Despite heading a minority government, Narasimha Rao’s handling of foreign policy tells us a lot about his political acumen

Although PV Narasimha Rao is widely recognised as a major political force behind the introduction of economic reforms in India, his instrumental role in shaping the foreign policy after the end of the Cold War and navigating India on the path of “multi-alignment” is also of paramount significance. When he took over as the Prime Minister in June 1991, global politics was undergoing a major churning. With the dissolution of the Soviet Union, India not only lost a major defence supplier but also a long-standing and time-tested strategic partner. In the aftermath of the Cold War, the United States of America emerged as the sole superpower. Simultaneously, the Indian economy was in shambles due to the balance of payments crisis owing to the failure of its economic model.


These systemic changes also included globalisation, dilution of ideological component and bipolarity, Gulf war, weakening of Non-Aligned Movement (NAM) and domestic compulsions such as crumbling economy. These compelled India to reorient its foreign policy towards major nations by shedding the inhibitions of the past. By adopting a pragmatic approach in his response to the changing international political scenario, PV Narasimha Rao, played a very important role in cosying up to several countries such as the US, Japan and Israel, although some of his decisions were criticised internally by his party members only.

Policy towards West Asia

For instance, his decision to upgrade diplomatic relations with Israel in January 1992 was criticised by Arjun Singh and Mani Shankar Aiyar because until then India was closely inclined towards Palestine and embarked upon a policy towards West Asia largely through its dependence on remittances and oil from Arab states. Although India recognised Israel in September 1950, it did not upgrade diplomatic ties with Israel until 1992. In a departure from the past voting patterns, for the first time, India voted along with the US in the 1991 United Nations resolution to revoke the designation of Zionism as “a form of racism and racial discrimination.”

In the same year, he convinced Yasser Arafat when he visited India over India’s formal upgradation of diplomatic ties with Israel. Simultaneously, Iraq’s invasion of Kuwait also weakened the Palestinian cause in the late 1980s and the early 1990s altered the diplomacy between New Delhi and West Asia. Rao displayed a deft balancing act in dealing with Israel and Palestine in the most challenging times and fostered ties with the Jewish state prior to his US sojourn. Apart from upgrading ties with Israel, he also engaged with Iran in 1993 to counter Pakistan as the Kashmir dispute was simmering between New Delhi and Islamabad.

Look East Policy

Owing to the domestic economic compulsions, and the impressive economic strides by some of the Southeast Asian nations famously called the “Asian Tigers”, which attracted foreign investment by following the export-led growth model, Rao was encouraged to cultivate closer economic relations with the Southeast Asia nations. It is in this context that Rao launched the ‘Look East’ policy in the early 1990s to economically integrate the Southeast Asian region with India.

After opening up the economy, South Asia, the immediate neighbourhood of India, showed little prospects for economic engagement. Whereas Rao believed that cooperation with Southeast Asian countries could help India improve its domestic economic growth by bringing in best practices and technology.

Eventually, in 1992, India became a sectoral dialogue partner and by 1996, it became a full dialogue partner and member of the ASEAN Regional Forum.

Initially, the Look East policy was conceived to integrate and improve the strategic importance of Southeast Asia within the foreign policy calculus of India but finally, it evolved including East Asian countries such as Japan and South Korea.

This policy withstood the politics and got institutionalised to a great extent that it was reformulated into the “Act East” policy under Prime Minister Narendra Modi. The policy expanded beyond its initial emphasis on economic integration to encompass increased security cooperation and political interaction by enlarging its geographical extent from Southeast Asia to include East Asia and the emerging Indo-Pacific.

Nuclear Question

On the nuclear front, as a continuity of India’s nuclear programme started by Indira Gandhi in her tenure as the Prime Minister, Rao played a crucial role in taking it forward. In 1985, Narasimha Rao in his capacity as Defence Minister in Rajiv Gandhi’s cabinet was a major stakeholder in shaping it. In the subsequent years, as Prime Minister, he prioritised it and made the necessary equipment ready to carry it forward. After the demise of Rao in December 2004, Atal Bihari Vajpayee credited Narasimha Rao and called him the ‘true father’ of the nuclear programme. Rao exhibited remarkable non-partisanship and refrained from staking credit for his efforts in India’s nuclear tests in 1998.

The fact that PV Narasimha Rao conducted such a wide-ranging foreign policy by heading a minority government tells us a lot about his political acumen and leadership abilities. Both systemic and domestic factors posed serious challenges to the survival of India but Rao adeptly navigated the complex political landscape he inherited and steered India through it. Bharat Ratna was long overdue for such a leader and the current political dispensation rightly acknowledged the contributions of Narasimha Rao by transcending political considerations.

The courses that are being offered by include Basic Automotive Servicing, Electrician (domestic), mobile phone repair and electronic mechanic, DTP and Print publishing Assistant etc.

Hyderabad: Swamy Ramananda Tirtha Rural Institute (SRTRI) , Jalalpur, Yadadri Bhuvangiri, under Panchayat Raj and Rural Development department, is inviting applications from unemployed rural youth (both men and women) interested in pursuing short-term professional training programs for free of cost.

IPL 2024: Sunil Narine Shines As Dominant KKR Crush DC By 106 Runs

Sunil Narine smashed 85 to lead Kolkata Knight Riders to the second-best ever IPL total of 272-7 in a crushing 106-run victory over Delhi Capitals on Wednesday. The mammoth score came just a week after Sunrisers Hyderabad posted the highest ever innings total of 277-3. Kolkata, IPL champions in 2012 and 2014, remain unbeaten from three matches this season after they bowled out Delhi for 166 in 17.2 overs to top the 10-team table. Delhi skipper Rishabh Pant made 55 off 25 balls, his second successive fifty, and Tristan Stubbs hit 54 but the rest of the batting flopped.

The venue was Delhi’s adopted home ground due to the upcoming general elections in India but Narine and Kolkata made it their own.

Narine tore into the Delhi attack as he hit seven fours and seven sixes in his 39-ball blitz for his highest T20 score in his 501st match.

Narine, 35, smashed Delhi seamer Ishant Sharma for 26 runs in an over as he raised his fifty in 21 balls and put on 104 runs with teenage debutant Angkrish Raghuvanshi, who hit 54.

There was no respite for the bowlers as Narine’s departure off Mitchell Marsh in the 13th over brought in Andre Russell for another punishing knock.

Russell smashed 41 off 19 balls and then Rinku Singh threatened to help KKR surpass Hyderabad’s record total with his eight-ball 26.

South African quick Anrich Nortje sent back Rinku at the end of the 19th over and Ishant bowled Russell with a toe-crushing yorker at the start of the 20th as Kolkata fell just short of the record.

The innings featured 18 sixes and 22 fours.

Delhi were never in the chase after they lost four wickets, including Marsh out for a duck off fellow Australian Mitchell Starc, inside five overs.

It was the first wicket of the season for left-arm quick Starc, who became the most expensive buy in IPL history after Kolkata shelled out $2.98 million for him in the auction.

Starc also bowled David Warner for 18.

Pant and Stubbs put on 93 runs for the fifth wicket before both fell to spinner Varun Chakravarthy, who took three wickets.

Medium-pacer and impact substitute Vaibhav Arora also claimed three wickets. Narine returned figures of 1-29 with his off-spin.

Kamareddy: In a bizarre incident, a temple staffer, who was allegedly trying to steal cash from the temple hundi, got his hand stuck in the hundi in Rameswarapalli village of Bhiknoor Mandal of the district on Tuesday night.

According to reports, Suresh, who works in the Masupalli Pochamma temple, entered the temple in the night and tried to steal money from the hundi by breaking it from the top from where devotees put cash. However, as soon as he tried to remove cash from the hundi his hand got stuck and he had to spend the entire night standing in that position. In the morning, when the priest and other staff opened the temple, they found Suresh standing near the hundi.


They immediately informed the police and broke the hundi with the help of a cutter and freed him. The police have registered a case and investigation is on.

Israel’s response to killing aid workers ‘insufficient'

On Monday, Israeli forces conducted a fatal strike on a clearly identified convoy of international aid workers in Gaza. It was a convoy of the charity World Central Kitchen (WCK). Three British nationals, an Australian, a Polish national, an American-Canadian dual citizen and a Palestinian were killed. The attack drew international condemnations and mounted calls for an urgent investigation.

Israeli Prime Minister Benjamin Netanyahu admitted that the occupation forces had killed the humanitarian workers, claiming that Israeli forces had “unintentionally harmed non-combatants” and that “It happens in wartime.”

Francesca Albanese, the UN Special Rapporteur on the human rights situation in the occupied West Bank and Gaza, said on Tuesday that the Israeli military had “intentionally killed” the WCK aid workers.

Late last month, Albanese revealed she had received threats throughout her mandate of compiling a report about Israel’s genocide in the besieged Gaza Strip.

As Netanyahu claimed the strike on the WCK was “unintentional” and Israel’s ambassador to Poland Yacov Livne said Poland was “accusing Israel of intentional murder,” Polish Prime Minister Donald Tusk said the appalling attack and Netanyahu’s response caused “understandable anger.”

“The tragic attack on volunteers and your (Netanyahu’s) reaction arouse understandable anger,” Tusk wrote on X on Wednesday.

Meanwhile, Poland’s Deputy Foreign Minister Andrzej Szejna said he had summoned Livne to discuss the death of the Polish aid worker, Damian Sobol, who was killed in the Israeli strike.

“I want to talk to the ambassador about the new situation in Polish-Israeli relations and about the moral, political and financial responsibility for the event that recently took place in the Gaza Strip”, Szejna told the Polish state news agency PAP.

A dominant Kolkata Knight Riders produced a brilliant bowling effort after their batters’ sensational display of power-hitting as they thrashed a lacklustre Delhi Capitals by 106 runs and moved to the top of the IPL table in Visakhapatnam on Wednesday. Sunil Narine showcased his batting prowess with a blistering 85 while teenager Angkrish Raghuvanshi (54 off 27) impressed with a fluent fifty on his IPL batting debut as KKR posted an imposing 272/7, five runs short of the highest total in the tournament’s history. The Capitals never looked like they were in the game be it with the ball or the bat. They crumbled under the pressure of the mammoth total.

Skipper Rishabh Pant (55) scored his second consecutive half century while Tristan Stubbs (54) too hit a fifty but it was in a lost cause as DC folded for 166 in 17.2 overs to suffer their third loss of the season.

KKR taking the top spot meant that Rajasthan Royals slipped to the second position. Meanwhile, DC too lost two spots to go to the ninth spot. Punjab Kings rose to the 7th position while Royal Challengers Bengaluru moved to 8th.

Continuing his explosive run, Narine punished all Delhi bowlers alike, sending the ball over the boundary rope seven times. He also hit seven fours in his 39-ball stay. The Capitals were guilty of dropping him on 53 and Narine made his opponents suffer as he notched his highest-ever score in T20 cricket.

Raghuvanshi (54 off 27 balls), who didn’t get to bat in his first IPL match against Royal Challengers Bengaluru, also fired on all cylinders, complementing Narine as the pair shared an explosive 104-run stand off 48 balls.

With Andre Russell (41 off 19 balls) and Rinku Singh (26 off 8 balls) also getting the big hits, batting looked like a child’s play for KKR.

With the ball, pacer Vaibhav Arora and KKR’s record buy Australian fast bowler Mitchel Starc deflated the chase in the powerplay itself, as they got rid of Delhi’s top four of Prithvi Shaw (10), Mitchell Marsh (0), Abhishek Porel (0) and David Warner (18).

Narine hit his first of many boundaries when he creamed a short ball by Khaleel Ahmed to deep point.

The West Indian took a special liking for veteran pacer Ishant Sharma, collecting 26 runs from the fourth over that included three sixes and two fours, giving a glimpse of what was to come.

At the other end Phil Salt hit a few before he was dropped by David Warner, but the Englishman couldn’t make use of the reprieve, getting out in the very next ball to bring Raghuvanshi to the middle.

The 18-year-old hit his very first ball of the IPL for a boundary and that was followed by another four.

KKR continued to hit boundaries aplenty, amassing 88 runs in the powerplay as DC bowlers struggled to find ways to stop them.

DC seemed to make inroads by dismissing Narine and Raghuvanshi in consecutive overs but Russell had other plans.

The DC bowlers were guilty of feeding the all-rounder with full tosses which he dispatched to the boundary with ease.

8 Missing After Cargo Ship Collides With Boat Near China's Hainan Island: Report

A collision Wednesday between a cargo ship and a fishing boat near the southern Chinese island of Hainan has left eight people missing, state media reported, as search efforts continued.

The SITC Danang container ship, which sails under a Panamanian flag, collided with a fishing vessel around 15 minutes after midnight (1615 GMT), state broadcaster CCTV reported.

The impact caused the fishing vessel to sink, and eight people aboard fell into the water, the report said.

As of CCTV’s report at just after 8:00 pm, none of the missing people had been found, and search and rescue efforts are still underway.

After receiving notice of the incident, Hainan emergency response personnel dispatched military and police search teams to the site — as of 5:30 pm, 21 ships and five aircraft were at the scene, CCTV said.

An image published by the broadcaster showed a bright orange emergency life raft floating on the area of sea where the collision happened, though no people were visible.

“The cause of the the accident is under investigation,” added CCTV.

The collision occurred about 40 kilometres (25 miles) from the town of Yinggehai on the the far southwest coast of Hainan, according to the report.

Aims to provide information on career options

Hyderabad: In a move aimed at empowering government school students with authentic information related to various career options, streams to choose from, and entrance exams to appear, a group of professional career counselling experts will now be just a call away. Taking a step towards democratising the concept of career guidance, the School Education Department has rolled out a career guidance helpline for students of the government schools in the State.

The helpline is aimed at aiding students, particularly those studying in Class X and XII in rural areas to make informed decisions about their career. Called as Samagra Shiksha career guidance helpline 1800 425 2428, students can seek information such as different career options based on their area of interest, courses available after Class X and XII, entrance examinations, admission notifications, and counselling process, avenues for free education, scholarships, hostels, higher educational institutions and universities, etc for free of cost.


Keeping in view of students from rural areas, the information has been made available for students in Telugu and English.

The helpline launched in partnership with the United Nations International Children’s Emergency Fund (UNICEF) India and Nirman Organisation is for students of Class IX to XII studying in government, local body, Kasturba Gandhi Balika Vidyalayas, Telangana Residential Educational Institutions Society schools and Telangana State Model Schools. The helpline will be operational from Monday to Saturday from 9 am to 6 pm.

Time running out to prevent Israeli atrocities in Gaza: Rights groups

A group of international aid organizations have warned that time is running out for action to protect civilians and prevent further atrocities in the city of Rafah and elsewhere across the Gaza Strip.

A joint statement signed by 13 human rights groups, including Save the Children and Oxfam International, said states must act urgently to prevent Israeli crimes in the besieged Palestinian territory.

It has been a “week since the UN Security Council passed a resolution demanding an immediate ceasefire, and days since the International Court of Justice issued additional provisional measures in South Africa’s genocide case against Israel,” the statement read.

Israel has made clear its intention to expand military operations in Rafah irrespective of the UN Security Council’s legally binding resolution demanding an immediate ceasefire.

“There is no feasible evacuation plan or conditions that would protect civilians if a ground incursion moves forward,” the groups said.

“There is nowhere safe for people to go in Gaza. Israeli forces have repeatedly attacked areas they previously prescribed as ‘safe’.”

Human rights organizations have repeatedly warned that the planned Israeli ground incursion into Rafah promises to decimate life and life-saving assistance for the civilians who are now in the direct line of fire.

Israel’s bombardment of the Gaza Strip since early October has damaged or destroyed more than 60 percent of housing units and annihilated much of the infrastructure in northern and central Gaza.
