San Juan: The UN Security Council is scheduling a vote on Monday on a resolution that would authorise a one-year deployment of an international force to help Haiti quell a surge in gang violence and restore security so the troubled Caribbean nation can hold long-delayed elections.

The US-drafted resolution on Saturday welcomed Kenya’s offer to lead the multinational security force. It made clear this would be a non-UN force funded by voluntary contributions. The resolution would authorise the force for one year, with a review after nine months.

The force would be allowed to provide operational support to Haiti’s National Police, which is underfunded and under-resourced, with only some 10,000 active officers in a country of more than 11 million people. The resolution says the force would help build capacity of local police “through the planning and conduct of joint security support operations as it works to counter gangs and improve security conditions in Haiti.”

The force would also help secure “critical infrastructure sites and transit locations such as the airport, ports, and key intersections.” Powerful gangs have seized control of key roads leading from Haiti’s capital to the country’s northern and southern regions, disrupting the transportation of food and other goods.

Passage by the Security Council would authorise the force to “adopt urgent temporary measures on an exceptional basis” to prevent the loss of life and help police maintain public safety. Leaders of the mission would be required to inform the council of the mission’s goals, rules of engagement, financial needs, and other matters before a full deployment.

A spokesman for Haitian Prime Minister Ariel Henry said he wasn’t aware of the resolution or the upcoming vote and said the government did not immediately have a comment. The resolution condemns “the increasing violence, criminal activities, and human rights abuses and violations which undermine the peace, stability, and security of Haiti and the region, including kidnappings, sexual and gender-based violence, trafficking in persons and the smuggling of migrants, homicides, extrajudicial killings, as well as arms smuggling.”

If adopted, it would mark the first time a force has been deployed to Haiti since the UN approved a stabilisation mission in June 2004 that was marred by a sexual abuse scandal and the introduction of cholera.

That mission ended in October 2017. Concerns also have surrounded the proposed Kenyan-led mission, with critics noting that police in the East African country have long been accused of using torture, deadly force, and other abuses. The resolution stresses that all those participating in the proposed mission must take necessary action to prevent sexual exploitation and abuse as well as vet all personnel.

It also demands swift investigations of any allegations of misconduct. In addition, the resolution warns that those involved in the mission must adopt wastewater management and other environmental controls to prevent the introduction and spread of water-borne diseases, such as cholera. It wasn’t immediately clear how big the force would be if approved, although Kenya’s government has previously proposed sending 1,000 police officers.

In addition, Jamaica, the Bahamas, and Antigua and Barbuda have pledged to send personnel. Last month, the administration of US President Joe Biden promised to provide logistics and USD 100 million to support a Kenyan-led force.

The resolution notes that the Security Council intends to impose additional sanctions on Jimmy Chérizier, known as “Barbecue,” who heads Haiti’s biggest gang alliance. Chérizier, a former police officer, recently warned that he would fight any armed force suspected of abuses.

The proposed resolution comes nearly a year after Haiti’s prime minister and other top government officials requested the immediate deployment of a foreign armed force as the government struggles to fight violent gangs estimated to control up to 80 per cen of the capital of Port-au-Prince.

From January 1 to August 15, more than 2,400 people in Haiti were reported killed, more than 950 kidnapped and 902 injured, according to the most recent UN statistics.

More than 2,00,000 others have been displaced by violence, with many crammed in makeshift shelters after gangs pillaged their communities.

Male: Progressive Party of Maldives (PPM) candidate Mohamed Muizzu, won the Maldivian presidential elections on Saturday, Al Jazeera reported citing local media.

This was the second round of polling after no candidate emerged clear winner in the first round. Muizzu had emerged as the frontrunner in the first round with around 46 per cent votes, followed by Ibrahim Solih’s 39 per cent.

Al Jazeera reported citing several local media platforms that Muizzu has won with more than 53 per cent of the vote, after the tallying of results of all 586 ballot boxes.

After the thumping win, the Maldives president-elect delivered a brief statement at his party’s headquarters, thanking all those who voted for him and calling on the government to release former President Abdulla Yameen, who is serving an 11-year jail sentence on a corruption conviction.

“Today is a very happy day…I would like to express my sincere gratitude to all the Maldivian people. This outcome today is a huge encouragement for us in our pursuit to build a better future for our country, and to ensure the sovereignty of our nation,” Al Jazeera quoted him as saying.

“Yameen, the leader of the PPM, must be released”, Muizzu said. “The president has the power to transfer [Yameen] home imprisonment. And doing so, I believe, is the best action that can be taken in our nation’s interests,” he added.

Notably, Muizzu and his is considered ‘pro-China’ because of the huge Chinese loans by the country, under the previous PPM government.

After the results, Maldives President Ibrahim Solih conceded defeat in Saturday’s run-off vote and congratulated Muizzu

“Congratulations to the winner of the presidential election @MMuizzu. Thank you for the beautiful democratic example shown by the people in the elections. Thank you to the MDP and AP members who worked together and to all the people who voted for me,” he posted on X (formerly Twitter).

Maldives Foreign Minister and Maldivian Democratic Party (MDP) leader Abdulla Shahid also congratulated Muizzu and also thanked President Ibrahim Solih for his tenure.

“Congratulations to President-elect Dr @MMuizzu for winning the Presidential Election 2023. Many congratulations and much gratitude to President @ibusolih, for the many seeds of hope he had sown over the last 5 years, which will surely reap much prosperity for our country and people,” he posted on X.

Parliament Speaker and former President Mohamed Nasheed also congratulated Muizzu on his apparent second round victory.

“Congratulations, President-elect Dr. @MMuizzu”, he posted on X.

Muizzu is currently serving as the mayor of the capital, Male. He holds a doctorate in civil engineering from the University of Leeds in the United Kingdom. He was the Minister of Housing in former President Abdulla Yameen’s cabinet, according to Al Jazeera.

Notably, Solih’s defeat to Muizzu marks the first time Maldivians have voted out a liberal democratic government in favour of an authoritarian challenger since the country held its first multi-party elections in 2008, Al Jazeera reported.

The outcome also marks a stark reversal of fortune for Solih, who won the last election in 2018 by a landslide, amid widespread anger over human rights abuses and corruption under his predecessor.

A leading analyst says the blood of thousands of Americans and hundreds of thousands of Iraqis stain the soul of US Senator Dianne Feinstein, because she knew Iraq did not possess weapons of mass destruction and yet authorized the war.

Scott Ritter, a former UN weapons inspector and US intelligence officer made the remarks in a post on X, formerly known as Twitter, on Saturday, following Feinstein’s death.

Ritter said that he had met Senator Feinstein once, in the lead-up to the 2003 invasion of Iraq when she had just been assigned to the Senate Select Committee on Intelligence.

He went on to say that at the time, a senior staffer from the committee asked him to come to Washington DC to brief Feinstein on the allegations being made by the administration of George W. Bush that Iraq continued to possess WMDs.

The analyst noted that he presented solid facts that Iraq has no such weapons, adding that he asked the senator to say if she had seen “unequivocal proof” that Iraq retained WMDs.  

“I have seen no such intelligence,” she replied, Ritter said. However, on October 11, 2002, Senator Feinstein voted in favor of the resolution authorizing war with Iraq.

The analyst further stated that Senator Feinstein later claimed that she had been “misled by the Bush administration and bad intelligence.”

“I will forever know Senator Feinstein as someone who had been empowered by the truth, and lacked the moral courage to act on it,” Ritter said.

“The blood of thousands of Americans and hundreds of thousands of Iraqis stains her soul. I hope when she stands in judgment before her maker, she is punished accordingly,” he added.

US Senator Dianne Feinstein of California died at age 90 on Thursday night at her home in Washington, D.C.

She was the oldest member of the Senate, where she had served since 1992. She held her seat in the chamber longer than any other woman and any other senator from California.

After two failed bids for mayor, she was elected president of San Francisco’s Board of Supervisors in 1978, becoming the first woman to hold the title. Feinstein was made acting mayor later that year.

In 2003, Feinstein voted in favor of the Iraq War, saying she believed at the time that Saddam Hussein possessed weapons of mass destruction.

Mumbai: Maruti Suzuki India has said that it has received a show cause notice from the GST Authority proposing to demand interest and impose penalty, besides appropriating tax already paid, amounting to Rs 1,393 million “in matter of tax liability under reverse charge basis on certain services”.

The notice pertains to the period from July 2017 to August, 2022, the company said in a regulatory filing

”The company will file a reply to the show cause notice before the Adjudicating Authority. There is no impact on financial, operation or other activities due to the notice,” it said.

Maruti Suzuki India also said it has received an order from the Punjab and Haryana High Court “dismissing appeal filed by Central Excise Department for denial of input service credit to the company”.

“The company has received a favourable order from the High Court of Punjab and Haryana wherein appeals filed by the Central Excise Department for the period June 2006 to March 2011 have been dismissed. The Central Excise Department had filed appeals before the High Court against an earlier tribunal order of August 2016, which was passed in favour of the company in which input service credit on certain services was allowed to company and penalty was also dropped,” the filing said.

“The total tax and penalty amount involved in the department’s appeal was Rs 572 million,” it added.

The Glasgow Gurdwara, where an Indian envoy was stopped from entering by Khalistani extremists, today issued a statement strongly condemning the incident. Hitting out at the “disorderly behaviour”, the Gurdwara said that it was open to people from all communities and backgrounds.

“An incident occurred on 29 September 2023 at Glasgow Gurdwara where the Indian High Commissioner was on a personal visit, facilitated by a member of Scottish Parliament. Certain unknown individuals from outside the Glasgow area attempted to disrupt this visit, following which the visiting party decided to leave the premises,” the statement by Glasgow Gurdwara Guru Granth Sahib Sikh Sabha stated.

The Gurdwara said that the “unruly individuals” continued to disturb the congregation even after the Indian envoy had left.

“Glasgow Gurdwara strongly condemns such disorderly behaviour to disrupt the peaceful proceedings of a Sikh place of worship,” the statement added.

Indian High Commissioner, Vikram Doraiswami, was stopped from entering the Gurdwara by Khalistani extremists on Saturday.

A purported video going viral on social media shows a man preventing the Indian High Commissioner to the UK, Vikram Doraiswami, from entering the gurdwara in Glasgow on Friday. Two men are also seen attempting to open the door of the High Commissioner’s car in the parking area. The car is then seen leaving the premises of Glasgow Gurudwara Saheb.

India has raised the “disgraceful” incident with the UK government. Junior UK foreign minister Anne-Marie Trevelyan acknowledged the video going viral on social media and said she was “concerned”.

“The safety and security of foreign diplomats is of utmost importance and our places of worship in the UK must be open to all,” she said on X, formerly Twitter.

The incident comes amid the snowballing diplomatic row between India and Canada, which was triggered by Canadian Prime Minister Justin Trudeau accusing “Indian government agents” of involvement in the killing of Khalistani terrorist Hardeep Singh Nijjar in June.

Male: Opposition candidate Mohamed Muiz won the Maldives presidential runoff on Saturday, securing more than 53 per cent of the vote, local media reported.

The election has turned into a virtual referendum on which regional power — India or China — will have the biggest influence in the Indian Ocean archipelago nation. Mihaaru News reported that incumbent President Ibrahim Mohamed Solih had received 46 per cent of the vote and that Muiz had won by more than 18,000 votes. Official results were expected on Sunday.

“With today’s result we have got the opportunity to build the country’s future. The strength to ensure the freedom of Maldives,” Muiz said in a statement after his victory. “It’s time we put our differences aside and come together. We need to be a peaceful society.”

Muiz also requested that Solih transfer former president Abdulla Yameen to house arrest from prison. It was a surprise win for Muiz, who entered the fray as an underdog. He was named only as a fallback candidate closer to the nomination deadline after the Supreme Court prevented Yameen from running because he is serving a prison sentence for money laundering and corruption. Yameen’s supporters say he’s been jailed for political reasons.

“Today’s result is a reflection of the patriotism of our people. A call on all our neighbours and bilateral partners to fully respect our independence and sovereignty,” said Mohamed Shareef, a top official of Muiz’s party.

He said it was also a mandate for Muiz to resurrect the economy and for Yameen’s release. Neither Muiz nor Solih got more than 50 per cent in the first round of voting earlier in September. Solih, who was elected president in 2018, was battling allegations by Muiz that he had allowed India an unchecked presence in the country.

Muiz’s party, the People’s National Congress, is viewed as heavily pro-China. Solih has insisted that the Indian military’s presence in the Maldives was only to build a dockyard under an agreement between the two governments and that his country’s sovereignty won’t be violated. Muiz promised that if he won the presidency, he would remove Indian troops from the Maldives and balance the country’s trade relations, which he said were heavily in India’s favour.

Ahmed Shaheed, a former foreign minister of Maldives, termed the election verdict as a public revolt against the government’s failure to meet economic and governance expectations rather than concerns over Indian influence.

“I don’t think India was at all in the people’s minds,” Saheed said. An engineer, Muiz had served as the housing minister for seven years. He was mayor of Male, the capital, when he was chosen to run for president. Solih suffered a setback closer to the election when Mohamed Nasheed, a charismatic former president, broke away from his Maldivian Democratic Party and fielded his own candidate in the first round. He decided to remain neutral in the second round.

“Nasheed’s departure took the motherboard away from the MDP,” Shaheed said. Yameen, leader of the People’s National Congress, made the Maldives a part of China’s Belt and Road initiative during his presidency from 2013 to 2018. The initiative is meant to build railroads, ports, and highways to expand trade — and China’s influence — across Asia, Africa, and Europe. Despite the rhetoric, Muiz is unlikely to change the foreign policy of affording an important place to India — rather, opposition to Chinese projects is likely to lessen, evening power balances out, Shaheed said.

The Maldives is made up of 1,200 coral islands in the Indian Ocean located by the main shipping route between the East and the West. “These five years have been the most peaceful and prosperous five years we’ve ever seen. We have had political peace, opposition candidates are not jailed every day,” said Abdul Muhusin, who said he voted for Solih in the runoff on Saturday.

Another voter, Saeedh Hussein, said he chose Muiz because “I want the Indian military to leave Maldives. “I don’t believe the Maldivian military has any control. Only Muiz can change these things and make the Indian military leave Maldives,” he said. There were more than 2,82,000 eligible voters and turnout was 78 per cent an hour before the polling stations closed.

Hangzhou: India’s Amlan Borgohain finished at the third position after clocking a timing of 21.08 seconds in the men’s 200m heats and advanced to the semifinal at the Asian Games here on Sunday.

As per rule, the first three athletes in each heat make the cut for the semi-finals. The top four times from all the heats who have not made the cut will also advance to the semifinals.

The sprinter from Assam, currently the country’s fastest, holds both the men’s 100m and 200m national records.

However, Jyothi Yarraji failed to make the cut for the women’s 200m final. The Indian had a timing of 23.78s.
