Afghan Embassy Announces Decision To Cease India Operations From Today

Afghan Embassy Shutdown: The embassy said that this decision is made after careful consideration

New Delhi:

The Afghanistan Embassy in India announced Saturday night that it is ceasing its operations from October 1, citing a lack of support from the host government, failure to meet expectations in serving Afghanistan’s interests, and a reduction in personnel and resources.

In a statement, the Afghanistan Embassy in New Delhi said it regrets to announce the decision to cease its operations, effective October 1, 2023.

“It is with profound sadness, regret, and disappointment that the Embassy of Afghanistan in New Delhi announces this decision to cease its operations,” the statement said.

The embassy said that this decision, while deeply regrettable, is made after careful consideration, taking into account the historic ties and long-standing partnership between Afghanistan and India.

The Embassy statement also listed key factors affecting its ability to continue the mission effectively and said that they were the primary reasons for the “unfortunate closure”.

The Embassy cited a “lack of support from the host government”, alleging that it has experienced a notable absence of crucial support from the host government, which it said hindered its ability to carry out duties effectively.

Failure To Meet Expectations

The mission also cited “failure to meet expectations in serving Afghanistan’s interests” as one of the reasons.

“We acknowledge our shortcomings in meeting the expectations and requirements necessary to serve the best interests of Afghanistan and its citizens due to the lack of diplomatic support in India and the absence of a legitimate functioning government in Kabul,” it said.

It also said that due to unforeseen and unfortunate circumstances, there has been a significant reduction in both personnel and resources available to it, making it increasingly challenging to continue operations.

“The lack of timely and sufficient support from visa renewal for diplomats to other critical areas of cooperation led to an understandable frustration among our team and impeded our ability to carry out routine duties effectively,” the statement said.

Given these circumstances, “it is with deep regret that we have taken the difficult decision to close all operations of the mission with the exception of emergency consular services to Afghan citizens till the transfer of the custodial authority of the mission to the host country,” it said.

The embassy has been headed by Ambassador Farid Mamundzay. Mr Mamundzay was appointed by the previous Ashraf Ghani government and he has been operating as the Afghan envoy even after the Taliban seized power in Afghanistan in August 2021.

Power Tussle

In April-May, the embassy was rocked by a power struggle in the wake of reports of the Taliban appointing a charge d’affaires to head the mission, replacing Mr Mamundzay. Following the episode, the embassy came out with a statement that there was no change in its leadership.

The tussle for power had erupted after Qadir Shah, who was working as a trade councillor at the embassy since 2020, wrote to the MEA in late April claiming that he was appointed as the charge d’affaires at the embassy by the Taliban.

India is yet to recognise the Taliban set-up and has been pitching for the formation of a truly inclusive government in Kabul, besides insisting that Afghan soil must not be used for any terrorist activities against any country.

In its statement, the Afghan Embassy said this step is being taken in the best interest of the people of Afghanistan.

In accordance with Article 45 of the Vienna Convention on Diplomatic Relations (1961), all property and facilities of the Embassy will be transferred to the custodial authority of the host country, it said.

The embassy said it also wishes to address recent speculations and provide clarity on certain matters of importance.

In the three-page statement, the embassy categorically refuted any “baseless claims” regarding internal strife or discord amongst its diplomatic staff or any diplomats using the crisis to seek asylum in a third country.

“Such rumours are unfounded and do not reflect the reality of our mission. We remain a united team working towards the best interests of Afghanistan,” the embassy said.

The embassy also said it would like to verify the “authenticity” of an earlier communication with the Ministry of External Affairs regarding the intent to close the mission.

“This communication accurately represents our decision-making process and the factors leading to the closure,” the statement said.

“We request the government of India to give serious consideration to the four requests outlined in the official note verbally submitted earlier. Specifically, we emphasize the importance of permitting the hoisting of the Afghan flag over the properties of our premises, as well as facilitating the smooth transition of the mission’s buildings and assets to a legitimate government in Kabul in the future,” the statement said.

The embassy also acknowledged that, given the gravity of this decision, “there may be some who receive support and instructions from Kabul that may differ from our current course of action”.

The Embassy of Afghanistan made an “unequivocal statement” regarding the activities of certain consulates.

“It is our firm belief that any actions taken by these consulates are not in consonance with the objectives of a legitimate or elected government and rather serve the interests of an illegitimate regime,” the statement said.

The embassy also said it is keen to reach an agreement with the Indian government at the earliest possible juncture.

Destination US: Distance Learning Programs in U.S. higher education institutions

For international students seeking online learning opportunities in the United States, it’s important to consider accreditation.

Destination US: Distance Learning Programs in U.S. higher education institutions

Today, we focus on distance learning programs within the United States higher education institutes. Distance education, often called online learning, offers an excellent avenue to experience the U.S. education system. It’s important to note that international students are generally eligible to enroll in distance education courses offered by U.S. universities.

Distinguishing Full-Time Online Degree Programs from Part-Time Low-Residency Programs

U.S. institutions provide a wide range of full-time undergraduate and graduate degree programs as well as individual courses through online learning.
These programs employ various methods of instruction, including websites, mobile apps, email, telephones, and one-way or interactive audio and video transmissions. Students who enroll in distance learning programs at U.S. institutions must pay tuition fees.

Beyond the standard full-time degree programs and individual courses, some U.S. higher education institutions also offer part-time, blended programs, known as “low-residency programs.”

These programs combine online learning with occasional on-campus attendance. It’s worth noting that students enrolled in full-time online programs are generally not eligible for U.S. student visas. However, if a low-residency program necessitates short-term in-person attendance in the United States, a visa will be required.

Accreditation of Online Learning Programs

For international students seeking online learning opportunities in the United States, it’s important to consider accreditation. Accreditation is a crucial aspect of educational quality assurance. When exploring online programs, students should ensure that the program they are interested in is recognized by an accrediting body.

The Distance Education and Training Council (DETC) is a valuable resource for locating accredited online distance learning programs. You can find information about accredited programs on their website: http://www.detc.org/.

It’s important to verify the accreditation status of the program you are interested in by visiting the university’s website.

U.S. Student Visas for Low-Residency Programs

International students often wonder whether they are eligible for U.S. student visas if they enroll in low-residency programs requiring short-term in-person attendance in the United States.

The answer to this question is yes; international students can be eligible for U.S. student visas (typically F-1 visas) if their low-residency program includes periods of required in-person attendance in the United States.

However, the specific visa requirements and eligibility criteria may vary, and it is advisable to consult with the institution’s Designated School Official (DSO) within the International Student and Scholar Office to ensure compliance with visa requirements.

Key Considerations for Choosing a Distance Learning Program

Before selecting a distance learning program, we recommend that students consider the following questions:
Does a recognized accrediting body accredit the program?

How long has the program been in operation, and what feedback do previous participants have about the program?
What is the typical duration for students to complete the program?

Does the schedule of online lectures align with your current work or study schedule?
What employment opportunities do graduates of the program typically find, and do employers recognize the program?

These considerations will help you make an informed decision about pursuing a distance learning program in the United States, whether a full-time online degree program or a part-time low-residency program with occasional in-person requirements.

PM says Congress didn’t even spare cow dung

Prime Minister Narendra Modi accused the Congress government in Chhattisgarh of being steeped in corruption and misrule, saying there is a scam in every scheme of the state and that it did not spare even cow dung.

PM says Congress didn’t even spare cow dung

Bilaspur: Prime Minister Narendra Modi on Saturday accused the Congress government in Chhattisgarh of being steeped in corruption and misrule, saying there is a scam in every scheme of the state and that it did not spare even cow dung.

Modi also accused the Congress of seeking to divide women in the name of caste and by spreading lies, as he launched a fierce counter-attack on the main opposition party over its demand for OBC sub-quota in women’s reservation in legislatures.

Addressing a large crowd at the ‘Parivartan Mahasankalp rally’ here to mark the conclusion of the BJP’s two ‘Parivartan Yatra’ outreach campaigns in the poll-bound state, the prime minister also invoked his own OBC background to assert that the Congress hates him and has not stopped abusing the backwards, Dalits and tribals despite its leader being sentenced by court, an apparent reference to Rahul Gandhi. Gandhi was convicted by a Gujarat court for his “Modi surname” remarks. The Supreme Court has since stayed the conviction.

Modi cautioned people of Chhattisgarh that if the Congress is given another chance, it will be emboldened to continue to take the path of corruption and assured them that if the BJP is elected to power, stern action will be taken against those who are guilty in the alleged Public Service Commission(PSC) recruitment scam.

“Chhattisgarh is steeped  in corruption and misrule. There is a scam in every scheme in the state…,” Modi said, hitting out at the Bhupesh Baghel government over alleged scams in ration distribution, liquor trade, PSC recruitment, District Mineral Foundation (DMF) fund utilization and cow dung procurement.

The state government “did not even spare cow dung and committed corruption in the name of gau mata (cow),” he said, referring to allegations of corruption in the cow dung procurement scheme.

The prime minister said the BJP was completely dedicated to the development of Chhattisgarh whether it was in power at the Centre or in the state.

“Today I have come to give you a guarantee that Modi will leave no stone unturned to make your every dream come true. It is Modi’s guarantee that your dreams are Modi’s resolution,” he said.

“No matter how much I try from Delhi to ensure that development reaches you, the Congress government here keeps trying to disrupt it. In the last five years, Chhattisgarh has received thousands of crores of rupees from the Centre for development works. There is no shortage of money for the state, and I am not saying this but deputy Chief Minister (TS Singh Deo) of Chhattisgarh has said this in a public programme.” Singh Deo, seen as Baghel’s rival in the state Congress, had said at a function in Raigarh district — where he shared the stage with the prime minister — that the Union government has not been biased towards Chhattisgarh.

After Singh Deo spoke the truth, it created a “storm” in the Congress and the party leaders started targeting Singh Deo, Modi claimed.

“When the Congress was in power at the Centre (as part of the United Progressive Alliance), which has now become a `Ghamandia’ alliance, it only gave Rs 300 crore on an average per year for railway works, but the Modi government gave Rs 6,000 crore in a year for expansion of railway networks,” he said.

Accusing the Congress government of committing scams in rice distribution under the PM Garib Kalyan Yojna, Modi asked people whether they will give another opportunity to this party.

“They are a little scared as I am sitting in Delhi. But if they(Congress) get a chance again, their courage to commit a scam will be boosted so much that no one will be able to stop them in Chhattisgarh.” Modi also accused the Congress government of hiding the deaths of children due to malnutrition, saying that  Congress leaders “are very concerned with the lives of their children, but have nothing to do with your children.”

He hit out at the Congress for `spreading lies’ on paddy procurement, claiming that every single grain of rice grown by farmers in Chhattisgarh was procured by the BJP-led Union government. A BJP government will take care of paddy cultivators, he assured.

“Congress hates Modi as they think how a person from the backward classes became the PM. They abuse the backward classes on the pretext of targeting Modi. They (Congress) hate Dalits, the poor, tribals and OBCs. Even after being punished by the court (for making slanderous statements), they continued with the same attitude,” Modi said.

“When the BJP nominated Ram Nath Kovind, who hails from the Dalit community, for the post of President, Congress opposed it. They even opposed Droupadi Murmu’s candidature (in the last presidential election)….It was not ideological opposition. Had it been ideological opposition, the Congress would not have fielded a former leader of the BJP (Yashwant Sinha).” Modi said he has fulfilled another guarantee with the passage of the bill reserving 33 per cent seats for women in the Lok Sabha and state assemblies which has now become law after receiving the assent of President Murmu.

“It (women’s reservation bill) was pending for 30 years. Congress and its allies in the `Ghamandia’ bloc are now wondering what Modi has done. They are full of anger. They supported the bill out of compulsion and fear that Modi will get blessings of women after this development.” But now they are “playing new tricks to create division among women” on the lines of caste and by spreading lies, and the women of Chhattisgarh should remain alert about this, the PM said.

“This decision (women’s reservation) will have an impact for thousands of years to come. It will make your daughters’ future bright. Please, mothers and sisters, do not fall prey to the lies of liars. Your blessings should continue to shower so that Modi continues to fulfill everyone’s dreams.”

Iran Navy to take delivery of new homegrown destroyer soon: Commander

Rear Admiral Shahram Irani of the Iranian Navy (Photo by Tasnim news agency)

Iranian Navy Commander Rear Admiral Shahram Irani says the force will take delivery of a new domestically-designed and manufactured destroyer in the near future, which is furnished with much more advanced and elaborate systems compared to the military vessels already unveiled.

Addressing students at Sharif University of Technology in the capital Tehran during a Saturday ceremony in commemoration of the anniversary of the 1980-88 Iraq-imposed war, Irani highlighted that the homegrown military vessel, dubbed Deylaman, will soon join Iran’s naval fleet.

He described Deylaman as much more sophisticated than Dena destroyer.

Dena is reportedly the fourth Jamaran-class destroyer manufactured by the Defense Ministry’s naval industries.

The Iranian destroyer is equipped with various defense and offense systems, designed to make long journeys in the oceans, and capable of detecting, tracking, and hitting various aerial, surface, and submarine targets.

Dena is also capable of carrying helicopters on its deck.

Elsewhere in his remarks on Saturday, Irani stated that the Iranian Navy plans to set up a base in the Antarctica. Iran’s southeastern Makran coast is directly connected to the South Pole and the deployment of Iranian servicemen in that region would be of a practical nature, he said.

Antarctica is important from several different aspects as it is the best place to control the cruise of ballistic missiles, the high-ranking Iranian commander said.

Iran’s Navy has in recent years achieved self-sufficiency in manufacturing surface and sub-surface vessels. It has also increased its presence in international waters to protect naval routes and provide security for merchant vessels and tankers.

Man City Shocked By Wolves, Manchester United Beaten By Crystal Palace

Manchester City’s perfect start to the Premier League season came undone in a shock 2-1 loss to Wolves, as Manchester United slumped to a 1-0 home defeat to Crystal Palace on Saturday. Arsenal closed to within a point of the lead by cruising to a 4-0 win at Bournemouth, while Aston Villa thrashed Brighton 6-1 to move into the top four. City had won the opening six games of their title defence as they aim to become the first side to ever claim four consecutive English top-flight titles. By contrast, Wolves had taken just four points from their first six games but stunned the champions at Molineux.

Ruben Dias‘ own goal put the home side in front, but City responded after the break through Julian Alvarez‘s free-kick.

Wolves, though, were a constant threat on the counter-attack and got their reward when Hwang Hee-chan swept home at the second attempt 25 minutes from time.

“We have to do more but even when we win we have to do more,” said City boss Pep Guardiola, who watched the game from the stands due to suspension.

“When we win and lose we do it together. Today we were not at our best.”

City’s defeat means Liverpool can go top should they end Tottenham’s unbeaten Premier League start under Ange Postecoglou in the 1615GMT kick off.

United have now lost four of their opening seven league games of the season to pile more pressure on Erik ten Hag.

Joachim Andersen’s stunning first-half volley separated the sides at Old Trafford.

United had won a League Cup meeting between the sides 3-0 in midweek.

But with Palace restored to full strength, the Red Devils suffered from a familiar lack of cutting edge up front as they laboured to get back into the game.

“The final part of the game we didn’t play our best game,” said Ten Hag.

“You have to be sharp and clinical. It’s about decision making.”

Defeat sees United slip to 10th in the table.

Arsenal moved up to second as Mikel Arteta‘s men eased to victory at Bournemouth.

Bukayo Saka had been an injury doubt, but headed into an empty net to open the scoring on his 87th consecutive Premier League appearance.

Saka could have had more had he not then handed over penalty duties.

Martin Odegaard has shared responsibility from the spot with Saka this season and the Norwegian slotted home Arsenal’s second before the break.

Both Saka and Odegaard then stood aside to give Kai Havertz the confidence boost of his first goal for the club when the Gunners were awarded a second spot-kick on 53 minutes.

Ben White rounded off the scoring in stoppage time.

Newcastle’s recovery from a slow start to the season continues as the Magpies overcame Burnley 2-0.

Miguel Almiron fired into the top corner to open the scoring and Alexander Isak’s penalty secured the points 14 minutes from time.

Ollie Watkins bagged a hat-trick in Villa’s stunning demolition of Brighton.

Two goals from the England striker and a Pervis Estupinan own goal put Villa 3-0 up inside 26 minutes.

Ansu Fati reduced the deficit with his first Brighton goal.

But the day belonged to Watkins and he became the first Villa player in 47 years to score two hat-tricks in one season.

Jacob Ramsey and Douglas Luiz piled on the pain for Brighton in the closing stages and did enough to edge Villa ahead of the Seagulls on goal difference.

“We are feeling strong here with the supporters, we are connected with them,” said Villa boss Unai Emery after a 10th consecutive home Premier League win.

Luton secured their first ever Premier League win with a 2-1 victory at Everton.

Tom Lockyer and Carlton Morris were on target for the Hatters, who climb out of the relegation zone.

Sheffield United remain bottom after the Blades were beaten 2-0 at West Ham with Jarrod Bowen and Michail Antonio getting the goals for David Moyes’ men.

Pro-China Candidate Mohamed Muizzu Wins Maldives Presidency

Pro-China Candidate Mohamed Muizzu Wins Maldives Presidency

Mohamed Muizzu played a pivotal role in an earlier government’s development programme

Male:

Pro-China candidate Mohamed Muizzu won Saturday’s presidential election in the Maldives, a result set to once again upend the archipelago’s relationship with traditional benefactor India.

Muizzu, 45, helms a party that presided over an influx of Chinese loans when it last held power in the atoll nation, better known for its luxury beach resorts and celebrity tourists.

He won 54.06 percent of the vote in the run-off contest, prompting incumbent Ibrahim Mohamed Solih to concede defeat shortly before midnight.

“Congratulations to president-elect Muizzu,” Solih wrote on X, formerly Twitter. “I also congratulate the people who have shown a peaceful and democratic process.”

Muizzu made a brief appearance outside his party’s campaign headquarters to urge supporters not to celebrate until Sunday morning, when campaign restrictions officially come to an end.

Solih, 61, will serve as caretaker president until his successor is inaugurated on November 17.

The result upends Solih’s efforts to revert the country’s diplomatic posture back towards New Delhi since taking office five years ago.

Muizzu played a pivotal role in an earlier government’s development programme, bankrolled in part by financial largesse from China’s Belt and Road infrastructure initiative.

He told a meeting with Chinese Communist Party officials last year that his party’s return to office would “script a further chapter of strong ties between our two countries”.

Geopolitical hotspot

The Maldives sits in a strategically vital position in the middle of the Indian Ocean, astride one of the world’s busiest east-west shipping lanes.

Muizzu’s mentor, former president Abdulla Yameen, borrowed heavily from China for construction projects and spurned India.

Solih was elected in 2018 on the back of discontent with Yameen’s increasingly autocratic rule, accusing him of pushing the country into a Chinese debt trap.

Yameen’s turn towards Beijing had also alarmed New Delhi, which shares concerns with the United States and its allies about China’s growing assertiveness in the Indian Ocean.

India is a member of the strategic Quad alliance alongside the United States, Australia and Japan.

But Solih’s restoration of the Maldives’ traditional posture itself proved controversial, with many in the archipelago disapproving of India’s outsized political and economic clout.

Muizzu has vowed to free Yameen, currently serving an 11-year sentence for corruption on the same prison island where he had jailed many of his political opponents during his tenure.

In his brief appearance Saturday, Muizzu urged the outgoing president to use his executive power and transfer Yameen to house arrest.

Turnout in Saturday’s poll was 85 percent, slightly higher than the first-round vote held earlier this month.

Watchdog group Transparency Maldives said there had been some incidents of “electoral violence,” without specifying further details.

Officials said one voter broke open a plastic ballot box, but the ballots were saved and there was no interruption to the count.

Police reported arresting 14 people, mostly for taking photographs of their marked ballot papers and sharing them on social media.

'Didn't Even Spare Cow Dung': PM On Congress 'Corruption' In Chhattisgarh

The Prime Minister was addressing a rally in Chhattisgarh’s Bilaspur.

Bilaspur:

Prime Minister Narendra Modi on Saturday accused the Congress government in Chhattisgarh of being steeped in “corruption and misrule”, saying there is a scam in every scheme of the state and that it did not spare even cow dung.

US House Passes Bill To Keep Government Running For 45 Days, Senate Vote Next

US House Passes Bill To Keep Government Running For 45 Days, Senate Vote Next

The bill has been sent to the Senate to avoid a government freeze (Representational)

Washington:

Last gasp moves to prevent a US government shutdown took a dramatic step forward Saturday, as Democrats overwhelmingly backed an eleventh-hour Republican measure to keep federal funding going for 45 days, albeit with a freeze on Washington’s massive aid to Ukraine.

The stopgap measure adopted 335-91 by the House of Representatives was pitched by Speaker Kevin McCarthy with just hours to go before a midnight shutdown deadline that would have seen millions of federal employees and military personnel sent home or required to work without pay.

Ninety of the votes against the measure came from Republicans.

The deal still has to be approved by the Democrat-controlled Senate.

The shutdown crisis was largely triggered by a small group of hardline Republicans who had defied their own party leadership to scupper various temporary funding proposals as they pressed for deep spending cuts.

Saturday’s agreement could end up costing McCarthy his job, as the hardliners had threatened to remove him as speaker if a stopgap measure they opposed was passed with Democrat support.

Pitching his last-gasp proposal, McCarthy had appealed to both Republicans and Democrats to “put your partisanship away” and dismissed the threat to his job.

“If somebody wants to remove (me) because I want to be the adult in the room, go ahead and try,” he said.

The proposed plan would keep the government funded at current levels without the hardline-backed spending cuts that Democrats had viewed as a non-starter. But it also does not include funding for Ukraine.

Arming and funding Ukraine in its war against the Russian invasion has been a key policy plank for President Joe Biden’s administration and, while the stopgap is only temporary, it does raise questions over the political viability of renewing the multibillion-dollar flow of assistance.

The Senate had been prepared to vote on its own stopgap bill later Saturday — one that did include funding for Ukraine.

Last week Ukrainian President Volodymyr Zelensky visited Capitol Hill to try to convince the slowly growing number of skeptical Republican members of Congress not to give up on his country.

Hyderabad: Agriculture Minister S Niranjan Reddy said MS Swaminathan, the father of the Green Revolution in India deserved the honour of the Bharat Ratna.

Accompanied by State Secretary for Agriculture, M Raghunandan Rao and State Seed Development Corporation Managing Director K Keshavulu, he attended the funeral of the renowned agriculture scientist on behalf of the State government and paid his respects at Taramani in Chennai.

He said the Bharat Ratna was long overdue for Swaminathan and that it could be conferred posthumously on him in recognition of his great services. The man who was shocked to see lakhs of people on the verge of starvation in the country had left medical education to take up agriculture science and as a researcher he could influence the lives of people world over.

The Commission formed under his chairmanship had made various recommendations including remunerative prices for the farmers. But his recommendations were not implemented either by the Congress government or the BJP government at the Centre. He could enhance the reputation of the country with his contributions to agriculture sector, Niranjan Reddy said.

Swaminathan, who could not fulfill his wish to visit Telangana to see the agricultural progress here, was a man with great vision, he said, adding that it was unfortunate that Swaminathan’s recommendations were not implemented fully by the Centre.
