The aircraft crashed into high mountains in the Topkhana area of Zebak district, the provincial police said in a statement.
The type of aircraft, number of passengers and the cause of the crash were not immediately clear.
Earlier some sources including Ariana News reported that the plane was an Indian one. However, later reports say that the passenger plane was a small Russian one flying from India to Moscow.
