Telangana: Cops asked to follow Election Commission’s SoP on cash seizure

Hyderabad: Telangana police higher-ups, following complaints of inconvenience to general police in view seizure of cash and valuables, asked its officers to follow the Standard Operating Procedure (SoP) laid down by the Election Commission of India for seizure and release of cash or valuables.

Telangana Additional DGP (law and order) Sanjay Kumar Jain, in a communication to the Commissioners and Superintendents of Police asked them to ensure a ‘District Grievance Committee’ comprising three officials involved with the election process is formed.

The committee must examine each seizure made by the police or statistic surveillance team or flying squad and if it concludes that the cash is not linked to political party or election campaign, it should release the amount immediately.

Sanjay Kumar asked the officers to publicise the ‘District Grievance Committee,’ and give wide publicity. The procedure of appeal against seizure should be mentioned in the seizure report and informed to the person from whom it is taken. The committee should meet once in 24 hours to decide the cases and clear it.

“In no case the matter relating to the seized cash or valuables shall be kept pending in malkhana or treasury for more than seven days after the date of poll. Also the committee should not unnecessarily keep the amount or valuables till the seventh day after the poll,” he said adding it is the responsibility for the returning officer to bring all such cases to the notice of the committee and release the cash and valuables as per order of the committee.

Lucknow: Highlighting the government’s commitment to women’s development, Chief Minister Yogi Adityanath said that all government initiatives are now reaching marginalized populations.

The double engine government’s agenda is dedicated to the welfare of villages, poor, farmers, youth, and women. Chief Minister underscored the government’s unwavering commitment to the advancement of women during the Nari Shakti Vandan program held at Seth Phool Chand Bangla PG College.

The CM said, “Over the past nine and a half years, we’ve witnessed the emergence of a new India where there is no discrimination against anyone on the basis of caste, religion, or gender. Women are being brought forward by ensuring their participation.”

The Chief Minister inaugurated and laid the foundation stone for 214 development projects worth Rs 177.29 crore on the occasion. CM Yogi also engaged with the beneficiaries of government schemes, distributing certificates to them. Addressing the gathering, he said, “Uttar Pradesh is now free from riots, and the spirit of joy permeates the celebration of festivals across the state.”

CM Yogi highlighted the remarkable transformation witnessed in the country over the past nine and a half years, specifically noting significant changes within Uttar Pradesh during the last six and a half years.

“Today we are seeing a new India under the leadership of Prime Minister Narendra Modi, from where discrimination based on factors such as caste, creed, religion, region, language, or gender has been entirely eliminated. Now work is being done with the spirit of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas.’ New schemes are being made for those who need special encouragement.”

The Chief Minister emphasized the development-focused approach of the double engine government, highlighting the progress being made across various sectors such as roads, drinking water, and sports facilities.

“We want the daughters of Hathras district to advance in the same way as the daughters of Western Uttar Pradesh excelled at the Asian Games. Our government has decided to appoint the daughters who won gold medals at the Asian Games as Deputy SP.”

The Chief Minister asserted, “To eliminate any distinction between sons and daughters, our government has raised the grant provided through the Mukhyamantri Kanya Sumangala Scheme from Rs 15,000 to Rs 25,000 starting next year.”

BJP President Bhupendra Singh Choudhary, Minister for Women and Child Development Baby Rani Maurya, Social Welfare Minister Aseem Arun, Hathras MP Rajveer Singh, Rajya Sabha MP Geeta Shakya, District Panchayat President Seema Upadhyay, and a large number of people from the district and its regions were present at the event.

Petition In Supreme Court Seeks Review Of Verdict On Same-Sex Marriage

The Supreme Court had delivered its verdict on October 17.

A petition has been filed in the Supreme Court seeking a review of its October 17 verdict in which it had refused to accord legal recognition to same-sex marriage. The petition states that the majority judgment acknowledged discrimination against queer couples but “turned them away with best wishes for the future”.

The review peition by one of the petitioners, Udit Sood, has been filed with the Supreme Court registry.

“The Petitioners respectfully submit that this Court ought to review and correct its decision in… because the impugned judgment suffers from errors apparent on the face of the record and is self-contradictory and manifestly unjust,” the review plea said.

It added that the majority judgment led by Justice S Ravindra Bhat, since retired, is “facially erroneous because it finds that the respondents (Centre and others) are violating the petitioners’ fundamental rights through discrimination” but fails to end that discrimination.

On the majority view of Justices Bhat, Hima Kohli and PS Narasimha, the review petition said that they neutered the top court’s jurisdiction.

“With respect, the majority judgment neuters this Court’s jurisdiction, holding that while ‘recognition’ of discrimination and violation of the petitioners’ fundamental rights ‘is this court’s obligation, falling within its remit’, separation of powers prohibits this court from enjoining the discrimination or otherwise protecting those fundamental rights,” the petition said.

It said there was an error apparent on the face of the record and an abdication of the duty entrusted to this court by the Constitution.

The petiton further said “to find that the petitioners are enduring discrimination, but then turn them away with best wishes for the future, conforms neither with this court’s constitutional obligation towards queer Indians nor with the separation of powers contemplated in the Constitution.”

It added, “The majority judgment warrants review because it summarily disregards the foregoing authority to make the chilling declaration that the Constitution of India guarantees no fundamental right to marry, found a family, or form a civil union.”

The petition said the majority judgment is also self-contradictory in its understanding of ‘marriage’.

“It acknowledges that the Special Marriage Act, 1954 (SMA) confers the ‘status’ of marriage, observing that the Act ‘in fact created social status or facilitated the status of individuals in private fields’ and that the Parliament ‘has intervened and facilitated creation of social status (marriage) through SMA’,” the plea said.

“Our constitution primarily tasks this court-not the respondents (Centre and others) – with upholding fundamental rights. ‘This Court has no more important function than to preserve the inviolable fundamental rights of the people’,” it said, referring to a 1963 verdict.

A five-judge constitution bench had, on October 17, refused to accord legal recognition to same-sex marriage, saying there was “no unqualified right” to marriage with the exception of those that are recognised by law.

The Constitution bench headed by Chief Justice DY Chandrachud had delivered four separate verdicts on a batch of 21 petitions seeking legal sanction for gay marriages.

All the five judges were unanimous in refusing to give legal backing to same-sex marriage under the Special Marriage Act and observed it is within Parliament’s ambit to change the law for validating such union.

However, by a majority of 3:2, the top court held that the queer couples do not have the right of adoption.

In his verdict, the CJI passed a slew of directions to the Centre, states and Union Territories to ensure that the queer community is not discriminated against because of their gender identity or sexual orientation and also to take steps to sensitise the public about queer identity, including that it is natural and not a mental disorder.

Justice S Ravindra Bhat, since retired, who authored an 89-page judgment for himself and Justice Hima Kohli, had disagreed with certain conclusions arrived at by the CJI including on the applicability of adoption rules for queer couples and according recognition of right to civil union.

Justice PS Narasimha, in a separate verdict, had concurred with the views of Justice Bhat.

Referring to the statement made by the Centre during the hearing on the matter, Justice Bhat had said “…the Union shall set up a high-powered committee chaired by the Union Cabinet Secretary, to undertake a comprehensive examination of all relevant factors, especially including those outlined above. In the conduct of such exercise, the concerned representatives of all stakeholders, and views of all States and Union Territories shall be taken into account”.

In his judgment, the CJI also recorded the assurance by Solicitor General Tushar Mehta that the Centre would constitute a committee chaired by the Cabinet Secretary for the purpose of defining and elucidating the scope of the entitlements of queer couples who are in union.

The petitioners, who had won a major legal battle in 2018 in the Supreme Court which decriminalised consensual gay sex, had moved the Supreme Court seeking validation of same-sex marriage and consequential reliefs such as rights to adoption, enrolment as parents in schools, opening of bank accounts and availing succession and insurance benefits.

Deadly Israeli air strikes on the Gaza Strip’s largest refugee camp “could amount to war crimes”, the UN Human Rights Office said on Wednesday.

Israeli strikes have targeted the Jabalia refugee camp twice in two days, killing and wounding dozens, according to the health ministry in the Hamas-run Palestinian territory.

Israel said Tuesday’s raid was a successful hit on top Hamas commander Ibrahim Biari.

“Given the high number of civilian casualties & the scale of destruction following Israeli air strikes on Jabalia refugee camp, we have serious concerns that these are disproportionate attacks that could amount to war crimes,” the office wrote on X, formerly Twitter.

Israel has relentlessly pounded Gaza in retribution for the worst attack in the country’s history.

Hamas gunmen stormed across the border from Gaza on October 7, killing 1,400 people, mostly civilians, and taking more than 230 hostages, according to Israeli officials.

Israel’s retaliatory bombing campaign has killed 8,796 people, mainly women and children, according to Hamas-run Gaza’s health ministry.

AFPTV images from Wednesday’s strike on the camp showed extensive damage and rescuers clawing through rubble to extract blood-stained casualties.

The large death count from the strikes has drawn a chorus of international condemnation, with Bolivia severing diplomatic ties with Israel in protest.

Jordan recalled its ambassador to Israel “to condemn the Israeli war that is killing innocent people in Gaza”.

UN chief Antonio Guterres is “appalled over the escalating violence in Gaza, including the killing of Palestinians, including women and children in Israeli air strikes in residential areas of the densely populated Jabalia refugee camp”, his spokesman Stephane Dujarric said on Wednesday.

Netanyahu’s days are numbered, Biden and aides increasingly believe: US media

Senior US officials have reportedly been discussing whether Israeli prime minister Benjamin Netanyahu’s political days are coming to an end, citing the dismal performance of the Israeli regime during a recent Palestinian resistance operation among other things.

“The topic of Netanyahu’s short political shelf life has come up in recent White House meetings involving [US President Joe] Biden,” American news website Politico reported on Wednesday, citing two senior US administration officials.

“Biden has gone so far as to suggest to Netanyahu that he should think about lessons he would share with his eventual successor,” the officials added.

The website cited a current US official and a former one as confirming that “the administration believes Netanyahu has limited time left in office.”

The US administration’s dimming view of Netanyahu is partly driven by the belief that he has been “significantly weakened” by Israelis’ anger over the regime’s failure in the face of the October 7 operation by the Gaza Strip’s resistance movements that dealt a heavy blow to the Tel Aviv regime.

“There’s going to have to be a reckoning within Israeli society about what happened,” said the current official, adding, “Ultimately, the buck stops on the prime minister’s desk.”

“The current official said the expectation internally was that the Israeli PM would likely last a matter of months, or at least until the early fighting phase of Israel’s military campaign in the Gaza Strip was over,” the report said.

Biden’s trip to Tel Aviv last month was one largely of support, but privately he also urged Netanyahu to proceed cautiously and not widen the war, according to the two senior administration officials. 

With an eye toward the future, US officials are talking to Benny Gantz, a member of the current unity government; Naftali Bennett, a former prime minister; and Yair Lapid, an opposition leader and former prime minister, among other Israeli figures, the report said.

“Even the best case scenario for Israel in this war would not likely keep Netanyahu in power because the horror of the Oct. 7 terrorist attack will remain fresh, and because so many Israelis already directly attribute the lack of security to Netanyahu’s policies,” said Hagar Chemali, a former National Security Council and Treasury Department official in the Obama administration.

The occupying regime has faced international backlash over a hugely deadly war that it has been waging against Gaza in response to the Hamas’ operation.

Visiting the occupied territories last month, Biden “advised Netanyahu to consider the scenario he was leaving for his successor — an implicit suggestion that Netanyahu might not be in power for the duration of what will likely be a lengthy conflict,” the report added.

Delhi govt increases minimum wages for workers

New Delhi: Delhi government issued an order on Thursday to increase the minimum wage of labourers working in the national capital.

Delhi Labour Minister Raaj Kumar Anand issued an order to increase the monthly wages of unskilled, semi-skilled and skilled workers of Delhi. Employees of the clerical and supervisor class will also benefit from this move to increase the minimum monthly wage threshold. Employees with non-matriculation, matriculation and graduation degrees will also be covered under this.

The new rates will be applicable from 1 October. The Labour Minister has also directed to ensure payment to all workers and employees with the enhanced rate. “The government takes substantial initiatives to provide relief to the underprivileged and the working class in Delhi who are grappling with the challenges of inflation,” the Minister said.

“Lakhs of Labourers in Delhi will get relief from inflation,” he added. The government has announced a new minimum wage by adding dearness allowance. The minister further said that the minimum wage given to Labourers in Delhi is the highest as compared to any other state in the country.

According to the new rate of minimum wage increased by the Delhi government, the monthly wage of skilled workers has been increased from Rs 20,903 to Rs 21,215. The monthly salary of semi-skilled workers has been increased from Rs 18,993 to Rs 19,279. And the monthly wages of unskilled labourers has been increased from Rs 17,234 to Rs 17,494 The monthly salary of non-matric employees has been increased from Rs 18,993 to Rs 19,279.

Similarly, the monthly salary of matriculation pass and non-graduate employees has been increased from Rs 20,903 to Rs 21,215 an increase of Rs 312. On the other hand, the monthly salary of graduate employees and Labourers with higher educational qualifications has been increased from Rs 22,744 to Rs 23,082.

World Cup 2023: De Kock, Rassie Power South Africa To Massive Win Over NZ

Quinton de Kock and Rassie Van der Dussen brought cricket back to prominence in South Africa amid the euphoria over the country’s epic triumph in rugby, their scintillating hundreds ensuring a 190-run hammering of New Zealand in the World Cup in Pune on Wednesday. De Kock (114 off 116 balls) hit his fourth century of the tournament to go level with Kumar Sangakkara who achieved the feat in the 2015 edition, while Van der Dussen blazed away to a 118-ball 133 as South Africa racked up an imposing 357 for four after being asked to bat first.

New Zealand were bowled out for 167 in 35.3 overs.

So far, only three batters have scored four or more centuries in a single edition of World Cup.

The Proteas have displaced India at the top of the points table following the win. Both are on 12 points, though India have played one game less.

David Miller blasted 53 in 30 balls to provide the final flourish four days after the whole country was basking in the rugby team’s record fourth World Cup triumph in Paris where the Springboks beat New Zealand’s All Blacks, their biggest rivals in the sport.

New Zealand’s reply was horrendous as they lost their in-form batters Devon Conway and Rachin Ravindra with just 45 runs on the board.

Marco Jansen (3/31) struck the first blow with the new ball, getting the dangerous Conway (2) to edge one to Aiden Markram at second slip.

It was Jansen again who gave South Africa the second breakthrough as he dismissed the in-form Ravindra (9), who went for a pull shot but ended up top-edging it, putting the Proteas on top.

Gerald Coetzee struck with his third delivery of the spell as Will Young poked at a short-of-a-length delivery outside off to give De Kock a regulation catch and leave the Kiwis reeling at 56 for three in the 11th over.

It became 67 for four when Kagiso Rabada sent back skipper Tom Latham in a rather soft dismissal after the batter went for his shot too early.

From there, it was a matter of time before the New Zealand innings folded with plenty of overs remaining.

Meanwhile, left-arm spinner Keshav Maharaj (4/46) bowled James Neesham with a turner that would make the late Shane Warne proud.

Glenn Phillips delayed the inevitable with his 60 off 50 balls.

Earlier, taking dew into account, New Zealand’s stand-in skipper Latham opted to bowl first at the Maharashtra Cricket Association Stadium whose stands were half-full with some people gathered outside when the in-form De Kock and skipper Temba Bavuma walked out to bat.

However, dew was not a factor as South Africa proved to be too good for their opponents who suffered their third defeat of the tournament in seven outings. For the Proteas, it was their sixth win in seven matches, the margin of victory doing their net run rate a world of good.

After Bavuma’s (24) dismissal, in De Kock and Van der Dussen, the South Africans had the perfect duo to set the tone, and they did exactly that with a 200-run partnership in little over 30 overs.

Riding on a bit of luck with one of his shots falling in a no man’s land, De Kock stepped outside against Mitchell Santner and hoisted the seasoned left-arm spinner over the long-on boundary for a six.

Van der Dussen, too, got into the act and looked comfortable while accumulating his runs.

Dealing with two set batters was not the only challenge for the Kiwis as they also had players getting injured, the last thing for a team that was already grappling with injuries to key players heading into this match.

After Matt Henry hurt his right hamstring and received treatment, Jimmy Nesham also had some injury issues.

Meanwhile, luck also smiled on Van der Dussen as he got more than one reprieve on way to his century.

First, De Kock reached his hundred in style, smashing Neesham on the onside for a maximum. Soon, Van der Dussen got to his ton with a four.

Batting on 104 off 105 balls, Van der Dussen shifted gears and launched into Neesham for two consecutive sixes, the first one was thanks to Trent Boult tipping the ball over the ropes while trying to catch it.

Then, Van der Dussen carted Tim Southee for a maximum over long-on. By the time De Kock and Van der Dussen were dismissed, they had done enough for South Africa to aim for 350.

Then, Miller produced a few big hits to prop them up towards the end.
