New Delhi:

Over a week after a 12-year-old boy died after he was allegedly beaten up by his seniors at a school in north Delhi, a case of culpable homicide has been registered in connection with the incident, police on Thursday said.

An information was received from the Deep Chand Bandhu Hospital on January 20 regarding the death of a 12-year-old boy during treatment, they said.

It was ascertained after reaching the hospital that the boy was admitted in the emergency ward by his father at 7 pm on January 20, police said.

The patient died during the course of treatment, Deputy Commissioner of Police (north) Manoj Kumar Meena said.

Inquest proceedings were initiated and the statements of the father and other family members of the victim were recorded, he added.

Meena said the child’s father stated that his son told him after returning from school on January 11 that he was beaten up by the students of senior classes and complained to have an injury in the left knee.

The father took his son to the emergency of the Deep Chand Bandhu Hospital where he was prescribed some medicines and referred to the orthopedic OPD for further treatment, the DCP said.

The OPD was closed when they had reached the hospital at 3.28 pm on January 11 and the patient did not report to the orthopedic OPD subsequently, he added.

The patient was on January 15 taken to a private clinic in Rohini, where some other medicines were prescribed, police said.

As the child’s health further deteriorated, he was taken to the Deep Chand Bandhu Hospital on January 20 where he died during treatment, the DCP said.

The child’s father has also alleged medical negligence, he added.

Accordingly, a medical board was constituted to conduct the victim’s post-mortem, Meena said.

As per the autopsy report, the death has been caused due to septicemic shock as a result of an injury to the left knee due to blunt force trauma, he added.

The DCP further said that a case has been registered under Section 304 (punishment for culpable homicide not amounting to murder) of the IPC at the Sarai Rohilla police station on the statement of the child’s father and further investigation is being carried out.

Vinod Sharma, the victim’s grandfather, expressed grief over the incident and said it was the “responsibility of the school teachers and the principal to take care of our child”.

“My grandchild’s dream was to become a fighter pilot, but our dreams are now shattered. We got his body on Tuesday evening after the post-mortem and we are returning home after his cremation,” the child’s grandfather said.

“We send our children to school to become good human beings. It was the responsibility of the school teachers and the principal to take care of our child,” he added.

The child’s father had earlier said that his son was assaulted by his seniors in the school and received injuries on his leg.

“On January 11, when my son, a student of Class VI, returned home from the government school, he was limping and was in extreme pain. I asked him about the matter, but he did not utter anything,” Sharma had told PTI.

Congress Govt misleading people on fate of Krishna projects, says Harish Rao

Hyderabad: Stating that the State government was misleading people over the fate of the Krishna basin projects including Nagarajuna Sagar and Srisailam, BRS leader and former minister T Harish Rao said on Thursday that the Congress government was in complete disarray.

Quoting engineers-in-chief of both Telangana and Andhra Pradesh, he said the management of the Krishna projects was handed over to the Krishna River Management Board. Hereafter, the State would not be able to draw even a trickle from the projects without the consent of the Board. It would not be able to claim its own share to meeting drinking water needs during emergencies in summer without the approval of the Board.

Though the officials claimed that no decision was taken on the operation of hydel projects, how could the State operate its power units without water releases given by the Board, he asked.

The State’s engineers and officials would find it difficult to get access to the projects without the permission of the Board hereafter, he said, adding that this amounted to playing into the hands of the Centre and Andhra Pradesh. Wondering how the government had given its consent for handing over the management of the projects to the KRMB without a final decision over water sharing, Harish asked the the Congress government whether its decision over the fate of the projects was a gift for Palamuru, Rangareddy, Nalgonda and Khammam districts and to people elsewhere in the State from where it had received the majority seats.

He pointed out that on one side, Ministers had denied having handed over the irrigation projects to the KRMB. On the other hand, officials representing the State kept according consent to decisions that were not in the interests of the State. In 2021, the Centre issued a gazette and mounted pressure on the State to hand over the projects. But the BRS government did not give up its rights over the projects. Now, it was for the people of the State to understand who could safeguard the interests of the State, Harish Rao said.

The State government had written to the Centre on January 27 sharing the stand of the previous BRS government in opposing the Centre’s directions for handing over the Krishna projects to the Board. However, the decision taken at the KRMB meeting on Thursday was contrary to the spirit of the government’s letter, he said, asking the State government to spell out its genuine stand on the fate of the projects.

"Government Presenting Dubious Numbers": Shashi Tharoor Slams Budget

New Delhi:

Congress’s Shashi Tharoor today criticised the Union budget today, saying it failed to address the current “high debt, low employment, high food inflation” and accused the government of presenting dubious figures to back their claims on poverty.

In an interview to NDTV, Mr Tharoor said over the last decade, people have had “no real growth in their income” and that “income levels have shrunk over 50 per cent since 2015”.

“The people are suffering,” he added.

Mr Tharoor had earlier slammed the budget as being high on rhetoric and low on substance. Asked about that, he justified it, saying the budget has completely overlooked the massive problems facing the country, including, unemployment, “which is at a 45-year high” and a percentage of prevalence — 44 per cent — “which is probably a world record”.

Mr Tharoor’s face off was with the BJP’s Jay Panda, who said Mr Tharoor will have a “difficult  job to rain on a parade which is not celebrated by just Indians but all the world”.

“The Indian economy is growing for several years. The average incomes have increased by 50 per cent,” he said.

“Rural consumption puts a lie to the Opposition’s claims.. 10 million people have become lakhpatis due to Prime Minister Narendra Modi… 500 million youth have become upskilled,” he added.

Union finance minister Nirmala Sitharaman, while presenting the interim budget in parliament today, said PM Modi’s government is working to make India a ‘Viksit (Developed) Bharat’ by 2047, and that this development would be “all round, all inclusive, and all pervasive”.

New Blast Reported Off Yemen After Overnight US Strikes

New Blast Reported Off Yemen After Overnight US Strikes

Dubai:

A new explosion was reported off Yemen on Thursday after overnight US strikes targeted 10 attack drones and a ground control station belonging to the Iran-backed Huthi rebels.

The explosion, reported by the United Kingdom Maritime Trade Operations agency, happened near a vessel west of the port city of Hodeida.

No damage to the ship or injuries to the crew was reported.

There was no immediate claim of responsibility for the blast, which followed a flurry of missile strikes by the Huthii who have harassed Red Sea shipping for months, triggering reprisal attacks by the United States and Britain.

Early Thursday in Yemen, US forces targeted a “Huthi UAV ground control station and 10 Huthi one-way UAVs” that “presented an imminent threat to merchant vessels and the US Navy ships in the region”, a CENTCOM statement said, using an abbreviation for unmanned aerial vehicles or drones.

CENTCOM earlier announced that the USS Carney had shot down an anti-ship ballistic missile fired by the Huthis towards the Gulf of Aden, and that three Iranian drones were downed less than an hour later.

It did not specify if the drones shot down by the destroyer were designed for attack or surveillance.

Maritime security firm Ambrey said a commercial vessel was reportedly targeted by a missile southwest of Aden after the Huthis claimed a missile attack on an American ship in the area that they say was heading towards Israel.

Ambrey did not name the ship or mention its ownership, but Huthi spokesman Yahya Saree identified the ship as “KOI”.

US forces also destroyed a Huthi surface-to-air missile on Wednesday that CENTCOM said posed an imminent threat to “US aircraft” — a deviation from past raids that focused on reducing the rebels’ ability to threaten international shipping.

It did not identify the type of aircraft that had been threatened or the location of the strike, saying only that it took place in “Huthi-controlled areas of Yemen”.

– Persistent attacks –

While the United States has recently launched strikes on the Huthis and other Iran-supported groups in the region, both Washington and Tehran have sought to avoid a direct confrontation, and the downing of three Iranian drones could heighten tensions.

The Huthis began targeting Red Sea shipping in November, saying they were hitting Israel-linked vessels as a way to support Palestinians in Gaza, which has been ravaged by the Israel-Hamas war.

US and British forces have responded with strikes against the Huthis, who have since declared American and British interests to be legitimate targets as well.

Some of the US strikes have focused on missiles that CENTCOM said posed an imminent threat to ships, indicating robust surveillance of Huthi-controlled territory likely to include military aircraft.

The United States also set up a multinational naval task force to help protect Red Sea shipping from repeated Huthi attacks in the transit route, which carries up to 12 percent of global trade.

In addition to military action, Washington has sought to put diplomatic and financial pressure on the Huthis, redesignating them as a “terrorist” organisation in January after previously having dropped that label soon after President Joe Biden took office.

On Wednesday, the Huthis said they fired missiles at destroyer the USS Gravely — a claim that came after CENTCOM said the warship downed an anti-ship cruise missile launched “from Huthi-controlled areas of Yemen toward the Red Sea”.

Anger over Israel’s devastating campaign in Gaza — which began after an unprecedented Hamas attack on October 7 — has grown across the Middle East, stoking violence involving Iran-backed groups in Lebanon, Iraq, Syria and Yemen.
