UN rights chief: Gaza starvation could amount to war crime

The humanitarian catastrophe in the Gaza Strip is turning into a man-made famine, the United Nations human rights chief has said, adding that Israel’s use of starvation as a weapon could amount to a “war crime.”

The UN high commissioner for human rights, Volker Türk, in an interview with BBC on Thursday said that Israel is culpable for its role in the war as there was a “plausible” case that it was using starvation as a weapon of war in Gaza.

Turk said that evidence had emerged that Israel was slowing down or withholding the delivery of aid, adding that if proven, it would amount to a war crime.

“When you put all kinds of requirements on the table that are unreasonable in an emergency… that brings up the question, with all the restrictions that we currently see, whether there is a plausible claim to be made that starvation is, or may be used as, a weapon of war,” Turk said.

Israel’s economy minister, Nir Barkat, a prominent figure in Benjamin Netanyahu’s Likud party, has strongly criticized the UN rights chief’s warnings, labeling them as “total nonsense – a totally irresponsible thing to say.”

Barkat repeated false claim by Netanyahu’s cabinet that Israel was letting in all the aid offered by the US and the rest of the world, blaming the UN for failing to distribute them properly.

 

This is while evidence indicates another reality as a long line of lorries fully loaded with aid supplies for the Gaza Strip is backing up on the Egyptian border with Rafah, facing a complex and bureaucratic series of checks to enter the strip, ultimately requiring them to enter through Israel.

The delay in delivering the much-needed aid is exacerbating the already dire situation in Gaza.

Several countries, including the United States, France, and Jordan, have been airdropping aid into northern Gaza, where land deliveries have effectively been blocked. None of that would be necessary if Israel granted full road access to Gaza and expedited the delivery of relief supplies through nearby ports.

Gaza officials have condemned such operations and called for an immediate end to the airdrop landings as repeated casualties resulting from the unsafe dropping of aid from aircraft or during unsecured entry of aid trucks into northern Gaza have been reported.

Barkat further said that Israel will finish the war, not allowing anything to get in the way of it, adding that “we expect the world to help us fight evil until we finish Hamas off the map.”

Turk responded to the comments by saying that “the human rights situation is so tragic that an immediate ceasefire is required.”

“The only thing I can say to them is that there is an emerging international consensus, and it may not have been there before, but it is clearly there now, including with this week’s Security Council resolution, on the humanitarian situation,” UN human rights chief added.

Israel has ignored a UN Security Council resolution demanding an immediate ceasefire.

After months of warnings, a recent UN-backed report offered hard statistical evidence that the humanitarian catastrophe in Gaza is turning into a man-made famine.

“The extent of Israel’s continued restrictions on entry of aid into Gaza, together with the manner in which it continues to conduct hostilities, may amount to the use of starvation as a method of war, which is a war crime,” UN High Commissioner for Human Rights Volker Turk said on March 19.

Across the entire Gaza Strip, the number of people facing catastrophic hunger has risen to 1.1 million, half the population, according to the United Nations World Food Programme.

The 17th edition of the Indian Premier League opened to blockbuster viewership numbers with 16.8 crore viewers tuning in to watch the season’s first game between Chennai Super Kings and Royal Challengers Bengaluru on March 22, the tournament’s official broadcaster said on Thursday. Disney Star said the opening day also registered a watch-time of 1276 crore minutes — the highest-ever for the first day of any season. The watch-time minutes are a compilation of the time spent by each viewer in watching the game.

The 17th season of IPL also witnessed the highest-ever peak TV concurrency for an opening day, with 6.1 crore viewers watching the broadcast simultaneously on the Disney Star network.

“Disney Star had recorded 870 crore minutes on the IPL’s opening day in 2023. In comparison to the previous edition, there is a growth of 16 per cent in TV consumption,” the company stated.

Defending champions Chennai Super Kings defeated Royal Challengers Bengaluru by six wickets in the season-opener in Chennai.

“This growth is a reaffirmation of the incomparable capacity of Live Cricket to aggregate audiences on TV and provides a blockbuster start to the tournament. We will continue to enrich the magic of one of the world’s biggest sporting events to take forward the launch momentum and deliver unprecedented viewership,” a Star Sports spokesperson said in a press release.

The channel said that the record-breaking TV viewership on the opening day comes on the back of an array of programmes in the lead-up to the 17th season which attracted more than 24.5 crore viewers till a week prior to the start of the tournament.

In the digital space, JioCinema clocked 11.3 crore viewers on the first day of the IPL.

The streamer claimed that it registered a 51 per cent jump over day one of IPL 2023. The total watch time on JioCinema on day 1 was 660 crore minutes.

The UN expert said that there were reasonable grounds to believe Israel has committed genocide in Gaza during its military campaign against Hamas. She said on said on Wednesday that she had received threats throughout her mandate.

Albanese said one of her key findings was that Israel’s executive and military leadership and soldiers have intentionally “subverted their protection functions in an attempt to legitimise genocidal violence against the Palestinian people”.

Four people, including a teenage girl, were killed and at least five injured after a man went on a stabbing spree at multiple addresses in the US state of Illinois, police have said.

The stabbings took place on Wednesday afternoon, Rockford city police said in a statement, adding that a 22-year-old suspect was taken into custody. 

The statement did not say anything about a possible motive. 

Rockford is located about 90 miles northwest of Chicago.

Those killed included a 15-year-old girl, a 63-year-old woman and two men aged 49 and 22, according to the police.

The police statement said that five people had been wounded, but US media later cited the police saying seven wounded.

Israeli military confirms another soldier killed in Gaza Strip

The Israeli military has announced the killing of another Israeli soldier in the besieged Gaza Strip amid the occupying regime’s ongoing genocidal war against the Palestinian territory, during which it has lost hundreds of its troops.

In a statement on Wednesday, the Israeli military said that another sergeant in its ranks was killed following clashes with Palestinian resistance fighters in the southern Gaza Strip.

However, it did not provide details regarding the circumstances of the sergeant’s death or the specifics of the clash.

The latest casualty brings to 597 the number of Israeli fatalities from the military, including soldiers, officers, and reservists.

According to figures by the Israeli military, 344 of these soldiers were killed on October 7, when the Palestinian resistance movement Hamas carried out Operation Al-Aqsa Storm against the usurping entity in retaliation for its intensified atrocities against the Palestinian people, and the rest – 253 – were killed during Israel’s ongoing brutal war on Gaza since that time.

This is while independent media outlets and Palestinians say the fatalities among the regime’s troops are much higher and that Tel Aviv is hiding the real number to avoid public anger against the far-right ruling coalition.

Despite a massive death toll and fatalities, the Israeli military has gailed to achieve the goals that it has been seeking to score through the war, such as “destroying” Hamas, finding the captives that the Gaza-based resistance movement is holding, and bringing about forced displacement of the Palestinian territory’s population to neighboring Egypt.

Since the onset of the war, the regime has killed over 32,500 Palestinians, mostly women and children, and injured 74,980 others. The regime has also imposed a “complete siege” on the territory, cutting off fuel, electricity, food and water to the more than two million Palestinians living there.

There is a right to “refuse to vote” even after voters register their Ids before the presiding officer.

At a time when the Election Commission pledges to leave no stone unturned to bring eligible voters to polling stations to exercise their franchise, not many electors are aware of their right to “refuse to vote” even after registering their identities before the presiding officer.

That right, which is separate from the provision to vote under NOTA, can be exercised under the ‘Conduct of Elections Rules, 1961 Rule 49-O’, which elaborates the little-known option for electors to abstain from voting even after reaching the polling booth.

While the NOTA (None Of The Above) option allows voters to express their lack of confidence in any of the candidates seeking mandate, the ‘refusal to vote’ option allows an elector to shun the poll process in its entirety.

The 49-O clause directs the presiding officer that once an elector refuses to vote inside a booth after having his credentials verified, the officer shall put “a remark to this effect against the entry in Form 17A and the signature or thumb impression of the elector shall be obtained against such a remark”.

“This is not a new introduction of rights. It has existed for some time. The electors, though, have very little idea about it. Most people are unaware of this option,” a senior official of the EC told PTI.

The abstention from voting would, of course, play no role in affecting poll outcome and the candidate who secures the highest number of valid votes polled, irrespective of his winning margin, would be declared elected, he clarified.

On whether the EC would raise the awareness of the electors in this regard, the official said, “There is no such plan at the moment.” Underlining the advantage of rule 49-O, he stated that the rule “provided an option to reject all candidates while simultaneously keeping a check on bogus voting”.

Statistics from the EC state that in the 2019 edition of general elections, 1,389 votes were ‘rejected due to other reasons (at polling station)’ across India.

It could not be ascertained, though, whether all or a fraction of these votes were rejected for people exercising their rights under rule 49-O.

The rule states that “if an elector, subsequent to his electoral roll number duly entered in the ‘Register of Voters’ Form 17A as well as his signature/ thumb impression duly taken, decides not to vote, he shall not be forced to cast his vote”.

“In the Form, in place of ‘Under Rule’, left without voting or ‘Refused to Vote’ will be inserted for those electors who after signing in ‘Register of Voters’ wish to leave without voting,” it says.

In the event of the “allot” button on the EVM’s ‘Control Unit’, which readies the ballot unit for “recording a vote”, getting activated when an elector refuses to vote, the presiding officer or the third polling officer should direct the next voter to proceed to the voting compartment to record his/her vote, the poll panel official pointed out.

However, if the “allot” button has been pressed to “release voting” on the ballot unit when the elector refuses to vote, the presiding officer would then have to reboot the control unit by killing its power and disconnect the VVPAT, before enabling the machine to accept the next vote, he said.

“The power needs to be switched on after the ‘busy’ indicator goes off and the ‘close’ button becomes functional to close the poll,” he explained.

Hyderabad: As the sun blazes over Hyderabad, residents are gearing up for what meteorologists predict to be a scorching April and the India Meteorological Department (IMD) raising concerns about a looming heatwave.

Dr. A. Shravani, a scientist at IMD-Hyderabad, has issued a cautionary statement, highlighting the likelihood of temperatures rising sharply in the coming weeks. With daytime temperatures already touching a sweltering 40 degrees Celsius, Hyderabadis are bracing themselves for even hotter days ahead.


“There will be a rise in temperatures in the city in the first week of April, followed by a temporary drop in the second week due to expected thunderstorm activity. However, as we progress into the third and fourth weeks, temperatures are expected to surge once again,” Dr. Shravani stated.

The IMD scientist also warned of the likelihood of heatwave conditions gripping the State of Telangana, including Hyderabad. “There will be at least one or two instances of heatwave conditions in the State during April. Hyderabad, too, faces the risk of witnessing a heatwave,” she cautioned, urging residents to take necessary precautions to stay safe during the anticipated heat spell.

Recent temperature recordings indicate a rapid escalation in mercury levels. On Thursday, Hyderabad recorded an average maximum temperature of 37.6 degrees Celsius. IMD forecasts suggest that over the next three days, the average maximum temperature is likely to hover between 38 and 39 degrees Celsius.

'World bodies must firmly prevent Israel's crimes in Gaza'

Iranian Parliament Speaker Mohammad Baqer Qalibaf says international bodies must firmly prevent Israel’s crimes against the people of Palestine in the Gaza Strip.

Qalibaf made the remarks in a meeting with Ismail Haniyeh, head of the political bureau of the Palestinian Hamas resistance group, in Tehran on Thursday, during which he also urged Muslim countries and nations to help the war-torn Palestinian people.

Haniyeh, for his part, said resistance is the sole solution for the Palestinians to get rid of the Israeli regime’s vicious acts and hailed Iran’s support for the oppressed Palestinian people.

Israel ignited its bloody war machine in the Gaza Strip on October 7 after Hamas carried out a historic operation against the usurping entity in retaliation for its intensified atrocities against the Palestinian people.

Nearly six months into the hostilities, the regime has failed to achieve its objectives of “destroying Hamas” and finding Israeli captives despite killing at least 32,552 Palestinians, mostly women and children, and injuring nearly 74,980 others.

In a meeting in Tehran on Tuesday, Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei told Haniyeh that Iran pursues a fixed policy of providing support to Palestine and the people in Gaza who have been suffering from brutal Israeli aggression for nearly six months.

During his stay in Tehran, Haniyeh also held meetings with Iranian President Ebrahim Raeisi, Foreign Minister Hossein Amir-Abdollahian and Secretary of Supreme National Security Council Ali Akbar Ahmadian.

Arvind Kejriwal's Custody Extended By 4 Days In Delhi Liquor Policy Case

Delhi Chief Minister Arvind Kejriwal – in jail on corruption charges in the alleged liquor policy scam – has been sent to the custody of the Enforcement Directorate for a further four days, i.e., till April 1.

Mr Kejriwal was arrested earlier this month, after the Delhi High Court refused to intervene. Hours later a team of ED officials raided the Aam Aadmi Party leader’s residence and took him into custody. He moved the Supreme Court for relief but quickly withdrew the plea; his legal team argued that precedent was against the Delhi Chief Minister. Mr Kejriwal was then sent to ED custody for a week.

That period of custody expired today.

Mr Kejriwal, meanwhile, has also moved the Delhi High Court against his arrest, arguing that the manner in which the probe agency acted violated his fundamental rights. The court declined to act immediately and instead issued a notice to the Enforcement Directorate, seeking a reply by April 2.

The Delhi High Court hearing will resume April 3.

Earlier today Mr Kejriwal was given permission to address the court directly. He made a brief but impassioned speech in which he accused the probe agency of trying “to crush” his party. He pointed out – as the AAP has since his arrest – that no part of the alleged Rs 100 crore in bribes had been recovered. He also said no court had found him guilty.

“I was arrested… but no court has proved me guilty. The CBI (Central Bureau of Investigation) has filed 31,000 pages (of chargesheets) and ED filed 25,000 pages. Even if you read them together… the question remains… why have I been arrested?” Mr Kejriwal asked the court.

What Is Delhi Liquor Policy Scam?

The Enforcement Directorate believes the now-scrapped liquor policy provided an impossibly high profit margin of 185 per cent for retailers and 12 per cent for wholesalers. Of the latter, six per cent – over Rs 600 crore – were bribes and the money was allegedly used to fund the AAP’s poll campaigns.

The ED has labelled the Chief Minister as a key conspirator in this case, but Mr Kejriwal and party colleagues arrested in this matter – ex-Deputy Chief Minister Manish Sisodia, Rajya Sabha MP Sanjay Singh, and former Health Minister Satyendar Jain – have all denied the charges.
