Moscow: Russia kicked off an economic forum in Vladivostok on Sunday, but there was no word from both Moscow and Pyongyang on a possible visit by North Korean leader Kim Jong-un for a meeting with Russian President Vladimir Putin on the sidelines of the forum.

The New York Times earlier reported that Kim may travel to Vladivostok on his armored train to meet with Putin on the margins of the Eastern Economic Forum, which will run through Wednesday at the Far Eastern Federal University, Yonhap news agency reported.

The report on the possible summit, which would mark their first meeting in four years, came amid speculation that North Korea may supply arms for Russia’s use in its war in Ukraine in return for food, energy and advanced technology for weapons development.

Sources, however, said unusual signs of Kim’s possible trip had not been detected in railway stations in Vladivostok and the border city of Khasan, where his train would likely pass through, as of Sunday morning.

“There have not been any signs of people being deployed to control the railway connecting Khasan and Vladivostok,” a source said.

Putin is expected to arrive in Vladivostok on Monday and attend the plenary meeting of the economic forum the following day.

The report on their possible meeting came as Pyongyang has been seeking to bolster military ties with Moscow in the wake of growing security cooperation among South Korea, the US and Japan following a trilateral summit in Camp David last month.

Preston (UK): At some point during the pandemic, Sars-CoV-2, the virus that causes COVID, spread from humans to white-tailed deer in the US.

In 2021, scientists revealed that 40% of white-tailed deer sampled in Michigan, Pennsylvania, Illinois and New York state had COVID antibodies.

Surveillance of these deer continues, and a new study by researchers at Ohio State University found that the virus is still spreading among the animals – and back to humans. And it is evolving rapidly.

The researchers looked at the prevalence of COVID in a small sample of white-tailed deer in north-eastern Ohio. The samples were taken between November 2021 and March 2022. From 1,522 nasal swabs, 163 tested positive for alpha and delta variants of COVID. The researchers also found that the virus had spread many times from humans to deer and from deer to humans (known as “spillover”).

Coronaviruses are covered in spikes and it is these spikes that latch on to our cells to gain entry and begin replicating. The particular part of our cells that the spikes latch on to is called the ACE2 receptor. This receptor is similar in deer and humans, and coronaviruses have lost little time in exploiting this.

Human contact with deer is common in parts of the US, where many millions of white-tailed deer live as wild, urbanised or farmed animals. In these habitats, deer may be exposed to human waste. They can carry bacteria with similar antimicrobial resistance patterns to local humans.

The Ohio researchers found that COVID multiplied and spread in deer over several months, causing no obvious illness or deaths in the animals. Migrating deer – males in particular – spread the virus as they moved across the county.

It is not known if other potential hosts such as skunks, squirrels or rodents contracted the virus too, but spread from deer back to humans was seen. How this exchange happened, though, is unclear.

Deer sampled on Staten Island, New York, over the same period showed evidence of spillover infection from humans by another COVID variant, omicron. Viral exchanges between communities and their deer are happening often.

Mutating three times faster in deer than in humans  
By measuring changes in the COVID genomes in the deer using a new statistical method, the researchers in Ohio estimated that the rate of COVID mutation was three times greater than in humans. The types of genetic changes were not the same as those in human COVID. The mutations appeared to be adaptive responses that might have increased viral spread in its new deer hosts.

COVID showed early increases in its diversity in humans, too, which was perhaps more rapid in the first years after 2019.

Crucially, the spill-back of virus from deer to humans has not caused new human outbreaks that are making doctors lose sleep. Evolutionary changes in COVID in deer populations have not resulted in a virus that can evade our antibodies. So there is no current public health risk linked to this increased mutation rate.

As with humans, some deer are “super-spreaders”. Social network analysis shows this process in deer’s use of scraping sites, where males leave their scents to set up breeding groups. Human-made feeding or bait stations (for hunting) exacerbate the rate of viral spread, too.

White-tailed deer could be referred to as a new reservoir of COVID viruses. Animal reservoirs encompass a continuous process of viral division and change. Hosts impose selective pressures on viruses that influence the rate at which a virus’s genome changes. For example, influenza A evolves more rapidly in populations of birds or pigs than in people.

Probably, the lifespan of an infected animal, metabolic processes within its cells, immune actions, damage to viral RNA from host enzymes or other pathogens all force viral mutation. Whatever the reasons, these observations from Ohio raise the possibility that in those millions of white-tailed deer, COVID viruses might develop into a new strain or variant capable of spreading significant illness to humans.

Blood tests of UK deer in 2020-21 found no evidence of COVID in these animals. This could be because British deer species have distinctive ecological niches and COVID susceptibilities. But it is clear that this sort of ongoing surveillance provides valuable intelligence.

Tehran slams West-sponsored statement critical of Iran-IAEA cooperation

Tehran has rejected a Western-sponsored anti-Iran statement issued during the IAEA’s Board of Governors meeting on Wednesday, saying it is politically motivated.

The statement accused Iran of non-compliance with its safeguards commitments. The document, signed by 62 IAEA member states, called upon Iran to take steps to address outstanding safeguards issues and provide the IAEA with information concerning its new nuclear facilities.

Nasser Kan’ani, the spokesman for the Iranian Foreign Ministry, said Iran and the IAEA have made “considerable progress” in boosting cooperation based on a joint statement issued in March.

He said this course has led to the settlement of several issues, and talks are ongoing on the settlement of other issues, which he said are of political origins.

The spokesman stressed that Iran is committed to cooperation with the agency under the safeguards agreement with the IAEA.

“It’s a regret that England, Germany, France and the US, which have certain motivations and positions against Iran, have made Iran-IAEA technical cooperation a subject of their political moves,” he said, adding that the Western states did this in the name of defending the agency and the safeguards, but they aimed to distort the reality of Iran’s sincere cooperation with the agency.

“Of course this measure is not new and also not surprising. In the previous Board of Governors meeting, they had a similar show in the form of verbal attacks and accusations against Iran,” he said.

The spokesman said Iran will show reaction to the latest move as soon as possible, stressing that attempts at placing pressure on Iran at the IAEA’s Board of Governors would backfire.

He also hailed a statement in support of the Iran-IAEA cooperation issued by nine countries during the Board of Governors meeting on Wednesday.

That statement, signed by countries including China, Russia, Syria and Venezuela, supported Tehran’s cooperation with the IAEA. It said that Iran’s interactions with the agency should be carried out in a non-political manner, free from external interference, and aimed at resolving the outstanding issues.

Iran has scaled back its commitments under the JCPOA in several phases as stipulated in Articles 26 and 36 of the UN-endorsed accord, starting a year after the US withdrew from the deal and re-imposed its sanctions against Tehran.

Stating that the Islamic Republic of Iran is committed in principle to cooperation with the Agency within the framework of the Safeguard Agreement, Kan’ani continued, “The joint statement in March 2023 [between Iran and the IAEA] lays the ground for accelerating the resolution of the so-called outstanding safeguard issues, and these issues, which mainly have roots in politics, should be resolved because they are an obstacle in the way of improving the cooperation between Iran and the Agency.”

The spokesman further thanked a group of 9 countries that supported and hailed Iran’s cooperation with the IAEA in contradiction with the Western countries group’s counterproductive statement.

“The Islamic Republic of Iran will have a proportional response to the political move taken by the three European countries at the shortest possible time, and this response will be informed to the IAEA Director General. No doubt, exercising political pressure against the Islamic Republic of Iran in the IAEA Board of Governors will have an adverse effect.”

Iranian film 'Sea Boys' screened at India film festival

The latest work of Afshin Hashemi was showcased during its fourteenth international appearance at the International Children’s Film Festival of Kerala (ICFFK-2023) in India.

‘Sea Boys’ narrates the story of two boys on the two sides of the country. The northern one has lost his father, the southern one has lost his mother. So both of them are looking forward to a substitution.

New Delhi: A day after the G20 Summit adopted the Delhi Declaration, which doesn’t mention Russia and in a major departure from last year’s Bali Declaration, describes the Ukraine crisis as “war in Ukraine“, Japanese Prime Minister Fumio Kishida on Sunday said that Russia’s aggression is shaking the foundation of cooperation at the grouping.

“Today as the world faces compound crisis, collaboration at the G20 as the premier forum for international economic cooperation is becoming increasingly important. Russia’s aggression on Ukraine is shaking the very foundation of cooperation at the G20. It could shake the basis of cooperation at the G20, further it is causing an enormous impact to the world economy,” Kishida said.

The Japanese prime minister added that throughout the G20 Summit meetings, his country called for immediate withdrawal of troops and durable peace in Ukraine.

“On Russia‘s aggression on Ukraine, throughout the meetings, Japan had pressed for the immediate withdrawal of Russian troops. The realisation of just and durable peace in Ukraine. We underscored our position that Russia’s nuclear threat let alone its use of nuclear weapons is absolutely unacceptable. I also highlighted the importance of assistance from the global community to vulnerable populations under conflict,” Kishida said.

At the same time he praised India’s G20 presidency, saying that “Under the leadership of India as this year’s chair, we were able to agree on the G20 Leaders’ declaration which is a truly meaningful achievement. Japan has been engaged in the negotiations with the intent to pass on the outcome of the G7 to the G20 and we were able to hand over to the G20 points that were confirmed at the Hiroshima Summit. I look forward to working with other leaders to follow up on the outcomes delivered by the G7 and G20”.

Kishida further added that “Over the course of the past five days, I attended ASEAN-related summits in Jakarta and the G20 New Delhi summit. First and foremost, I extend my deep respect and appreciation to President Joko of Indonesia and Prime Minister Modi of India for exercising outstanding leadership as chairs of the summits and to the members of both governments.”

Chinese envoy hails Tehran-Beijing strategic partnership

Chang Hua made the remarks while speaking at a ceremony in Tehran on Tuesday to mark the 74th National Day of the People’s Republic of China.

He said the two countries as all-weather allies share a “long-standing friendship.”

“More than two thousand years ago, the two countries created economic prosperity and strengthened mutual exchanges through the ancient Silk Road,” he said in his remarks.

“Over the past 50 years since the establishment of diplomatic relations, no matter how the international and regional situation changes, China and Iran have always supported each other, worked together in unity, and their bilateral relations have continued to deepen and grow, promoting steady progress in practical cooperation and safeguarding common interests and international fairness and justice.”

National Day of the People’s Republic of China is a public holiday in China that commemorates Mao Zedong’s formal proclamation of the establishment of the People’s Republic of China on 1 October 1949.

At an impressive ceremony attended by senior Iranian government officials and foreign dignitaries, the Chinese ambassador said the China-Iran friendship is “writing a new chapter.”

“President Xi Jinping emphasizes that China has always viewed and developed relations with Iran from a strategic perspective. Since the two countries established the comprehensive strategic partnership in 2016, the political mutual trust between China and Iran has been increasingly consolidated and mutually beneficial cooperation has been continuously strengthened,” he stated.

Referring to President Ebrahim Raeisi’s historic visit to Beijing in February, Chang said during the visit the two heads of state reached a “new important consensus on bilateral cooperation” and signed a number of cooperation documents that drew up a “new blueprint for bilateral relations.”

“In August, the two heads of state met again on the sidelines of the BRICS summit, fully affirming the implementation works of various departments, and charting the course for achieving more results in the China-Iran comprehensive strategic partnership,” he added.

He congratulated Iran’s full membership in the Shanghai Cooperation Organization (SCO) and an invitation to join the BRICS and voiced China’s readiness to “strengthen communication and coordination with Iran” on multilateral platforms such as the United Nations, the SCO and the BRICS, “to practice true multilateralism, maintain and promote peace and stability in the Middle East, defend the basic norms governing international relations and the international order, and safeguard the common interests of developing countries.”

“Nothing, not even mountains and sea, can separate people with the same goals and vision. Although thousands of miles apart, China and Iran met, knew and learned from each other along the ancient Silk Road thousands of years ago, creating rich and splendid cultures respectively through friendly exchanges,” Chang said.

“Nowadays, Iran is also an important partner in building the new Belt and Road. China is ready to join hands with Iran to renew the Silk Road spirit and create an ever better future for China-Iran relations.”

He also hailed China’s steady progress over the past 74 years “from a weak and poor country to a prosperous” country with its “economic aggregate grown 175 times”, to become the world’s second-largest economy.

“China has transformed from a backward agricultural country into the largest manufacturing power in the world, and has become the only country in the world to obtain all the industrial categories listed in the United Nations industrial classification,” he remarked.

Seyyed Mohammad Hosseini, Iran’s vice president for parliamentary affairs, was the guest of honor during the ceremony to mark the 74th National Day of the People’s Republic of China.

In his speech, Hosseini said Iran views the People’s Republic of China and its accomplishments with “respect,” which are a “product of several decades of efforts, experience and scrutiny” and also “venerates the independent and national approach of China in its development that while protecting its historical identity, considers the human common objectives as a basis for cooperation and interaction in the international arenas.”

“The Islamic Republic of Iran also appreciates the scientific and technological advancements of China that bring significant outcomes for all. The People’s Republic of China has now become one of the most important, greatest, and influential countries in the world in the areas of economy, politics, science, and technology, and has a bright perspective to continue the path of development and national welfare,” Iran’s vice president said.

He said Iran has always “emphasized the independence and national dignity, and devices and implements its own national model of development and prosperity, stands ready to further strengthen its mutual bonds with China and to identify and pursue common interests and objectives as a foundation for close cooperation on bilateral, regional, and international dimensions”, adding that “significant leaps have occurred in Iran-China relations in recent years.”

“The unwavering will of the leaders of the two countries as well as the operational programs which are being prepared to enhance the level of relations would promise a bright future in the cooperation of the two countries. The two parties have constantly stressed that strengthening of bilateral relations, regardless of international developments, is on their foreign policy agenda,” Hosseini noted.

“Iran and China, as the two leading and historical civilizations in the West and East Asia, seek collective development and security. Telecom regulator Trai has reduced audit compliance of licensed service areas to once in year from four times earlier but it will cover maximum tariff offerings.

New Delhi: Telecom regulator Trai has reduced audit compliance of licensed service areas to once in year from four times earlier but it will cover maximum tariff offerings, including related to international roaming, according to the new regulations on quality of service.

The new regulations on Quality of Service (Code of Practice for Metering and Billing Accuracy) Regulations, 2023, dated September 11, 2023, will result in reduction of audit burden by almost 75 per cent and enhance Ease of Doing Business (EODB), Trai said in a release on Wednesday.

“Each LSA shall be audited only once in a financial year unlike four times as per old regulations, thereby reducing the audit burden by almost 75 per cent,” Trai said.

However, while simplifying the audit process, it is also ensured to cover maximum tariff offerings under audit unlike in previous regulation which has the provision for audit of 15 most popular tariff offerings only leaving aside a good number of tariff offerings with less number of subscriptions, the regulator said.

The new regulation shall now cover critical tariff offerings like related to international roaming, even with low subscriber base,” Trai said.

The new regulations lead to the repealing of amendments issued in 2013 – then known as Quality of Service (Code of Practice for Metering and Billing Accuracy) Regulation, 2006, and its amendments issued on 25th March 2013.

The new regulations also mandate on refund of maximum overcharged amount to customers in a definite time frame and introduce Financial Disincentive (FD) as percentage of total overcharged amount from all similarly placed consumers, if detected during the audit.

Trai said it has also deleted provisions of self-evaluation for auditors, enhancing the time limit to 30 days for providing the raw CDRs to the auditor from 15 days proposed in the draft regulations, graded financial disincentives and modification in retention period for audit records for smooth compliance of regulatory provisions and to facilitate ease of doing business..

Trai mentioned that it has ensured a balance between two key objectives of protecting the interests of the subscribers by ensuring that service providers maintain fairness and transparency in their Metering and Billing System and reducing compliance burden on the service provider to enhance Ease of Doing Business.
