The provincial armed constabulary (PAC) commando was posted at the Ram Janmabhoomi complex.

A provincial armed constabulary (PAC) commando was injured in an “accidental firing” while cleaning his weapon at his post in the Ram Janmabhoomi complex here on Tuesday evening, police said.

Platoon commander Ram Prasad (50) was rushed to the Ayodhya medical college, from which he was referred to KGMU Lucknow as his condition was said to be serious, they said.

The commando has been posted at the Ram Janmabhoomi complex in Ayodhya for about 6 months for security duty.

Inspector General of Police Pravin Kumar told PTI that the commando was injured while he was cleaning weapons at his post.

Dr Vinod Kumar Arya, emergency in-charge of the medical college in Ayodhya, said the bullet hit Ram Prasad on the left side of his chest.

Since his condition was serious, the commando had to be referred to KGMU in Lucknow, the doctor said.

Prasad is a resident of Achalpur village in Amethi district.

A major bridge in the US city of Baltimore collapsed Tuesday after a ship collided with it.

New York:

 The Indian Embassy in Washington condoled the “unfortunate accident” after a cargo ship lost power and rammed into a major bridge in Baltimore on Tuesday, destroying the span in a matter of seconds and plunging it into the river in a terrifying collapse that could disrupt a vital shipping port for months. Six people were missing.

The ship’s crew —  all Indian, 22 in total — issued a mayday call moments before the crash took down the Francis Scott Key Bridge, enabling authorities to limit vehicle traffic on the span, Maryland’s governor said.

Owners and managers of the Singapore-flagged container ship “Dali” report that the vessel collided with one of the pillars of the Francis Scott Key Bridge, Baltimore, whilst under pilotage with two pilots onboard, at approximately 01:30 local time on March 26, ship management company Synergy Marine Group said in a statement.

“Our heartfelt condolences to all affected by the unfortunate accident at the Francis Scott Key Bridge in Baltimore,” the Indian Embassy said in a post on X.

The Embassy said it has created a dedicated hotline “for any Indian citizens that may be affected/require assistance”.

The Embassy is ascertaining details regarding the vessel’s crew.

The “Dali” had an “all Indian” crew of 22 people onboard, according to ship management company Synergy Marine Group.

The ship, outbound from Baltimore to Colombo, struck a 1.6-mile-long, four-lane bridge in Baltimore in the early hours of Tuesday morning. Shortly after the collision, the bridge collapsed, crashing on the cargo ship.

Grace Ocean Private Ltd owns the vessel with a capacity of 10,000 TEU, with onboard units totalling 4,679 TEU. The vessel’s tons deadweight is 116,851 DWT.

The crew alerted transportation personnel about losing control of the vessel, enabling authorities to close the Baltimore bridge to traffic before the devastating collision, “undoubtedly” saving lives, US President Joe Biden said.

“Personnel onboard the ship were able to alert the Maryland Department of Transportation that they had lost control of their vessel. As a result, local authorities were able to close the bridge to traffic before the bridge was struck, which undoubtedly saved lives,” Biden said in remarks made in the White House on the collapse of the Francis Scott Key Bridge in Baltimore.

Biden said that the investigation into the collision so far indicates “that this was a terrible accident. At this time, we have no other indication, no other reason to believe if there is any intentional act here”, Biden said.

Biden said that two people have been rescued from the scene, one in critical condition, and search is ongoing for six more persons.

“We are going to send all the federal resources they need as we respond to this emergency. I mean all the federal resources and we’re going to rebuild that port together,” Biden said.

Biden said the port of Baltimore is one of the nation’s largest shipping hubs and handled a record amount of cargo last year.

“It’s also the top port in America (for) imports and exports of automobiles and light trucks, around 850,000 vehicles go through that port every year,” he said.

“And we’re gonna get it up and running again as soon as possible,” Biden said adding that thousands of jobs depend on that port. “And we’re going to do everything we can to protect those jobs and help those workers.” Biden noted that the bridge is also critical for travel, not just for Baltimore, but for the Northeast corridor. Over 30,000 vehicles cross the Francis Scott Key Bridge daily and it is among the most important elements for the economy in the Northeast, he said.

The crew alerted authorities about a “power issue” before the collision, Maryland Governor Wes Moore said, adding that this Mayday call enabled workers to stop more vehicular traffic from coming onto the bridge.

“We can confirm that the crew notified authorities of a power issue,” Moore told reporters.

Moore was asked whether the crew on the “Dali” ship alerted authorities about losing propulsion and was in trouble.

“Yes”, Moore replied when asked whether the crew had lost power on the ship.

Moore said the ship was coming in “at a very rapid speed”.

The ship lost power and rammed into the bridge, causing the span to buckle into the river below and plunging a construction crew and several vehicles into the dangerously cold waters.

“We do know that the investigation is currently going on. But I have to say I’m thankful for the folks who, once the warning came up and once notification came up that there was a Mayday, who literally by being able to stop cars from coming over the bridge. These people are heroes, they saved lives last night,” he said.

Moore added that the preliminary investigation “points to an accident. We haven’t seen any credible evidence of a terrorist attack”.

The US Coast Guard and local officials have been notified, and the owners and managers are fully cooperating with Federal and State government agencies under an approved plan.

“We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected,” Maersk said in a statement.

“We can confirm that the container vessel ‘Dali’, operated by charter vessel company Synergy Group, is time chartered by Maersk and is carrying Maersk customers’ cargo. No Maersk crew and personnel were onboard the vessel,” the statement said.

“We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed,” it said.

Governor Moore said that his office is in close communication with US Transportation Secretary Pete Buttigieg, Baltimore Mayor Brandon Scott, Baltimore County Executive Johnny Olszewski, and the Baltimore Fire Department as emergency personnel are on the scene following the collapse of the Francis Scott Key Bridge.

Moore has declared a State of Emergency in Maryland and said: “We are working with an interagency team to deploy federal resources from the Biden Administration.” “We will remain in close contact with federal, state, and local entities carrying out rescue efforts as we continue to assess and respond to this tragedy,” he said.

The Grand Alliance in Bihar has come to an understanding about the sharing of the state’s 40 Lok Sabha seats. Sources said the under the deal, Lalu Yadav’s Rashtriya Janata Dal will contest 26 seats, the Congress 9 seats, the Left parties five of which the CPIML will contest three seats.

The parties will hold a meeting in Delhi tomorrow to take a final call on the constituencies, after which the formal announcement will be made from Patna, sources said.

Key leaders of all the parties will be present in the meeting at Delhi tomorrow. It is likely that Congress chief Mallikarjun Kharge and the Gandhis will attend the meeting, sources said.

The Congress had contested on nine seats in 2019 as well. Of those, the party won just one seat. The RJD failed to win any. The NDA had won 39 of 40 seats, of which the BJP won 17. Nitish Kumar’s Janta Dal United was just one seat behind, and Chirag Paswan’s Lok Janshakti Party all six it contested.

This time, Nitish Kumar is back again in the NDA after a brief stint with the Grand Alliance. The BJP has also retained Chirag Paswan, despite the split in his party and their initial backing of his rebel uncle, Pashupati Paras.

The announcement has to take place soon, since the filing of the first phase of nomination in Bihar ends on Thursday — the extra days being on account of an extended government holiday for Holi.

Last week, the NDA formally announced its seat share in Bihar, in which the BJP took pole position, contesting 17 seats.

Mr Kumar’s JD(U), which previously dominated the alliance in the state, will contest on 16 seats. The Lok Janshakti Party will contest on five seats. Jitan Ram Manjhi’s Hindustan Awam Morcha and Upendra Kushwaha’s RLM gets one seat each.

5G users in India consume 3.6 times more data than 4G: Report


New Delhi: 5G users in India are using approximately 3.6 times as much mobile data traffic compared to 4G since its launch in October 2022 by Prime Minister Narendra Modi, a report showed on Wednesday.

The average monthly data traffic per user also surged by 24 per cent year-on-year in 2023, reaching 24.1 gigabytes per user per month.


The 5G device ecosystem in India is rapidly evolving, with approximately 17 per cent of active 4G devices, totalling 134 million out of 796 million, now being 5G capable.

“5G data consumption has been four times faster than 4G in India”, according to the ‘Nokia Mobile Broadband Index’ report.

In 2023, users consumed 17.4 exabytes per month with a CAGR of 26 per cent over the past five years.

The launch of 5G has emerged as a significant catalyst for the growth in data usage, contributing to 15 per cent of all data traffic in 2023, the findings showed.

“What is immediately obvious is the incredible proliferation of 5G technology across India and the increasing demand for super-fast 5G data speeds,” said Tarun Chhabra, Head of Mobile Networks Business at Nokia (India).

5G traffic has shown substantial growth across all telecom circles, with metro circles leading the charge and reaching a 20 per cent share in the overall mobile data traffic.

Enhanced 5G availability and performance, coupled with the availability of a wide range of affordable devices, as well as the introduction of new data-intensive apps and services, will accelerate future 5G growth, the report showed.

The rise of 5G Fixed Wireless Access (FWA) will also serve as a key enabler for new services in both the home and business with FWA users expected to consume an estimated 2.5 times more data than average 5G users, the report noted.

New Delhi: Delhi Police have arrested a 25-year-old man and apprehended his 17-year-old associate in connection with the alleged sexual assault on a minor in north Delhi, police said on Tuesday.

The accused, identified as Junaid Khan a.k.a Bhopla, a resident of JJ cluster in Shakti Nagar, Delhi, is also found previously involved in 20 criminal cases of snatching, theft and Arms Act, registered in Keshav Puram, Seemapuri, Paschim Vihar, Mukherjee Nagar, Model Town, Timarpur, Bharat Nagar and Adarsh Nagar Police Stations in the city.


The duo was nabbed after a case was registered on March 18 following a PCR call regarding quarrel in Sarai Rohilla police station and an Medico Legal Certificate was also collected from Bara Hindu Rao Hospital mentioning history of physical and sexual assault of a 16-year-old girl.

A senior police official said that a case was registered under relevant sections of IPC including 376 (2) and POCSO act based on the victim’s statement, who accused one juvenile and Junaid Khan.

During the investigation, the police team conducted technical analysis and utilised human intelligence to apprehend the accused.

“Despite the accused frequently changing their mobile phones and locations, their Call Detail Records (CDR) were analysed. Consequently, parallel raids were conducted across various locations to prevent their escape,” said Deputy Commissioner of Police (north) M K Meena.

The DCP further said that they received confidential information that one juvenile was present at Shastri Nagar, Delhi, to collect essential commodities.

Acting swiftly, the team conducted a raid and apprehended the juvenile in Shastri Nagar.

“Based on technical and human intelligence, it was further revealed that another accused, Khan, was in Amroha, Uttar Pradesh,” said the DCP.

The police team was immediately dispatched to Amroha to conduct a raid, resulting in the arrest of Khan from Village Tikiya Fatehpur, District Amroha, Uttar Pradesh.

“During interrogation, Khan and the juvenile accepted their role and involvement in the commission of the offence of present case,” the DCP added.

Pre-Trial Injunction Against Media Platforms Should Be Exceptional: Supreme Court

The trial judge needed to have analysed why such an ex parte injunction was essential, top court said.

New Delhi:

Courts should not grant ex-parte injunctions against publication of a news article barring in exceptional cases as it may have severe ramifications for the right to freedom of speech of the author and the public’s right to know, the Supreme Court has said.

Setting aside a trial court’s order directing international media group Bloomberg to take down an allegedly defamatory news article against Zee Entertainment, the top court said injunctions against the publication of material should be granted only after a full fledged trial.

“The grant of a pre-trial injunction against the publication of an article may have severe ramifications on the right to freedom of speech of the author and the public’s right to know,” a three-judge bench headed by Chief Justice D Y Chandrachud said.

The bench, also comprising Justices Justices J B Pardiwala and Manoj Misra, said an injunction, particularly ex-parte, should not be granted without establishing that the content sought to be restricted is “malicious” or “palpably false”.

“Granting interim injunctions, before the trial commences, in a cavalier manner results in the stifling of public debate….In other words, courts should not grant ex-parte injunctions except in exceptional cases where the defence advanced by the respondent would undoubtedly fail at trial,” the bench said. The SC said grant of an interim injunction, before the trial commences, often acts as a “death sentence” to the material sought to be published well before the allegations have been proven.

“While granting ad-interim injunctions in defamation suits, the potential of using prolonged litigation to prevent free speech and public participation must also be kept in mind by courts,” it said.

The top court was hearing a plea filed by Bloomberg against the March 14 order of the Delhi High Court, which dismissed its appeal against the trail court order.

The apex court said the error committed by the trial judge had been perpetuated by the high court and the order of the trial judge does not discuss the prima facie strength of the plaintiff’s case, nor does it deal with the balance of convenience or the irreparable hardship that is caused.

The trial judge needed to have analysed why such an ex parte injunction was essential, after setting out the factual basis and the contentions of the respondent made before the trial judge, it said.

This being a case of an injunction granted in defamation proceedings against a media platform, the impact of the injunction on the constitutionally protected right of free speech further warranted intervention, the bench added.

“The error committed by the trial judge had been perpetuated by the high court. Merely recording that a prima-facie case exists for a grant of injunction, the balance of convenience lies in Zee’s favour and that an irreparable injury would be caused would not amount to application of mind in the case,” the bench, also comprising Justices J B Pardiwala and Manoj Misra, said while granting liberty to Zee to approach the trial court afresh with its prayer seeking injunction.

The apex court clarified that the above segment of the judgment and order may not be construed as a comment on the merits of the present case and the purpose of the above segment is to provide the broad parameters to be kept in mind while hearing the application for an interim injunction.

Reacting on the apex court order, Bloomberg News spokesperson had said, “We are very encouraged by today’s decision from the Supreme Court of India, and we continue to stand by this story.” Justice Shalinder Kaur of the high court had said there was no ground to interfere with the ex-parte interim order passed by the Additional District Judge (ADJ) on the lawsuit by Zee Entertainment Enterprises Limited over the article published on February 21, and ordered Bloomberg to comply with the direction in three days.

On March 1, the ADJ had directed Bloomberg to take down the allegedly defamatory article within a week, saying Zee had established a “prima facie case for passing ad-interim ex-parte orders of injunction”.

The ADJ had said the balance of convenience is in Zee’s favour and irreparable loss and injury might be caused to the company if the injunction was not granted.

The appellant contended before the high court that the lawsuit was intended to intimidate and silence their right to free and fair speech.

It was also claimed that the ADJ did not give the portal an opportunity to place before it several other articles published prior in time and was denied a right to establish their case.

Martyrdom of Hamas commander Marwan Issa not confirmed: Hamdan

A senior member of the Palestinian resistance movement Hamas has said that the martyrdom of Marwan Issa, deputy chief of staff of al-Qassam Brigades, the armed wing of Hamas, has not been confirmed.

“We did not receive confirmation from Al-Qassam leaders regarding the martyrdom of Commander Marwan Issa,” Osama Hamdan, who represents Hamas in Lebanon, said on Tuesday.

“The assassination of resistance leaders does not weaken us, and the White House’s announcement regarding Marwan Issa confirms its involvement in the war of extermination,” Hamdan added.

The Israeli occupation troops however on Tuesday claimed that it had killed Issa in a strike earlier this month.

He was killed “in a precise strike two weeks ago by the air force based on intelligence from the Shin Bet,” the Israeli internal security agency, said army spokesman Daniel Hagari.

He called Issa “one of the organizers of the October 7” killings in Israel.

During a press conference on March 18, the White House announced that Issa had been killed, but Israel had not commented on the issue until now.

The Israeli military had previously claimed they had targeted Issa in an airstrike on an underground compound in central Gaza on March 9-10.

In a statement published by al-Aqsa TV in March last year, Issa said that the occupied West Bank and al-Quds are both “arenas of action and strategic influence” at the current juncture, reiterating that resistance will not remain silent in both areas. 

“We will defend our people with all force when direct intervention is required,” Issa said.

“The martyrdom spirit of Palestinians in the occupied West Bank is unprecedented and our people and the Palestinian resistance… in the region are well aware of the righteousness of resistance and national unity in the face of the occupation,” he concluded.

Issa, Hamas’s top leader in Gaza, was the alleged mastermind of the October 7 unprecedented operation against the Israeli regime in retaliation for its intensified atrocities against the Palestinian people.

The October 7 Hamas operation was carried out in response to Israel’s violations of the sanctity of Al-Aqsa Mosque in occupied East al-Quds.

In response, the Israeli regime launched a genocidal war on the besieged Gaza Strip that has so far killed at least 32,300 Palestinians, mostly women and children, and injured around 74,000 others.

The Tel Aviv regime has also imposed a “complete siege” on the territory, cutting off fuel, electricity, food, and water to the more than two million Palestinians living there.

The trial judge needed to have analysed why such an ex parte injunction was essential, top court said.

Courts should not grant ex-parte injunctions against publication of a news article barring in exceptional cases as it may have severe ramifications for the right to freedom of speech of the author and the public’s right to know, the Supreme Court has said.

Setting aside a trial court’s order directing international media group Bloomberg to take down an allegedly defamatory news article against Zee Entertainment, the top court said injunctions against the publication of material should be granted only after a full fledged trial.

“The grant of a pre-trial injunction against the publication of an article may have severe ramifications on the right to freedom of speech of the author and the public’s right to know,” a three-judge bench headed by Chief Justice D Y Chandrachud said.

The bench, also comprising Justices Justices J B Pardiwala and Manoj Misra, said an injunction, particularly ex-parte, should not be granted without establishing that the content sought to be restricted is “malicious” or “palpably false”.

“Granting interim injunctions, before the trial commences, in a cavalier manner results in the stifling of public debate….In other words, courts should not grant ex-parte injunctions except in exceptional cases where the defence advanced by the respondent would undoubtedly fail at trial,” the bench said. The SC said grant of an interim injunction, before the trial commences, often acts as a “death sentence” to the material sought to be published well before the allegations have been proven.

“While granting ad-interim injunctions in defamation suits, the potential of using prolonged litigation to prevent free speech and public participation must also be kept in mind by courts,” it said.

The top court was hearing a plea filed by Bloomberg against the March 14 order of the Delhi High Court, which dismissed its appeal against the trail court order.

The apex court said the error committed by the trial judge had been perpetuated by the high court and the order of the trial judge does not discuss the prima facie strength of the plaintiff’s case, nor does it deal with the balance of convenience or the irreparable hardship that is caused.

The trial judge needed to have analysed why such an ex parte injunction was essential, after setting out the factual basis and the contentions of the respondent made before the trial judge, it said.

This being a case of an injunction granted in defamation proceedings against a media platform, the impact of the injunction on the constitutionally protected right of free speech further warranted intervention, the bench added.

“The error committed by the trial judge had been perpetuated by the high court. Merely recording that a prima-facie case exists for a grant of injunction, the balance of convenience lies in Zee’s favour and that an irreparable injury would be caused would not amount to application of mind in the case,” the bench, also comprising Justices J B Pardiwala and Manoj Misra, said while granting liberty to Zee to approach the trial court afresh with its prayer seeking injunction.

The apex court clarified that the above segment of the judgment and order may not be construed as a comment on the merits of the present case and the purpose of the above segment is to provide the broad parameters to be kept in mind while hearing the application for an interim injunction.

Reacting on the apex court order, Bloomberg News spokesperson had said, “We are very encouraged by today’s decision from the Supreme Court of India, and we continue to stand by this story.” Justice Shalinder Kaur of the high court had said there was no ground to interfere with the ex-parte interim order passed by the Additional District Judge (ADJ) on the lawsuit by Zee Entertainment Enterprises Limited over the article published on February 21, and ordered Bloomberg to comply with the direction in three days.

On March 1, the ADJ had directed Bloomberg to take down the allegedly defamatory article within a week, saying Zee had established a “prima facie case for passing ad-interim ex-parte orders of injunction”.

The ADJ had said the balance of convenience is in Zee’s favour and irreparable loss and injury might be caused to the company if the injunction was not granted.

The appellant contended before the high court that the lawsuit was intended to intimidate and silence their right to free and fair speech.

It was also claimed that the ADJ did not give the portal an opportunity to place before it several other articles published prior in time and was denied a right to establish their case.
