Introduction to local councils of Iran

Cooperation in the advancement of the administrative affairs of the country requires the formation of councils so that part of the relevant duties will entrusted to the city and village councils.

The first election of the Islamic city and village councils was held on 1999  February  26  and the sixth election was held on  2021 June 18.

Dual elections; village and city council

The councils include the village council and the city council, which are directly elected by the people. In the following, we will examine the details of each one and their duties.

 Village Council

The village council is an important arm in the administration of the village, which is run by the people.

The tasks of the village council include electing a village head and presenting proposals to eliminate deficiencies. All proposals should be entirely in favor of the good of the village and the will of the people.

The number of members of this council is determined based on the population of each village. The number and duties of councils are determined by the law.

The number of members of the Islamic Council in villages with a population of up to 1500 people must be three, and in villages with a population of more than 1500 people must be 5.

According to Article 68 of the law on the elections, the duties of the village council include:

1. Monitoring the implementation of the decisions of the Islamic Council of village

2. Checking and recognizing deficiencies

4. Explanation of government policies

5. Efforts to resolve local disputes

6. Electing a qualified village head for 4 years, etc.

City council

The representatives of the city council are elected by direct vote of the people in the Iranian cities.

The main duty of the city council is to elect the mayor, approve the budget, and monitor the performance of the municipalities.

According to Article 71 of the law on the elections, the duties of the city council include:

1. Electing a mayor for 4 years

2. Investigating and recognizing deficiencies and needs, and social and cultural inadequacies and preparing corrective plans and proposals

4. Cooperating with executive officials and state institutions and organizations

5  Arranging people’s participation in social, and economic issues

6. Formation of associations and social, relief, and guidance institutions

7. Approving the budget 

8. Approving transactions and monitoring them by the municipality

9. Approval of proposed municipal loans

10. Naming passages, streets, and alleys

11. Approving the rates of taxies

12. Supervising the affairs of theaters, health centers, creating cemeteries and other public places

Conditions of electors and electees

According to the election law, voters must be eligible for the following;

1. Having Iranian citizenship

2. Having at least 15 years of age

3. Residing at least one year in the place of election

According to the election law, electees must meet the following requirements;

1. Iranian citizenship

2. Being 25 years old 

3. Belief and practical commitment to Islam and the absolute authority of the jurist

4. Loyalty to the constitution

5. Being literate in reading and writing

Other councils with indirect elections

According to the law in Iran, various councils have been provided for the rapid advancement of social, economic, construction, health, cultural, educational, and other welfare programs through the cooperation of people according to local requirements.

Therefore, in addition to the village and city councils that were mentioned before, the affairs of the district and province are managed through councils under the titles of district council and provincial council.

District Council

The number of members of the Islamic Council of the district is five. Of course, the members of the Islamic council of the district are elected from among the representatives or members of the councils of the villages located within the same district.

According to the law, the duties and powers of the ward council are as follows:

1. Investigation of social, cultural, educational, economic, and civil problems and deficiencies, health, and other welfare matters of the district

2. Cooperation with the executive authorities of the country

3. Creating the necessary coordination between the village councils located in the district and…

Supreme Council of Provinces

The Supreme Council of Provinces is the largest council in the political structure of the Islamic Republic of Iran. The members of this council consist of council representatives of each province, who are selected from the representatives of city and village councils.

The Supreme Council of Provinces has the right to prepare plans within its duties and propose them to the Islamic Council directly or through the government. These plans must be examined in the parliament.

Governors, heads of districts, and other officials appointed by the government are required to comply with their decisions within the limits of the powers of the councils.

US President Joe Biden is doing everything he can to improve the H-1B visa process, ‘green card’ backlog and other issues related to the country’s legal immigration system, the White House has said.

The H-1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise.

“One of the steps, if we look at the H-1B visa process, we have taken action to improve that and the process and backlog for lawful permanent residents (green card) who are eligible to become US citizens,” White House Press Secretary Karine Jean-Pierre told reporters at her daily news conference on Wednesday. She was responding to questions about the feeling among a section of Indian Americans that the president is not putting as much effort on addressing the woes of legal immigrants as he is doing for illegal immigrants.

“Just last month, for example, as a part of our efforts to strengthen the integrity of our immigration system and reduce potential for fraud, the DHS published a final rule relating to H-1B visa,” Jean-Pierre said.

“So, the changes promote fairer and more equitable outcomes and, so, we will continue our work to improve the system within our authorities and that has certainly been a priority,” she said and added that the administration takes that “very seriously” and is continuing to do everything that it can to improve the visa process.

The US Citizenship and Immigration Services (USCIS) has announced the launch of myUSCIS organisational accounts that will allow multiple people within an organisation, as well as their legal representatives, to collaborate on and prepare H-1B registrations, H-1B petitions and any associated Form I-907, Request for Premium Processing Service.

A new organisational account is required to participate in the H-1B Electronic Registration Process starting in March 2024, the USCIS said.  “We are working expeditiously to address any technical issues that may arise for legal representatives whose accounts migrated when they logged into their online account on or after February 14, 2024, including impacts on cases other than H-1B filings,” it said.

The initial registration period for FY 2025 H-1B cap will open at noon Eastern on March 6, and run through noon Eastern on March 22.

During this period, prospective petitioners and their representatives, if applicable, must use a USCIS online account to register each beneficiary electronically for the selection process and pay the associated registration fee for each beneficiary, its media alert said.  Starting with the FY 2025 initial registration period, USCIS will require registrants to provide valid passport information or valid travel document information for each beneficiary.

The passport or travel document provided must be the one the beneficiary, if or when abroad, intends to use to enter the US if issued an H-1B visa. Each beneficiary must only be registered under one passport or travel document.

“In March, we will launch online filing of Form I-129 and associated Form I-907 for non-cap H-1B petitions. On April 1, USCIS will begin accepting online filing for H-1B cap petitions and associated Forms I-907 for petitioners whose registrations have been selected,” the federal agency said.

To help guide organisations and legal representatives through the new process, the USCIS had launched the Tech Talks sessions in February 2024. During these sessions, individuals can ask questions about the organisational accounts and online filing of Form I-129 for H-1B petitions.

The USCIS encourages all individuals involved in the H-1B registration and petition filing process to attend these sessions. Additional information and dates are available on the Upcoming National Engagements page, it said.

The search for a missing college student has led the Noida police to unearth a shocking crime in which four youngsters murdered a friend after a party brawl and buried his body in a field.

Yash Mittal, son of a businessman and student of a Noida-based university, was missing from his hostel since Monday. His father Deepak Mittal informed police after he started getting ransom messages, demanding Rs 6 crore in return for his son’s release.

When police scanned CCTV footage of the campus, they saw Yash leaving the university on Monday while speaking over the phone. Call records of his phone led them to his friend Rachit. On questioning him, police learnt that Yash would often hang out with Rachit, Shivam, Sushant and Shubham.

“On February 26, they called Yash to a field in Gajraula in Uttar Pradesh’s Amroha (about 100 km away) for a party. He joined them soon after. During the party, a brawl broke out. They killed Yash and buried the body in the field. We recovered the body after Rachit identified the location,” senior police officer Saad Miya Khan said.

Police tracked down the other accused in Dadri. The accused tried to escape, but were caught by police after an encounter. “We have arrested three accused after combing the area. One more accused, Shubham, is on the run. We will catch him soon,” the officer added.

The officer said that the accused had told police that the ransom messages were sent to mislead Yash’s family. Police had formed multiple teams to work on the case, he said.

Visuals from the field showed the youngster’s parents breaking down after his body was dug out. The youngster, police said, was pursuing a Bachelor’s degree in business administration at the Noida university before his tragic death.

Chandrababu Naidu, Pawan Kalyan vow to end Jagan’s ‘destructive’ rule


Tadepalligudem: Telugu Desam Party (TDP) chief N. Chandrababu Naidu and Jana Sena leader Pawan Kalyan on Wednesday sounded the war cry for the forthcoming polls, calling on the people of Andhra Pradesh to back their alliance to end the “destructive” rule of the YSRCP.

Addressing the first public meeting of the TDP-Jana Sena combine after announcing their seat-sharing pact, the two leaders launched an all-out attack on Chief Minister Y.S. Jagan Mohan Reddy.


Declaring that the alliance is unstoppable, Chandrababu Naidu said they will rest only after putting a full stop to the YSRCP’s anarchy. Stating that the coming elections are crucial for Andhra Pradesh, the former Chief Minister appealed to people to join hands with the combine for rebuilding the state.

“TDP and Jana Sena joined hands for the sake of the people. Ours’ is a winning team, YSRCP is a cheating team,” he said.

Both he and actor Pawan Kalyan delivered power-punched dialogues to hit out at Jagan Mohan Reddy.

They held the flags of each other’s party at the public meeting titled ‘Jenda’ to demonstrate their unity.

Adding glamour to the public meeting was TDP MLA and popular actor N. Balakrishna.

“Any Chief Minister runs the administration with development works but ever since Jagan Mohan Reddy became the Chief Minister, he is running the administration with anarchism,” the TDP supremo said. He recalled that he had designed Amaravati as a state capital at par with Hyderabad.

“We also tried to irrigate every acre of land with water from the Polavaram project but today there is psycho rule in the state,” he said.

The TDP chief alleged that unable to bear the harassment of the YSRCP, cricketer Hanuma Vihari had to quit the Andhra team.

“When his sister (Sharmila) joined another party, she was harassed on social media. These incidents reflect the mental condition of Jagan Mohan Reddy.”

Chandrababu Naidu asked why Jagan Mohan Reddy failed to achieve special category status for the state. He recalled the promise made by him in the previous election that if he had 25 MPs, he would bring special status.

The TDP chief said Jagan Mohan Reddy even alienated bigwigs of the film industry. He alleged that in the name of the movie tickets issue, he insulted megastar Chiranjeevi and great director S.S. Rajamouli.

“Jagan Mohan Reddy’s rule is an utter flop movie. Will there be a sequel to such a movie,” he asked, predicting the defeat of the YSRCP.

Naidu also questioned Jagan Mohan Reddy on the murder of the latter’s uncle and former minister Y. S. Vivekananda Reddy.

“Forget everything. Just tell who killed Babai (uncle),” the TDP leader asked amid cheers from the massive crowd.

The TDP chief said that the TDP-Jana Sena combine has a blueprint to develop the state. “We will bring investment to create wealth and the same will be distributed among the poor,” he said.

Referring to dissidence among some TDP leaders due to seat sharing with Jana Sena, Naidu said some leaders may face difficulties due to the “unstoppable alliance” but promised to do justice to all those who work for the party.

Pawan Kalyan also told the dissidents in his Jana Sena to leave the party strategy to him and just follow him. He also dismissed the criticism for accepting 24 Assembly seats (out of total 175 seats).

“Trust me and follow me. My supporters are those who follow me and don’t question me,” he said.

The actor-politician vowed to politically finish Jagan Mohan Reddy. He launched a scathing attack on the YSRCP leader for his personal attacks on him.

TDP leader and actor Balakrishna said that TDP founder N.T. Ramarao introduced several revolutionary schemes and after him, Chandrababu Naidu is leading the party with the same discipline. He alleged that during the YSRCP regime, all the institutions in the state were destroyed.

Balakrishna said under Jagan Mohan Reddy’s rule, there is no fee reimbursement for students and there is no irrigation for farmers.

Under the seat-sharing pact announced three days ago, the TDP will contest 151 Assembly seats, leaving the remaining 24 for Jana Sena. The TDP has also left three out of 25 Lok Sabha seats for its partner.

UP cop thrashes priest for ‘going slow’ with wedding rituals


Lucknow: A police constable allegedly thrashed a priest for performing wedding rituals at a slow and elaborate pace.

The priest had been called in to solemnize the marriage of the constable. The incident took place in the Nigohan area of Lucknow on Wednesday.


According to reports, the marriage of constable Sonu Jatav, posted at the Nigohan police station, was being solemnized with the daughter of one Om Prakash Prajapati.

Tension arose when Jatav asked the priest Vivek Shukla to hurry up with the rituals. The priest refused to hurriedly wind up with the ceremony and this angered the cop who thrashed the priest in the presence of the guests.

When Shukla’s brother Sachin tried to intervene, he, too, was beaten up.

Jatav also threatened the priest and his brother with dire consequences if they dared to report the matter to police.

Additional deputy commissioner of police, south zone, Shashank Singh said that an FIR has been lodged against the constable and investigations were on.

The World Athletics Council reached the decision Wednesday to bring the meet back to China after the country hosted the event in 2015. The decision comes on the heels of the Italian track federation announcing earlier in the day that it withdrew its candidacy to stage the 2027 worlds in Rome after the government refused to guarantee the $92 million needed to host the event.


China is also hosting the world indoor championships next year in Nanjing. The country hosted the 2008 Summer Olympics and the 2022 Winter Games in Beijing.

“This poses a massive opportunity to grow our sport and fan base in one of the biggest commercial markets in the world,” World Athletics president Sebastian Coe said in a statement.

The 2025 world championships will be held in Tokyo. Last summer, track’s big event was staged in Budapest, Hungary, and the summer before in Eugene, Oregon.

“With the announcement of China as our next host,” Coe said, “our last four World Athletics Championships have now been awarded to the world’s four largest economies; the USA (Oregon), the EU (Budapest), Japan (Tokyo) and China (Beijing).”

The mother of a missing 3-year-old boy and her boyfriend have been charged with child neglect, nearly a week after the child was last seen. According to Fox59, authorities in Wisconsin, US, are still searching for the little boy after he was sent to be with his mother’s boyfriend as a form of punishment. The boy, identified as Elijah Vue, was last seen on February 20 in the city of Twi Rivers while he was being watched by Jesse Vang, a man who was in a relationship with the boy’s mother, Katrina Baur. 

According to Fox59, Mr Vang, 39, told cops that he noticed that the 3-year-old was gone when he woke up from a nap at his home. He also said that he has been trying to help Elijah’s mother correct the little boy’s “bad behaviours”. 

Separately, Ms Baur, 31, said that her son has been in the care of Mr Vang for about a week. She added that Mr Vang is the “enforcer of rules” in the relationship, which is why she sent her son to stay with him. 

Citing the complaint, the outlet reported that some of the examples of the discipline included praying, saying he was sorry, and going over the rule the 3-year-old was supposed to be memorising. Ms Baur also told authorities she wanted Mr Vang to teach Elijah by example how to “be a man”.

Mr Vang also told a detective that the toddler was mostly bottle-fed and was not potty-trained. He said Elijah was not allowed to play with the one toy he had while staying at his home from February 12 to February 20 because he was in “time out”. 

According to CNN, the evening before Elijah was last seen, Mr Vang had three 12-ounce beers and a muscle relaxant as a sleep aid. The following morning, Mr Vang took his son to a bus stop and then gave Elijah cereal without milk for breakfast. Mr Vang also said that the toddler did not have his diaper changed that morning and was told to stand and pray at the foot of Mr Vang’s bed. 

On Monday, Ms Baur was formally charged with one felony county of party-to-a-crime of child neglect and two misdemeanour counts of resisting or obstructing an officer. Mr Vang, on the other hand, was formally charged with one felony count of party-to-a-crime child neglect.

Yangon: Myanmar’s State Administration Council imposed martial law in Momeik and Mabein townships in Shan state of eastern Myanmar, media reported.

According to the media report, the council said on Wednesday in its order statement that the martial law was imposed to ensure security, uphold the rule of law, and maintain peace and stability in the region, Xinhua news agency reported.


Subsequently, in its separate order, the council granted administrative and judicial power for the townships to the commander of the northern command to effectively carry out the works on security, law enforcement, and peace and stability of the region, the report added.

Myanmar has remained under a state of emergency, which was initially declared in February 2021 for one year and subsequently extended five times, each for six months, until end of July this year.
