Mandatory For Schools To Give 3 Water Breaks To Students In Andhra Pradesh

Andhra Pradesh Department of School Education on Tuesday made it mandatory for all the schools in the state to give three water breaks for students in view of the rising temperatures.

Dubbed water-bell initiative, the breaks will be given at 9:45 am, 10:05 am and 11:50 am, said school education principal secretary Praveen Prakash in a press release.

According to the Department of School Education, the water-bell initiative is aimed at promoting student hydration and well-being.

Meanwhile, the Andhra Pradesh State Disaster Management Authority (APSDMA) noted that 68 mandals across the state witnessed heatwave on Tuesday and nine mandals reported severe heatwave.

However, it forecast a heatwave for only two mandals on Wednesday.

Mayank Yadav continued his tremendous run of form as he took three wickets to guide Lucknow Super Giants to a brilliant win over Royal Challengers Bengaluru on Tuesday. Mayank, who bowled a 155.8 kmph ripper against Punjab Kings few days ago, once again produced a brilliant performance as he bowled the fastest delivery of IPL 2024 at 156.7 kmph. Mayank also took the extremely important wickets of Glenn Maxwell, Cameron Green and Rajat Patidar to completely dismantle RCB batting.

According to the IPL, Mayank currently holds the record of bowling the fastest delivery of IPL 2024 followed by Nandre Burger (153), Gerald Coetzee (152.3), Alzarri Joseph (151.2) and Matheesha Pathirana (150.9) .

Quinton de Kock‘s astute fifty and pace sensation Mayank Yadav’s youthful brilliance fashioned Lucknow Super Giants’ 28-run romp over Royal Challengers Bengaluru in their IPL match here on Tuesday.

Lucknow constructed their 181 for five around Quinton De Kock’s 81 (56b) and Nicholas Pooran‘s unbeaten 40 (21b).

RCB threatened to miraculously scale 182 briefly through Mahipal Lomror, who produced a forceful 33 off 13 balls.

However, Mayank’s scorching three-wicket haul (3/14) was not to be denied as the hosts were bundled out for 153.

But in reality, RCB’s chase never really took off – partly by their own follies and partly by the excellence of Lucknow bowlers.

Lucknow opened the bowling with two spinners – Manimaran Siddharth and Krunal Pandya – and it did surprise Faf du Plessis (19 off 13) and Virat Kohli (22 off 16).

But the introduction of pacer Naveen-ul-Haq saw Kohli upping the ante, smoking him for six over the bowler’s head.

The left-arm spinner Siddharth soon fetched the massive wicket of in-form Kohli as the latter’s attempt to go inside out resulted in a simple catch to Devdutt Padikkal at backward point.

RCB went on a slide from that point losing skipper du Plessis, to a mindless run-out, Glenn Maxwell and Cameron Green and found themselves at 58 for four in the eighth over.

This was the period when Mayank cranked up the pace in his three-over spell (3-0-13-2).

Maxwell tried to pull a 151 kmph laser beam from Mayank, but the high pace meant that the Aussie could not time his pull, resulting in a simple catch to Pooran at short mid-wicket.

Green was beaten by Mayank’s raw pace as the delivery straightened a bit after pitching on the good length to rattle his off-stump.

The right-arm quick later added Rajat Patidar (27) to his kitty to reduce RCB to 103 for six, and the home side was sinking fast then.

Earlier, De Kock manifested his exceptional hitting skills with a fifty but Lucknow could not progress beyond a par score.

The left-hander selected the bowlers and positions around the ground to play his shots with precision but the RCB bowlers did not allow other batsmen, except Pooran, a free run.

The Super Giants went off the block quickly, reaching 32 for no loss in three overs and then making it 54 in the Power Play.

Most of the runs came from the blade of De Kock, who took a particular liking for pacer Mohammed Siraj.

The South African slammed him for three sixes – two in succession – spread across two overs – two powerful pulls and a handsome loft over mid-wicket.

KL Rahul, who captained the side after coming in as an impact sub against Punjab Kings in the previous game, started slowly making six runs off his first 10 balls.

But a six off left-arm pacer Yash Dayal gave his innings momentum and later he swept spinner Maxwell for a six.

However, Rahul perished soon as an attempt to pull Maxwell’s good length delivery ended up in the palms of Mayank Dagar inside the circle.

The second substantial alliance in LSG innings followed Devdutt Padikkal’s exit as De Kock and Marcus Stoinis (24, 15b) added 56 runs off 30 balls for the third wicket.

De Kock, who brought his fifty in 36 balls, kept his end going during this alliance as Stoinis hammered a six each off Maxwell and Green as LSG rolled on.

But the blooming partnership ended when Stoinis’ half-hearted swat was pouched by Dagar at point. De Kock departed soon, lofting Reece Topley to Dagar at long-on.

The LSG were 143 for four in 16.3 overs at that stage and needed a few more runs to reach safer shores.

Pooran, who biffed left-armer seamer Topley for three sixes in a row in the 19th over and two more maximums in the final over off Mohammed Siraj, gave them those during his final assault.

Iran calls on UN Security Council to condemn Israeli attack on consulate

Iranian Foreign Minister Hossein Amir-Abdollahian has called on the UN Security Council to take “appropriate and explicit action” to condemn the deadly Israeli attack on Iran’s consulate in the Syrian capital, Damascus.

In a post on X on Tuesday, Amir-Abdollahian said he reminded UN Secretary-General Antonio Guterres in a phone call that the United Nations and its Security Council bear the responsibility of ensuring the international peace and security.

“I demanded an appropriate and explicit reaction from the UN Security Council in condemning the recent crime of the Zionist regime in the terrorist attack on the consular section of our country’s embassy in Damascus and the assassination of official Iranian military advisers and Syrian citizens,” he said.

Guterres’ spokesman Stephane Dujarric said in a statement on Tuesday that the UN chief “reaffirms that the principle of the inviolability of diplomatic and consular premises and personnel must be respected in all cases in accordance with international law.”

Israeli warplanes bombed the Iranian consulate, situated next to the embassy building in Damascus’s Mezzeh district, on Monday afternoon.

Iran’s Islamic Revolution Guards Corps named Brigadier General Mohammad Reza Zahedi, a commander of the IRGC’s Quds Force, and his deputy General Mohammad Hadi Haji Rahimi were among the seven martyrs of the terrorist attack.

“Any miscalculation could lead to broader conflict in an already volatile region, with devastating consequences for civilians who are already seeing unprecedented suffering in Syria, Lebanon, the Occupied Palestinian Territory, and the broader Middle East,” the statement said.

“The secretary-general further calls on all concerned to exercise utmost restraint and avoid further escalation,” Dujarric said.

In a letter sent to Guterres and the UN Security Council’s President Vanessa Frazier, Iran’s UN mission had demanded denunciation of the Israeli regime’s “heinous and abhorrent terrorist attack” that killed seven military advisors of the IRGC. 

Elsewhere in his statement, Dujarric said Guterres had received a call from the Iranian foreign minister regarding Israel’s strike.

“We communicate with the parties through different channels. We are concerned about the possible escalation of tensions beyond what we have seen so far,” Dujarric said.

The Security Council is also set to hold an emergency meeting, at Russia’s request, over the Israeli strike on Tuesday afternoon, said Russia’s first deputy envoy to the UN Dmitry Polyansky.

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei has vowed that Iran will “punish” Israel and make the evil regime “regret” its crime of assassinating the country’s military advisors in Syria.

Iran’s President Ebrahim Raeisi has also said Israel had resorted to indiscriminate assassinations after back-to-back failures in the face of the resistance, warning that the regime’s latest crime against Iranian military advisers in Syria “will not go unanswered.”

Iran, India security officials discuss cooperation

During the meeting, the two sides agreed that attacking diplomatic places should be costly for criminals.

Doval, for his part, expressed condolences over the martyrdom of Iranian advisors in an Israeli strike on the building of Iran’s consulate in Damascus on Monday.

The two sides also discussed cooperation between Tehran and New Delhi in the fields of security and economy.

The Israeli regime attacked Iran’s consulate in the Syrian capital of Damascus on Monday evening. The Israeli aggression led to the destruction of the entire building and the martyrdom and injury of the entire people inside it.

Seven of the Islamic Revolutionary Guard Corps (IRGC) military advisors were martyred following the Israeli attack on Iran’s consulate in Damascus on Monday, IRGC said in a statement.

Reacting to the Israeli aggression, Iranian Foreign Ministry Spokesperson Nasser Kan’ani on Monday night said that the Islamic Republic of Iran, while reserving its rights to take countermeasures, decides on the type of reaction and punishment of the aggressor.

Earlier on Monday, Iran’s Ambassador to Syria stressed that the country will give a decisive response to the Israeli regime.

Opinion: Should Governors rejoin politics?

The general election season, which just began, has seen many unprecedented things. For instance, leaders of some opposition parties have been sent to jail, freezing of bank accounts of major opposition party, a sitting High Court judge (Justice Abhijit Gangopadhyay) resigning to contest on a BJP ticket from the Tamluk constituency in West Bengal and more recently, the sitting Governor of Telangana and Lieutenant-Governor of the union Territory of Puducherry Dr Tamilisai Soundararajan resigning to contest on a BJP ticket from the Chennai South Lok Sabha constituency in Tamil Nadu.


While criticism is largely and rightly made about judges accepting post-retirement jobs which influence their pre-retirement judgments thereby causing great peril to the independence of the Judiciary — an important facet of basic structure doctrine, there is hardly any discussion about Governors accepting post-retirement jobs like getting party ticket to contest in elections which influence their pre-retirement acts and decisions in favour of the party ruling in the Centre, thereby resulting in chaos to the concept of Federalism, another important facet of the basic structure doctrine.

Past Examples

In the past as well, people holding the constitutional post of Governor have resigned to rejoin active politics. The names include SM Krishna, Sushil Kumar Shinde and Baby Rani Maurya. It is, therefore, important to analyse whether a person holding the highest constitutional office of Governor be allowed to rejoin active politics after demitting office.

The post of Governor has been created by the framers of the Constitution with the intent that s/he shall act as a messenger and live link between the Central and State governments to ensure cooperative federalism. However, looking at the turmoil the office of the Governor is bringing in the States ruled by a political party which is not at the Centre, without hesitation, one would say that the intent of the framers of the Constitution is defeated.

Constitutional Scheme

The Governor is appointed by the President of India (literally, union Council of Ministers led by the Prime Minister) as per Article 155 of the Constitution and holds the office at the pleasure of the President [Article 156(1)], which means, as can be found from present context, as long as s/he satisfies the needs of the ruling party at the Centre. The qualifications to be appointed as Governor, as per Article 157, are that s/he should be a citizen of India and should complete 35 years of age. Article 158 lays down the condition that at the time of appointment, the Governor should not be a Member of Parliament or any State Legislature nor should hold any office of profit.

The Governor can at any time before completion of her/his term of five years [Article 156(3)] resign by sending her/his resignation to the President [Article 156(2)]. It is to be noted that the Constitution does not contain any provision barring the person holding the post of Governor, after resigning or completing the term, from joining active politics by contesting in elections. It is this constitutional silence, which is misused by many who, before appointment as Governor, are active and sometimes failed politicians, and while in office instead of acting as a live link between the Centre and the State, act as a nemesis of the State Government ruled by a political party other than the one ruling in the Centre. Finally, after leaving office, they rejoin active politics to again test their potentiality before the voters — this time with the recognition and tag of serving as a Governor.

Various Commissions

During a discussion in the Constituent Assembly, none of the members flagged this issue. Nonetheless, the Justice RS Sarkaria Commission (1988), appointed to review the arrangements between the union and the States, has recommended that as a matter of “convention”, the Governor should not on demitting his office return to active partisan politics. Going a step further, the Justice MM Punchhi Commission (2010), appointed to review Centre-State relations, recommended bringing a “constitutional amendment” in this regard.

Unfortunately, neither the convention is followed nor the constitutional amendment has been brought to date due to which, after demitting office, the Governors are returning to active partisan politics.

If one sees the acts of Dr Tamilisai Soundararajan as the Governor of Telangana, she was constantly having friction with the then State government ruled by the BRS (Bharat Rashtra Samithi). Here are two instances, which even courts faulted, to show her pre-resignation acts for getting the post-resignation job of party ticket from the ruling party at the Centre to contest the upcoming Lok Sabha elections.

First, she rejected the appointment of two persons recommended by the Council of Ministers of the then State government led by the BRS to the post of Member of Legislative Council (MLC) under the Governors’ quota provided under Articles 171(3) and 171(5) of the Constitution by orders dated Sept 19, 2023, on the ground that they do not have special achievements in Literature, Science, Art, Co-operative Movement or Social Service. However, after the change of government in Telangana when two other people were recommended by the Council of Ministers led by the Congress, the Governor instantly accepted the recommendation. When the same was challenged, the division bench of the High Court of Telangana found fault with the decision of the Governor in rejecting the recommendation of the BRS government. Second, when she kept on hold a few Bills passed by the two Houses of Telangana State Legislature, the then State government ruled by the BRS had to approach the Supreme Court. It was then that the Governor gave assent to the Bills, resulting in the Supreme Court closing the writ petition. (State of Telangana v. Governor of Telangana, (2024) 1 SCC 405)

Therefore, it is high time to implement the recommendation of the Justice MM Punchhi Commission (2010), which proposed bringing constitutional amendment providing that the Governor on demitting office should not return to active partisan politics.

Qassam Brigades condemn Israeli strike on Iranian consulate in Syria

The military wing of the Palestinian resistance movement Hamas has condemned the Israeli regime’s recent deadly strike on the Iranian consulate building in the Syrian capital of Damascus.

Israeli warplanes bombed with six missiles the Consular Section of the Iranian Embassy in the Mezzeh neighborhood in Damascus on Monday afternoon, claiming the lives of seven military advisors of the Islamic Revolution Guards Corps (IRGC).

The IRGC named Brigadier General Mohammad Reza Zahedi, a commander of the IRGC’s Quds Force, and his deputy General Mohammad Hadi Haji Rahimi as among the martyrs of the terrorist attack.

“We offer our condolences on the martyrdom of Mohammad Reza Zahedi (Abu Mahdi) and his comrades who were martyred yesterday in a cowardly attack by the Zionist regime on Damascus, the capital of Syria,” Qassam said in a statement.

“While condemning the Zionist regime’s craven onslaught on Damascus, we appreciate the great role of Martyr Mohammad Reza Zahedi in forming the resistance front against the Zionist regime over the past years.”

Hamas called the aggression “a flagrant violation of international law, an encroachment on the sovereignty of both Syria and Iran, and a dangerous Zionist escalation.”

The movement demanded that the United Nations Security Council take “effective” action to stop the regime’s aggression on the region, “which adds fuel to the fire and undermines international stability and security.”

The Islamic Republic has vowed to give a “decisive response” to the recent Israeli aggression.

In a message on Tuesday, Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei said brave Iranian men will “punish” Israel and make the evil regime “regret” its crime of assassinating the country’s military advisors in Syria.

Israeli attack ‘sign’ of defeat against resistance front

The Popular Resistance Committees, which is a coalition of a number of Palestinian resistance groups, condemned the attack and said the aggression was a sign of the regime’s defeat against the Palestinian nation and strikes by the Axis of Resistance.

The coalition described the aggression as an attack on the entire Islamic-Arabic Ummah, which must be responded with “more painful blows and crushing operations.”

“The crime of the Zionist regime in its attack on the Iranian consulate in Syria shows the regime is made up of a gang of criminals, fascists and murderers, and that they are suffering from a severe defeat and failure in front of the Palestinian people and resistance as well as the strikes by the forces of the Axis of Resistance,” the statement said.

The coalition called on the Arab and Muslim nations as well as freedom-seeking fighters and combatants to stand up against the Zionist-American aggression against the Islamic Ummah and put an end to the unprecedented crimes of Israel.

Rescuers pull bodies from rubble after Israeli strike on Rafah

Rescuers were recovering on Tuesday a number of bodies from the rubble of a building in Rafah, the southern Gaza Strip, after an Israeli strike late on Monday. 

Rescue teams searching the area told Reuters they were working on retrieving two more bodies of the Zorob family from under the debris, with one civil defense member describing them as “innocent, displaced civilians” who were sleeping.

 Jagtial: In a rather embarrassing development for the police, 70 kg of ganja was stolen from a vehicle parked on the premises of the Sarangapur police station on Tuesday.

In February last year, the police had seized an ambulance carrying 70 kg of ganja and the vehicle was parked on the station premises. On Tuesday, on finding the windowpanes of the vehicle broken, police checked the vehicle and found that the ganja was missing. They are examining CCTV footage with a dog squad being pressed into service.


On February 1 last year, the Sarangapur police had found the ambulance, which had a Rajasthan registration, moving under suspicious circumstances. On checking, cops found the ganja n the vehicle. Four persons, two of them from Rajasthan, were arrested in connection with the incident.

Rights group warns of 'imminent genocide' in Rafah


An advocacy group warns air strikes on Rafah may open the doors to Israel’s invasion of the city in Gaza.

A major rights advocacy group has warned that Israel’s bombardment earlier this week of the city of Rafah in Gaza may open the doors for an invasion of the area which is home to more than a million Palestinian refugees.

The Lemkin Institute for Genocide Prevention said on its page on the X platform on Tuesday that Israel’s air strikes on Rafah on March 27 could lead to a new genocide in Gaza where people have been suffering from an all-out Israeli aggression for nearly six months.

“These attacks could be the opening salvo to Israel’s promised ground invasion of the town,” said the group.

Some 1.4 million people are believed to be sheltering in Rafah, a small city on Gaza’s southern border with Egypt and the only gateway through which humanitarian aid can reach the people in the Palestinians enclave.

Governments and international organizations, including Israel’s main ally the United States, have warned that Israel would cross a red line if it expands its attacks to Rafah.

The Lemkin Institute said the attacks earlier this week on Rafah should be a wakening call for US President Joe Biden and his administration as many expect them to prevent Israel from invading the city.

It said if Biden fails to act on the issue, he will be remembered by the world forever for “his betrayal of humanity”.

Nearly 33,000 people have been killed in Gaza since Israel launched its one-sided war on the territory in early October in response to an operation by the resistance group Hamas which killed some 1,200 Israeli settlers and military forces.

MI Pacer Delivers Fastest Ball Of IPL 2024, Shatters Mayank Yadav's Record

Mumbai Indians fast bowler Gerald Coetzee shattered youngster Mayank Yadav‘s record by delivering the fastest ball of IPL 2024 during the match against Rajasthan Royals on Monday. Mayank clinched the record just two days ago when he delivered a 155.8 kmph ball for Lucknow Super Giants but Coetzee surpassed his mark by quite some margin. The 157.4 kmph scorcher from the South Africa international came in the final ball of RR’s chase and Riyan Parag was able to guide it towards the third-man boundary for a four. Overall, Coetzee is second behind former Australia fast bowler Shaun Tait who delivered a 157.71 kmph ripper while playing for Rajasthan Royals back in 2011.

Mumbai Indians skipper Hardik Pandya on Tuesday asserted that the former champions will not give up and will continue to fight in the ongoing IPL despite slumping to a hat-trick of defeats.

“If there’s one thing you should know about this team, we never give up. We’ll keep fighting, we’ll keep going,” Hardik posted on X.

Hardik has been facing the ire of fans since replacing Rohit Sharma as MI captain. The all-rounder was booed in the team’s opening two matches and the crowd hostility was at its peak in MI’s first home game of the season on Monday.

To add to the woes, under his captaincy MI’s campaign at the 2024 IPL got off to a disastrous start as they sit at the bottom of the table following three losses on the trot.

However, MI are known to be perennial slow starters. In 2015, they lost the first four games before going on to win the title.

Hardik’s poor captaincy calls have also been questioned — whether it was not giving Bumrah the new ball or sending Tim David ahead of himself against Gujarat Titans.

The change in captaincy has not sat well with the legions of MI supporters. On Monday, chants of ‘Rohit Rohit’ filled the Wankhede with the Indian captain himself asking the crowd not to jeer Hardik.

Mumbai Indians will next face Delhi Capitals at home on Sunday.
