US occupation troops comes under drone attack in SE Syria

The Islamic Resistance in Iraq, an umbrella group of anti-terror fighters, in a statement claimed responsibility for the Wednesday strike.

It noted that the al-Tanf base, located in Syria’s Homs province, was targeted by two drones, and the designated targets were precisely struck and destroyed.

There were no immediate reports about possible casualties and the extent of damage caused.

Sabereen News, a Telegram news channel associated with Iraqi anti-terror Popular Mobilization Units, also reported the incident.

The strike comes amid rising anti-US sentiment over Washington’s firm support for the Israeli onslaught against Palestinians in the besieged Gaza Strip, which has killed at least 8,796 Palestinians, mostly women and children, and injured more than 23,000 others. 

On Tuesday, two rockets struck the US military installation at the Conoco gas field in Syria’s eastern province of Dayr al-Zawr.

Another explosion ripped through the al-Omar oil field in the same Syrian province shortly afterward, as several rockets hit the vicinity of the US base set up in the energy-rich region.

A total of 21 US service members reported “minor injuries” as a result of drone and rocket attacks on American military bases in Iraq and Syria last week, according to the Pentagon.

“Between October 17 and 18, 21 US personnel received minor injuries due to drone attacks at al-Asad Airbase, Iraq, and al-Tanf Garrison, Syria,” Pentagon spokesman Brigadier General Patrick Ryder said. “All members returned to duty.”

 A senior defense official told reporters on Monday that the total number of drone attacks on bases in Iraq and Syria housing US troops has increased to at least 23.

That amounts to at least 14 attacks in Iraq and at least nine attacks in Syria since October 17, according to the official.

GST collections increased 13 per cent to Rs 1.72 lakh crore in October.

GST collections increased 13 per cent to Rs 1.72 lakh crore in October, the second highest-ever, helped by momentum in the economy, efforts of taxmen in checking evasion and festive demand.

“GST revenue collection for October 2023 is second highest ever, next only to April 2023, at Rs 1.72 lakh crore; records increase of 13 per cent Y-o-Y,” the finance ministry said in a statement.

The highest-ever revenue from Goods and Services Tax (GST) was recorded in April 2023 at Rs 1.87 lakh crore, while in September, it was Rs 1.63 lakh crore.

The average gross monthly GST collection in the current fiscal has also shown an 11 per cent growth year-on-year at Rs 1.66 lakh crore.

Icra Chief Economist Aditi Nayar said GST collections benefited from quarter-end adjustments related to transactions in the previous month and the overall momentum in the economy.

“With this, the pace of YoY growth jumped to a 10-month high in October 2023, which is encouraging. At present, we project the CGST collections to mildly exceed the FY2024 BE,” Ms Nayar said.

During October, revenue from domestic transactions was 13 per cent higher year-on-year.

The gross GST revenue collected in October 2023 is Rs 1,72,003 crore, out of which Rs 30,062 crore is Central GST, Rs 38,171 crore is State GST, Rs 91,315 crore (including Rs 42,127 crore collected on import of goods) is Integrated GST, and Rs 12,456 crore (including Rs 1,294 crore collected on import of goods) is cess.

The government has settled Rs 42,873 crore to CGST and Rs 36,614 crore to SGST from IGST.

The total revenue of the Centre and states in October after regular settlement is Rs 72,934 crore for CGST and Rs 74,785 crore for SGST.

NA Shah Associates Partner, Indirect Tax Parag Mehta said one of the reasons for the rise in collection is the time barring period for the 2017-18 fiscal.

“Spate of notices, anti-evasion drive, DGGST investigations etc. have led to substantial collections. Further, the period from September to December is a festive period where consumer spending is substantial on high-value items like real estate, vehicles, gold, and travel.

“The collections are bound to increase substantially again with the annual returns etc. for FY 2022-23 being filed,” Mr Mehta said.

Deloitte India Partner MS Mani said the remarkable growth in GST collections over the past few months is not only on account of the underlying strong economic factors but also due to the efforts of the tax authorities in deploying tools to compare data sets to determine short payment and evasion.

KPMG Indirect Tax Head and Partner Abhishek Jain said a mid-year collection of such an increased number is definitely worth a cheer, and the ongoing festivities-driven consumption could help this continue.

EY Tax Partner Saurabh Agarwal said with the stable collection, the government can now consider rate rationalisation as the next task.

Hyderabad: With the resignation of BJP Manifesto committee chairman G Vivek Venkatswamy (G Vivekanand) from the party, the future of the party’s poll manifesto looks uncertain. The BJP was planning to release the poll manifesto in a day or two, but with the resignation of Vivek Venkatswamy, it is likely to get delayed.

The BJP had constituted a 29-member manifesto committee headed by Vivek Venkatswamy, but so far it has met just once and no one knows the status of the manifesto. Though State BJP chief G Kishan Reddy claimed that the resignation of Vivek Venkatswamy would not affect the preparation of the manifesto and that it would be released as per schedule, sources in the party claimed that nothing much has been done and it was likely to be delayed.

Sources said that a prominent member of the manifesto committee, party official spokesperson Krishna Sagar Rao has not visited the State BJP office to work on the issues to be included in the manifesto for a long time. Similarly, vice-chairman of the committee and Adilabad MP Soyam Bapu Rao too had not held any kind of meeting in the absence of Vivek Venkatswamy. In fact, after he was alloted the ticket to contest assembly polls, he was not seen in the party office.

Party sources said the committee has so far not prepared even the draft to be sent to the party high command for clearance. It is learnt that the State leadership is planning to include all the promises being made by the party during public meetings, especially related to BCs in the manifesto.

At Lebanon’s border with Israel, residents of a Christian village are hoping war can be avoided even as they prepare for the possibility of worsening hostilities between the Lebanese Shi’ite group Hezbollah and Israel.

Located just a couple of kilometres (miles) from the frontier, the village of Rmeich has already suffered fallout from three weeks of clashes along the border between Israel and Iran-backed Hezbollah, the dominant force in south Lebanon.

Half of its residents have fled north since shells began crashing into hills nearby. With the olive harvest disrupted, their livelihoods have also been affected by south Lebanon’s worst violence since Hezbollah and Israel went to war in 2006.

The village, along with the rest of Lebanon, is feeling the turbulence unleashed by the conflict raging some 200 km away between Israel and the Palestinian group Hamas, an ally of the heavily armed Hezbollah.

Those who remain in Rmeich appear reluctant to discuss the politics of the crisis that has brought conflict to their doorstep, trying to preserve some normalcy in the village whose 18th century church still holds a mass three times a day.

“I won’t say we’re feeling safe but the situation is stable,” the village priest Toni Elias, 40, said as a military drone buzzed overhead.

“If we don’t hear the drone, we think something odd is going on. We’re used to it everyday, 24/7,” Elias said.

Rmeich is one of around a dozen or more Christian villages near the border with Israel in predominantly Shi’ite Muslim south Lebanon. During the 2006 war, some 25,000 people from surrounding towns sought shelter in Rmeich.

Memories of the 2006 conflict loom large. Rmeich locals and charities have set up a makeshift hospital at a school, in case the clashes between Hezbollah and Israel – so far largely contained to areas at the border – get worse.

“We won’t use it unless there is a war and roads get closed, and inshalla (God willing) this won’t happen,” said Georges Madi, a doctor from the village.

WAR AND PEACE

The tensions are weighing on the local economy, compounding hardship for people still suffering the effects of Lebanon’s devastating financial collapse four years ago.

“If the war is prolonged, we can’t stay here. There is no work or money,” said Charbel Al Alam, 58, who makes his living from farming tobacco, historically an important industry for south Lebanon.

“In the 2006 war, tobacco plants dried out in the fields and no one was able to harvest it. No one compensated us,” he said.

While farmers had been able to gather this year’s crop, they worry whether they will be able plant next year’s. Business in Rmeich has generally come to a halt, several local said.

Unlike the surrounding areas, there is no sign of the yellow and green Hezbollah flag in Rmeich.

While avoiding any criticism of Hezbollah, Rmeich mayor Milad Al Alam said the Lebanese army should be the sole military force in Lebanon – a view voiced by Hezbollah’s opponents who say its arsenal has undermined the state.

“We wish the decision of war and peace were in our hands. If it were, the situation would have been different,” he said.

The town has no shelter or official evacuation plan for its 4,500 remaining residents if war intensifies, he added. “People were stuck in the village for 17 days in 2006,” he said.

Elias, the priest, said he was confident Rmeich would not be hit: “As long we’re here, living in the village. We don’t want war, we’re a peaceful village … so the village remains safe if others flee to it.”

Khammam: BRS Khammam constituency candidate, minister, Puvvada Ajay Kumar coined a rather comical catchphrase targetting his opponent Congress candidate, Tummala Nageswara Rao.

Addressing an Athmeeya Sammelanam here on Wednesday, the minister described Nageswara Rao as ‘Tumma Mullula Tummala’ (thorny Tummala) while ascribing himself as ‘Flowery Puvvada’ in a sort of parallelism. Ajay Kumar then asked the public whether they want ‘Tumma Mullula Tummala’ or ‘Flowery Puvvada’.

He accused Nageswara Rao of ditching the public of Palair constituency, which he represented in the past and assured people that he would stand by them but now contesting in Khammam in the Assembly polls.

There has been a massive migration of Congress workers into BRS as in 28th municipal division Prakash Nagar 30 families joined the BRS party in the presence of Ajay Kumar. He expressed confidence that he would defeat the opponents of development in the upcoming elections.

The minister appealed to the voters to elect him with a huge majority. He made it clear that the Congress has not done anything for Khammam development; it was only because of the BRS government that all sections of people were happy.

Khammam which lacked minimum facilities was developed as a model city with infrastructure development, Ajay Kumar said while adding that he developed Khammam by considering it as his house and people as his family members.

He said the Congress candidate Nageswara Rao who was contesting in Khammam only for political positions and needs. After the elections he could not be seen in Khammam and hence he should be defeated.

DCCB president K Nagabhushanam, the party leaders Gundala Krishna, Gajjala Lakshmi Venkanna, Pagadala Nagaraju, Koppera Narasimha Rao, Dadala Raghu and others were present.

New Delhi:

The National Federation of Indian Railwaymen (NFIR) has written Prime Minister Narendra Modi demanding a revision in the pay structure of central government employees.

It said the recommendation of the 7th Central Pay Commission (CPC) was implemented from January 1, 2016 which fixed the minimum wage at Rs 18,000 per month.

“Nearly eight years have passed from the date the revised pay structure was implemented, however, the Government of India has not yet considered for wage revision or for setting up of the 8th Central Pay Commission,” the letter written by NFIR general secretary M Raghavaiah stated.

In support of its demand, the federation has brought the Prime Minister’s attention to one of the recommendations of the 7th CPC which had said, “It is also recommended that the matrix may be reviewed periodically without waiting for the long period of 10 years.” 

“It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes in prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically. It is suggested that this should be made the basis of revision of that matrix periodically without waiting for another pay commission,” the 7th CPC had added.

According to the federation, there has been a steep rise in the prices of essential commodities, including eatables, as compared to 2016 which necessitates upward revision of minimum pay and equally grant of revised pay structure for all categories of central government employees.

“As per Dr. Aykroyd formula and on the basis of prices of various commodities, the minimum pay for central government employees as on July 1 ,2023 shall have to be not less than Rs 32,500 per month, whereas the minimum wage presently being paid to the employee is far less even after adding Dearness Allowance at 46% of pay to the minimum pay of Rs 18,000 per month,” the letter read.

“NFIR requests the honourable prime minister of India to kindly intervene for taking action for revision of wage structure of central government employees and also upward revision of minimum pay on the basis of specific recommendation of 7th Central pay Commission,” it added.

Hyderabad: Holding Prime Minister Narendra Modi responsible for the continuing atrocities against Dalits in North India, particularly in BJP-ruled States, BRS president and Chief Minister K Chandrashekhar Rao said the BJP and Congress were treating Dalits as mere vote banks and did not take any concrete measures to empower them.

Speaking at Praja Ashirvada Sabha election rallies at Sathupally and Yellandu on Wednesday, Chandrashekhar Rao said he had designed the Dalit Bandhu scheme for Telangana after seeing the plight of Dalits across the country, especially the attacks on them in North Indian States. Since India attained independence, successive governments had not taken any measures to uplift the Dalit community.

“In North India, there are attacks on the Dalits every day. In Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan and even the Prime Minister’s home State of Gujarat, attacks are going on against Dalits. Women are being raped. What is this plight? Are we a democratic country? Why this anarchy?” he asked.

The BRS chief recalled that he had initiated the Dalit Chaitanya Jyoti programme during his tenure as Siddipet MLA for empowerment of Dalits. The scheme was scaled up to initiate the Dalit Bandhu scheme to suit the contemporary needs of beneficiaries across the State. Under the scheme, the State government provides Rs 10 lakh as financial assistance to each Dalit family enabling them lead a dignified living. He also pointed out that the Dalit Bandhu scheme was being implemented despite not being a promise in the BRS election manifesto.

Hitting out at Modi and the BJP government at the Centre, the Chief Minister also criticised them for their ‘mad obsession’ with privatization of public sector undertakings (PSUs) and other government entities. “Everything is being privatised. From LIC to the railways and the airports, the Modi-government is on a privatisation spree. In the same madness, they wanted to privatise the power sector also. But in Telangana, we have kept it with the government,” he said.

He stated that the Modi-led government wanted to fix meters on agriculture pumpsets, but the BRS regime did not allow it despite losing Rs 5,000 crore per annum. “Being a farmer, I am aware of the farmers’ issues. The BRS government is committed to farmers’ welfare, come what may,” he said.

Chandrashekhar Rao cautioned the people of Khammam against voting for the Congress in the upcoming elections, terming it suicidal. He pointed out that Congress leaders were openly claiming to scrap the Dharani portal, restrict power supply and also stop schemes like Rythu Bandhu and Dalit Bandhu terming them as unnecessary expenditure.

Taking a dig at Congress MP Rahul Gandhi, the Chief Minister said the Congress leader knew nothing about agriculture and was just reading out scripts written by someone else. He ridiculed Karnataka Deputy Chief Minister DK Shivakumar’s claims that the Congress government was giving five hours power to agriculture in Karnataka. “He should have some shame to make these claims in Telangana where farmers get 24-hour power supply,” he added.

First group of injured Palestinian evacuees from Gaza cross into Egypt

The first group of wounded Palestinian evacuees from the war-torn Gaza Strip has crossed into Egypt through the Rafah border crossing, as Israel’s war machine is constantly bombing the besieged Palestinian territory.  

Under a Qatari-mediated deal, five injured Palestinians left Gaza for Egypt to receive due treatment on Wednesday, Reuters reported, citing Egyptian media reports and a source at the border.

This comes as Israeli occupation forces pressed ahead with their offensive against fighters of the Palestinian Hamas resistance movement in the densely-populated Palestinian sliver.

The deal – reached between Israel, Hamas and Egypt – allowed a number of foreigners and critically wounded people to leave the war-ravaged territory aboard ambulances through the crossing.

On October 7, Israel launched a full-scale war on the impoverished Gaza Strip, where shortages of food, water, and medicine threaten the lives of Gazans and hospitals are overwhelmed amid incessant Israeli bombings.

The ceaseless airstrikes, missile attacks and shelling on Gaza have killed, as of Wednesday, 8,796 Palestinians, including 3,648 children and 2,290 women, and wounded at least 22,219 others, according to officials.

Around 2,000 people are still missing, including 1,100 children. The vast majority of these people are believed to be dead and buried under rubble.

The report, citing an Egyptian security source, further said that up to 500 foreign passport holders would pass the Rafah border crossing on Wednesday, adding that some 200 people were also waiting at the Palestinian side of the border in the morning.

According to medical sources, Egypt has prepared a field hospital in Sheikh Zuwayed in the Sinai.

The sources further told Reuters that the current deal was not linked to other issues, such as the release of about 240 hostages held by Hamas or a “humanitarian pause” in the war. Although many countries have called for an immediate ceasefire, the Israeli regime’s prime minister Benjamin Netanyahu has strongly rejected it.

Five months in power, Karnataka Congress sees bitter factionism

Hyderabad: Just over five months into power, severe factionism is threatening to destabilise the Congress government in Karnataka, with factions of Chief Minister K Siddaramaiah and Deputy Chief Minister DK Shiva Kumar slugging it out against each other over a cabinet reshuffle and appointments to different board and corporation posts.

Though the rift was simmering over the days, things boiled over on Wednesday with the situation turning so grave that the Congress high command had to intervene and despatch AICC general secretary KC Venugopal to try to rein in the warring factions.

The trouble is said to have escalated when Mandya MLA Ravikumar Gowda claimed that Shiva Kumar would become the Chief Minister after two-and-a-half years. This was opposed by the Siddaramaiah faction, who declared that he would complete the full term as Chief Minister. Those who were on the fence between the factions said it was was for the high command to decide.

The battle has much more to it than the mere handing over of the Chief Minister’s seat. There are caste equations in play, with BC leaders up against Vokkaliga leaders led by Shiva Kumar. While, a few section of leaders accused Siddaramaiah of neglecting the Lingayat community, others accused him of being biased towards the BC community.

Throwing weight behind the Chief Minister were Public Works Minister Satish Jarkiholi, Social Welfare Minister HC Mahadeveppa and Cooperation Minister KN Rajanna. Things turned uglier when Jarkiholi engaged in a fight with Women and Child Welfare Minister Laxmi Hebbalkar for dominance in the Belgavi unit’s affairs. Hebbalkar is a close associate of Shiva Kumar.

A couple of weeks ago, Jarkiholi had planned to take a team of 20 MLAs to Mysuru to celebrate Dasara. The plan did not materialize after the party high command intervened from Delhi. However, Shiva Kumar participated in the Dasara festivities albeit without being received by Jarkiholi and his camp.

To bring things under control, senior Minister G Parameshwara, who also reportedly has an eye on the Chief Minister’s seat, invited leaders from both factions for dinner at his residence. But despite the sumptuous dinner, the war continued.

With the discord escalating, Congress General Secretary in-charge of Karnataka, Randeep Singh Surjewala, on Wednesday warned of action against those violating party discipline.

After a two-hour meeting involving KC Venugopal, Shivakumar and Siddaramaiah at Bengaluru, Surjewala said there were discussions on party affairs and preparations for the 2024 Lok Sabha polls.

“We have warned very clearly that no Minister, no MLA, no party leader should be violating the party discipline,” Surjewala said, adding that legislators and Ministers were warned against discussions or statements on the Chief Minister’s post.
