Doing Everything To Improve H-1B Visa Process: White House

US President Joe Biden is doing everything he can to improve the H-1B visa process, ‘green card’ backlog and other issues related to the country’s legal immigration system, the White House has said.

The H-1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise.

“One of the steps, if we look at the H-1B visa process, we have taken action to improve that and the process and backlog for lawful permanent residents (green card) who are eligible to become US citizens,” White House Press Secretary Karine Jean-Pierre told reporters at her daily news conference on Wednesday. She was responding to questions about the feeling among a section of Indian Americans that the president is not putting as much effort on addressing the woes of legal immigrants as he is doing for illegal immigrants.

Biden heads to the southern border with Mexico in Texas on Thursday.

“Just last month, for example, as a part of our efforts to strengthen the integrity of our immigration system and reduce potential for fraud, the DHS published a final rule relating to H-1B visa,” Jean-Pierre said.

“So, the changes promote fairer and more equitable outcomes and, so, we will continue our work to improve the system within our authorities and that has certainly been a priority,” she said and added that the administration takes that “very seriously” and is continuing to do everything that it can to improve the visa process.

The US Citizenship and Immigration Services (USCIS) has announced the launch of myUSCIS organisational accounts that will allow multiple people within an organisation, as well as their legal representatives, to collaborate on and prepare H-1B registrations, H-1B petitions and any associated Form I-907, Request for Premium Processing Service.

A new organisational account is required to participate in the H-1B Electronic Registration Process starting in March 2024, the USCIS said.  “We are working expeditiously to address any technical issues that may arise for legal representatives whose accounts migrated when they logged into their online account on or after February 14, 2024, including impacts on cases other than H-1B filings,” it said.

The initial registration period for FY 2025 H-1B cap will open at noon Eastern on March 6, and run through noon Eastern on March 22.

During this period, prospective petitioners and their representatives, if applicable, must use a USCIS online account to register each beneficiary electronically for the selection process and pay the associated registration fee for each beneficiary, its media alert said.  Starting with the FY 2025 initial registration period, USCIS will require registrants to provide valid passport information or valid travel document information for each beneficiary.

The passport or travel document provided must be the one the beneficiary, if or when abroad, intends to use to enter the US if issued an H-1B visa. Each beneficiary must only be registered under one passport or travel document.

“In March, we will launch online filing of Form I-129 and associated Form I-907 for non-cap H-1B petitions. On April 1, USCIS will begin accepting online filing for H-1B cap petitions and associated Forms I-907 for petitioners whose registrations have been selected,” the federal agency said.

To help guide organisations and legal representatives through the new process, the USCIS had launched the Tech Talks sessions in February 2024. During these sessions, individuals can ask questions about the organisational accounts and online filing of Form I-129 for H-1B petitions.

The USCIS encourages all individuals involved in the H-1B registration and petition filing process to attend these sessions. Additional information and dates are available on the Upcoming National Engagements page, it said.

Sheikh Shahjahan was arrested around midnight in the North 24 Parganas district by a special Bengal police team. He had been on the run for 55 days. After the arrest, he was taken to the Basirhat court.

The team had been monitoring the leader’s activities for several days leading up to the arrest, officials said.

The arrest comes three days after the Calcutta High Court Chief Justice ordered to add Sheikh Shahjahan to the Sandeshkhali case.

On February 26, Calcutta HC Justice asked to issue a notice in the case and said, “There is no reason to not arrest him.”

“Public notice shall be given in this case. There is no stay order in Sandeshkhali cases. There is no reason to not arrest him,” the Court said.

The ruling Trinamool Congress hailed the arrest saying it was possible only after the court cleared the decks and accused the opposition of exploiting the earlier “embargo” on his arrest.

The BJP dubbed the arrest as scripted and claimed he was in the safe custody of West Bengal Police.

The BJP accused the Mamata Banerjee government of shielding Sheikh Shahjahan after a mob of his supporters attacked an Enforcement Directorate team that went to Sandeshkhali to conduct raids against him in a corruption case.

The grouping of India, Israel, the United Arab Emirates and the US continues to be a priority for the Biden administration and is not on the back-burner due to the ongoing conflict in the Middle East, the White House has said.

The I2U2 grouping remains critically important and President Joe Biden is “deeply committed to making sure that we continue” with the grouping, White House Press Secretary Karine Jean-Pierre told reporters at the White House here on Wednesday.

Asked if the grouping is now on the back-burner or no longer active because of the Israel-Hamas conflict, the official said, “No, not at all, still a priority”.

“The I2U2 remains critically important and the president is deeply committed to making sure that we continue with the I2U2, obviously with our partnership among our four countries and beyond through innovative, inclusive and science-based solutions to advance… let’s not forget, enhance food and energy security space operations and other ventures, advancing projects on water conservation, waste management and other areas,” Jean-Pierre said.

So, there is a strong future for the I2U2 and “we’re looking forward to continuing that partnership” and it has not taken on the back-burner, the White House official said. “It certainly continues to be a priority,” Jean-Pierre said.

The I2U2’s first summit was held on July 14, 2022, to establish the group.

This grouping identifies bankable projects and initiatives to tackle some of the biggest challenges confronting the world, with particular focus on joint investments and new initiatives in water, energy, transportation, space, health, food security, and technology.

It also aims to mobilise private sector capital and expertise to achieve a variety of goals, including modernising infrastructure, advancing low carbon development pathways, and improving public health.

I2U2 partnership projects and initiatives are not limited in geographic scope – the group will explore opportunities anywhere it can make a positive impact, the State Department said.

Bushnell’s message reaches world, falls on deaf ears in DC: Harvard scholar

American writer and political commentator Daniel Patrick Welch says the self-immolation of US Airman Aaron Bushnell shows the desperation of a people completely ignored by their own government.

He added that the isolation of the United States and Israel is a life-changing, time-changing thing.

Welch made the remarks in an exclusive interview with the Press TV website on Tuesday, after initially balking at the topic of the soldier’s death.

Welch said that the US media is not telling the truth about the death of the 25-year-old airman who set himself on fire outside the embassy of the Israeli regime in protest at Tel Aviv’s genocidal war against Palestinians in Gaza.

In a video, which was live-streamed on the social media platform Twitch on Sunday but was later removed, Bushnell, an active-duty member of the US Air Force, said “I will no longer be complicit in genocide.”

He was yelling “Free Palestine!” repeatedly, as he was going up in flames after setting himself on fire.

Following the incident, mainstream US media outlets came under scrutiny for their choice of headlines. The New York Times headline said, “Man Dies After Setting Himself on Fire Outside Israeli Embassy in Washington, Police Say.”

“When I was asked to be interviewed on the death of Aaron Bushnell, I was a bit reticent. I have been reticent to do interviews for a few months, because here in the Belly of the Beast it’s quite depressing, and feels almost hopeless,” Welch says.

This feeling didn’t last long, Welch says. “But enough of that. I’m an American writer, and he was an American boy—soldier—and his death is a result of actions of the American ruling class, as well as the conflagration to which he responded.”

It made sense that this point of view should be heard, especially given how tightly US media is controlled. “I’ll give an American perspective that is, I think, unique, in the sense that there are no more truthtellers among reporters and journalists,” he says.

“It is insane to be living in this environment and speak out in this vacuum.” Why does he call it a vacuum? “ I mean, the entire world knows what’s going on and is beginning to wake up in ways that they haven’t yet. And over here, it never reaches above a whisper. It is shocking.”

What is unique or specific about this death? Welch points out “It is also important to say that he was an American soldier. There is a way in which some people might be shocked, or think it is a little self-involved for Americans to mourn their own kids more than the tens of thousands that have been killed in Gaza in the past few months.”

But he is quick to correct that impression, adding “That is obviously not my point. What I mean is that it hits home in a slightly different way. He’s not my child. But he is a child.”

Aside from his political commentary, Welch has spent his career teaching and mentoring students who are faced with the choice of joining the US military, which is not a requirement unlike in most other countries. “I have not only encountered kids like this; I’ve raised kids like this. I’ve encouraged kids to explore their options, he says.

However, he has usually steered students away from this choice. “I’ve always been reticent to tell them to go to the military instead of going directly to college. I’ve always avoided advising kids to go on to a military career.  But times change, and we live in a society that doesn’t pay for anything except through military service.”

Of course, Welch is talking broadly about his own history with students. “I don’t know his background, so I’m not talking specifically about this young man. But some of the kids that I have advised and a lot of the kids from poor and working-class families have no choices.”

They often choose enlistment, Welch points out because it is a sort of backdoor way to get government funding for pursuing their career aims. “There are few programs, there is no free education, there is no anything. There is no free anything like there is in every other industrial economy in the world. And so to have the opportunity to have a career via this option is a kind of blackmail by the ruling class. It’s a kind of way to get cannon fodder.”

Additionally, according to Welch, youth of this age are naturally questioning—and vulnerable. “I think the feeling of that age, that youth, that exposure—is mind-numbing. And mind-changing.

However, he says, he felt almost chagrined to hear Bushnell admit to being complicit in genocide. “I do think it is important to say that this kid isn’t any more culpable than you, or me, or anyone else who is paying taxes to this regime. Who is not occupying the halls of government? Who keeps voting? Voting?? For what?”

Welch scoffs at the notion that activism should be directed to the voting duopoly that seems designed to keep things exactly as they are. “To think that there is any political party that is any different than another party in order to put a stop to this wanton violence is…”naïve” is a lousy word to use. Because it’s deliberate. It’s cynical.”

Welch also cautions against what he calls the “nightmare” of putting words in the young man’s mouth, or authorities in questioning his mental health, and so on. “I also don’t want to speak for him. I don’t think that is appropriate either.

Bushnell said it himself. He said: “‘My name is Aaron Bushnell. I am an active duty member of the US Air Force, and I will no longer be complicit in genocide. I am about to engage in an extreme act of protest, but compared to what the people in Palestine have been experiencing at the hands of the colonizers, it’s not extreme at all. This is what our ruling class has decided will be normal. Free Palestine.’”

This statement alone is a sort of clarion call that should speak for itself. “That also should set the record straight that this kid knew what he was doing. Obviously, the notion of taking one’s life is very extreme and very disturbed.”

Here again, though, Welch has to reflect on the depth of passion and hopelessness he felt in his activist youth. “But I also have to put that through my own sieve. When I came back, around his age, I think, from my stint in Nicaragua. I felt hopeless, I felt depressed, and when I heard the idiocy of people speaking, the complete lack of compassion, lack of understanding. And I was thinking of the babies, the hungry babies—the boys who had had their limbs blown off by CIA bombs. Talking to them in person the night before the vote. I got so angry and hopeless that I kind of withdrew.”

This is a lens we have to look through, he asserts. “I can sense this. I know. Obviously, we went through a whole generation of Vietnam, young men and women who had to go through that. It ruins lives on this end, as well as on the receiving end of all the bombs.”

But the chilling reality is that Americans are incredibly adept—shockingly so—at avoiding any discussion. “Now the problem is that no one talks about it. There is nothing in the morning news, in the local TV news—nothing at all. Really, since October 7, there is nothing that tells the truth. Even beyond the idea that saying 70 thousand wounded 30 thousand were killed in Gaza by the Occupation Forces of Israel—that is since October 7. Why? Why is this a magic date? It’s kind of like taking the baton from the runner on the Propaganda Team and carrying it through the rest of the race.”

 “There is no magic,” Welch continues, “despite what the propaganda machine says. October 7? What about 1948? What about decades of occupation, colonization. And even now, the narrative of October 7 completely dismisses the lies that were told in the aftermath. The existence of the Hannibal Doctrine in the Israeli military is ruthless. Civilians don’t matter. Pro or con doesn’t matter. You just blow the crap out of everything. So that, of the initial killed, most were killed by Israeli fire. You can still blame an attacker. But again, you have to zoom out.”

World is rejecting US’ hegemony: Welch

The Arab League said on Monday that the failure to end Israel’s occupation of the Palestinian territories has led to the current trend of savagery followed by Israel against the Palestinian people.

“This prolonged occupation is an affront to international justice,” Abdel Hakim El-Rifai, the 22 Arab-country bloc’s representative, told judges at the International Court of Justice (ICJ) in The Hague.

“The failure to bring it to an end has led to the current horrors perpetrated against the Palestinian people, amounting to genocide.”

The ICJ entered its last day of week-long hearings upon a request from the United Nations.

Welch points to the larger picture of how the world is rejecting US hegemony. “What we get when we zoom out is that there is a world on fire. A world who sees what we are doing. South Africa took it to the ICJ. Nicaragua, Venezuela, and Brazil joined them. Even Japan and Spain have ceased sending arms.” But it’s not a done deal, he cautions.

“Still the US controls large swathes of governments. Governments, not people. I guess India has been sending drones that help kill people in Gaza—that is shocking and repulsive. But this is a life-changing, time-changing thing. It hurts that a young man thought that he could make people talk about it by giving up his life.”

Mainstream Western media and its controllers in government will try to shape the narrative, he asserts. “They are going die on the hill of not letting his name and voice speak. And that is shameful. But it is no more shameful than The Game—what is going on with this country? This ruling class.”

 He sees no political solution existing in the current environment. “There is no difference in the parties. There is no one on either “side of the aisle” (because we seem to love British references so much). There is no one who tells the truth. And no one within the halls of power who is wedded to anything but the continuation of their own power.” 

“Carter was right,” he says. Former president Jimmy Carter made it clear in his retirement that he though the US was no longer a democracy, but an oligarchy. “Carlin was right,”  Welch adds, referring to American comedian George Carlin who often pilloried the US elites and the institutions and culture that produced them. “The Oligarchy is what it is.”

In the debate over whose voice matters, Welch cautions that the present is not always the last word, citing Irish rebel Robert Emmet, whose famous Speech From the Dock before his execution is still quoted two centuries later. “Robert Emmet spoke the truth from the dock, and his voice still echoes. We have to keep our heads down and keep speaking out. Keep speaking out. Forever.”

Why Ishan Kishan, Shreyas Iyer Were Axed From BCCI Contracts – Explained

In the BCCI’s Annual Player Contracts for Team India (Senior Men) for the 2023-24 season, two prominent players were missing – Ishan Kishan and Shreyas Iyer. Till very recently, the star Indian cricket team duo was part of the side. While Ishan Kishan was last part of the Test squad during India’s Tour of South Africa in December, Shreyas Iyer played the first two Tests of the ongoing series against England. Yet, the BCCI removed the two senior player from the contracts list. In fact, the BCCI made it a point to single out the duo’s absence with the following line in the list: “Please note that Shreyas Iyer and Ishan Kishan were not considered for the annual contracts in this round of recommendations.

So why were Ishan Kishan and Shreyas Iyer dropped from BCCI’s Annual Player Contracts for Team India (Senior Men) for the 2023-24 season?

Ishan Kishan’s case

While there was no official reason given on why Ishan Kishan and Shreyas Iyer were dropped, one line in BCCI’s release gives a strong hint. “The BCCI has recommended that all athletes give precedence to participating in domestic cricket during periods when they are not representing the national team,” the BCCI stated.

When Ishan Kishan had left India’s Tour of South Africa, the BCCI had said on December 17: “Mr Ishan Kishan has requested the BCCI to be released from the upcoming Test series against South Africa citing personal reasons. The wicket-keeper has subsequently been withdrawn from the Test squad.”

While it was expected that Ishan Kishan would play domestic cricket from his time away from the national team, the wicketkeeper-batter chose to remain absent from his state team Jharkhand’s Ranji Trophy matches. Despite Indian cricket team coach Rahul Dravid clearly mentioning that he need to play some form of cricket to regain his place in the Indian squad, Ishan Kishan ignored the instruction.

In fact, he only made a return to competitive cricket on Tuesday at the DY Patil T20 Cup.

BCCI secretary Jay Shah had also mentioned that it is mandatory for centrally contracted players, who are not in the national team, to play red-ball cricket.

Shreyas Iyer’s case

The middle order batter has been battling poor form in Test cricket. He was dropped from the last three Tests against England after failing to leave a mark in the first two games. “If Shreyas was to be rested because of injury, the BCCI medical bulletin would have had an update. Since there are no updates, it can be concluded that he has got the axe,” a source had told news agency PTI then.

Then Iyer made himself unavailable for Mumbai’s Ranji Trophy quarterfinals citing injury concerns but the National Cricket Academy (NCA) has said that he has no ‘fresh injuries’, according to a report by Indian Express. The report cited an email from Nitin Patel, the head of sports science and medicine at the NCA, who told selectors that Iyer was ‘fit’. It also quoted Mumbai Cricket Association sources saying that Iyer had cited back pain as the reason behind missing the Ranji Trophy quarterfinal match against Baroda.

“Shreyas Iyer was fit and available for selection as per the handover report of the Indian team after the 2nd Test match against England. There are currently no fresh injuries reported as well after his departure from Team India,” Patel wrote in his email according to the report.

With BCCI omitting both from its contract list, the national body might be acting tough to a send a stern message to all players who has national team aspirations.

“Our air defences responded to the aggression’s missiles and shot down most of them,” it added.

An AFP correspondent in the Syrian capital heard explosions followed by the sirens of ambulances.

The Syrian Observatory for Human Rights war monitor said the Israeli strikes killed two Syrian pro-Hezbollah fighters and had targeted “sites where Iran-backed groups including Lebanon’s Hezbollah are based” in two locations near Damascus.

When asked about the strikes, the Israeli army told AFP: “We do not comment on reports in the foreign media.”

On Sunday, an Israeli strike on a truck in Syria near the Lebanese border killed two Hezbollah members, the Observatory had said, with a source close to Hezbollah later confirming the deaths.

Since Syria’s civil war began in 2011, Israel has launched hundreds of air strikes against its northern neighbour, primarily targeting pro-Iran forces, among them Lebanese Hamas ally Hezbollah and the Syrian army.

The strikes have multiplied during the almost five-month war between Israel and the Palestinian group Hamas.

Israel rarely comments on individual strikes but has repeatedly said it will not allow Iran to expand its presence in Syria.

A day after dismissing the buzz about his BJP switch, Congress veteran Kamal Nath on Wednesday told the party workers that he would not “impose” himself on them and would “leave” if they want him to.

Addressing a meeting of the party workers at Harrai on his home turf Chhindwara in Madhya Pradesh, the 77-year-old leader said he had been receiving their love and trust for many years.

“If you want to bid farewell to Kamal Nath, it’s your choice. I am ready to leave. I don’t want to impose myself. This is a matter of your choice,” the former MP chief minister told the gathering.

Mr Nath’s son Nakul Nath is a Lok Sabha member from the Chhindwara Lok Sabha constituency.

The senior Nath had already announced that Nakul will contest again from this seat.

The veteran politician, who represents the Chhindwara assembly seat, said the BJP projects itself aggressively but Congress workers should not panic.

“We have to vote for securing the future and I have trust in all of you,” he said.

Mr Nath said the Lord Ram temple in Ayodhya belongs to all, suggesting that the BJP should not take credit for its construction.

“Does the BJP own the Ram temple? It belongs to all, including me. The temple is constructed with public money. The Supreme Court gave a verdict and since they (BJP) are in power, they constructed the temple,” he said.

Mr Nath also said he worshipped Lord Ram and constructed a big temple dedicated to Lord Hanuman on the land owned by him in Chhindwara.

“We are religious people and keep our culture intact,” he said.

Amid speculations that he might join the BJP, the veteran politician on Tuesday dismissed them as a “media creation”.

“You (media) are making such speculations and nobody else is saying so. Have you ever heard from me? You run the news and ask me. You should refute this news,” Mr Nath told reporters on Tuesday.

US Moon Lander Odysseus To Be 'Put To Sleep' After Historic Mission

Odysseus carries NASA instruments designed to improve our understanding of the lunar south pole.

The US spacecraft that touched down on the Moon last week and is currently running on solar power will soon be “put to sleep” once lunar night kicks in, mission officials said Wednesday.

But while the mission that saw the first ever Moon landing by a private company is coming to an end, Intuitive Machines CEO Steve Altemus told reporters that there are hopes to “wake it up” in about three weeks, when the Sun is out again.

The historic mission has been hailed as a success by Intuitive Machines and NASA, even as it ran into multiple problems along the way, including a landing that saw the uncrewed probe, named Odysseus, tip over upon reaching the surface.

“What we’ve gotten in terms of data on the vehicle is a tremendous amount of the guidance, navigation control data, all the propulsion data, all the performance data for the vehicle that will allow us to completely reconstruct the mission,” Altemus told reporters at NASA’s Kennedy Space Center, in Florida.

“What we’re going to do is kind of tuck Ody in for the cold night of the moon, and see if we can’t wake him up here when we get the solar noon,” in about three weeks, he said.

Intuitive Machines officials weren’t sure if the batteries, after going through the ensuing plunging nighttime temperatures, would be able to pass on the power generated by the probe’s solar panels, but “why not try?” asked Altemus.

NASA is planning to return astronauts to the Moon later this decade, and paid Intuitive Machines around $120 million for the mission, as part of an initiative to delegate cargo missions to the private sector and stimulate a lunar economy.

Odysseus carries a suite of NASA instruments designed to improve scientific understanding of the lunar south pole, where the space agency plans to send astronauts under its Artemis program later this decade.

Experiments on board

Scientists have already begun to examine radio waves coming from Earth using one of the instruments onboard.

Another experiment was unable to analyze the amount of dust thrown up during the descent as planned, but was still able to be launched once the lander was on the ground.

While the solar panels were able to keep the batteries running successfully, they were not in the ideal position due the way the craft tipped over upon landing.

A photo Odysseus was able to take of itself showed some of the difficulties it faced landing, with at least one of the six legs broken and the engine kicking up lunar dust.

A failure in the lander’s navigation system had complicated its final descent.

The craft is tilted about 30 degrees, Altemus said.

The mission “is a success from NASA’s point of view,” the space agency’s chief, Bill Nelson, told reporters Wednesday.

The United States, along with international partners, want to eventually develop long-term habitats on the south pole, harvesting ice there for drinking water — and for rocket fuel for eventual onward voyages to Mars.

Intuitive Machines has two more Moon missions planned this year, both part of NASA’s Commercial Lunar Payload Services (CLPS) initiative, which works with the private sector.

In addition to being the first ever successful private lunar landing, Artemis also marks the first return by the United States to the Moon in five decades.

“People asked… ‘We did it 50 years ago, why is it so hard?'” Altemus said.

Given the constraints involved — cost targets, the quick schedule, technical challenges in landing on the south pole — “We’ve fundamentally changed the economics of landing on the moon,” he said.

“And we’ve kicked open the door for a robust thriving system in our economy in the future.”
