Flooding, Heavy Rain Briefly Halt Operations At Dubai International Airport

Schools were shut across the UAE and were expected to remain closed on Wednesday.

Dubai:

Torrential rain flooded roads, homes and malls and briefly halted operations at Dubai’s airport as storms lashed the Gulf on Tuesday, after leaving at least 18 dead in Oman.

Dubai, the Middle East’s financial centre, was paralysed by the heavy storms that caused widespread flooding around the United Arab Emirates and Bahrain.

Flagship shopping centres Dubai Mall and Mall of the Emirates both suffered flooding and water was ankle-deep at at least one Dubai Metro station.

Roads and residential communities also suffered heavy flooding in scenes repeated around the oil-rich Emirates, a desert country where rain is an unusual event.

Schools were shut across the UAE and were expected to remain closed on Wednesday, when further storms, including hail, are forecast.

Dubai airport, the world’s busiest international hub measured by passenger traffic, suspended operations for 25 minutes and cancelled more than 50 flights.

Unconfirmed images on social media showed planes taxiing across an apron flooded with deep standing water.

“Due to the intense storm, operations were temporarily suspended for 25 minutes this afternoon, but have since recommenced, and are now in recovery mode,” a Dubai Airports spokesperson said.

The Asian Champions League football semi-final between the UAE’s Al Ain and Saudi side Al Hilal, due to be hosted in Al Ain, was postponed for 24 hours because of the weather.

Some inland areas of the UAE recorded more than 80 millimetres (3.2 inches) of rain over the 24 hours to 8:00 am, approaching the annual average of about 100mm.

The weather board “urged residents to take all the precautions… and to stay away from areas of flooding and water accumulation” in a post on X, formerly Twitter.

Both the Emirati and Omani governments have previously warned that climate change is likely to lead to more flooding.

Individual weather events are often difficult to link to climate change, but scientists say that it increases both the likelihood and strength of extreme weather events.

Bahrain was also hit by heavy rain and flooding after being pummelled by thunder and lightning overnight.

“I like to play in the rain, but for the first time it scares me,” said nine-year-old Ali Hassan, as he helped his mother clear water from outside their house in Manama.

“I was terrified by the sound of thunder and the sky was lit by lightning. I had never seen anything like this, so I hid with my mother… the sound of rain scared me.”

The storms descended on the UAE, Bahrain and areas of Qatar after passing over Oman, where they caused deadly floods and left dozens stranded.

A child’s body was recovered on Tuesday, bringing the death count to 18 with two people missing, emergency authorities told the official Oman News Agency.

Nine schoolchildren and three adults died when their vehicles were swept away in flash floods, the news agency reported on Sunday.

New Delhi:

The Election Commission (EC) on Tuesday listed actions taken by the poll body since the enforcement of the Model Code of Conduct (MCC) from March 16, 2024, with the announcement of the general elections to the Lok Sabha.

The EC shared that among the total complaints, 51 were from the Bharatiya Janata Party, out of which action was taken in 38 cases; 59 were from the Congress, out of which action was taken in 51 cases.

The complaints received from other parties were 90, out of which action has been taken in 80 cases.

The EC listed out some “exemplary decisions” that they took during the last one month of the Model Code of Conduct to maintain level playing field among the political parties.

The poll body said that they have taken a firm stand to uphold the dignity and honour of women by issuing notices to the leaders of parties who made derogatory and offensive remarks against women.

The EC said that they have held party presidents accountable for party leaders and campaigners’ disrespectful and derogatory comments and the level of response has also been raised.

The poll body has not interfered in matters that could overlap or overrun the legal judicial process, it said. The EC has also cracked down on anonymous hoardings by plugging loopholes in legal provisions.

The poll body has taken legal action against the Dravida Munnetra Kazhagam (DMK) minister for derogatory remarks against the Prime Minister.

The EC has given directions to the Central Board of Direct Taxes for verification of any mismatch in asset declarations by Union Minister Rajeev Chandrasekharan in his affidavit.

The poll body said that all political parties have been treated fairly, time was given to all even at short notice and their grievances were patiently heard. 16 delegations from seven political parties met with the Commission, the EC said, adding that many delegations met in the States at the level of the Chief Electoral Officer.

The EC has issued strict directions to prevent the misuse of government platforms for the advantage of the ruling party. It has also given directions to the Ministry of Electronics and Information Technology to stop the transmission of the Viksit Bharat message.

It has taken note of avoiding permission for the Prime Minister’s interview with Bill Gates on a public broadcaster.

The EC has issued directions to the cabinet secretary for compliance with instructions issued by them on the removal of defacement from government or public premises. It has also cleaned up Chief Minister’s offices in six states by removing principal secretaries.

To ensure that no gaps are left to ensure a level playing field between political parties, the EC ordered the suo motu removal of the West Bengal Director General of Police.

The EC also ordered the transfer of officials who were close relatives of elected political representatives in the states. It has also ordered the suo moto transfer of non-cadre officers who were posted to leadership positions as District Magistrate (DM) and Superintendent of Police (SP).

The poll body has ensured substantial and critical enforcement of the Model Code of Conduct (MCC) at the field level through the effective use of the Commissions Vigil App for MCC enforcement.

Moreover, the administrative machinery, including all District Magistrates (DM), Collectors or District Electoral Officers (DEO) and Superintendent of Police, was specifically and directly sensitised by the Commission to enforce the model code without any compromise whatsoever. Chief Election Commissioner Rajiv Kumar had personally trained all over 800 DMS or DEOs in 10 batches at the India International Institute of Democracy and Election Management (IIIDEM) in Delhi.

The poll body also shared that it received approximately 200 complaints filed by various political parties and candidates at the level of the Election Commission of India and across states. Of these, action has been taken in 169 cases, it said.

Hyderabad: Forest officials booked a case against two offenders for hunting a wild boar through electrocution, besides cooking and consuming the meat at Ootla village of Gudur section.

On Saturday, the Forest Range Officer and staff of Gudur range detected a steel binding wire weighing around 15 kg that was laid and connected to a electric line in the Ootla north beat of Gudur section. Upon further investigation, it was found that two persons, including Lavudya Krishna and Sabavathu Danjya, both residents of Ootla, Mahabubabad had committed the offence.

After being apprehended, the accused confessed to the offence. They hunted one Wild Pig (Sus scrofa) through electrocution, besides cooking and consuming the meat. They were arrested on Monday and a case was registered under the Wildlife (Protection) Act by Ootla North Forest Beat Officer Ch. Sumalatha.

Special instructions have been issued to the field staff to continue the Catch the Trap drive and intensify search and screening for snares or traps while inspecting natural water sources and filling artificial water sources. This had helped a lot to apprehend culprits wherever any offences were being committed. This was also aiding in deterring the local people from resorting to hunting, said Chief Wildlife Warden MC Pargaein.

"In Favour Of Expansion Of UN Security Council Membership…": India

'In Favour Of Expansion Of UN Security Council Membership...': India

Ruchira Kamboj underlined the need for a reformed Security Council. (File)

United Nations:

India has underscored the need for a reformed UN Security Council that better reflects the geographical and developmental diversity of the United Nations today, emphasising that the majority of the world body’s membership supports calls for expanding permanent seats in the powerful organ.

India has been at the forefront, especially leading the Global South, demanding reforms in the United Nations and seeking a place as a permanent member of the 15-member UN Security Council.

“India is in favour of expansion of UN Security Council membership in both the permanent and non-permanent categories, as this is the only way to achieve genuine reform of the Security Council and make it legitimate, representative, responsive and effective,” India’s Permanent Representative to the UN Ambassador Ruchira Kamboj said Monday.

Addressing the Inter-Governmental Negotiations (IGN) meeting on Security Council Reform on Co-Chairs Elements Paper, Ruchira Kamboj underlined the need for “a reformed Security Council that better reflects the geographical and developmental diversity of the United Nations today.

“A Security Council where voices of developing countries and unrepresented regions, including Africa, Latin America and the vast majority of Asia and Pacific, also find their due place at the horseshoe table. And for this, an expansion of the Council in both categories of membership is absolutely essential.” The current UNSC comprises five permanent members (the US, the UK, China, France and Russia) and 10 non-permanent members. She noted that some member states keep pushing the argument that expansion in the permanent categories of the UNSC would be ‘undemocratic’.

“We fail to understand how something that is clearly being called for by the majority of the membership would be ‘undemocratic’. We cannot continue to be hostage to a minority in the IGN,” she said, in an apparent reference to countries like Pakistan, which has been opposing the expansion in permanent categories of the UNSC.

Ruchira Kamboj noted that expansion in the permanent categories is a position supported by the majority of Member States. “This fact is on record,” she said as she cited the 2015 Framework Document, on the issue of “Categories of Membership”. A total of 113 Member States, out of 122 who submitted their positions in the Framework Document, supported expansion in both of the existing categories specified in the Charter.

“This means that more than 90 percent of the written submissions in the document were in favour of expansion in both categories of membership specified in the Charter. On the contrary, longer-term non-permanent seats which was an idea mooted during the inception of the UN, to only be discarded due to its ineffectiveness cannot be treated as a convergence, as it is only backed by a handful of member states,” she said.

The Uniting for Consensus (UfC) group that includes Pakistan and China is opposed to the creation of new permanent members in the Security Council. The UfC model entails a Security Council with 26 seats, with an increase only in the non-permanent, elected members.

It proposes creating nine new long-term seats with immediate re-election possibilities. Last month, India presented a detailed model on behalf of the G4 nations of Brazil, Germany, Japan and itself for Security Council reform. The G4 model proposes that the Security Council’s membership increase from the current 15 to 25-26, by adding six permanent and four or five non-permanent members.

She emphasised that at this stage in the reform process, Member States are not discussing which specific country would occupy the new permanent seats in an expanded and reformed Council. “We are simply discussing a possible framework for the creation of new permanent seats. The subsequent election of these new permanent members would obviously be by a vote of two-thirds of the members of the General Assembly, through a secret ballot, per the rules of procedure of the General Assembly,” she said.

Ruchira Kamboj said that the international community acknowledges the fact that the present structure of the Security Council is not reflective of contemporary realities and that there is an urgent need to reform it.

“Expanding only in the non-permanent category will not solve the problem – in fact it will widen the difference between permanent and non-permanent members even more, further entrenching a dispensation that is no longer relevant in the current geo-political context,” she said at the sixth round of the Intergovernmental Negotiations on Security Council reform.

Ruchira Kamboj stressed that it is important to capture the models’ discussion to initiate text-based negotiations within a fixed time frame. India called on the co-chairs of the IGN process to produce a ‘zero draft’ of a negotiating text based on the inputs received from Member States.

“We encourage the Co-Chairs not to get distracted by the arguments that call for consensus on all clusters before moving to text-based negotiations. This is a complete inversion of the process followed for all other UN negotiations,” Ruchira Kamboj said.

"Who Wants To Look At Amul Babies?" Himanta Sarma's Jibe At Priyanka Gandhi

'Who Wants To Look At Amul Babies?' Himanta Sarma's Jibe At Gandhis

Himanta Sarma was speaking to reporters on the sidelines of an election campaign in Majuli (File)

Majuli, Assam:

Hours after Congress leader Priyanka Gandhi Vadra led a roadshow in Assam’s Jorhat, Chief Minister Himanta Biswa Sarma claimed that an “insignificant” number of people attended it and that watching rhinos at the Kaziranga National Park would be “more beneficial”.

“I heard around 2,000-3,000 people gathered (at Priyanka Vadra’s roadshow). It was not significant. Who will come to see Priyanka Gandhi? People will rather visit Kaziranga and watch tigers, rhinos, and the time spent there will be more useful,” he said.

The senior BJP leader was speaking to reporters on the sidelines of an election campaign in Majuli.

Members of the Gandhi family are only fit for advertising campaigns, he claimed.

“What’s the benefit of seeing the Gandhi family? They look fit for the Amul campaign, so they are Amul babies. It’s more beneficial to watch rhinos at Kaziranga than catching a glimpse of Amul babies,” he said.

Leading a massive 2-km long roadshow in support of Congress candidate Gaurav Gogoi earlier in the day, Ms Vadra said the daily wages of tea garden workers will be hiked if the INDIA bloc wins the upcoming Lok Sabha elections.

Asked about Gaurav Gogoi’s poll prospects, Mr Sarma said, “Some people want to say that Gaurav Gogoi was an active parliamentarian. I challenge anyone who can show me a single word spoken by him for the Kaliabor constituency. Has he spoken a single word for Jorhat, Majuli?”

Mr Gogoi is a sitting Congress MP from Kaliabor, which was rechristened Kaziranga after delimitation last year. This time he is contesting from Jorhat and looking for a third consecutive term in Lok Sabha.

“We don’t need an active parliamentarian to shout ‘Rahul Gandhi zindabad‘. We need a parliamentarian who can speak for Assam’s problems. Gaurav is a spokesperson of the Gandhi family. He has not spoken a single word for the people of Assam,” Mr Sarma said.

The Chief Minister said that he is inspired if someone speaks for Assam inside Parliament since that helps expediting any pending work.

“He (Gaurav Gogoi) only speaks about Manipur in Parliament. Is he a son-in-law or grandchild of Manipur? Why does he speak about Manipur day and night? And some people here are enthused that he spoke a lot in Parliament. Assam remained backward for such statements,” the Chief Minister asserted.

Defeat of Congress will be eye-opener for Revanth Reddy Govt, says Harish Rao

Defeat of Congress will be eye-opener for Revanth Reddy Govt, says Harish Rao

Sangareddy: Former Minister T Harish Rao said the defeat of the Congress in the Lok Sabha elections would be an eye-opener for them for not keeping the promises made during the Assembly election campaign.

Addressing the BRS public meeting at Sulthanpur in Andole mandal on Tuesday, Harish Rao said the Congress government would not keep the promises if they vote for them again. The people need to realise that a defeat in Lok Sabha elections will not dethrone the State government except for teaching the Congress a lesson.

Stating that the Congress government was filing cases against Opposition party leaders when they were questioning them on their failures, he said Chief Minister A Revanth Reddy had discontinued many schemes that the previous BRS government introduced during the last 10 years. The Congress and BJP had acted against the interests of farmers, he said, calling upon the voters of Zaheerabad and Medak Lok Sabha constituencies to vote for BRS candidates.

Harish Rao also played videos of Revanth Reddy’s promises in front of the huge gathering to explain how the Congress government had failed to keep its promises.
