How Will US Government Shutdown Affect Student Loans, Low-Income Americans

The US government is likely to go into a shutdown from this weekend as the Congress looks set to miss the Saturday deadline to fund federal agencies. The political logjam comes after the Republicans, who have a majority in the House of Representatives, demanded the Joe Biden-led government slash budgets and cut down funding for the Ukraine war.  

While the Senate, led by Democrats by a seat, tried to adopt a bipartisan approach to keep the government afloat, the Republicans were in no mood to concede ground until their demands were met. The shutdown will impact air travel, national parks and marriage licenses.

How Long Will The Shutdown Continue?

The US federal budget starts on October 1. So the shutdown comes into effect at 12:01 am on October 1 if Congress fails to pass a funding plan that the President signs into law. Nobody can predict how long the shutdown will last.

The Senate, controlled by Democrats, and the House, controlled by Republicans, are working on different plans to avoid the shutdown. House of Representatives Speaker Kevin McCarthy, despite trying everything, is struggling to get the hard-right conservatives’ support to keep the government open.

What It Means For Federal Agencies’ Staff

If the Congress misses the Saturday night deadline, millions of federal employees risk being furloughed. Not just that, many others will have no other option but to work without pay until the shutdown ends. In the last decade or so, this is the fourth time Congress has failed to keep the government open. 

According to a report, the federal government’s roughly 2 million employees, as well as 2 million active-duty military troops and reservists, won’t receive paychecks during a shutdown.

Supplemental Nutrition Assistance Programme

Millions of low-income Americans’ access to food and nutrition assistance programs is in jeopardy due to the shutdown. The scale of the impact will depend on the duration of the shutdown and programme-by-programme contingency funds.

Besides that, about 7 million women and children, currently relying on SNAP for Women, Infants, and Children (WIC), also risk losing the assistance as soon as the shutdown comes into effect, the Biden administration has said. That’s because the contingency fund for the WIC programmes will likely run out in days.

Will Flights, Travel Be Hit? 

The shutdown is unlikely to affect the US air travel network. Air traffic controllers and TSA screeners, despite being essential workers, won’t be paid until the shutdown ends.

On Wednesday, US Transportation Secretary Pete Buttigieg said that air travel will remain safe in a shutdown, but that the training of new air traffic controllers will stop and 1,000 trainees will be furloughed.

As far as the processing of passports and visas is concerned, it will continue even during the shutdown but only “as the situation permits.” The State Department said consulates in the US and abroad will stay open “as long as there are sufficient fees to support operations.” However, the passport work will stop if the building where the work is done is shuttered.

Will Shutdown Disrupt Student Loans?

Loan servicers will be able to continue to process payments regularly. However, those in need of consultation or help from the Education Department may expect delays due to the potential of agency furloughs.

Similar delays are also expected for students applying for federal aid during a shutdown.

A woman held her child inside an ambulance that was stuck in heavy traffic in Fatuha near Patna. She frantically asked some policemen to let them go as the child had been fighting for life. But the police didn’t allow the ambulance to leave because Bihar Chief Minister Nitish Kumar’s convoy was about to pass through the area.

The woman broke down as the child fell unconscious. The ambulance had to stay at the area for an hour till Nitish Kumar’s convoy passed.

Nitish Kumar was returning to Patna today after inaugurating an ethanol factory in Nalanda.

The Patna Police had stopped all vehicles to allow the Chief Minister’s convoy to pass. The ambulance, unfortunately, reached the area just as the police stopped all traffic on the crowded road.

The ambulance driver said he told the policeman that they were going to Patna from Fatuha, and asked a policeman to let them pass. Despite seeing the condition of the child and the worried mother in the ambulance, the police did not let them go, the driver said.

A similar incident was reported a month ago in Patna when an ambulance was stopped to allow the Chief Minister’s convoy to pass through. Later, the policeman who stopped the ambulance was identified, but no action was taken.

Bhopal: The Bahujan Samaj Party (BSP) and the Gondwana Gantantra Party (GGP) have formed an alliance to contest the Madhya Pradesh assembly polls due by the year-end, office-bearers of the parties said on Saturday.

As per their seat-sharing arrangement, the BSP will contest 178 seats while the GGP will field its candidates on 52 seats, said BSP’s Rajya Sabha member Ramji Gautam and GGP’s national general secretary Balbir Singh Tomar at a press conference here.

“A government of this alliance will be formed in Madhya Pradesh to end the atrocities on Dalits, tribals and women. This will also end the dictatorial and capitalist rule of the Bharatiya Janata Party (BJP) and Congress and the poor will get justice,” the two parties said in a press statement issued later.

Elections to the 230-member Madhya Pradesh assembly are due in November this year.

In the 2018 assembly polls, the BSP had won two seats. However, one of their MLAs later joined the BJP.

Hangzhou: Rutuja Bhosale raised her game in nick of time while seasoned Rohan Bopanna stayed solid with his big serves as India came back from a set down to win the tennis mixed doubles gold at the Asian Games, here Saturday.

The second-seeded Indian team rallied to win the title clash 2-6 6-3 10-4 against Chinese Taipei’s combo of Tsung-hao Huang and En-shuo Liang.

The victory ensured that India will return with at least one tennis gold from the Asian Games in an otherwise disappointing campaign in which the country managed to win only two medals – the other being men’s doubles silver.

The two-medal show is India’s worst at the Asian Games since the turn of the century.

In 2002, India had returned with four medals from Busan and in the following editions the country won four (2006, Doha), five (2010, Guangzhou), five (2014, Incheon) and three (2018, Indonesia) medals.

The men’s doubles team of Saketh Myneni and Ramkumar Ramanathan had won a silver on Friday but other players faded at different stages of the tournament.

No singles player from the country could make it to the medal round with Sumit Nagal and Ankita Raina exiting early.

The Indian tennis contingent also struggled in other team events with the biggest disappointment being the early exit of medal favourites Bopanna and Yuki Bhambri in the men’s doubles.

The union territory has declared all its 6,650 villages as open defecation-free Plus Model.

In a significant milestone for Jammu and Kashmir under the Swachh Bharat Mission, all of its 6,650 villages have been declared open defecation-free plus model, officials said here on Saturday.

This achievement is a significant milestone as it goes beyond constructing and use of toilets towards cleanliness by managing greywater and solid waste in each village, they said.

The union territory has declared all its 6,650 villages across 285 blocks in 20 districts as open defecation-free (ODF) Plus Model, they said.

J-K Lieutenant Governor Manoj Sinha said the achievement underlines coordinated efforts of all to improve the quality of life for citizens.

“Under the guidance of Prime Minister Narendra Modi, 100 per cent J-K villages have achieved the ODF Plus status in ‘Model’ category under Swachh Bharat Mission (Grameen) phase-II. This achievement underlines coordinated efforts of all to improve the quality of life for citizens,” Mr Sinha said in a post on X.

For a village to achieve the ODF Plus Model status, it has to go through three stages of ODF Plus — Aspiring, Rising and Model.

When a village has achieved visual cleanliness with minimal litter and stagnant water, apart from the solid and liquid waste management and adequate information, education and communication (IEC) activities, it is declared as an ODF Plus Model.

The officials said the rural sanitation department made a comprehensive plan, which was meticulously knitted in bringing all the stakeholders on board before execution of the same to achieve the milestone.

The department made Village Sanitation Saturation Plans (VSSP) for each village to ensure it has assets available for solid and liquid waste management, they said.

Based on the plans, for greywater management i.e. water generated from the kitchen, bathing etc., soak pits, magic and leach pits have been developed by the departments at household and community-level.

They said 3,53,631 individual soak pits and 23,781 community soak pits have been constructed by the department. Wherever kitchen gardens are available, people have been motivated to dispose of greywater through the kitchen gardens.

For biodegradable waste management, individual and community compost pits have been constructed, the official said, adding that 1,37,824 individual compost pits and 12,118 community compost pits have been constructed either by the department or by people themselves in their households.

People are being encouraged to segregate the waste and process wet waste in compost pits. Also, 1,850 waste collection and segregation sheds have been constructed for the proper disposal of waste. Besides, 536 community sanitary complexes have also been constructed in J-K, they said.

Plastic Waste Management Units (PWMU) are being established in each block, some of which are in the final stage of completion. The plastic in these centres would be cleaned, shredded and bailed for its final disposal. The complete life cycle of the waste is properly managed, they said.

Throughout Phase 2 of the Swachh Bharat Mission (Grameen) campaign, J-K has carried out many innovative campaigns and initiatives such as “Pink Toilets” to improve school attendance, zero-landfill Amarnath Yatra, ‘Give Polythene Get Gold’ campaign, ‘pink societies’ to promote holistic development, Sarpanch Samvads, Swachhata internship, Swachhata quiz and Swachh Yodha Pratiyogita, the officials said.

Hangzhou: Aditi Ashok played a sensational third round of 11-under 61 to place herself in a commanding position to win a historic individual gold medal in the golf competition at the Asian Games here on Saturday.

Aditi, who is now seven shots clear of her closest rival, also carried the Indian women’s team to the top spot, where it holds a one-shot lead over Thailand.

Indian women have never won a medal at the Asian Games, as Aditi had finished a distant 21st at the Incheon Games in 2014.

Aditi’s 11-under scorecard was five shots better than the next best round of the day.

India’s other two players, Pranavi Urs (71-68-70) at 7-under and Avani Prashanth (72-69-74) at 1-under are 11th and tied 19th respectively.

However, the day did not go well for the men. Anirban Lahiri, who needed medical aid to help him through extreme heat in the second round, was off-colour.

He shot 2-over 74 on a course that has been yielding low scores.

Lahiri at 10-under was tied-17th, while SSP Chawrasia with a 68 in the third round was on tied 20th and Khalin Joshi with a card of 69 was on tied 24th.

Shubhankar Sharma shot a wayward 76 that saw him dropping to tied 34th.

Hong Kong’s Taichi Kho (70) at 24-under leads the men’s section with Taipei’s Chien-Yao Hung (67) at 21-under and Korea’s Jang Yubin (68) at 20-under is third.

The Indian men’s team are also out of the reckoning for a medal, as they were eighth with a total of 32-under, which was a massive 26-shots behind Korea, while Thailand and Hong Kong share the second place.

Aditi, who was fourth at the Tokyo Olympics, is now 22-under with rounds of 67-66-61 for a total of 22-under after 54 holes.

Her closest rival, Arpichaya Yubol (67-65-69) is 15-under, while China’s Lin Xiyu (67-67-68) is 14-under.
Aditi’s stunning round also gave India a one-shot lead in the team competition.

Aditi’s 11-under put alongside Pranavi Urs’ 2-under 70 helped Indian women construct a lead.

India is now 29-under and are ahead of fancied teams like Thailand, China, Korea and Japan.
Aditi has dropped just one shot in 54 holes and that came in the second round.

She opened the third round with a birdie on second and added further birdies on fourth, fifth, seventh and eighth to go 5-under.

Then she landed her second eagle of the week on the short par-4 ninth to turn in 7-under 29.

On the back nine, a birdie on the 12th was followed by three more on 15th, 17th, and 18th holes to go 11-under.

Pranavi had three birdies against one bogey, while Avani had two birdies and two bogeys in the first 17 holes and then had a double bogey on the 18th in her 74.

Iran’s 10m air pistol mixed team earns bronze medal at Asian Games

Iranian shooters have claimed a bronze medal at the 10-meter air pistol mixed team contests of the 19th edition of the Asian Games in China.

On Saturday, the Iranian pair of Haniyeh Rostamiyan and Amir Joharikhou competed at the Final Hall in the eastern Chinese city of Hangzhou, and beat Pakistan 16-14 to finish in the third place.

China’s Bowen Zhang and Ranxin Jiang won the gold medal after defeating Indian shooters Sarabjot Singh and Divya TS 16-14 in the final match.

The 19th edition of Asian Games, delayed a year due to China’s measures to combat the COVID-19 pandemic, is the country’s biggest sporting event in more than a decade in several metrics, with approximately 12,000 athletes from 45 nations competing in 40 sports.

The games are underway in 56 venues, out of which 12 have been newly built.

A record high of nearly 12,500 athletes from 45 countries and territories compete across 40 sports in the Asian Games.

Iran has sent 289 male and female athletes to the games in 34 sports disciplines.

Pakistan, Gulf countries sign preliminary free trade agreement

Islamabad: Pakistan and the Gulf Cooperation Council (GCC) have signed a free trade agreement (FTA) following the conclusion of the final round of negotiations between the two sides in Riyadh, Saudi Arabia, local media reported.

Pakistan Caretaker Commerce Minister Gohar Ejaz and GCC Secretary General Jasem Mohamed Albudaiwi inked the joint statement for the Pakistan-GCC FTA.

“Both parties looked forward to the expeditious signing, ratification, and implementation of the agreement, which will mark a new chapter in the economic relations between our parties,” a joint statement issued by both parties stated, Geo News reported.

The final round was held from September 26-28 at the GCC Headquarters in the Saudi capital. This is a significant development as the FTA is the first by GCC with any country since 2009 and marks a milestone in both sides economic cooperation, Geo News reported.

On the occasion, Ejaz said that Pakistan has excellent relations with all the countries of the GCC and this FTA will ensure that the country’s economic ties are commensurate with these relations.

This will now be followed by an internal administrative and approval process before signing and entry into force of the agreement.

Government raises windfall tax on domestic crude oil amid soaring prices



New Delhi: The government has increased the windfall tax on domestic crude oil produced by companies such as ONGC and Oil India Ltd as prices have shot up to around $95 per barrel.

The windfall tax on petroleum crude has been raised to Rs 12,100 a ton from Rs 10,000 with effect from September 30. The tax helps the government to raise more resources to subsidise the prices of LPG and CNG for consumers.

Oil prices have now risen by close to 30% in the July-Sept quarter as OPEC+ production cuts led by Saudi Arabia and Russia have reduced global crude supply.

All eyes are now on the next OPEC+ ministerial panel meeting scheduled for Oct 4 when a decision is expected to be taken on whether the supply cuts will continue.

This will determine whether the run towards $100 per barrel in the market will continue, according to analysts. In early September, Saudi Arabia had extended its 1 million bpd cut till December.

Meanwhile the price of benchmark Brent crude November futures are hovering at $95.31 per barrel indicating the firmness in the market.

India imposed the windfall tax on crude oil producers in July last year and extended the levy on exports of gasoline, diesel and aviation fuel after private refiners wanted to make gains from robust refining margins in overseas markets, instead of selling at home. The levy has been cut on aviation turbine fuel to Rs 2.50 per litre from Rs 3.50 per litre and on diesel to Rs 5 per litre from Rs 5.50. These prices are now reviewed every fortnight.
