Massive anti-Netanyahu rallies drag into 39th straight week

The rallies were held on Saturday across more than 100 locations throughout the occupied territories, including the coastal city of Tel Aviv, as well as the occupied city of al-Quds, Modi’in, Ariel, Rosh Ha’ayin, Haifa and Rehovot.

“On Saturday night, we will all meet at Kaplan [Street in Tel Aviv] … in a massive solidarity rally,” protest organizers said in a statement ahead of the rally in the city.

Noting that the Israeli regime’s extremist prime minister, Benjamin Netanyahu, “is an expert in dividing people along sectarian lines, religious vs. secular, [and] left vs. right as part of his divide and conquer strategy,” the statement added, “The economy is tumbling down and all we get is provocations…”

Dozens of demonstrators closed the Ayalon Expressway in Tel Aviv, raising protest banners and carrying torches. The regime’s forces then moved in to disperse the crowd, arresting two demonstrators.

Dan Harel, a former Zionist military official, addressed the Tel Aviv rally, saying that the extremist cabinet’s “actions to weaken the Supreme Court have already resulted in significant damage to the reserve units” of the regime’s military, “causing a loss of readiness and operational capability.”

Hundreds of protesters also held a rally in front of the residence of the head of the Israeli regime in the city of al-Quds.

The demonstrations started in January when Netanyahu’s far-right cabinet unveiled its plan to radically change the structure of the regime’s judiciary and its Supreme Court.

The scheme primarily seeks to prevent the Supreme Court from being able to exercise its power to strike down the decisions made by the politicians.

The protests have gained momentum since the end of July, when the Knesset passed the first bill of the overhaul plan, which restricted the court’s ability to declare the cabinet’s decisions “unreasonable.”

Saturday’s rallies came after the court deliberated petitions against the “reasonableness law.” A verdict, however, is due in weeks, if not months.

Proponents of the overhaul say it helps redistribute the balance of power between the politicians and the judiciary. Its opponents, however, blame Netanyahu for trying his hand at a power grab. They say the premier, who is on trial in three corruption cases for receiving bribe, fraud, and breach of trust, is also attempting to use the scheme to quash possible judgments against him.

US government temporarily escaped shutdown

According to Aljazeera, The United States Congress has passed a temporary funding bill to keep the federal government running until mid-November and avert a costly government shutdown by leaving out aid to Ukraine requested by Joe Biden.

The House of Representatives voted 335-91 late on Saturday to fund the government for a further 45 days, with 209 Democrats supporting the measure compared with 126 Republicans.

The Democratic-majority Senate then voted 88-9 in favor of the measure just three hours before the midnight Saturday deadline to avoid what would have been the federal government’s fourth partial shutdown in a decade.

The move marked a profound shift from earlier in the week when a shutdown, which would have forced the closure of a range of public services and left most of the government’s 4 million employees unpaid, looked all but inevitable.

The vote will ensure the government is funded until November 17 and also increase federal disaster assistance by $16 billion.

Congress will again need to fund the government in the coming weeks risking a crisis at a time when views are hardening, particularly among hardline Republicans who defied their own party leadership to scupper various temporary funding proposals as they pressed for deep spending cuts.

Centre's Action Plan To Check Air Pollution In Delhi Takes Effect

Centre's Action Plan To Check Air Pollution In Delhi Takes Effect

All other existing measures taken under different stages of GRAP will continue.

New Delhi:

The Graded Response Action Plan — a set of anti-air pollution measures implemented in Delhi-NCR during the winter — came into effect on Sunday.

The Commission for Air Quality Management (CAQM), an autonomous body tasked with improving the air quality in Delhi and its adjoining areas, made crucial changes to the Graded Response Action Plan (GRAP) last year and again in July.

The new changes include strict restrictions on the plying of overage vehicles and a complete ban on the use of coal and firewood in eateries, restaurants and hotels when the Air Quality Index (AQI) breaches the 200 mark.

BS-III petrol and BS-IV diesel four-wheelers will be immediately banned in Delhi and Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar if the AQI crosses the 400-mark.

The CAQM, a statutory body formed under an Act in 2021, amended the GRAP in 2022 to ensure proactive implementation of anti-air pollution steps based on forecasts up to three days in advance.

Earlier, the authorities would implement these measures, including a ban on construction and demolition, entry of high-emission vehicles and the use of coal and firewood, only after the pollution level touched a particular threshold.

The GRAP for the National Capital Region (NCR) is classified under four different stages of adverse air quality in Delhi: Stage 1 – ‘poor’ (AQI 201-300); Stage 2 – ‘very poor’ (AQI 301-400); Stage 3 – ‘severe’ (AQI 401-450); and Stage 4 – ‘severe plus’ (AQI >450).

The revised GRAP recommends strict enforcement of the orders of the Supreme Court and the National Green Tribunal on overage diesel and petrol vehicles under Stage 1.

It also calls for a complete ban on the use of coal and firewood in eateries, restaurants and hotels as soon as the AQI crosses the 200 mark. Earlier, the authorities would implement this measure under Stage 2.

New steps suggested as part of the revised GRAP include “strict action to curb air pollution at all identified hotspots in the region under Stage 2”.

Under Stage 3, states will have to impose strict restrictions on the plying of BS-III petrol and BS-IV diesel four-wheelers in Delhi and Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar. The authorities may discontinue physical classes in schools for children up to Class 5 in such a scenario, the CAQM suggested.

At AQI above 450, four-wheelers registered outside Delhi, other than electric vehicles and those using CNG and BS-VI diesel, will not be permitted to enter Delhi. However, those carrying essential commodities or providing essential services are exempt.

All other existing measures taken under different stages of GRAP will continue.

The CAQM on Saturday said Delhi-NCR recorded an average AQI of 167 from January 1 to September 30, the second-best for the corresponding period in six years.

Better air quality during this period was recorded only during the pandemic-affected 2020. In 2022, 2021, 2019 and 2018, the average AQI during this period ranged from 180 to 193.

The CAQM has also granted a three-month reprieve for the use of diesel generator sets in nine critical categories of emergency services, easing concerns over power disruptions in essential sectors in NCR.

It had earlier said the ban on diesel generators, imposed every winter to mitigate air pollution, would also cover essential services.

Afghanistan embassy in India ceases operations from today onwards, cites lack of support

New Delhi: The Afghanistan Embassy in India has announced that it was ceasing its operations from October 1 onwards, citing lack of support from the Indian government in serving its interests.

In a statement dated September 30, the Afghan embassy also said that the decision was prompted by reduction in personnel and resources. “It is with profound sadness, regret, and disappointment that the Embassy of Afghanistan in New Delhi announces this decision to cease its operations,” the statement said.

The embassy said that this decision, while deeply regrettable, is made after careful consideration, taking into account the historic ties and long-standing partnership between Afghanistan and India.

It also referred to several majorfactors affecting its ability to continue the mission effectively and said that they were the primary reasons for the “unfortunate closure”.

The embassy mentioned “lack of support from the host government”, alleging that it has experienced a notable absence of crucial support from the host government, which it said hindered its ability to carry out duties effectively.

The mission also cited “failure to meet expectations in serving Afghanistan’s interests” as one of the reasons. “We acknowledge our shortcomings in meeting the expectations and requirements necessary to serve the best interests of Afghanistan and its citizens due to the lack of diplomatic support in India and the absence of a legitimate functioning government in Kabul,” it said.
