Mexican Drug Lord El Chapo's Wife Released From US Jail

 Emma Coronel, the wife of imprisoned drug lord Joaquin “El Chapo” Guzman, is not facing charges in Mexico, the country’s prosecutors’ office said, after she was released from a U.S. federal institution on Wednesday.

An official from Mexico’s state prosecutor’s office said Coronel was not facing charges “for now.”

The U.S.-born 34-year-old was sentenced to three years in prison in 2021 after pleading guilty to helping Guzman’s Sinaloa drug cartel, including conspiracy to launder money and distribute illegal drugs and engaging in financial dealings.

The Federal Bureau of Prisons confirmed she had been released on Wednesday from a low-security confinement institution in Los Angeles, but did not give further information, citing privacy, safety and security reasons.

Coronel has two daughters with Guzman, whom she met when she was a young beauty queen and married in 2007 at age 18.

Guzman is meanwhile serving a life sentence in the U.S. after being extradited there in 2017 following two escapes from Mexican maximum-security prisons.

Dispute Over Goat Grazing Costs 5 Lives In Madhya Pradesh

Five men were killed and two seriously injured in clashes over goat grazing at a village in Datia district of Madhya Pradesh. Datia is part of the assembly constituency of state home minister Dr Narottam Mishra.

Among the dead are four young men and an elderly man.

The clash followed an argument as two groups met to resolve a dispute over goat grazing.

Datia Superintendent of Police Pradeep Sharma said members of two communities — Dangi and Pal — had gathered in the village on Wednesday to amicably resolve the dispute.

But there was an argument which took a violent turn, and guns were fired.

“So far 6 men from both the sides have been detained for questioning and case registered in the matter,” he said.

Five men — four of them in their 30s and one aged above 70 — were killed. Two others have been seriously injured and are in hospital.

Of the five men who died, three were from the Dangi community, the other two were Pals. Both groups belong to the Other Backward Classes category.

The victims have been identified as Prakash Dangi, Ramnaresh Dangi, Surendra Dangi, Rajendra Pal, and Raghavendra Pal, all of whom died of gunshot wounds.

A large number of police personnel have been stationed in the area in view of the tension.

Development of synthetic human embryos using stem cells makes a strong case for stringent legislation to curb malpractices

A recent breakthrough in the development of synthetic human embryos using stem cells, has triggered excitement among the scientific community and raised ethical questions too. A team of researchers from the Weizmann Institute, based in Israel, has announced the creation of an embryo, without using sperm, eggs or a womb, that looks like a textbook example of a real 14-day-old human embryo. It even released hormones that turned a pregnancy test positive in the lab. Any research involving human embryos is fraught with ethical, social and legal dilemmas. However, this breakthrough holds the key to understanding the earliest moments of our lives called the “black box” period of the development of the foetus — the period before a pregnancy’s progress can be detected on a scan. The stem cell-based models could provide a window to understanding cases of miscarriage and help study genetic disorders without having to use early embryos. The primitive embryos do not have a heart or a rudimentary brain but include cells that go on to form the placenta, the yolk sac and the embryo itself. The latest development — creating the first “complete” embryo model for mimicking all the key structures that emerge in the early human embryo— raises the possibility of further research into the subject that one day could lead to the development of a living creature out of the synthetic embryo. This makes a strong case for stringent legislation to curb malpractices. The breakthrough highlights how rapidly the science in this field has outpaced the law.

The importance of advancements in research cannot be overestimated, but the related ethical and legal issues should be addressed on priority. There is also a significant unanswered question on whether these structures, in theory, have the potential to grow into living creatures. Synthetic embryos may pose safety and social challenges. There is still a lot of uncertainty about the long-term effects and consequences of manipulating stem cells and creating synthetic life forms or cloning. There is a need for more rigorous testing and monitoring before applying these technologies to humans or animals. The laws and regulations related to the development of synthetic human embryos vary widely across different countries. While it is completely prohibited in Germany, Italy, Ireland, Poland and Slovakia, research is allowed under certain conditions in countries like the United States, UK, Japan, Canada, Australia, Singapore and South Korea. However, most of these regulations do not explicitly address synthetic human embryos. In India too, there is no specific legislation that regulates synthetic human embryo research. However, there are some guidelines that apply to stem cell research in general. The Indian Council of Medical Research issued the guidelines for stem cell research in 2017. There is a need for international collaboration, standardised guidelines and transparency in this field to ensure that the benefits of research are used for the human good.

China, Venezuela announce elevation of ties to all-weather strategic partnership

Chinese President Xi Jinping and his visiting Venezuelan counterpart, Nicolas Maduro, announce the elevation of bilateral ties to all-weather strategic partnership.

“The establishment of an all-weather strategic partnership between China and Venezuela meets the common expectations of the two peoples and conforms to the general trend of historical development,” Chinese President Xi Jinping said following a meeting with his visiting Venezuelan counterpart, Nicolas Maduro, in Beijing on Wednesday.

He also hailed relations with Venezuela as “upgrading.”  

Maduro is in China for a one-week visit aimed at boosting cooperation between Caracas and Beijing. He arrived in Beijing on Tuesday after a tour of Shanghai and other Chinese cities.

During their meeting, the two leaders also agreed to upgrade bilateral relations on different areas, including economy, trade and tourism, according to Xinhua.

The Chinese leader also called on the two sides to push for more fruitful China-Venezuela strategic cooperation, bring more benefits to the two peoples and inject more positive energy into world peace and development.

“China cherishes the valuable experience gained in this process and will continue to push forward reform and opening up. No force can stop China’s development and progress,” Xi further said.

Maduro, for his part, said that his country’s national development and Venezuela-China ties were at a significant stage.

“The establishment of an all-weather strategic partnership is of historic significance and will surely usher in a new era of bilateral relations,” he noted.

Maduro added that Venezuela was willing to learn from China’s experience in building special economic zones and deepening practical cooperation in agriculture, investment, education, and tourism.

Last week, the Venezuelan president posted on social media that his “historic” visit was aimed at “strengthening cooperation and the construction of a new world order.”

Caracas has in the past traded oil to receive funds and equipment from the Asian powerhouse to bolster its crisis-hit economy, which is suffering from some of the world’s worst inflation.

China is the world’s largest importer of crude oil, while Venezuela has the largest proven reserves in the world.

Beijing extended about $50 billion worth of loans to Venezuela in the 2010s. It also provided equipment and technological assistance, while Caracas paid for its debts with shipments of oil.

Both China and Venezuela share strong anti-US sentiments, as Washington has slapped numerous sanctions against Beijing and Caracas.

Butt feels Bumrah’s comeback has been exceptional, and said that the pacer has “looked on a different level”. He also praised spinner Kuldeep Yadav, who has picked nine wickets in two-matches, including a five-wicket haul against Pakistan.

“Jasprit Bumrah right now looks on a different level. Siraj has bowl well. Kuldeep is a special bowler. It is not easy check him, whether he’ll bowl a googly or his leg-spin. Most batters struggle to pick him up. Sometimes they are late on his bowling, that’s why it is not easy to hit him in the gap,” Butt said on his YouTube channel.

“So, a lot of positives for India so far in the Asia Cup. Batters have done their job. Injured players are back to full fitness. The top four has scored runs. Pandya has been bowling well, looks fitter. The world has witnessed Bumrah’s exceptional comeback. India have ticked all the boxes heading into the Asia Cup final and World Cup,” he added.

Adani Enterprises Ltd said on Wednesday that its arm Adani New Industries Ltd has received a key international certification and will now be able to start production of 5.2 MW series wind turbine generators for global markets.

The company was so far manufacturing and supplying 5.2 MW Wind Turbine Generators (WTGs) for domestic wind industry players.

“Adani Wind’s 5.2 MW WTGs, which are India’s largest, have received type certification from WindGuard GmbH. The certification enables Adani Wind to start series production for global markets,” Adani Enterprises Limited (AEL) said in a regulatory filing.

Adani Wind is the wind energy solutions division of Adani New Industries Limited (ANIL), a wholly-owned subsidiary of Adani Enterprises Ltd.

The certification to standards relating to equipment for use in renewable energy applications affirms that the company’s 5.2 MW WTG meets highest quality and safety standards and provides international recognition to this turbine, the filing said.

“The type certificate reaffirms the quality and robustness of our 5.2 MW WTG platform built to bring down Levelised Cost of Energy,” ANIL Director Vneet Jaain said in the filing.

“The certification is a boost to our endeavour of making India the global manufacturing hub for renewable equipment. We are focused on building a portfolio of high-yield next generation wind turbines made in India and are well-poised to cater to the global wind energy demand,” he said.

Adani Wind’s 5.2 MW wind turbine features a rotor diameter of 160 metres and a tip height of 200 metres, making it one of the most powerful onshore wind turbines in the world, the filing said.

The 5.2 MW WTG is developed by Adani Wind in collaboration with W2E Wind to Energy GmbH, Germany at its plant in Kutch, Gujarat, it added.

Apple defended its iPhone 12 model on Wednesday after a French watchdog ordered a halt to its sales citing breaches of European Union radiation exposure limits.

The French move raised the prospect of further bans in Europe. Germany’s network regulator BNetzA said it might launch similar proceedings and was in close contact with French authorities, while Spain’s OCU consumers’ group urged authorities there to halt the sales of the iPhone 12.

Apple said in a statement the iPhone 12, launched in 2020, was certified by multiple international bodies as compliant with global radiation standards, that it had provided several Apple and third-party lab results proving the phone’s compliance to the French agency, and that it was contesting its findings.

Researchers have conducted a vast number of studies over the last two decades to assess health risks resulting from mobile phones. According to the World Health Organisation, no adverse health effects have so far been established as being caused by mobile phone use.

France’s Agence Nationale des Fréquences (ANFR) told Apple on Tuesday to halt iPhone12 sales in France after tests that it said showed the phone’s Specific Absorption Rate (SAR)- a gauge of the rate of radiofrequency energy absorbed by the body from a piece of equipment – was higher than legally allowed.

The watchdog said it would send agents to Apple stores and other distributors to check the model was no longer being sold and a failure to act would result in the recall of iPhone 12s already sold to consumers.

Industry experts said there were no safety risks as regulatory limits on SAR were set well below levels where scientists have found evidence of harm.

“From a health and safety point of view, it is not as if this is putting anyone at risk,” said Professor Rodney Croft, the chair of the International Commission on Non-Ionizing Radiation Protection (ICNIRP), which sets global guidelines on the SAR limits.

The limits – based on the risk of burns or heatstroke from the phone’s radiation – are already set ten times below the level where scientists found evidence of harm.

Croft said the French findings could differ from those recorded by other regulators because ANFR assesses radiation with a method that assumes direct skin contact, without intermediate textile layers, between the device and user.

A French government source also said the French test was different from the method used by Apple.

Smartphone radiation tests have so far led to 42 sales stops in the country. It is the first time Apple has been affected by such a move.

Recall Threat

The ANFR said accredited labs had found absorption of electromagnetic energy by the body at 5.74 watts per kilogram during tests simulating when the iPhone 12 was being held in the hand or kept in a trouser pocket. The European standard is a specific absorption rate of 4.0 watts per kilogram.

ANFR added the tests showed the phone complied with so-called body-SAR standards when it was in a jacket pocket or bag. It also passed the French tests when held directly to the head as if making a phone call.

France’s junior minister for the digital economy, Jean-Noel Barrot, said a software update would be sufficient to fix the radiation issues.

“Apple is expected to respond within two weeks”, he told daily Le Parisien in an interview on Tuesday, adding: “If they fail to do so, I am prepared to order a recall of all iPhones 12 in circulation. The rule is the same for everyone, including the digital giants.”

ANFR will now pass on its findings to regulators in other European Union member states. “In practical terms, this decision could have a snowball effect”, said Barrot.

“The procedure in France has a guiding function for Europe as a whole”, said Germany’s BNetzA network regulator, adding it might launch similar proceedings in Germany.

Germany’s radiation watchdog BfS also said the French decision could have implications for all of Europe.

Apple doesn’t break out its sales by country or model. Its revenues totalled about $95 billion in Europe last year, making the region its second biggest behind the Americas. Some estimates say it sold over 50 million iPhones last year in Europe. The company launched the iPhone 15 on Tuesday.

The International Agency for Research on Cancer, which sets global guidelines on SAR limits, classed the radiofrequency electromagnetic fields resulting from mobile phone use as “possibly carcinogenic” in 2011.

This designation – which also includes the sweetener aspartame, aloe vera extract and some pickled vegetables – flags there is limited evidence of something potentially causing cancer, and is also intended to motivate more research.

The Delhi High Court has asked the state government to file an up-to-date report on the status of a draft policy regarding sex-selective surgeries on intersex infants and children.

The high court passed the order after it was informed by the counsel for the Delhi government that a committee under the chairmanship of the Dean of Maulana Azad Medical College (MAMC) was constituted by the Directorate General of Health Services (DGHS) for drafting such a policy.

It was hearing a petition seeking contempt action against the Delhi government for alleged non-compliance of the high court’s September 27, 2022 order by which the state was granted eight weeks to take appropriate decision on the recommendations made by the Delhi Commission for Protection of Child Rights (DCPCR) on the issue of sex-selective surgeries.

Sex-selective surgeries involve medical procedures performed on intersex infants, who may not display all biological differences at birth. Intersex children are those that have genitals, chromosomes or reproductive organs that don’t fit into a male/female sex binary.

“Keeping in view the letter dated August 25, 2023, as of today, I am not inclined to issue contempt notice. Let the matter be listed after 8 weeks for the respondent (Delhi government) to file an up-to-date status report indicating the status of the draft policy,” Justice Jasmeet Singh said in a recent order.

In the main petition, the DCPCR had recommended that the Delhi government should declare a ban on medically unnecessary sex-selective surgeries on intersex infants and children except in cases of life-threatening situations.

The public interest litigation filed by non-government funded trust Srishti Madurai Educational Research Foundation has sought direction to the government to implement the DCPCR’s recommendations and declare a ban on such surgeries.

During the hearing on the contempt petition, the petitioner’s counsel said despite the court’s directions the respondents have not taken any action.

Vice President Jagdeep Dhankhar on Tuesday said there can be agreement or disagreement on the ‘one nation one election’ proposal but it should be discussed in the country.

The Centre has formed a committee under the chairmanship of former president Ram Nath Kovind to explore the feasibility of ‘one nation one election’. Many opposition leaders have slammed the government’s move, alleging it would pose a threat to the federal structure of the country.

“You can agree or disagree with the issue of ‘one nation one election’, but saying that we will not discuss is undemocratic,” the vice president said at a programme organised by Bharatpur Bar Association in Bharatpur.

Mr Dhankhar, who is the Rajya Sabha chairman, expressed concern over disruptions in parliament and state assemblies and said that these forums should be used for discussion and dialogue.

“You may not agree with others’ opinions, but if you are not ready to listen to others’ views then it is not a sign of a healthy democracy,” he said.

Jagdeep Dhankhar also called upon the people to demand accountability from their public representatives so that their conduct becomes exemplary.

Describing the abrogation of Article 370 which gave special status to Jammu and Kashmir as a historic step, Dhankhar said that its effect is visible in the development being carried out there and the number of tourists coming to the valley was also increasing.

The vice president said, “When our great India is seen in a position of strength in the world, some people get upset and they spread negativity about the country.” He said that lawyers have a strong role in protecting democracy and establishing the rule of law.

Jagdeep Dhankhar appealed to lawyers to take a pledge that they will leave no stone unturned in furthering the interest of the nation and will make efforts to ensure that a healthy democratic system flourishes in the country.

The vice president said that India’s judicial system is very strong but “when some people get legal notice, instead of going to the court, they protest on the streets”.

“It is necessary to stop this trend,” he said.

Talking about the proposed changes in the Indian Penal Code, the Vice President said that the law was a legacy of the British and many of its provisions were unnecessarily troublesome.

Rajasthan Minister of State for Technical Education and RLD MLA from Bharatpur Subhash Garg and Bharatpur MP Ranjita Koli were also present at the event.

Mr Dhankhar was scheduled to travel to Gudla Pahadi village in Karauli to participate in the ‘Colonel Bainsla Jayanti Mahotsav’, the birth anniversary of Gurjar leader late Kirodi Singh Bainsla, but his helicopter could not land in Karauli due to bad weather.

The Opposition INDIA bloc will boycott a group of television anchors and shows. The leaders will come up with a list of anchors whose debates and shows the Opposition leaders would boycott, Congress General Secretary KC Venugopal has said.

In a statement today, the Coordination Committee said its subgroup on media will draw up the names of anchors and shows.

The decision on listing anchors and shows was taken at the first meeting of the INDIA coordination committee held at the home of Nationalist Congress Party chief Sharad Pawar.

The opposition has repeatedly accused a section of media of hostility. During Rahul Gandhi’s Bharat Jodo Yatra, the Congress has repeatedly accused a section of the media of giving it meagre coverage.

The people are supporting the Yatra and so is the social media.

But mainstream media “continues to boycott it,” Rajasthan Chief Minister Ashok Gehlot has said. Reports said off the record, several leaders had hinted of retaliation.

“It is my allegation that editors have boycotted the yatra. Lakhs are joining the campaign. Will you not show such a huge campaign?” the Rajasthan Chief Minister had said.

In May 2019, the Congress had also boycotted television shows for a month.

“The Congress has decided to not send spokespersons on television debates for a month. All media channels/editors are requested to not place Congress representatives on their shows,” senior party leader Randeep Surjewala had posted on Twitter, now renamed X.

The Coordination Committee has also decided to begin the process of seat-sharing in view of next year’s general elections.
