A top official at India’s National Disaster Management Authority has been appointed by United Nations Secretary-General Antonio Guterres as his special representative for disaster risk reduction.

Kamal Kishore (55) has been appointed as assistant secretary-general and special representative of the secretary-general for disaster risk reduction, United Nations Office for Disaster Risk Reduction (UNDRR), said Stéphane Dujarric, the secretary-general’s spokesperson, at the daily press briefing on Wednesday.

Kishore, in his current position at the National Disaster Management Authority (NDMA), holds the rank of secretary to the government of India. He succeeds Mami Mizutori of Japan at UNDRR.

As part of India’s G20 presidency, Kishore led the G20 Working Group on Disaster Risk Reduction. He also contributed to the development of the Coalition for Disaster Resilient Infrastructure, launched by Prime Minister Narendra Modi at the Climate Action Summit in 2019.

Kishore “brings to the position nearly three decades of experience in disaster risk reduction, climate action and sustainable development at the global, regional, national and local levels, having worked in government, the United Nations (UN) and civil society organisations”, Dujarric said.

Before joining the NDMA, Kishore spent nearly 13 years with the United Nations Development Programme (UNDP) in Geneva, New Delhi and New York. During this time, he led global advocacy to integrate disaster resilience concerns in the Sustainable Development Goals and a global team of disaster risk reduction advisors to support UNDP-programme countries, a UN statement said.

As programme advisor, he also led the development of disaster and climate risk management related elements of the UNDP Strategic Plan (2014-17).

Prior to the UNDP, he served as director of information and research and manager of the Extreme Climate Events Programme, covering Indonesia, The Philippines and Vietnam at the Asian Disaster Preparedness Centre in Bangkok from 1996 to 2002, and as an architect at The Action Research Unit for Development from 1992 to 1994 in New Delhi, where he worked on post-earthquake reconstruction projects.

Intensive field experience with The Action Research Unit for Development, where work on post-disaster reconstruction and resettlement after two major disasters — the Uttarkashi and the Latur earthquakes in 1991 and 1993, respectively — allowed him to apply his professional skills as an architect.

According to his profile on the NDMA website, Kishore has worked on disaster risk reduction and recovery issues for more than 22 years at the local, national, regional and global levels.

As UNDP’s regional advisor for South and South-West Asia, he supported more than 10 countries on a range of public policy and institutional development issues, while also advising them on the use of appropriate risk reduction tools and methodologies, it said.

Kishore has supported post-disaster recovery through strategic advice, needs assessments, programme development, and coordination after major disasters in Bangladesh, India, Indonesia, Iran, Myanmar, Pakistan, The Philippines and Sri Lanka.

Kishore holds a Master of Science in Urban Planning, Land and Housing Development from the Asian Institute of Technology, Bangkok, Thailand, and a Bachelor of Architecture from the Indian Institute of Technology, Roorkee.

Geneva-headquartered UNDRR is the UN’s focal point for disaster risk reduction and coordinates the UN-wide implementation of the Sendai Framework, which was the first major agreement of the post-2015 development agenda and provides member states with concrete actions to protect development gains from the risk of disaster.

Arunachal Pradesh Chief Minister Pema Khandu and four other BJP candidates are set to get elected as MLAs unopposed as no other candidate has filed nomination from their assembly seats on the last day of filing papers on Wednesday.

Assembly elections in Arunachal Pradesh will be held along with Lok Sabha polls. Voting for the 60-member assembly and two Lok Sabha constituencies — Arunachal West and Arunachal East — will be held on April 19.

Fifteen candidates will also try their luck for the two Lok Sabha seats in the northeastern state. Scrutiny of nomination papers will be done on Thursday and the last date for withdrawal of candidature is March 30.

The counting of votes for the Assembly polls will take place on June 2, while the Lok Sabha election results will be declared on June 4.

“Single nomination paper has been filed in five assembly constituencies. We hope that a few more (seats) will be added by the last day of withdrawal,” Mr Khandu told PTI over the phone.

This will be Mr Khandu’s fourth tenure as MLA in which he won three times uncontested. He is contesting from the Mukto constituency in Tawang district.

Four other candidates who are set to win uncontested include Jikke Tako from Tali, Nyato Dukom from Taliha, Ratu Techi from Sagalee, and Mutchu Mithi from Roing as the Congress nominees and other candidates withdrew their candidatures on Wednesday.

The BJP has fielded candidates in all the 60 Assembly seats in Arunachal Pradesh while the opposition Congress nominated 34, and the National People’s Party has 29 candidates. The NCP and the Peoples’ Party of Arunachal (PPA) have nominated 17 and two candidates respectively for the assembly polls.

In the 2019 Assembly polls, the BJP won 41 seats. Later, seven MLAs from other parties joined the BJP. The BJP had also won both Lok Sabha seats in the 2019 elections.

The BJP formed its first elected government in Arunachal Pradesh in 2019, even though Chief Minister Khandu had formed a BJP government in 2016 after he, along with several MLAs, left the Congress and formed the People’s Party of Arunachal which joined hands with the BJP.

Union Minister Kiren Rijiju said Arunachal Pradesh leads in showing the mood of the nation.

“On the last day of the nomination filing for the Assembly election, BJP has secured 5 candidates elected unopposed led by CM @PemaKhanduBJP ji from 3-Mukto Assembly Constituency. 15. Sagalee Assembly Constituency: Shri Ratu Techi 20. Tali Assembly Constituency: Shri Jikke Tako 23. Taliha Assembly Constituency: Shri Nyato Dukom 43. Roing Assembly Constituency: Shri Mutchu Mithi,” he wrote on ‘X’.

Mr Rijiju said tremendous development in the state due to the blessings of Prime Minister Narendra Modi has generated so much support and blessings from the people.

An official said, “A total of 197 candidates have filed papers for the 60 assembly constituencies. Five BJP nominees, including Chief Minister Pema Khandu, may be elected unopposed as no other candidates filed nominations from their seat.”

After scrutiny of nomination papers on Thursday, the fate of the five BJP candidates would be clear, Joint Chief Electoral Officer Liken Koyu said.

Speaking on the parliamentary elections, he said eight candidates filed nominations for the Arunachal West Lok Sabha constituency. Union Earth Science Minister Kiren Rijiju and Arunachal Pradesh Congress Committee President Nabam Tuki are among those who submitted papers from the seat.

Arunachal East Lok Sabha constituency has seven nominations. The BJP has fielded sitting MP Tapir Gao, while the Congress has nominated Bosiram Siram from the eastern parliamentary seat.

New Delhi: In a decisive move towards upholding the principles of free, fair and transparent elections, the Election Commission of India (ECI) has issued orders for the removal of Home Secretaries in six states namely Gujarat, Uttar Pradesh, Bihar, Jharkhand, Himachal Pradesh and Uttarakhand.

Additionally, the Secretary of the General Administrative Department in Mizoram and Himachal Pradesh have also been removed.


The commission has directed all the State Governments to transfer the officers connected with election-related work, who have completed three years or are in their home districts.

Maharashtra had not complied with the directions in respect of few Municipal Commissioners and some Additional / Deputy Municipal Commissioners in Maharashtra.

While conveying displeasure to the Chief Secretary, the Commission directed transfer of BMC and the additional / Deputy commissioners with the direction to report by 6pm today.

The Chief Secretary was further directed to transfer all the similarly placed Municipal commissioners and Additional / Deputy Municipal Commissioners of other Corporations in Maharashtra.

This step comes as part of the Commission’s resolve and commitment to maintaining a level playing field and ensuring the integrity of the electoral process, which has been emphasised by CEC Rajiv Kumar time and again and recently during the Press Conference for announcement of Schedule for General Elections 2024.

The Commission meeting chaired by Shri Rajiv Kumar, comprising of Election Commissioners Shri Gyanesh Kumar and Shri Sukhbir Singh Sandhu was held on Monday at noon.

The officials who have been removed in these seven states were found to be holding dual charges in the office of Chief Minister in respective states which may potentially compromise or be seen to be compromising the impartiality and neutrality required during the electoral process, especially in matters relating to law and order, deployment of forces, etc.

Furthermore, the Election Commission has also taken the necessary action to remove the Director General of Police (DGP) of West Bengal. This decision was taken due to DGP being removed from any active election management related duty earlier, during 2016 Assembly Election in the state and in 2019 Lok Sabha Elections.

With this step, the Election Commission of India has shown its commitment to conducting free, fair, and transparent elections.
Through these measures, the Commission ensures that all stakeholders uphold the highest standards of integrity and impartiality, thereby safeguarding the level playing field in the entire electoral process.

Madrid: Star Indian shuttler PV Sindhu advanced to the second round of the Madrid Spain Masters with an emphatic straight-game victory over Canada’s Wen Yu Zhang.

The double Olympics medallist, seeking to clinch yet another title, demonstrated her prowess on the court as she humbled her opponent with a score of 21-16, 21-12 in a lope-sided encounter.


From the onset, Sindhu asserted her dominance, swiftly surging to a 4-1 lead in the first game. Despite Zhang’s brief resurgence to take a 7-5 lead, Sindhu remained undeterred, unleashing a barrage of winners to regain control. US Bridge Collapse: The Baltimore accident occured on Tuesday.

US President Joe Biden praised local authorities for their prompt action during the accident at Francis Scott Key Bridge in Baltimore, one of the nation’s busiest arteries that collapsed hours on Tuesday after being struck by a massive freight ship. He also made a special mention to the crew of the ship, all of whom were Indians.

“Personnel on board the ship were able to alert the Maryland Department of Transportation that they had lost control of their vessel, as you all know and have reported.  As a result, local authorities were able to close the bridge to traffic before the bridge was struck, which undoubtedly saved lives,” Biden said in his address.

“We’re incredibly grateful for the brave rescuers who immediately rushed to the scene,” the US President added.

On Tuesday, the Singapore-flagged container ship Dali, departing Baltimore with a full cargo en route to Sri Lanka, crashed into a concrete pier supporting the Francis Scott Key Bridge in Baltimore.

Within seconds almost the entire bridge collapsed and plunged into what officials said was roughly 50 feet of frigid water below.

Moments before, the ship issued a Mayday call warning that it had lost power — prompting authorities to scramble to shut down traffic to the bridge, potentially saving lives.

CCTV footage shows the ship going dark twice in the minutes before the crash. A puff of smoke can also be seen before the collision.

While all 22 crew were unharmed and accounted for, six repairmen on the bridge have been missing. They were part of a construction crew working on repairing potholes on the bridge when it collapsed around midnight.

Biden also announced that the federal government will pay the full cost to rebuild the bridge.

Asked why the federal government should pick the tab if the ship and its operator were potentially to blame, he said, “That could be but we’re not going to wait for that to happen. We’re going to pay for it to get the bridge rebuilt and opened.”

Authorities have closed the port “until further notice” and traffic is being diverted away from the bridge as the rescue effort continues.

The collapse is expected to have a severe impact on the region. Traffic around Baltimore will be affected by the loss of the bridge, while shipping could also see long delays thanks to the debris now choking the waterway.

Aam Aadmi Party (AAP) national convener Kejriwal was arrested by the Enforcement Directorate on March 21 in the Delhi excise policy-linked money laundering case and subsequently remanded to the agency’s custody till March 28 by a court here.

Speaking at the Times Now Summit, Mr Saxena said, “I can assure the people of Delhi that the government will not be run from jail.”
