New Delhi: Truckers’ body All India Motor Transport Congress (AIMTC) on Tuesday said the government has assured that new laws concerning hit-and-run cases will be implemented after discussion with its members and urged truck drivers to call off their strike.

A government source said that the issue has been resolved after the meeting with Union Home Secretary Ajay Bhalla on Tuesday evening.


“The issue has been resolved,” the source said, while stressing that the new provisions under the Bharatiya Nyay Sanhita (BNS) have not been implemented yet.

AIMTC representatives met Union Home Secretary in the evening to discuss the new law on hit-and-run cases that proposes stringent up to 10 years jail term and Rs 7 lakh fine.

The meeting was held against the background of some truck, bus and tanker operators beginning a three-day strike on Monday against the stringent jail and fine regulations under the Bharatiya Nyay Sanhita (BNS) for hit-and-run cases. The punishment in such cases was 2 years in the British-era Indian Penal Code (IPC).

About 2,000 petrol pumps, mostly in western and northern India, ran out of fuel stocks due to the strike.

While state-owned oil firms had topped up tanks at most petrol pumps across the country in anticipation of the truckers’ strike, some petrol pumps in Rajasthan, Madhya Pradesh, Maharashtra and Punjab ran out of stock due to heavy rush, industry officials said.

There were concerns that essential supplies of vegetables, fruits and milk too might be affected if the three-day strike is extended.

Under the Bharatiya Nyaya Sanhita (BNS), set to replace the Indian Penal Code, drivers who cause serious road accidents due to negligent driving and run away without informing authorities face up to 10 years in prison or a fine of Rs 7 lakh.

On Monday, some truck, bus and tanker operators began a three-day strike against the stringent regulations.

After the meeting with Home Secretary, AIMTC representatives told reporters that they will not allow the new laws to be implemented.

“Ye kanoon abhi tak laagu nahi hai (This law has not been implemented yet) … Ham ye kanoon laagu nahi hone denge (We will not allow these laws to be implemented),” AIMTC Chairman-organising committee Bal Mankit Singh said.
Singh also asked truckers to call off the agitation.

He also said that the government has assured that new laws concerning hit-and-run cases will be implemented after discussion with the AIMTC.

The number of road accidents in India went up by an alarming 12 per cent to over 4.6 lakh in 2022, resulting in the death of 19 persons every hour, according to a recent report by Ministry of Road Transport and Highways (MoRTH).

The report showed that 53 road accidents take place every hour in the country.

“A total of 4,61,312 road accidents have been reported by states and Union Territories (UTs) during the calendar year 2022, which claimed 1,68,491 lives and caused injuries to 4,43,366 persons.

“This marks an increase of 11.9 per cent in accidents, 9.4 per cent in fatalities, and 15.3 per cent in injuries compared to the previous year,” the report titled ‘Road accidents in India — 2022’ had said.

‘Hit from Back’ accounted for the largest share in total accident deaths (19.5 per cent) in 2022 , followed by ‘Hit and Run’ and ‘Head on Collision’ which accounted for 18.1 per cent and 15.7 per cent, respectively.

1,589 champagne bottles were purchased at a cost of approximately 56 pounds each.

The House of Lords spent nearly 90,000 pounds (Rs 94,66,293) on champagne last year, buying 1,589 bottles for events and their gift shop. According to The Guardian, figures released after a freedom of information request showed that, over the course of the year, 1,589 bottles of champagne were bought at a total cost of 88,987 pounds-about 56 pounds each. The cost is up slightly from the 2022 total, when 1,580 bottles were sold at a cost of 85,462 pounds, and a big jump from the quiet year of 2020, when lockdown meant only 180 bottles were popped.

“A parliament where unelected Lords glug fizz and collect 342 pounds a day just for showing up is not a parliament fit to properly represent the people,” said Tommy Sheppard, the SNP MP for Edinburgh East.

The Scottish National Party (SNP) doesn’t have any members in the House of Lords because they oppose the idea of having an unelected second chamber in the parliamentary system.

“Voters will be fizzing to hear that, while they were struggling to balance household finances and pay for basics like groceries and energy, unelected Lords were glugging back champagne,” Mr Sheppard told The Guardian.

“The past year has been defined by Westminster’s cost of living crisis, which has seen living standards plummet and countless more households pushed into poverty and deprivation-a reality alien to the Lords and their lavish lifestyles.”

In response to the revealed figures and the public’s concern, a representative from the House of Lords explained that all alcoholic beverages, including champagne, sold in the House of Lords were sold at a profit.

“Most of the champagne sold by the House of Lords is bought by visitors in the gift shop and consumed away from parliament by members of the public, or sold at banqueting events to organisations or individuals hosting the event in the House of Lords,” the spokesperson added. “It is not paid for by the taxpayer.”

Delhi Police Form Panel To Study New Criminal Laws, Prepare Course Material

The Delhi Police has set up a committee of high-ranking officers to study the three new criminal law bills recently passed by Parliament.

The Bharatiya Nyaya (Second) Sanhita, 2023, Bharatiya Nagarik Suraksha (Second) Sanhita, 2023, and Bharatiya Sakshya (Second) Bill, 2023, intend to replace the colonial-era IPC, CrPC, and Indian Evidence Act. These bills received President Droupadi Murmu’s assent on December 25 during the winter session of Parliament.

Although the Ministry of Home Affairs is yet to issue an official notification regarding the effective date of the bills, the Delhi Police Commissioner has constituted a committee of 13 officers, under chairmanship of IPS officer Chhaya Sharma. The committee is tasked with preparing course material for Investigating Officers to gain a practical understanding and study the new provisions and changes in procedures.

The officers of committee are as under:- DCP Joy Trkey, (North East), Addl. DCP Uma Shankar (DPA), ACP Hari Singh (E.O.W.), Inspr. Rajiv Kumar (IFSO/Spl. Cell), Inspr. Rajeev Bhardwaj (Spl. Cell), Inspr. Naresh Malik (DPA), Inspr. Devender Singh (SHO/Shaheen Bagh) VIII. Inspr. Arun Kumar (SHO/North Avenue), Inspr. Suresh Kumar (E.O.W.), Inspr. Anil Berwal (DPA), Inspr. Sanjeev Kumar (E.O.W), SI Somveer (DPA), and SI Rajni Kant (East District).

According to an order issued by Deotosh KS Singh, Deputy Commissioner of Police (Headquarters-II), on Tuesday, this committee shall also endeavour to update the skills of the investigating officers under the new laws.

The committee may co-opt a few lawyers and ex-Delhi police personnel at this stage to fine tune the course material to be in sync with judicial processes. The co-opted members will also be useful later in conducting classes for Delhi Police personnel and train them in practicle application of BNSS, BNS and BSA.

The names of Lawyers and ex-Delhi Police officers are as under:- 1. (ACP Retd.) Rajender Singh II. (ACP Retd.) Ram Singh III. Raunak Singh (Criminal lawyer) IV. Shri Akhand Pratap Singh (Criminal lawyer).

This committee shall also endeavour to update the skills of the IOs under the new laws as mentioned above so that once the notification for application and change over from old Cr.P.C., I.P.C. and I.E.A. to new BNSS, BNS and BSA respectively Is done, our 10s/Staff should be well aware of the procedural aspects as well as the nuances of the changes made in the new sections, it said.

The Committee may begin to create new training material to be used by Delhi Police for its officers as ready reckoner and for study at DPA. The Committee shall also be consulting the District DCSP and Joint CsP of Delhi Police for improvements in the material and simultaneously consulting NPA, NLU and Judicial Academy for good references and training materials to be incorporated in our documents, it added.

Indian cricket team captain Rohit Sharma is well known for his witty quips during press conference and ahead of the second Test match against South Africa, he came up with another gem of a comment with regards to batting positions. During the pre-match press conference on Tuesday, Rohit was asked about Shubman Gill batting at No. 3 instead of his preferred opening position. Rohit was quick to state that he believes that it is an individual decision on how batters decide to look at certain positions in the batting order and even quipped that since he started opening, the other positions seem wrong to him.

“It is an individual thing as to how you think about certain batting positions. I personally hated batting at No. 3. That is my opinion on that. Either you open the batting or you wait and go a little down the order – No. 5 or 6. But since I have started opening the batting, from No. 3 onwards to No. 7, I do not think it is the right position for anyone,” Rohit said leaving the attending reporters in splits.

Rohit further explained that in certain situations if the opener loses their wicket early or gets injured, the No. 3 batter has to come out early and almost play the same role as that of the opening batter.

“Sometimes when the opener gets injured in the first innings, the No. 3 has to walk out and open the batting. So, I do not see much difference there,” he said in the press conference.

On the other hand, Dean Elgar will bid to bring the curtain down on his Test career by skippering South Africa to victory in the second and final Test.

The tourists hopes of achieving their first ever series success in South Africa were comprehensively dashed as they lost the first Test by an innings-and-32 runs last Thursday.

South Africa will be revved up to give Elgar a victorious farewell.

The 36-year-old will captain the side — standing in for the injured Temba Bavuma — and is in fine fettle having scored a majestic 185 in the first Test.

US car maker Tesla has lost its crown for most sales of all-electric vehicles to Chinese firm BYD, which has capitalized on Beijing’s strong government support for the burgeoning sector. 

The US-based car manufacturer run by billionaire Elon Musk delivered a record 484,507 vehicles in the fourth quarter of 2023, according to a company filing Tuesday — up more than 11 percent from the previous quarter. 

But this impressive increase was not enough to maintain Tesla’s title as the world’s top maker of battery electric vehicles, as Chinese rival BYD reported sales on Monday of 526,409 for the same period.

In addition to delivering fewer vehicles, Tesla also trailed BYD in vehicle production in the fourth quarter.   

The figures underscore the challenges Tesla is likely to face this year, from competitors keen to capitalize on the growing demand for EVs.

Tesla’s stock slipped after the news was announced, before regaining ground to finish broadly flat.

BYD ‘structural advantage’

BYD began life in 1995 as a battery manufacturer, and later turned its attention to producing plug-in hybrid and all-electric vehicles.

The Shenzhen-based company competes against Tesla on price inside China and in Europe.

BYD “has a structural advantage in as much as its expansion is underpinned by very strong support for electric vehicles by the Chinese government,” GlobalData Managing Director Neil Saunders told AFP.

“This is helping to boost domestic demand which, in turn, strengthens BYD’s hand in the export market,” he added.

Despite strong sales, the firm does not currently sell its vehicles in the United States, where it would be subject to costly import tariffs. 

As well as besting Tesla in pure electric sales, BYD sold more than 400,000 plug-in hybrid electric vehicles in the fourth quarter.

In total, it sold more than three million passenger vehicles last year.

Tesla annual sales strong

Despite losing its quarterly sales crown, Tesla was still top on an annual basis, delivering more than 1.8 million EVs to customers in the year to December, up 38 percent. 

This was well above BYD’s sales figure of just under 1.6 million, which represented a 73 percent year-on-year increase.

Garrett Nelson, an equity analyst at CFRA Research, predicted that Tesla has plenty of reasons for optimism in 2024, not least the “plummeting” cost of electric batteries. 

Tesla sales are also likely to be boosted by the introduction of its “long-promised mass market EV model later this year,” he said.  

The company also stands to benefit from “increasing distress among upstart EV companies and traditional automakers pulling back somewhat on their prior EV growth plans,” he added.

British maritime security agency UKMTO reported explosions late Tuesday near a cargo ship in the strategic Bab el-Mandeb Strait, which separates the Arabian Peninsula from the Horn of Africa.

United Kingdom Maritime Trade Operations said it had received reports of up to three explosions 1-5 nautical miles from the merchant vessel, which was travelling between the coasts of Eritrea and Yemen.

“Master reports no damage to the vessel and crew are reported safe at present,” the agency, run by Britain’s Royal Navy, said in a brief message. “Authorities are investigating.” 

In recent weeks, Yemen’s Iran-backed Huthi rebels have launched a flurry of drone and missile strikes targeting commercial vessels transiting the Red Sea and the Bab el-Mandeb Strait that connects the Red Sea to the Gulf of Aden.

They say their strikes are in solidarity with Palestinians in Gaza, where Israel is battling Hamas group.

The Huthis have warned they will target ships sailing in the Red Sea that have links to Israel. 

Several missiles and drones have been shot down by US, French, and British warships patrolling the area.

According to the Pentagon, the Huthis, who control the Yemeni capital Sanaa, and much of the Red Sea coast, have launched dozens of drone and missile attacks, targeting a dozen merchant ships.

The attacks endanger a transit route that carries up to 12 percent of global trade, prompting the United States to set up a multinational naval task force to protect Red Sea shipping.
