Tribal University: Stale promise from the freezer after 10 years

Hyderabad: Prime Minister Narendra Modi on Sunday announced a Central Tribal University at Mulugu, which is in fact a stale promise dished out on a new platter, after keeping it in deep freezer for nearly 10 years.

The proposal for the Central Tribal University was initially made under the Andhra Pradesh Reorganisation Act of 2014, during the formation of Telangana State.

However, it remained nothing more than a promise, despite repeated requests and allocation of land by the State government, i.e., till Modi was forced to take desperate measures to prevent the BJP from being completely wiped out in Telangana.

While Sunday’s announcement is certainly a victory for Telangana and the BRS in particular for not giving up and for continuously pressurising the Centre, what exposes Modi’s political agenda is that Telangana is being promised a Central Tribal University, when the neighboring Andhra Pradesh was helped in getting one operational from August 2020 itself.

This was after the Telangana government had allotted 116 acres of assigned land, 50 acres of forest land, and 169 acres of government land for the establishment of the University at Mulugu. Further, the State government also identified a suitable building for launching the university operations.

Despite more than nine and a half years since the formation of Telangana, the Centre, which granted permission for the university, was yet to initiate any related work. The Andhra Pradesh Reorganisation Act of 2014 pledged the establishment of the Tribal University in the State, but this promise has languished in procrastination.

During his visits to Delhi on several occasions, Chief Minister K Chandrashekhar Rao had repeatedly implored Prime Minister Narendra Modi to expedite the work on the Tribal University as promised in the Reorganisation Act. But there was no response from the union government.

After repeated appeals, union Education Minister Dharmendra Pradhan informed the Parliament earlier this year that the Site Selection Committee had settled on a location in Mulugu, and a Detailed Project Report (DPR) was prepared. However, specific details and progress on the matter remain scant, with the Centre having submitted the proposal for the university’s establishment to the Department of Expenditure in February this year.

That Modi’s promise comes after the State had managed with grit and determination to the get Reorganisation Act promise reach a DPR stage exposes his attempt at political mileage and at the same time, raises the question whether this promise will mean that the university will finally get moving or still remain on paper.

Iran security chief urges strict implementation of security deal with Iraq

Iran’s security chief urges “full and precise” implementation of a security agreement with Iraq that entails the complete disarmament and re-location of anti-Iran terrorist groups operating in the semi-autonomous Kurdistan region.

In a Sunday meeting with Iraq’s National Security Advisor Qasim al-Araji in Tehran, Secretary of Iran’s Supreme National Security Council (SNSC) Ali Akbar Ahmadian said the agreement guarantees the border security.

He added that the pact is a “rational and appropriate” road map for the elimination of the factors that create insecurity in the two countries and the region.

On March 19, in Baghdad, Iran and Iraq signed a security agreement encompassing coordination in protecting the border.

Under the agreement, the Iraqi government had promised to disarm terrorist and separatist groups based in the Kurdistan region by September 19, vacate their military barracks, and transfer them to the camps established by the Baghdad government.

Iraqi Foreign Minister Fuad Hussein said on September 23 that his country has implemented all clauses of the security agreement with neighboring Iran.

He made the comment after Major General Mohammad Hossein Baqeri, the Chief of General Staff of Iran’s Armed Forces, said the country has given Iraq several more days to fully implement the security pact, stressing that all terrorist groups in the region must be disarmed.

“What happened during this six-month respite was that [they] just distanced a bit from the borders of our country,” he said while thanking the Iraqi government for its efforts to disarm the separatists.

Elsewhere in his remarks, Ahmadian pointed to agreements signed between Tehran and Baghdad to expand relations and said the two sides have ample capacities for the improvement of all-out cooperation in various fields, particularly in the economic sector.

For his part, the top Iraqi security official reaffirmed his country’s determination to implement the security deal with Iran.

He said that Baghdad would take every opportunity to strengthen relations with Tehran.

Iraq sets up 12 checkpoints along border with Iran as implementation of security agreement

The deputy commander of Iraq’s Joint Operations, Lieutenant General Qais al-Mohammadawi, said on Sunday that his country has formed a higher committee which has been working for almost a year on developing a mechanism to implement the security pact with Iran.

In an interview with the Iraqi News Agency (INA) published on Sunday, Mohammadawi said the committee is working under the chairmanship of the national security adviser and specialized officers from the ministries of defense, interior, advisory and security services. He said 10 to 12 checkpoints had been set up over the past two weeks and separatist elements had been transferred from the border to specific places.

The Iraqi official said Baghdad would allow no one to use its soil as a springboard for aggression against neighboring countries, whether Iran, Turkey or other states. The commander, however, stressed the importance of respecting Iraq’s sovereignty.

The presence of Kurdish terrorist groups, including the Kurdistan Democratic Party, Komala, Kurdistan Free Life Party, and the Kurdistan Freedom Party, has been a source of tension between Iran and Iraq for years, with these groups often carrying out terrorist attacks on Iranian soil.

Iran has, on countless occasions, warned Iraqi Kurdistan’s local authorities that it will not tolerate the presence and activity of terrorist groups along its northwestern borders, saying the country will give a decisive response should those areas become a haven for anti-Tehran terrorists.

Some of the suspects in the murder case of two Manipur students

Imphal/New Delhi:

Four people have been arrested and two have been detained by the Central Bureau of Investigation (CBI) in the horrific murder case of two students in Manipur in July, whose photo surfaced on social media last week.

The four include two men and two women, apart from the two girls who have been detained in the state capital Imphal. The four have been flown to Guwahati in Assam.

The accused have been identified as Paominlun Haokip, Malsawn Haokip, Lhingneichong Baite and Tinneikhol. Lhingneichong Baite was a friend of the girl student who was murdered, people with direct knowledge of the matter said. One of the suspects is allegedly the wife of an insurgent group based in Churachandpur, sources said without giving further details.

A crack unit of the Manipur Police and the Indian Army in a joint operation captured the suspects from the hill district Churachandpur, 51 km from Imphal, where ethnic violence began on May 3. Several Kuki insurgent groups that have signed the tripartite suspension of operations (SoO) agreement are based in this hill district.

After catching them, the forces drove swiftly to the airport, where a CBI team was waiting for them. The CBI team and the suspects took the last flight out of Imphal around 5:45 pm.

Sources said some people tried to move towards the airport on hearing about the arrests. The one hour till the time the plane took off was “full of tension” as the Central Industrial Security Force (CISF) guarding the airport was informed about possible trouble, people with direct knowledge of the matter told NDTV, requesting anonymity. Nothing untoward happened, fortunately, they said.

The two Manipur students who were killed in July

“As the saying goes, one may abscond after committing the crime, but they cannot escape the long hands of the law. We are committed to ensuring maximum punishment, including capital punishment, for the heinous crime they have committed,” Manipur Chief Minister N Biren Singh said in a post on X, formerly Twitter.

Mr Singh told reporters today terrorists from Myanmar and Bangladesh have joined hands with some insurgent groups to exploit the Manipur crisis, and the ongoing violence is between the terrorists and the state.

Yesterday, a terror suspect was arrested from Churachandpur by the National Investigation Agency in a transnational conspiracy case involving terrorist leaders in Bangladesh and Myanmar.

After news of the arrests spread, a large crowd came out on the roads in Churachandpur. The police said the gathering was peaceful.

The photos showing the bodies of the two students who went missing in July emerged on social media on September 26, after which the Manipur government assured swift action.

The CBI has been looking into this case already, though the bodies of the two students – both minors – are yet to be found. Investigators are also looking into allegations of rape before the minor was murdered, sources told NDTV.

The photos show the two students – both 17 years old – sitting at the grassy compound of what appears to be a makeshift jungle camp of an armed group.

The Manipur Police last month appointed a former army special forces soldier to oversee combat operations.

Ethnic violence between the hill-majority Kuki tribes and the valley-majority Meiteis began on May 3, following a protest by the Kukis over the Meiteis’ demand for Scheduled Tribes (ST) status. Over 180 have died and thousands have been internally displaced.

Mali separatists claim deadly attack against army

Tuareg-dominated separatist groups said that they had inflicted heavy losses on the Malian military in an attack in the center of the troubled West African country, AFP reported.

The rebels initially said on Saturday they had counted 98 dead soldiers, but later revised the figure to 81.

The claim came in statements from the Permanent Strategic Framework which is dominated by the Coordination of Azawad Movements (CMA), an alliance of predominantly Tuareg groups – seeking autonomy or independence from the Malian state.
