UN Chief, COP28 President Clash Over Future Of Fossil Fuels

The competing visions summed up the most divisive issue facing world leaders at COP28.

UN Secretary General Antonio Guterres urged world leaders at the COP28 climate summit to plan for a future without fossil fuels, saying there was no other way to curb global warming.

Speaking a day after COP28 president Sultan Ahmed al-Jaber proposed embracing the continued use of fossil fuels, Guterres said: “We cannot save a burning planet with a fire hose of fossil fuels.”

“The 1.5-degree limit is only possible if we ultimately stop burning all fossil fuels. Not reduce. Not abate,” he said, referring to nascent technologies to capture and store carbon emissions.

The competing visions summed up the most divisive issue facing world leaders at this year’s UN climate summit in the oil-producing United Arab Emirates.

King Charles III of Britain pleaded with world leaders to make progress in the global climate agenda.

“Scientists have been warning for so long, we are seeing alarming tipping points being reached,” he said.

“Unless we rapidly repair and restore nature’s economy, based on harmony and balance, which is our ultimate sustainer, our own economy and survivability will be imperilled,” said the king, who has spent most of his adult life campaigning on the environment.

The comments from Charles, whose role as Britain’s head of state is largely ceremonial, appeared to be at odds with his government.

British Prime Minister Rishi Sunak, who was expected at COP28 on Friday to announce 1.6 billion pounds ($2.02 billion) in climate finance, has rolled back several domestic measures set by previous governments to help the country meet its 2050 net-zero targets.

Later on Friday, Indian Prime Minister Narendra Modi appeared to admonish wealthy countries for their role in releasing the most climate-warming emissions since the Industrial Revolution.

“We do not have much time to correct the mistakes of the last century,” Modi said. “Over the past century, a small section of humanity has indiscriminately exploited nature. However, entire humanity is paying the price for this, especially people living in the global south.”

A former Marshall Islands president, whose country faces inundation from climate-driven sea level rise, resigned from the main COP28 advisory board on Friday in objection to the UAE’s support of continued use of fossil fuels.

Hilda Heine said in her resignation letter that she was “deeply disappointed” that the UAE had reportedly used its COP28 role to broker oil and gas deals. The UAE has strongly denied the accusations.

“These actions undermine the integrity of the COP presidency and the process as a whole,” she wrote, adding that restoring trust meant delivering “an outcome that demonstrates that you are committed to phasing out fossil fuels.”

The UAE’s COP28 presidency said it was “extremely disappointed” by Heine’s resignation.

“We have been completely clear, open, and honest throughout this process, and it is a shame to see unverified reporting affect our team and undermine the world’s best chance to keep 1.5 within reach,” the statement said.

Options For COP28 Deal

Away from the main stage, delegations and technical committees set to work on Friday on the mammoth task of assessing their progress in meeting global climate targets, specifically the Paris Agreement goal of limiting global warming to within 2 degrees Celsius (3.6 degrees Fahrenheit), above pre-industrial temperatures.

Scientists say that a global temperature rise beyond this threshold will unleash catastrophic and irreversible impacts worldwide.

The United Nations on Friday published its first draft for what could serve as a template for a final agreement from the COP28 summit, which ends Dec. 12.

The draft offers “building blocks” for a political outcome and includes several options to address the central problem of whether, and to what extent, fossil fuels should play a role in the future.

One of the options involves including commitments to phase down or phase out the use of fossil fuels, to quit coal energy and to triple renewable energy capacity by 2030.

Also on the table for discussion is whether to phase out fossil fuel subsidies, which totaled some $7 trillion last year, and whether to include provisions for carbon capture and removal technology.

On Thursday, the UAE’s Jaber urged countries to work together with oil companies to reach common ground.

The summit also clinched an early victory by adopting a new fund to help poor nations cope with climate disasters.

Hamas top official Osama Hamdan said the “responsibility for not extending the ceasefire lies with the Zionist regime and the United States”.

He said the Palestinian resistance was seriously looking for a ceasefire and is still pursuing it.

Gaza death toll in few hours rises to 36:

The heath ministry spokesperson in Gaza Ashraf al-Qudra confirmed that the death toll had risen to 32 Palestinians. 

Qudra said the dead included ten people killed in al-Maghazi in central Gaza, nine in Rafah in the South, and five in Gaza City in the north – hours after the truce ended at 7 a.m. local time (0500 GMT) .

Another journalist martyred in Gaza:

Palestinian sources announced the martyrdom of “Abdullah Darwish”, a photographer and reporter of the “Al-Aqsa” satellite channel after the resumption attacks by the Zionist regime on the Gaza Strip. So far, as many as 71 reporters have been killed in the Israeli regime airstrikes.

Six killed in Rafah strike, as explosions heard across Gaza:

In the resumed airstrikes by the Zionist regime on different areas of Gaza, 6 people were martyred and dozens were injured.

Israeli regime airstrikes have hit southern Gaza, including the community of Abassan east of the town of Khan Younis, Hamas officials say. Another strike hit a home northwest of Gaza City.

Loud, continuous explosions are heard coming from the Gaza Strip, and black smoke billows from the territory.

The Gaza health ministry says three people have been killed in Israeli air raids in Rafah, in the Strip’s south.

Israeli military says resumed fighting in Gaza 

The Israeli regime army has issued a statement saying that it has resumed its military campaign in the Gaza Strip, claiming that Hamas violated the truce by firing into occupied territory.

International mediators, including Qatar, Egypt and the US, were on Friday pushing for another extension of the Gaza truce ahead of its expiration at 7am local time (05:00 GMT), Al Jazeera reported. 

With no extension announced by the deadline, there were reports of gunfire and explosions in the north of the Gaza Strip, while the Zionist regime’s military said it had intercepted a rocket from Gaza.

An AFP journalist reported Israeli airstrikes, artillery fire seen in Gaza City the Zionist regime media said.

Meanwhile, Lebanese Al-Mayadeen network reported fighting between the Palestinian resistance fighters and the Zionist regime military in the northwest of Gaza.

Fierce clashes were going on between the Resistance fighters and the occupying Israeli forces in the northwest of Gaza, Al-Mayadeen said.

According to the report, Resistance fighters confronted the tanks of the Zionist regime in that area.

Hezbollah fighters attacked a gathering of the Israeli occupation soldiers in the vicinity of Jal Al-Alam site, a statement by the Resistance movement said on Friday. 

According to the latest figures by the Gaza health authorities, the Zionist regime’s resumed aggression on Friday claimed the lives of 109 civilian Gazans in a matter of hours since Friday morning.  

Meanwhile, the Al-Qassam Brigades, the armed wing of the Palestinian Hamas movement said in a statement on Friday, it targeted the Zionist regime’s capital, Tel Aviv, with rockets, and some other occupied twons, forcing many Zionists to seek shelters for fear of their lives.

The Election Commission of India has revised the date for counting of votes in Mizoram Assembly elections. The results were earlier scheduled to be announced on December 3.

The date for results has been pushed by a day to December 4. The decision to revise the counting date comes amid protests in the state organised by Mizoram NGO Coordination Committee (NGOCC).

The group earlier expressed displeasure over December 3 as the counting date falls on Sunday, a sacred day for Christians, who form a majority in the state.

The Election Commission said they received several representations from various groups in the state requesting for a change in the counting date on the ground that it falls on Sunday, a sacred day in Mizoram. 

The Election Commission categorically stated that there is no change in any event or schedule of Assembly Elections of Mizoram or in any other state.

Five states – Mizoram, Rajasthan, Madhya Pradesh, Chhattisgarh and Telangana went to polls, which is being viewed as the semi-final to the 2024 Lok Sabha elections. Voting in Mizoram was conducted in a single phase on November 7. Mizoram has 40 Assembly seats and the majority mark is 21. Counting in other states will be as per schedule on December 3.

Mizoram is expected to witness a high-stakes close battle between the Zoram People’s Movement (ZPM) founded by former Indian Police Service (IPS) officer Lalduhoma and the Mizo National Front (MNF) of Zoramthanga, who was once a leader of an insurgent group. 

The ZPM was formed by merging six parties to take on Zoramthanga, the Chief Minister who was a guerilla fighting the Indian military before joining politics.

Zoramthanga’s Mizo National Front (MNF) is in a close-fight with the ZPM. The incumbent MNF government is hoping to stay in power, while the ZPM may give a tough fight to the MNF, NDTV’s Poll of Polls suggested. 

Mizoram Chief Minister Zoramthanga has exuded confidence and said, “There will be no hung assembly in Mizoram and we will form the government.” 

NDTV’s Poll of Polls suggest that the ZPM may win 17 seats, taking a lead against the MNF which is projected to get 14 seats in the 40-member Assembly.

The Congress is projected to win seven seats and could be a king-maker in the close contest of Mizoram. All the exit polls for Mizoram gave the BJP a maximum of two seats.

Under the “Catch the Trap” intensive drive, the Telangana department staff would scan areas in their limits with a special focus on unearthing traps laid for killing or hunting wild animals

Hyderabad: The Telangana forest department has launched a special anti poaching drive across the State to curb killing and hunting of wild animals, create awareness among people, besides studying the poaching patterns and initiating remedial measures accordingly.

Under the “Catch the Trap” intensive drive, the department staff would scan areas in their limits with a special focus on unearthing traps laid for killing or hunting wild animals. Generally, poachers and hunters kill wild animals for trade and consumption.


It is also done in the guise of preventing crop loss in villages bordering forest areas.

Offenders use different materials, including snares, traps, nets, live wire, poison, explosives etc and it is a big challenge for the staff to scan the entire area in their limits.

Creating awareness among farmers and people in forest-bordering areas is another task for the staff. Most of them tend to hunt in retaliation for the loss of livestock due to wild carnivore attack and crop loss.

The department has now launched a multi-pronged intensive drive to curb all these activities. This apart, poaching patterns and type of materials used would be studied, besides mapping vulnerable areas and initiating remedial measures accordingly, Chief Wildlife Warden Mohan Chandra Pargain said.

During the drive, the staff would also be trained on specific issues, especially maintaining records, seized materials custody etc. This apart, instructions have been issued to local officials to transport all the materials seized in their limits to avoid any scope for recirculation of such materials, he said.

The department is also coordinating with the electricity department to book cases against offenders for laying live wires traps. Generally, during this season cases would be more as small waterholes dry up and animals tend to move towards bigger water bodies and offenders lay traps at such locations. The idea was to conduct the drive at least till summer season, added another official.

Bengaluru: Karnataka Deputy Chief Minister DK Shivakumar on Friday rejected the Exit polls prediction on five states and said that only those on the ground know the reality and they do not reflect the entire picture of a state.

DK Shivakumar said “I do not believe in exit polls personally. You all know what happened to the exit poll projections in Karnataka. Only those who spend time on the ground know the reality. Exit polls are sample-based and do not reflect the entire picture of a state.” On being asked if Congress legislators will be housed in Bengaluru in view of hung assembly projections in some of the states, Shivakumar said “I am confident that Congress party will come to power in most of the States including Rajasthan. We have to work as per the Party directives if it is needed.”


Meanwhile, exit polls on Thursday gave varied predictions in the poll-bound states, giving advantage to the BJP in Madhya Pradesh and Rajasthan, a clear edge to Congress in Chhattisgarh and Telangana and that the ruling MNF was ahead in power sweepstakes in Mizoram. The outcome of exit polls was released after the conclusion of polls in Telangana. If Congress is able to retain Rajasthan along with Chhattisgarh and oust the ruling BRS from Telangana, it will be a major morale-booster for the party.

Five states went to the polls this month with counting slated for December 3. The polling in five states that are in northern, eastern and southern parts of the country, came months before the next Lok Sabha polls.

New Delhi:

Voicing concern over girls being subjected to sexual assault on the pretext of marriage, the Delhi High Court said such incidents compromise the very notion of empowerment of women, and dismissed an appeal filed by a man against his conviction and 10-year sentence for kidnapping and rape.

The high court said impressionable minds of underage survivors are profoundly impacted as they lack the capacity to make informed decisions at the tender age of 12 or 14. These girls, it said, are misled by making them believe that they are entering into a marital union.

The sexual assault is often projected by the assaulter as marital physical union to coax the girls to accept it without resistance, it said.

“Offences like the one before this court have profound social implications. In cases such as these, one witnesses the rising incidents of kidnapping of minor girls who are subjected to sexual assault under the guise of performance of marriage,” Justice Swarana Kanta Sharma said in a judgment passed on November 3 and made available to the public on November 30.

The court made the observations while dismissing the appeal by the accused against his conviction and sentencing for kidnapping and sexually assaulting a 14-year-old girl on the pretext of marriage despite being already married and having two children.

“The consequences of such acts extend beyond the individual victims; they cause ripples through society by pulling these girls away from their peer groups, studies and their lawful guardianship. They are disengaged from their studies and are thus denied the opportunity to pursue the careers they might have otherwise chosen in case they would have continued with their studies.

“Thus, on the one hand, such incidents deprive females of the career opportunity and standing on their own feet and be educated, on the other, the psychological trauma continues for a lifetime,” the court said.

The girl in her statement said that she was in Class 8 when the man would follow her. They developed a friendship. He took her out of Delhi and established physical relations against her will on the pretext that they would get married.

She said they got married in Bihar and started living in Delhi with fake identities. She said her life was ruined because of what happened and she had to leave her studies.

The high court said the disturbing fact of persuading the minor to leave her studies, to elope, and get married to him while the accused was already married and had two children together with the fact that the teen was of impressionable age was deeply disturbing.

The high court said when a girl is forced to abandon her education due to such incidents, it causes a profound setback not only to an individual but to the society as a whole.

“In discussions surrounding the empowerment of women, education is rightly recognised as a fundamental pillar. However, when such incidents occur, that force a girl to abandon her studies, the very notion of empowerment is compromised and society at large bears the consequences,” it said.

The high court said in the grand tapestry of societal progress, education acts as a thread that weaves together the fabric of empowerment and when this thread is frayed due to cases that force girls to abandon their studies, the very foundation of societal advancement is compromised.

“Creating a safe and supportive environment for girls to pursue their education is a collective responsibility that extends beyond individual incidents, criminal cases and victims,” it said.

The court rejected the man’s argument that he could not have known the girl’s age since she did not have her Aadhaar card with her.

“This argument in itself is not only unconvincing but also absurd and merits outright rejection since it will be travesty of justice in case the courts will start giving weightage to an argument that a person who is kidnapping and sexually assaulting a minor was not aware of the age of the victim since she was not carrying her Aadhaar card with her.

“Accepting this argument would amount to holding that it was the duty of the girl kidnapped and sexually assaulted to have carried her Aadhaar card for the convenience of the accused,” the court said.

Milder winter ahead: IMD predicts above-normal temperatures in Telangana


Hyderabad: In a forecast, the India Meteorological Department (IMD) has indicated that Telangana, including Hyderabad, is expected to experience a milder winter this year.

The report ‘Outlook for the Temperatures during the Winter Season (December 2023 – February 2024)’ reveals that above-normal maximum and minimum temperatures are likely over most parts of the country.


Specifically for Telangana, IMD predicts that minimum temperatures will stay above normal until February, while maximum temperatures are expected to be normal to above normal during the winter season. The chances of a cold wave sweeping through the state are deemed very low.

The month of December is anticipated to bring particularly mild weather to the region. IMD’s forecast indicates above-normal maximum and minimum temperatures for the month, suggesting that winter in Telangana will be characterized by a more temperate climate than usual.

Additionally, the IMD forecast suggests that rainfall is likely to take a backseat in December, with below-normal precipitation expected.
