Delhi Chief Minister Arvind Kejriwal today skipped the third summons issued by the Enforcement Directorate (ED) in connection with the Delhi excise policy case. The Aam Aadmi Party (AAP) has strongly criticised the timing of the summons, just ahead of the 2024 general elections, alleging that it is a deliberate attempt to hinder the Delhi Chief Minister’s campaign. 

AAP claimed today that Mr Kejriwal is willing to cooperate with the ED but has deemed the notice illegal.

What Lies Ahead?

An individual can ignore an ED summons three times. Since Mr Kejriwal has now exhausted the tally, the ED can now seek a non-bailable warrant (NBW), compelling his appearance before a court. 

Failure to comply with an NBW may lead to arrest and subsequent court proceedings.

Arvind Kejriwal’s Legal Options

The Delhi Chief Minister maintains that he is prepared to cooperate with the agency but questions the timing and urgency of the summons. Kejriwal’s refusal to appear before the ED on two previous occasions has escalated the tension between the AAP and the investigative agency.

Mr Kejriwal has at least two legal avenues available to him. He can move to court to challenge the summons, asserting his rights and seeking clarity on the allegations. Additionally, he can opt for anticipatory bail, a legal mechanism to safeguard against arrest while an investigation is underway.

Previous Summons

Initially summoned by the central agency on November 2, Mr Kejriwal declined to appear, citing the summons as “vague, motivated and unsustainable in law.” 

The probe agency issued a second summons to Mr Kejriwal on December 18, requesting his presence at their office on December 21. However, the Chief Minister opted not to comply. 

The Central Bureau of Investigation (CBI) and ED are investigating the now-scrapped Delhi government excise policy for 2021-22, which is alleged to have benefited certain liquor dealers. The AAP has strongly denied the allegations. Delhi Lt Governor VK Saxena recommended a CBI probe into alleged irregularities in the policy after receiving a report from the Delhi government’s chief secretary.

Mr Kejriwal was questioned by the CBI for nine hours in April in connection with the case. AAP leader and former Delhi deputy chief minister Manish Sisodia was arrested by the CBI in February this year.

Jewellery worth over Rs 3 crore was stolen from a showroom in Pune. The entire episode has been captured on a CCTV camera inside the Jewellery showroom located in Raviwar Peth area.

The owner has also stated that the thief, who broke into the showroom, has stolen Rs 10 lakh cash from the counter.

In the CCTV footage, the thief wearing a white hoodie can be seen opening the locker, where the gold was kept. He then puts the stolen gold in a white backpack that he was carrying with him.

Police said that the thief has cleaned up the entire locker that was filled with gold.

Per the initial police investigation, an employee of the showroom may be involved in the theft as there was no sign of forced entry into the showroom.

Police have registered a case in the regard and started investigation. A team of officers has also been formed to track and arrest the thief.

“The theft took place in the Raviwar Peth area on December 31. There was no forced entry; instead, it seems an unknown person made a duplicate key to access the shop,” news agency ANI said quoting Senior Police Inspector Dada Chuddpa said.

New Delhi: The notification of Citizenship (Amendment) Act of 2019 rules is expected to happen ‘well in advance’ before the Lok Sabha polls’ announcement, officials known to the development revealed.

A senior government official mentioned that the regulations for the CAA, introduced by the Narendra Modi government, aim to confer Indian citizenship to persecuted non-Muslim migrants – including Hindus, Sikhs, Jains, Buddhists, Parsis, and Christians – who migrated from Bangladesh, Pakistan, and Afghanistan and arrived in India before December 31, 2014.


Following the passage of the CAA by Parliament in December 2019 and its subsequent Presidential assent, significant protests erupted in various parts of the country.

“We plan to release the regulations for the CAA shortly. With the issuance of these rules, the law can be put into action, allowing eligible individuals to obtain Indian citizenship,” stated an official, requesting anonymity, indicating the plan of the Ministry of Home Affairs, which will notify the CAA rules.
The implementation of the CAA, which has been delayed for over four years, necessitates the formulation of its associated rules.

When queried about the likelihood of the CAA rules being notified before the anticipated April-May Lok Sabha elections, the official affirmed, “Indeed, well in advance of that.” “The regulations are prepared, and an online portal is already set up for the entire process, which will be conducted digitally. Applicants will need to disclose the year of their entry into India without any travel documents. No additional documentation will be required from the applicants,” stated the official.

On December 27, Union Home Minister Amit Shah asserted that the implementation of the CAA cannot be halted as it stands as the law of the land. He had also accused West Bengal Chief Minister Mamata Banerjee of misleading the public regarding this matter.

Speaking at a party meeting in Kolkata, Shah emphasized that the BJP is committed to implementing the CAA.

The TMC, led by Mamata Banerjee, has been opposing the CAA.

The assurance of implementing the highly debated CAA was a significant electoral agenda for the BJP during the previous Lok Sabha and Assembly elections in West Bengal. Leaders of the saffron party view it as a credible factor contributing to the BJP’s ascent in the state.

As per the manual of parliamentary procedures, the guidelines for any legislation should have been formulated within six months of receiving the presidential assent, or the government should have sought an extension from the Committees on Subordinate Legislation in both the Lok Sabha and Rajya Sabha.

Since 2020, the Ministry of Home Affairs has been regularly seeking extensions from the parliamentary committees to continue the process of framing the rules associated with the legislation.

Over a hundred individuals lost their lives either during the protests or due to police action after the passage of the law in Parliament.

During the past two years, over 30 district magistrates and home secretaries across nine states have been authorized with the ability to confer Indian citizenship to Hindus, Sikhs, Buddhists, Jains, Parsis, and Christians arriving from Afghanistan, Bangladesh, and Pakistan under the Citizenship Act of 1955.
As per the Ministry of Home Affairs annual report for 2021-22, between April 1, 2021, and December 31, 2021, a cumulative count of 1,414 individuals from non-Muslim minority communities originating from Pakistan, Bangladesh, and Afghanistan were granted Indian citizenship through registration or naturalization under the Citizenship Act, 1955.

Under the Citizenship Act of 1955, Indian citizenship by registration or naturalization is granted to non-Muslim minorities from Pakistan, Bangladesh, and Afghanistan in nine states such as Gujarat, Rajasthan, Chhattisgarh, Haryana, Punjab, Madhya Pradesh, Uttar Pradesh, Delhi, and Maharashtra.
It’s notable that authorities in districts of Assam and West Bengal, both politically sensitive regions on this matter, have not been empowered with these citizenship-granting authorities thus far.

Martyrdom of al-Arouri confirms Israel’s disgraceful failure

Senior Hamas official Izzat al-Rishq in a statement on Tuesday night said that the assassination of Saleh al-Arouri would surely make the Palestinian Resistance movement more determined to continue their brave resistance against Israel.

Later, Hamas confirmed that al-Arouri was killed in Israel’s terror attack, which also killed several of his companions.

Former Pakistan pace greats Wasim Akram and Waqar Younis criticised the decision to rest fast bowler Shaheen Shah Afridi in the third and final Test against Australia at the Sydney Cricket Ground (SCG), with Akram warning players to decide if they want to be the greats of their sport or a millionaire by playing T20 cricket. After Pakistan lost the series 2-0, Shaheen has been rested from the final Test at Sydney, which is also Australia opener David Warner’s farewell Test.

Wasim claimed that decision “had nothing to do with the management” and was “solely [Shaheen’s] decision”. He warned players to decide “if you want to be a great of the game or do you want to be a millionaire” while prioritising formats.

“Straight after this there are five T20s in New Zealand, and Shaheen’s the captain,” Wasim said on Fox Cricket as quoted by ESPNCricinfo.

“But T20 cricket, who cares? I understand, it is there for entertainment and it is there for financial gain for cricket boards, for players, but cricketers should know that Test cricket is the ultimate.”

“If we talk about what happened 20 years ago in this Test in Sydney, nobody knows what happened last night in T20. That’s the difference. These guys have to understand and learn, if you want to be a great of the game or do you want to be a millionaire. You can become both but with a little more sense,” he concluded.

Waqar was also surprised with the decision, saying that Shaheen’s absence “made him laugh” and he expected him to play because he was looking great in the second Test with his swing and pace.

“That is a real shocker for me because I was expecting him to be a part of this Test match because he looked good in the previous match. He started feeling like the old Shaheen Afridi and started to swing the ball and the pace was getting better,” he said.

Shaheen’s workload was a concern for Pakistan after two Tests as he was leading a depleted, inexperienced pace bowling line-up without a lead spinner. He bowled almost a hundred overs, just four balls short of it. The second-most busiest bowler of the series has been Australian spinner Nathan Lyon, who has bowled almost 30 overs less than Shaheen.

Shaheen’s workload over a wide period has been concerning for Pakistan ever since he assumed more responsibility in white-ball cricket. He is the skipper of Pakistan Super League (PSL) side Lahore Qalandars and has also inked a deal of three years with the International League T20 (ILT20) last year.

Shaheen will also begin his reign as T20I captain with five-match series against New Zealand this month, just five days after the third Test. Despite spending so much time out due to injury, only eight pacers have bowled more than Shaheen since July 2022.

Pacer Naseem Shah is injured, while Haris Rauf also made himself unavailable for Tests, instead playing for Melbourne Stars in the Big Bash League (BBL).

US spy agencies assess that Islamist group Hamas and another Palestinian group fighting Israel used Gaza’s Al Shifa Hospital to command forces and hold some hostages but largely evacuated the complex days before Israeli troops entered it, a US official said on Tuesday, citing declassified US intelligence.

The complex was used by both Hamas and Palestinian Islamic Jihad to command forces fighting against Israel, the U.S. official said, speaking on condition of anonymity.

US intelligence agencies have not disclosed the evidence on which they based their assessment. The official said the US had independently confirmed the information.

Israel has also said Al Shifa, which it had occupied earlier in the war in Gaza, had been used by Hamas. Israeli troops entered the hospital in November.

The targeting of the hospital had stoked global alarm over the fate of civilians and patients who were inside.

The World Health Organization last month described the emergency department in the enclave’s main health facility as resembling a “bloodbath.”

The American government believed that Hamas used the hospital complex and sites beneath it to carry out command and control activities, store some weapons, and hold a few hostages, the US official said.

US intelligence agencies obtained information that Hamas fighters had largely evacuated the complex days before Israel’s operation and destroyed documents and electronics as they left, according to the American official.

The US intelligence assessment was reported first by the New York Times. A classified version of the assessment was sent to lawmakers in the US Congress.

Israeli tanks advanced on Gaza City’s Al Shifa hospital, with some patients still inside, in mid-November. Israel said the hospital sat atop tunnels housing headquarters for Hamas fighters using patients as shields, which Hamas denied.

Israeli assessment’s was at least partially correct that some hostages were held at or under the complex but those hostages appeared to have been moved as Hamas evacuated, the New York Times reported.

In November, White House national security spokesman John Kirby said Hamas militants were sheltering themselves in the hospital and using the facility as a shield against military action, placing patients and medical staff at risk.

“We have our own intelligence that convinces us that Hamas was using Al Shifa as a command and control node, and most likely as well as a storage facility,” Kirby said in November. Washington had at the time not declassified the sources of the U.S. intelligence.

Hamas’ October 7 attack on Israel killed 1,200, according to Israeli tallies. Israel’s subsequent assault on Hamas-ruled Gaza has killed over 22,000, according to Gaza health officials.

At a time when long queues at petrol pumps were seen in Hyderabad amid a protest by truck drivers against the new hit-and-run law, a video showing a man galloping on the streets of the city carrying a bag with Zomato’s logo has gone viral. The short clip showed the Zomato delivery agent arriving on horseback at Chanchalguda, located next to the Imperial Hotel.

The man was seen waving to the public on the streets as he arrived on a horseback after long queues and the closure of petrol pumps as a fallout of the truckers’ protest.

In the video, the delivery agent could be heard talking to a passerby that he opted to arrive on horseback to deliver the food after the pumps ran out of petrol.

Asked what had happened, the horse-rider responded, “Petrol nahi mila bhai. Teen ghante line me khada raha. Zomato se nikal gaya..petrol nahi mila.(There was no petrol. I waited in the queue for three hours. I left after taking the order but couldn’t get the petrol).

Long queues spilled over to the main roads in Hyderabad on Tuesday as a large number of motorists gathered at the fuel outlets for petrol and diesel in Hyderabad, resulting in traffic jams at several places for some time, news agency PTI reported. The traffic jam was brought under control by evening, police officials said.

“(Fuel) availability is there. People are apprehensive that due to the agitation by truck drivers, it may not be available and they are going to petrol pumps in large numbers, following which queues were formed and subsequently spilled over to the roads resulting in traffic jams initially,” a senior police official told PTI.

A petrol retail outlet owner told a TV channel that fuel supply to petrol pumps in the city was indeed hit by to the truck drivers’ protest since Monday.

Barricades were also seen at some petrol pumps in the city even as some motorists complained that they were unable to fill fuel in their vehicles as some of the outlets were “closed” and due to which they faced problems.

Truck Drivers’ End Protest

The countrywide truckers’ stir has been called off as the government assured that it would consult stakeholders before implementing a contentious law against hit-and-run. After long talks with the government, the All-India Motor Transport Congress called off the agitation.

The protest was over Section 106(2) of Bharatiya Nyaya Samhita or BNS — which is set to replace the colonial-era Indian Penal Code — which had provisions for strict penalties in hit-and-run cases.

Under the new law, hit-and-run cases can attract up to 10 years in jail and a fine of ₹ 7 lakh — against the current penalty of up to a two-year jail term and a lighter fine. The maximum punishment of 10 years will kick in when the offender has caused death through rash driving and decamped without reporting the matter to the police.  

The truckers, cab drivers, and others operating commercial vehicles are questioning how they would pay such a steep fine in case they meet with an accident.

The deaths of a wealthy Indian-origin couple and their daughter in the US state of Massachusetts last week have been ruled a murder-suicide by medical authorities after autopsy.

Rakesh Kamal, 57, his wife Teena Kamal, 54 and their college-going daughter Arianna Kamal, 18 were found dead in their USD 5 million mansion in Dover, Massachusetts on December 28, 2023.

A firearm was found near Rakesh Kamal.

A press release issued by the office of Norfolk District Attorney Michael Morrissey on Tuesday said that autopsy results issued by the Office of the Chief Medical Examiner confirm that Teena and her daughter Arianna were victims of homicide by gunshot.

Rakesh died from a “gunshot wound consistent with being self-inflicted”. The final autopsy report is likely to be completed in the coming weeks.

The release further said that while full forensic and ballistics testing of the gun has not been finalised, the firearm found with Rakesh is consistent with a .40 calibre Glock 22.

However, the firearm was not registered in Rakesh’s name and “he was not licensed to possess it,” the release added.

Massachusetts State Police have contacted the Bureau of Alcohol, Tobacco, Firearms, and Explosives for assistance in determining the origin of the firearm. The incident remains under investigation by Dover and Massachusetts State Police.

Last week, Morrissey said that the initial investigation indicated the incident was a case of domestic violence and did not initially indicate the involvement of outside parties.

Dover Police received a 911 call requesting a response to the Kamal residence at approximately 7:24 p.m. on December 28 by a family member who had stopped by to check on the family.

The police found the Kamal family dead when it arrived on the scene. Investigators had worked the crime scene through much of the night.

Dover is about 32 kilometres southwest of downtown Boston, the capital of Massachusetts.

Morrissey has said that there had been no prior police reports or domestic incidents tied to the home.

The family’s sprawling mansion, estimated to be worth USD 5.45 million, went into foreclosure a year ago and was sold for USD 3 million, according to a report in The New York Post.

The Kamals purchased the 19,000-square-foot estate, which boasts 11 bedrooms and 14 bathrooms, for USD 4 million in 2019, according to the records, and media reports.

The slain family members were the only ones living in the mansion at the time, the DA said, adding that the area, one of the richest in the state, was a nice neighbourhood and a safe community.

Teena and her husband, who also went by Rick, had previously run a now-defunct education systems company called EduNova. The couple appeared to have faced financial problems in recent years, online records show. Their company was launched in 2016 but was dissolved in December 2021, state records show.

Teena was listed on EduNova’s website as the chief operating officer of the company, describing her as an alum of Harvard University and Delhi University in India.

According to his biography on the EduNova website, Kamal was an alumnus of Boston University and MIT Sloan School of Management, as well as Stanford University.

Before working at EduNova, he held many executive-level positions in the education-consulting field, the biography added.

EduNova marketed a student success system designed to improve the grades of students in middle school, high school and college, The Boston Globe newspaper reported.

Teena filed for Chapter 13 bankruptcy in September 2022 listing between USD 1 million and USD 10 million in liabilities, filings show. The case, however, was dismissed two months later due to insufficient documentation. She was listed as one of the board of directors for the American Red Cross of Massachusetts.

Her online bio noted her more than three decades of working in the education and technology industries.

Meanwhile, the couple’s daughter was a student at Middlebury College, a USD 64,800-a-year private liberal arts school in Vermont, where she was studying neuroscience, according to her LinkedIn profile.

Morrissey also said that a homicide had not been reported in Dover since 2020, and he has never worked a homicide case from that neighbourhood since he started his position as District Attorney 12 years ago.

Morrissey had said that it was very rare to have this kind of a violent situation almost in any community in Norfolk County, particularly Dover. It’s a small, well-run community, but like everybody else, there are problems out there that can affect no matter where one lives, he had said.

Assam: 12 killed, 25 injured after truck-bus collision in Golaghat

Golaghat: At least 12 people were killed and 25 others injured after a bus where they were travelling, collided with a truck in Assam‘s Golaghat district on Wednesday morning, police said.

According to police, the accident took place in the Balijan area near Dergaon in Golaghat district.


Rajen Singh, Superintendent of Police of Golaghat district told ANI that, the accident occurred at around 5 am on Wednesday.

“The bus carrying a team was going towards Tilinga Mandir from the Kamarbandha area of Golaghat district. The bus collided with a truck in the Balijan area and the truck was coming in the opposite direction from Jorhat’s side. 10 bodies were recovered from the site and sent to Dergaon CHC. 27 injured persons were referred to Jorhat Medical College & Hospital where two people succumbed to their injuries,” Rajen Singh said.

Following the incident, locals rushed to the site and engaged in rescue operations.

The SP of Golaghat district said that, so far 12 people died in the accident.

“Our investigation is on and we will take action as per law,” Rajen Singh said.
