KTR calls for release of annual reports of Govt departments


Hyderabad: BRS working president KT Rama Rao expressed his dismay over the State government discontinuing the tradition of releasing the annual reports for IT, Industries and Municipal Administration departments which was initiated by the previous BRS government.

He stated that the purpose of the annual reports was to inform the public about the good work done by these departments.


“In a democracy, elected governments are accountable to the people who voted for them. It is unfortunate that the Revanth Reddy government has discontinued this important initiative and has not released any Annual Reports for 2023-2024,” he said on X.

Between 2014 and 2023, he said the previous BRS government had established a tradition of releasing annual reports for the IT, Industries, and Municipal Administration departments each year. These reports showcased success stories and significant events pertaining to each department during each year, he added.

Rain threat looms over the second semi-final T20 World Cup, scheduled to be played between India and England at the Providence Stadium in Guyana. “For performance reasons, to ensure teams do not have to ‘play-travel-play’ on consecutive days, the decision was taken to allocate the additional time for the second semi-final immediately post the game because the game is a 10.30am start, whilst the first semi-final is an evening start, which means it is not feasible to play all additional time on the same day,” a spokesperson from ICC had told ESPNcricinfo.

While there is no reserve day for the match, extra 250 minutes have been alotted to complete the match, if rain does show up.

Since it’s a day game as per local time (10:30 AM start), the cut off time for a 10-overs-a-side game is 1.44 am IST (4:14 AM local time).

Meanwhile, India will look to avenge the 10-wicket drubbing against the Jos Buttler-led side in the semifinal of the 2022 edition.

India have won every game they’ve been able to compete in, with the only dropped points coming from the abandoned fixture against Canada at a rain-soaked Lauderhill.

England, on the other hand, has had a hot-and-cold campaign, with impressive wins and unexpected losses, and has fought tooth and nail to qualify for the semifinals.

As the heatwave begins to grip the UK and the heat health alert is in effect, people are looking for ways to keep cool and reduce the risk of heat stroke – the most severe form of hyperthermia, with a body temperature above 40°C.

Older adults, those with underlying health conditions and the very young are at greatest risk. Some of this arises because the young and elderly have less efficient body systems to dissipate heat away from the body.

Older people hold heat more than young people because their sweat glands don’t function as well and their hearts don’t circulate blood as efficiently, so less heat is lost from the skin.

Sweating is the most powerful way your body can remove heat. As sweat evaporates, it takes heat with it. In the heat, people can produce between a half to two litres of sweat per hour.

In temperatures where the air temp is above the body temperature, heat can be transferred from the air to the body, which produces an additional challenge in removing heat from the body.

Aside from sweating, the other major way we lose heat is vasodilation (a widening of the blood vessels) in peripheral tissues. In extreme heat, the skin can receive between six and eight litres of blood per minute to help carry heat away from central organs.

Much of how the body responds is aimed at moving heat away from the major organs and the central nervous system to keep their temperature at as close to 37°C as possible.

While sweating and vasodilation are effective, they are limited – especially when temperatures stay high for several days.

The best ways to reduce your temperature are ones that support the body’s existing mechanisms to remove heat.

Applying cold things to the body

Applying cold water or a cold damp sponge to the skin is effective in moving heat from the body. This is beneficial in people with limited mobility and older adults.

Those who are able, can take a cool shower or bath. Evidence suggests that water that is about 26 or 27°C is optimal. It is cool enough to take heat away from the body, but not cold enough to initiate shivering, which will generate heat. (Immersing in water that is too cold can also cause cold shock.)

Studies looking at the French heatwave of 2003 showed that cooling (using a mister, cool, or cold bath or shower, sponge bath, mechanical fan or air conditioner) may be beneficial and prevented heat-related deaths.

Ice or cool packs (a damp towel or cloth works just fine) can be applied to the body. The groin, armpit, neck, forehead, wrists and torso are all areas that have plenty of blood vessels close to the surface. The cooled blood can then return to the major organs to bring the core temperature down.

Ice or ice packs should be wrapped in a towel or something similar to avoid burning the skin. Cycling them on and off the body every ten minutes reduces the risk of injury.

Partial filling of hot water bottle and placing in the freezer, to use at bedtime, or placing pillowcases in a plastic bag and into the freezer to chill them for bedtime may also help at night.

Fans

A recent study has shown that fans can improve the body’s sweat evaporation, but not significantly enough to help reduce the core body temperature. And this becomes even less so when ambient temperatures rise above 33°C, or for older people and those with an impaired ability to sweat.

Hot and cold drinks

Evidence from performance athletes exercising in temperatures of 28°C showed that chilled fluids at fridge temperature were better at bringing down core temperatures than ice or temperature neutral liquids at 37°C.

Drinking hot beverages activates the body’s mechanism to cool, but this will remove much-needed fluid from the body if you haven’t drunk enough, so chilled drinks are probably best in this situation.

Shade

All of these things are more effective in a cooler shaded area to increase the temperature gradient between the body and the ambient temperature. If you try these in the sun, they’re likely to be less effective as the ambient air is warmer in the sun meaning there is less capacity to take heat away or it happens more slowly.

Overall, though, the evidence suggests (ice) water immersion is the most effective way to cool off – which at home is most easily done by immersing feet or hands in a cool bowl of water. Water immersion is how many animals in hot weather and climates reduce their body temperature by standing in water, so it’s a good technique for humans, too.

But if you’re unable to do this, evaporation (mist and fan) is the next most effective.The Conversation

Jabalpur:

A part of a fabric canopy on the premises of the Dumna airport near here collapsed on Thursday due to the accumulation of water amid heavy rains and crushed a car parked below, officials said.

No one was injured in the accident that occurred around 11.30 am, they said.

“The fabric canopy was put up to beautify the ‘drop and go’ area. Water accumulated over it due to rain. It ripped under the weight of the water and the water fell with great force on a car parked there,” airport director Rajeev Ratna Pandey told PTI.

The project officer has been directed to carry out a probe and strict orders have been issued to ensure that such an incident doesn’t recur, he added.

Prime Minister Narendra Modi had virtually inaugurated the Rs 450-crore new terminal building of the Dumna airport on March 10.

Sources said an Income Tax official had travelled in the car to the airport. The driver had gone inside to see off the official when a part of the canopy fell on the vehicle, smashing it, they said.

Mass expulsions? Political revenge? World peace? A new golden age? As Donald Trump vies for another term in the White House, America is abuzz with speculation over how life might look with the ex-president back at the helm.

In a series of interviews and campaign rallies, the Republican has offered some clues.

Here are Trump’s plans for the United States and the world, as set out by the candidate himself.

Mass deportations

President Joe Biden’s rival in November’s election has pledged to launch the biggest deportation operation of illegal migrants in US history on his first day in office.

“We’re going to get them out as fast as we can,” he has said, accusing undocumented migrants of “poisoning the blood of our country.”

The 78-year-old, known for his unfinished border wall project, has said he would be happy to “use the military” as part of the effort and would open detention camps to process targets for expulsion.

“On day one of my new term in office, I will sign an executive order making clear to federal agencies that under the correct interpretation of the law, going forward the future children of illegal aliens will not receive automatic US citizenship,” he said in a campaign video.

He has confirmed he also plans to reinstate his ban on entries from several Muslim-majority countries, as a means of “keeping terrorists the hell out of our country.”

Ukraine, NATO

Trump has been saying for months he could end the war in Ukraine in “24 hours,” without explaining how.

Critics suggest his plan would involve pressuring Kyiv to cede territory illegally occupied by Russia in both 2014 and 2022.

“I will have that settled prior to taking the White House,” he told a rally in the midwestern city of Detroit recently. “As president-elect, I will have that settled.”

The ex-president is highly critical of Washington’s shipments of weapons worth billions of dollars to Kyiv, and of the funding requests from Ukraine’s President Volodymyr Zelensky.

“It never stops”, he told the Michigan crowd.

Asked in a town hall with Fox News whether he would remain committed to NATO during a second term, he replied: “Depends if they treat us properly.”

Tariffs v. tax cuts

Trump envisages tariffs of “more than 10 percent” on all imports.

US companies — and eventually their customers — pay for import tariffs, not the companies exporting the goods.

Trump insists that the revenue collected will finance a “middle class, upper class, lower class, business class big tax cut.”

Having waged a fierce trade war with China during his first term, he also plans to revoke the Asian giant’s “most favored nation” status, granted to promote trade.

Trump claims he will “stop inflation by stopping the invasion,” arguing that his immigration crackdown will reduce housing costs and other expenses.

Abortion ambiguity

Trump never misses an opportunity to point out that it is partly thanks to him — and his three conservative Supreme Court appointments — that abortion rights have been considerably weakened in the United States.

But he is more ambiguous about the future of access to reproductive health care.

Insisting it should be an issue for the individual states, the Republican has balked at pushing a nationwide abortion ban, a commitment that would win him support from the religious right.

“You must follow your heart on this issue but remember, you must also win elections,” he said in April.

‘Drill, baby, drill!’

Trump slammed the door on the 2015 Paris climate accords during his first term.

If reelected, he said at a rally earlier this month, he “will stop Biden’s wasteful spending and rapidly terminate the green new scam” — a reference to the funding committed by his successor to mitigating climate change.

“I will repeal crooked Joe Biden’s insane electric vehicle mandate and we will ‘drill, baby, drill,'” Trump told supporters in Wisconsin, using an old Republican slogan.

“Energy costs will come down very quickly,” he vowed. “In many cases we’ll be cutting your energy costs in half.”

Going after Biden

Trump, who was convicted in May of felony business fraud and faces three further indictments, has baselessly and repeatedly claimed his various prosecutions are a political witch hunt by Democrats.

The Republican has pledged to “appoint a real special ‘prosecutor’ to go after the most corrupt president in the history of the USA, Joe Biden.”

No investigation has produced evidence of any wrongdoing by Biden.

He also said he was “absolutely” ready to pardon all the Trump supporters convicted of storming the US Capitol in Washington to prevent Congress from certifying the Republican’s 2020 presidential election defeat to Biden.

Every Indian citizens aged above 70 years will be provided free treatment under the Ayushman Bharat health insurance scheme, President Droupadi Murmu said today.

The opening of 25,000 Jan Aushadhi Kendras in the country is also progressing at a fast pace, she said while addressing the joint sitting of Parliament.

Under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), free health services are being provided to 55 crore beneficiaries, President Murmu said.

“Further, the Government is going to take yet another decision in this area. Now every elderly person above 70 years of age will also be covered and get the benefit of free treatment under Ayushman Bharat Yojana,” the President said.

The AB-PMJAY, the largest publicly funded health insurance scheme in the world, aims to provide health cover of Rs 5 lakh per family per year for secondary and tertiary care hospitalisation to 12 crore families.

Hospital Empanelment and Management (HEM) guidelines for empanelment of hospitals under AB-PMJAY mandates the State Health Agencies (SHAs) with the responsibility of empanelling hospitals under the scheme.

Former England captain Paul Collingwood believes the Jos Buttler-led side will play four spinners against India in the second semifinal of the T20 World Cup in Guyana on Thursday. The veteran cricketer said Adil Rashid is a “golden nugget” for England and will pose a challenge against Indian batters on a spin-friendly pitch at Providence Stadium amid the prediction of rain in the encounter. “He is a golden nugget for the England cricket team. He comes on naturally in the sixth over, I think the one thing about Rashid is, that his wrong’uns seem to be so difficult to pick. And he’s got real good deception. Now in T20 cricket, deception is key. Whether it’s slower balls or being able to turn the ball both ways. And he is looking really comfortable at the moment.”

“Indian batsmen generally play spin very well, but I think Adil Rashid, the way that he is bowling at the moment, we just have to wait and see what the conditions are like. There’s a chance that England could actually go with four spinners themselves,” Collingwood said during the Star Sports Press Room.

“Obviously, Moeen Ali and Liam Livingstone, who is actually an all-rounder who can bowl leg-spin and off-spin. And you never know, if the wickets are so dry, you can go with Will Jacks as well. So, plenty of options, but I think Adil Rashid is on top of his game, and this is the beauty of the World Cup. You’re gonna have a leg spinner now at the top of his game, confident, up against some of the best batters in the world. And that’s why it’s gonna be such a good spectacle, and we’re all down to see it,” he added.

On the other hand, former Australia spinner Brad Hogg said India would not bring Yuzvendra Chahal in the playing 11 and will stick to Ravindra Jadeja, Axar Patel and Kuldeep Yadav in the spin department.

“It’s a day game, so the wicket might be a little bit dry. But this is the good thing about the Indian squad—they’ve got depth in spin. They knew that when they got to the West Indies, they were going to play more spin than pace. But they’ve still got Siraj there that they can bring in, and they’ve got Hardik Pandya, so they’ve got more pace options if they want up their sleeve. Will they bring in Chahal? I wouldn’t bring in Chahal right now. I’d stick with Jadeja. You’ve got to stick with the playing XI that you’re going with,” Hogg said.

He added that Kuldeep and Axar will be crucial against left-handers while Jadeja would be a better option than Chahal if it’s not turning.

“I love the thought of the question, though. Chahal against England would be okay. But there are a couple of left-handers in the batting lineup for England as well, which could do a little bit of damage. Kuldeep Yadav has been bowling exceptionally well, and Axar Patel has been going well. Jadeja hasn’t been that flash, but he gives you so much in the field, as well as with the bat. And he’s a player that, in the right conditions, he can also lift with the ball. If it’s not turning and if it suits pace, I reckon Jadeja is a better option than Chahal as well. So, I’d stick with Jadeja,” Hogg added.

Chinese Artificial Intelligence (AI) companies are moving swiftly to attract users of OpenAI’s technology, following reports the US firm plans to restrict access in China and other countries to its application programming interface (API), a platform that allows developers of other products to integrate its AI models.

ChatGPT maker OpenAI is planning to block access to technology used to build AI products for entities in China and some other countries, Chinese state-owned newspaper Securities Times reported on Tuesday.

ChatGPT is not available in mainland China but many Chinese startups have been able to access OpenAI’s API platform and use it to build their own applications, the Securities Times said.

“We are taking additional steps to block API traffic from regions where we do not support access to OpenAI’s services,” an OpenAI spokesperson said in a statement to Reuters.

Since late Monday, Chinese users of the platform have received emails warning they are in a “region that OpenAI does not currently support” and that additional measures to block API traffic from unsupported regions would be taken starting July 9.

In response, Baidu, China’s leading AI developer, said it would launch an “inclusive program” offering new users free migration to its Ernie platform.

For OpenAI users, Baidu will provide additional Ernie 3.5 flagship model tokens, matching the scale of their OpenAI usage, Baidu’s cloud unit said in a statement. Tokens are units of text processed by AI models.

Alibaba Cloud also joined in, offering free tokens and migration services for OpenAI API users through its AI platform. The company’s Qwen-plus model is priced significantly lower than GPT-4, according to Alibaba.

Zhipu AI, another major player in China’s AI sector, announced a “Special Migration Program” for OpenAI API users.

“Our GLM model fully benchmarks against OpenAI’s product ecosystem,” Zhipu AI said in a statement to developers seen by Reuters. “With our entirely self-developed technology, we ensure security and controllability.”

Numerous Chinese companies have released chatbots powered by their own AI models over the past year.
