Washington: In a high-stakes situation, United States (US) President Joe Biden has reaffirmed his commitment to supporting Ukraine while the United States narrowly sidestepped a government shutdown on Saturday, CNN reported.

Biden has called upon Congress to pass separate funding for Ukraine, emphasising its importance in the ongoing conflict with Russia. This plea comes after a stopgap funding measure initially included aid for Ukraine but ultimately dropped it.

The President stressed the need for uninterrupted American support, stating, “While the Speaker and the overwhelming majority of Congress have been steadfast in their support for Ukraine, there is no new funding in this agreement to continue that support. We cannot under any circumstances allow American support for Ukraine to be interrupted.”

While acknowledging bipartisan efforts to keep the government funded through November, Biden criticised House Republicans for creating what he termed a “manufactured crisis” that could have been avoided months ago.

The potential government shutdown was averted when the United States Senate passed a stopgap funding measure on Saturday evening within its deadline to prevent a federal government shutdown, reported CNN.

With 88 to 9 votes, the Senate passed the measure after the US House abruptly reversed course and passed a bipartisan bill to extend government funding hours before the deadline.

The stopgap bill was cleared by the chamber in an overwhelmingly bipartisan 335-91 vote hours after Speaker Kevin McCarthy rolled out the proposal, according to CNN.

However, one Democrat and 90 Republicans voted against the measure.

The House vote finally came after days of uncertainty over averting a government shutdown.

Following this, the bill now goes to President Joe Biden’s desk for further approval, according to CNN.

Moreover, the bill would keep the government open through November 17, and further includes natural disaster aid but not additional funding for Ukraine or border security.

It also includes a measure to keep the Federal Aviation Administration operational.

A government shutdown happens when Congress does not approve discretionary spending for the upcoming fiscal year, which begins on October 1.

A shutdown affects nearly every corner of the US government, from the delivery of welfare cheques and publishing of national economic data to the operation of federal courts, museums and national parks.

Hundreds of thousands of federal workers likely would be furloughed “ temporarily forced to leave work without pay“ while workers deemed essential would remain on the job but continue without a paycheque.

Reacting to the Senate passing the stopgap funding bill, Senate Majority Leader Chuck Schumer praised his colleagues for passing the bill to fund the government, eventually averting a government shutdown until mid-November, as reported by CNN.

“It has been a day full of twists and turns, but the American people can breathe a sigh of relief: there will be no government shutdown tonight,” he said.

Notably, this is not the first-ever government shutdown in the US. According to the Bipartisan Policy Center, there have been as many as 14 government shutdowns in the US since 1980. The last shutdown took place in December 2018, when the government did not function for 35 days.

In their next match, Anahat and Abhay thrashed Pakistan’s Sadia Gul and Farhan Zaman 11-3, 11-2 to record a comfortable 2-0 win in only 16 minutes.

India will take on Thailand in Pool D on October 2 in mixed doubles while in Pool A, the country’s next contest will be against Japan on October 3.

In men’s singles, Mangaonkar remained on top of the game to record a 3-0 win over Philippines’ Jonathan Reyes 11-8, 11-4, 11-2 in his round of 32 contest.

Mumbai: Bollywood actor Rajkummar Rao on Sunday led the cleanliness drive at Mangrove forest, which was organised in alignment with Prime Minister Narendra Modi’s call for ‘Ek Tareekh, Ek Ghanta, Ek Sath’.

In a display of commitment to environment conservation, Rajkummar participated in the cleanup, along with Maharashtra Income Tax department.

Taking to Instagram Stories, Rajkummar shared a happy picture with the environmental enthusiasts, and officials. They are wearing a matching white T-shirt, and holding garbage bag in their hands.

The actor captioned the post as: “It was such a gratifying experience to clean the mangrove forest at Airoli Creek this morning along with the @incometax.mumbai.gov.in #SwachhataHiSeva @narendramodi ji @my_bmc.”

Earlier, Rajkummar was also spotted at the biggest clean-up drive at Juhu Beach, post Ganpati Visarjan.

Talking about the same, Rajkummar had said: “We all love Ganpati, and hence we have come here. We are citizens of India.”

New Delhi: Gross GST collection rose 10 per cent to over Rs 1.62 lakh crore in September, crossing the Rs 1.6 lakh crore mark for the fourth time during current financial year.

Gross GST revenue collected last month was Rs 1,62,712 crore. Of this, Central GST was Rs 29,818 crore, State GST was Rs 37,657 crore, Integrated GST was Rs 83,623 crore (including Rs 41,145 crore collected on import of goods) and cess was Rs 11,613 crore (including Rs 881 crore collected on import of goods).

The revenue in September 2023 was 10 per cent higher than the GST revenue of Rs 1.47 lakh crore in the same month last year, the finance ministry said in a statement.

“During the month, revenues from domestic transactions (including import of services) are 14 per cent higher than the revenues from these sources during the same month last year. It is for the fourth time that gross GST collection has crossed Rs 1.60 lakh crore mark in FY 2023-24,” it said.

At least seven people were killed in a fire in a Spanish nightclub on Sunday morning, authorities said, with four more reported injured.

Search and rescue work was still ongoing at the club in the southeastern city of Murcia, according to the city’s town hall.

Emergency services said in a statement on social media that rescuers had managed to enter the building after first being alerted at 6:00 am local time (0400 GMT) that a fire had broken out in the nightclub.

They finally managed to enter around 0800 GMT and discovered four bodies, then two others around forty minutes later.

An hour later, the Murcia town hall confirmed the toll had risen to seven.

According to photos released by emergency services, the fire broke out in the “Teatre” nightclub, also called “Fonda Milagros”. The photos showed water hoses from fire trucks still spraying the blackened facade of the club.

Thick smoke could be seen billowing from the roof of the building.

“Emergency services are still hard at work to put out the fire that occurred in the Teatre nightclub,” the city’s town hall said, adding it “deeply regrets” the accident and offering condolences to those affected.

Four others were injured, two women aged 22 and 25 years old and two men in their forties, all suffering from smoke inhalation.

The Mayor of Murcia, Jose Ballesta, announced three days of mourning.

He said more than 40 firefighters and 12 emergency vehicles were attending the scene.

London: A team of UK researchers used an “electric tongue” and an artificial intelligence (AI) model to predict the bitterness of drugs.

Taste is key to making sure people regularly take their medications and is an important part of drug development. For example, taste has been identified as the biggest barrier in compliance for children taking medicine, but taste is also an issue for adults, especially adults taking long-term medication, such as for HIV.

The team from University College London (UCL) used an e-tongue — a device made of sensors responding to taste — to assign bitterness scores to medicines, and in turn estimate the aversiveness expected from the clinical dose planned.

The e-tongue measures how much the bitter molecules stick on a plastic sensor that acts like the human tongue, and then it compares it with a clear sample. The difference between the two measurements represents a theoretical bitterness level of a medicine.

Using an e-tongue means drugs can be tested more quickly and effectively compared to the alternative option of conducting a human trial. But the team collaborated with machine learning experts to speed up drug development further using an AI model.

Using data from the e-tongue, the AI model breaks down a drug into a series of molecular descriptors (e.g., number of atoms, total surface area of the molecule) that determine taste in order to predict levels of bitterness.

The model being developed will be an open access tool, meaning that pharmaceutical development around the world can benefit from the data on palatability of medicines, said the researchers.

“We run a machine learning algorithm to basically see what’s the chemical structure, what’s the molecular structure, what are the other chemical physical parameters that make it bitter, and try to see if there’s a relationship,” Dr Hend Abdelhakim from UCL Global Business School for Health was quoted as saying to the Telegraph.

Dr Abdelhakim explained that taste in medicines was especially a problem for children who have a “heightened sense of taste”.

“It’s a problem for longer term diseases, so for example, HIV,” explained Dr Abdelhakim. “Antiretroviral medicines don’t taste very well. So, if the patient has to take those pills every day for life, it’s a much bigger problem, especially if they start them very, very young.

“Even if it’s a wonder drug, if the patient doesn’t take it, it won’t work.”

Treatment adherence is also particularly important with antibiotics as an interrupted course of treatment will contribute to antimicrobial resistance.

“With antibiotics, if the patient doesn’t take it, yes, they won’t get better. But also you’re going to contribute to antimicrobial resistance,” said Dr Abdelhakim. “It’s actually a bigger problem for the rest of us.”

Ahmedabad:

Two persons who used to travel by air allegedly to steal money from ATMs have been arrested by the Ahmedabad Crime Branch in Gujarat for theft of Rs 10.72 lakh here, a police official said on Sunday.

During a probe into the ATM theft using a gas cutter under Amraiwadi police station limits this month, it was found the two accused hailing from Punjab had come by flight from Chandigarh to Ahmedabad to carry out the heist, he said.

“They stayed in a hotel near Ahmedabad airport which they booked on the basis of a duplicate Aadhaar card. They purchased a two-wheeler from an online marketing site, bought gas cutters, oxygen cylinders and entered an ATM they chose using Google Maps,” he said.

“They cut open the ATM, stole Rs 10.72 lakh in Rs 500 denomination notes, went back to the hotel, collected their belongings and flew to Delhi. They used to fly to different places to steal from ATMs in this manner,” the official added.

Based on a case registered in Amraiwadi police station, the two were held.

One of the accused, Amarjot Singh Aroda, was arrested at Mohali in 2005 in a murder case and was released on bail in 2010. He was also arrested while trying to break open ATMs in Nagpur and Pune in Maharashtra in April and June this year.

He also has four different FIRs lodged against him in Bengaluru for attempt to murder, robbery, theft, etc, as per police.

Iraq’s national security advisor in Tehran to advance border security pact

A security delegation from Iraq headed by the national security advisor has arrived in Tehran to discuss the terms of a security agreement that entails the complete disarmament and re-location of anti-Iran terrorist groups operating in the semi-autonomous Kurdistan region.

Qasim al-Araji traveled to Tehran at the head of a security delegation on Sunday under the direction of the Commander-in-Chief of the Armed Forces and Iraqi Prime Minister Mohammed Shia’ al-Sudani, the official Iraqi News Agency reported. 

According to the report, the Iraqi delegation will meet with Iranian authorities to complete the implementation of the recent security agreement. 

Anti-Iran terrorists occasionally attempt to use the Kurdistan region to target Iranian soil or to smuggle weapons into the country and target Iran’s security.

The Islamic Revolution Guards Corps (IRGC) has now and then targeted terrorists’ lairs in the Kurdistan region.

Iran has repeatedly urged Baghdad and Erbil to meet their commitments toward Iran and take necessary measures to make the common border between the countries secure.

Last month, Iraqi Foreign Minister Fuad Hussein said his country is committed to a security pact with Iran to disarm anti-Iran terrorist groups based in the Kurdistan region.

He made the remarks at a joint press conference with his Iranian counterpart Hossein Amir-Abdollahian in Tehran on September 13.

Hussein said the terrorist groups will be transferred to camps supervised by the United Nations.

He made clear that the Iraqi constitution does not allow any group to use Iraqi territory to attack other countries, saying the security agreement between the two neighboring countries is also based on the Arab country’s constitution.

He also said the Baghdad government and the Kurdistan region are cooperating with each other in this regard and both stress the necessity of implementing the security agreement.

Amir-Abdollahian, for his part, underscored that the Islamic Republic of Iran is serious when it comes to providing the country’s national security.

“Efforts are underway to disarm them and fully implement the clauses of the security agreement between the two countries,” he added.

Two days before the two foreign ministers visited, Iranian Foreign Ministry spokesman Nasser Kan’ani also said the ultimatum given to Iraq to disarm anti-Iran separatist groups based in the Kurdistan region would not be extended.
