to undermine our national security, without unduly limiting trade and investment.”

Xi, China’s most powerful leader in decades, has solidified power at home and taken a tough approach in Asia, with a crackdown on freedoms in Hong Kong and assertive confrontations in recent weeks with the Philippines on the South China Sea.

But US observers see Xi as eager to temper the friction with the United States as China weathers rough economic headwinds.

At the California summit, he agreed to two key asks by the United States — curbs on precursor chemicals to fentanyl, the synthetic painkiller behind a US overdose epidemic, and restoring dialogue between the two militaries to manage crises.

Xi may also see more opportunity for cooperation with Biden, who faces a rematch in November’s presidential election with Donald Trump, who has cast China as an arch-enemy.

The White House said Biden pressed Xi to ensure “peace and stability” across the Taiwan Strait ahead of the inauguration on May 20 of President-elect Lai Ching-te.

In the phone call, Xi told Biden that Taiwan remains an “uncrossable red line” for China, according to state media.

The United States has voiced growing alarm over rising Chinese moves against the Philippines in the dispute-rife South China Sea.

The Biden administration, while maintaining dialogue with China, has put a strong focus on supporting allies.

In the midst of the diplomatic flurry with China, Japanese Prime Minister Fumio Kishida will pay a state visit to Washington next week, with Philippine President Ferdinand Marcos joining for three-way talks.

Blinken also visited the Philippines last month where he reaffirmed US commitments to defend the ally.

Blinken and Yellen will both be paying their second visit to China in less than a year, marking a return to more routine interactions between the powers.

Blinken’s trip last year was the highest-ranking by an American in five years, following the Covid pandemic and soaring tensions under Trump.

The extensive diplomacy stands in contrast with Biden’s approach to Russian President Vladimir Putin, whom he has shunned since Moscow’s invasion of Ukraine.

Biden raised concern about growing Chinese efforts to help Russia rebuild its military-industrial base, calling it a risk for European security, the White House said.

WHO reports sharp rise in newborn deaths in Gaza

The World Health Organization (WHO) says newborn mortality is rising sharply in the Gaza Strip as Israel has destroyed the besieged Palestinian territory’s healthcare system.

“From different doctors, particularly in the maternity hospitals, they’re reporting that they’re seeing a big rise in children born with low birth weight, and just not surviving the neonatal period because they’re born too small,” WHO spokeswoman Margaret Harris said on Tuesday.

Harris said at Kamal Adwan, the only pediatric hospital in northern Gaza, “at least 15 malnourished children are coming in per day, and the needs are just getting ever more severe.”

She cited a stabilization center set up last week, saying the inpatients were typically children with medical illnesses as well as malnutrition.

“If you have got an underlying condition, malnutrition will kill you much more quickly, so they become the most urgent patients.”

The WHO is unable to establish precise statistics on child mortality because of the devastation in the Palestinian territory. Harris says many people do not even get to hospital.

Doctors in Gaza say a growing number of women have suffered pregnancy losses or complications. They are reporting an increase in adverse pregnancy outcomes, with staff at a Rafah hospital saying they no longer see “normal-sized babies.”

Palestinian health authorities say at least 27 people, including children, have died from severe malnutrition.

Israel faces growing pressure from the international community to expedite the delivery of aid into Gaza.

In a statement on Tuesday, the Save the Children charity organization warned that malnourished children in Gaza were not getting the food and medical care they need to survive with food being blocked at every turn and the health system obliterated.

On Monday, the Israeli military pulled out of Gaza City’s al-Shifa Hospital after a two-week military operation that left much of the complex in ruins and bodies scattered on the dusty grounds. The hospital was the biggest in the Palestinian territory.

Only three maternity hospitals remain in the Gaza Strip, and they are overwhelmed with patients.
