The University Grants Commission (UGC) has asked the Higher Educational Institutions (HEIs) to take action in order to keep a check on drug addiction in the country. Noting that students and youth are particularly vulnerable to the menace of the substance use, the UGC said that that HEIs can take action at the Institutional level to sensitise the campus and other possible surrounding locations through their faculty, NSS volunteers, student clubs.
The HEIs must hold regular interventions and activities on substance use prevention at the campus, UGC noted.
An official notification by the university body said, “As you are aware, drug addiction is a major challenge in many Higher Educational Institutions (HEIs) with numerous cases of youngsters getting addicted to substance abuse. The Ministry of Social Justice and Empowerment (MoSlE), Government of India has implemented the Nasha Mukt Bharat Abhiyaan (NMBA) for drug demand reduction in the country. The programme coordinates and monitors all aspects of drug abuse, prevention, assessment of the extent of the problem, prevention action, treatment and rehabilitation of users, dissemination of information and public awareness.”
Talking about the measures that can be taken by the higher educational institutions, the UGC said that the institutions must create common clubs with various activities relating to ragging, non-use of substances, following safety measures etc.
The university body has suggested a list of activities to spread awareness and information, education and communication (IEC) material along with best practices that can be followed. An Anti-drug declaration at the time of admission can be taken to invoke a commitment from the students to have responsible behaviour during studies.
The guidelines compiled by 24 experts further recommended that when no further treatment is possible or available in a disease or in terminally ill patients if the continuation of therapy is not going make an impact on the outcome, especially survival, then keeping in ICU is futile care.

New Delhi: Hospitals cannot admit critically ill patients in the intensive care unit in case of refusal by them and their relatives, the Union Health Ministry has said in its recent guidelines on ICU admissions.
The guidelines compiled by 24 experts further recommended that when no further treatment is possible or available in a disease or in terminally ill patients if the continuation of therapy is not going make an impact on the outcome, especially survival, then keeping in ICU is futile care.
Further, anyone with a living will or advanced directive against ICU care should not be admitted to ICU.
Besides, low priority criteria in case of pandemic or disaster situation, where there is resource limitation, should be taken into account for keeping a patient in the ICU.
Criteria for admitting a patient to ICU should be based on organ failure and need for organ support or in anticipation of deterioration in the medical condition, the guidelines stated.
Altered level of consciousness of recent onset, hemodynamic instability, need for respiratory support, patients with acute illness requiring intensive monitoring and/or organ support or any medical condition or disease with anticipation of deterioration have been listed as criteria for ICU admission.
Patients who have experienced any major intraoperative complication like cardiovascular or respiratory instability or have undergone major surgery also feature among the criteria.
“The following critically ill patients should not be admitted to ICU — patient’s or next of ?kin’s informed refusal to be admitted in ICU, any disease with a treatment limitation plan, anyone with a living will or advanced directive against ICU care, terminally ill patients with a medical judgement of futility and low priority criteria in case of pandemic or disaster situation where there is resource limitation (e.g. bed, workforce, equipment),” the guidelines stated.
Return of physiological aberrations to near normal or baseline statu, reasonable resolution and stability of the acute illness that necessitated ICU admission, patient/family agreeing for ICU discharge for a treatment-limiting decision or palliative care have been mentioned in the ICU discharge criteria.
According to the guidelines, blood pressure, pulse rate, respiratory rate, breathing pattern, heart rate, oxygen saturation, urine output and neurological status among other parameters should be monitored in a patient awaiting an ICU bed.

CSA acknowledged that the dates for the New Zealand tour had been agreed before the SA20 schedule had been decided.
“Once it became apparent that there would be a clash, we made every effort to find another mutually suitable time slot for the two-Test series in consultation with New Zealand Cricket.
“Regrettably the constraints imposed by the global cricket calendar rendered this impossible.”
According to the statement, there will be no further clashes during the current World Test Championship cycle between South Africa’s bilateral commitments and the SA20, “a tournament that was initiated by us to help grow and sustain the game”.
The statement commended Test coach Shukri Conrad for preparing a group of players that CSA believed would “represent the Proteas badge with honour”.

A 62-year-old Australian woman can harvest her dead husband’s sperm, after convincing a judge the pair were considering having a baby before he died.
The couple started thinking about having another child after their 31-year-old son was killed in a car accident in 2019, according to legal documents released Wednesday.
Six years earlier, their 29-year-old daughter had drowned during a fishing trip.
Spurred by these traumatic events, the couple started investigating whether the 61-year-old husband’s sperm could be used to impregnate a surrogate.
After the husband died at home on December 17, his wife — who cannot be named for legal reasons — asked the hospital morgue to collect and store his sperm.
But the hospital dragged its feet, according to legal documents, forcing the woman to seek an urgent order in the Supreme Court of Western Australia.
Researchers say reproductive tissue should ideally be collected between one and two days after death.
Judge Fiona Seaward agreed the sperm could be harvested and stored but said separate court orders would be needed before it was used for fertilisation.
The order was made on December 21, but was only recently released to the public.
Although unusual, it is not unheard of for sperm to be harvested from dead partners in Australia.
In June 2023, an Australian woman was granted permission to retrieve sperm from her 29-year-old husband, who reportedly died after slashing an artery on a broken window pane.
