New Delhi: The Supreme Court has imposed a costs of Rs 25,000 on a litigant seeking permission to file a voluminous synopsis of more than 60 pages against a 5-page order of the Allahabad High Court.

A bench of Justices Abhay S. Oka and Pankaj Mithal ordered the petitioner to pay costs of Rs.25,000 by way of a donation to any institution carrying out charitable work. The petitioner filed an application against the High Court order rejecting anticipatory bail, seeking permission to file a lengthy synopsis and list of dates.

The Supreme Court noted that more than 60 pages synopsis was “uncalled for” in the facts of the case when the impugned HC order ran merely into 5 pages.

“Therefore, we reject the application and while we do so, we direct the petitioner to pay costs of Rs.25,000 by way of a donation to any institution carrying out charitable work. A receipt be produced before the next date of hearing,” it ordered.

Earlier in August, the same bench had stressed that bulky synopsis in the pleadings filed before the top court ought to be avoided after it noticed that there were more than 60 pages of synopsis and 27 pages in the special leave petition filed against an impugned order of the High Court running only into six pages.

Hanamkonda: KITS, Warangal, has conducted a sapling plantation programme on Saturday on its campus here under the Swachh Bharat Mission. The event was organized jointly by the NCC and NSS Volunteers and the Student Activity Centre of the college.

Former Professor KG Narayankhedkar from IIT Bombay has launched the programme by planting a sapling and addressing the gathering. In his speech, he emphasized the importance of tree plantation in combating environmental issues such as deforestation, soil erosion, and global warming. He also said that trees enhance the beauty of the campus and balance the environment.

KITSW Principal Prof K Ashoka Reddy said that the entire programme was marked by the spirit of unity and shared social responsibility. He congratulated and appreciated the team of NSS and NCC student volunteers under SAC for their efforts in making the event a success. Over 100 NSS and NCC volunteers from the college participated in the plantation programme. They planted saplings of various species of trees throughout the campus.

International forum holds tribunal on US imperialism, rejects sanctions

An international forum comprised of high-profile scholars have held a tribunal on the atrocities perpetrated by successive US administrations through a range of imperialistic approaches, including draconian sanctions and coercive measures, against various countries across the world.

The event, titled the International People’s Tribunal on US Imperialism: Sanctions, Blockades, Economic Coercive Measures, was held on September 29-30, with Mohammad Marandi, a professor at University of Tehran and a political analyst, being among its key speakers.

The forum, as it website acknowledges, views sanctions not from the perspective of those who enforce them, but from the perspective of those most impacted by them, namely the people of Asia, Africa, and South America, with a focus on social, political, economic, and ecological issues.

“We support the right of people and nations to build their own societies free from the terror of imperialist war and violence,” the People’s Tribunal said.

“We are deeply concerned by the impact of US sanctions on the peoples of Latin America, Africa, and Asia, and believe that the only way to defeat the United States’ unlawful sanctions regimes is to rise up collectively against them,” it added.

Stressing that the forum is an international effort to undermine sanctions and challenge US imperialism, the People’s Tribunal said sanctions are a means of disciplining and controlling Global South sovereignty and blocking the emergence of a multipolar world order.

“We have concluded that sanctions regimes require the continuous development of new legal mechanisms, techniques, and technologies to manufacture international consent for their imposition,” the forum said.

“Thus, an inquiry into and an interrogation of these legal mechanisms is a necessary step toward ultimately dismantling sanctions regimes,” it added, rejecting that sanctions are peaceful or non-violent measures serving as alternatives to war.

The decisions by People’s Tribunals may not be binding and do not have the force of law, but the forum’s achievements in a political and discursive register inspire and provide the tools necessary for finding appropriate solutions and taking legal actions to confront the restrictive US measures.

New Delhi: The four-month monsoon season has ended with India receiving “normal” rainfall — 820 mm against a long-period average of 868.6 mm — with positive factors countering the effect of El Nino conditions, the India Meteorological Department (IMD) said on Saturday.

Rainfall between 94 per cent and 106 per cent of the long-period average (LPA) is considered normal.

However, normal cumulative rainfall over the country during the monsoon season doesn’t mean even spatial and temporal spread of precipitation.

The Indian monsoon refers to inherent fluctuations and changes that occur over time due to various natural factors. This is called natural variability.

Research, however, shows climate change is making the monsoon more variable. Increased variability means more extreme weather and dry spells.

IMD Director General Mrutyunjay Mohapatra said with positive factors countering the effect of El Nino, the 2023 monsoon ended with 94.4 per cent cumulative rainfall, which is considered “normal”.

At a press conference on Saturday, he said 73 per cent of the sub-divisional area recorded normal precipitation, while 18 per cent saw deficient rain.

The IMD said east and northeast India recorded 1,115 mm of rainfall against a normal of 1,367.3 mm, which translates to a deficit of 18 per cent.

Northwest India gauged 593 mm of rainfall against a long-period average of 587.6 mm. Central India, where agriculture predominantly depends on monsoon rains, recorded 981.7 mm against a normal of 978 mm.

The south peninsula recorded a deficit of eight percent.

In a pre-monsoon briefing, the IMD had predicted a normal monsoon for India, albeit on the lower side of normal. It had, however, cautioned that El Nino — warming of waters in the Pacific Ocean near South America — might influence the latter half of the southwest monsoon.

El Nino conditions are associated with weaker monsoon winds and drier conditions in India.

This year, India experienced a rainfall deficit in June but saw excessive precipitation in July due to consecutive western disturbances over northwest India and a favourable phase of the Madden-Julian Oscillation (MJO), known for increasing convection in the Bay of Bengal and the Arabian Sea.

The MJO is a large-scale atmospheric disturbance originating in tropical Africa and travelling eastward, typically lasting 30 to 60 days.

August 2023 marked the driest month since 1901 and the hottest ever recorded in India, attributed to the strengthening of El Nino conditions. However, September brought an excess of rain due to multiple low-pressure systems and the positive phase of MJO.

Hyderabad: Giving a major push to the bicycling community in Hyderabad, the country’s first innovative solar roof cycling track is all set to be thrown open on October 1.

Special Chief Secretary MA&UD Arvind Kumar on Saturday shared a video teasing the inauguration of the track on social media platform X (formerly Twitter).

The 23-km three-lane track has two stretches converging at Narsingi Junction. An 8.5 km stretch from Nanakramguda to Telangana State Police Academy and another 14.5 km stretch from Kollur to Narsingi.

It has facilities including parking space, surveillance cameras, food courts, drinking water, and restrooms. Along with bicycle repair shops, and bicycle docking; rental stations will also be made available.

Apart from protecting cyclists from sun, rain, and other weather conditions, the solar roof panels will also isolate them from main traffic enhancing safety. Producing clean energy and making the track self-sustainable, this will also illuminate the track 24×7.

“If reconstruction gets underway, Syria will have a very bright future. I am not speaking of assumptions, desires and expectations, but rather about the pre-war situation. Prior to the war, Syria’s growth was at its best rate of 7%, which was considered a very high ratio for a country with limited capacities. 

“We had no foreign debts. We used to borrow and pay back our debts directly. We had enough wheat and used to export grains to other countries. We used to export vegetables and fruits, and were developing our industries in the early years of the crisis. Therefore, I can assuredly say that Syria will be much better than what it was before the war in case the war stops and reconstruction starts,” Assad underscored.

India’s canoeing athlete Niraj Verma and team of Binita Chanu and Geetha Parvathy entered the final of the men’s 1000 m singles canoeing and women’s 500 m kayak double event at the Asian Games in Hangzhou on Saturday. In the semifinal of the men’s 1000 m singles canoeing event, Niraj clocked 4:31.626 minutes to qualify for the final. Later, in the women’s 500 m kayak double event semifinal, Binita and Geetha clocked 2:07.036 minutes to finish second and among the top three teams that reached the final.

The finals are scheduled for October 2.

Canoeing events will be held at the Asian Games from September 30 to October 7. Sprint events will take place from September 30 to October 3 while slalom races will take place from October 5 to October 7.

Warangal: As part of its efforts to enhance emergency healthcare services in Warangal district, the Telangana government is expanding its ‘108’ services to swiftly transport people in life-threatening situations to hospitals. Recently, the government allocated four new ‘108′ ambulances to the district, bolstering the existing fleet of 11 ambulances. These ambulances are stationed at vital locations including Warangal Railway Station, Matwada Fire Station and Ursu Centre under the GWMC limits of the district.

Medical officers are also utilizing GPS technology to identify dynamic hot spots within their respective mandals. This enables quicker response times and the provision of essential medical care. The medical staff operates in two shifts to ensure round-the-clock availability.

The impact of these emergency services in the district has been substantial, with thousands of individuals benefiting each year. Programme Manager of ‘108’ Services, Sivakumar said 14,176 people were served in 2017-18, followed by 13,335 in 2018-19, 12,959 in 2019-20, 10,868 in 2020-21, 12,731 in 2021-22, and notable 17,013 in 2022-23. The new ambulances have also started working from the last month, he added.

The recent addition of four ambulances further strengthens the emergency response capabilities in the district, with these vehicles now stationed in Narsampeta, Nallabelli, Nekkonda and Parvatgiri Mandals.

In a dedicated effort to improve newborn care, the government has sanctioned a specialized ambulance for CKM Hospital. This move aligns with the growing number of deliveries at CKM Hospital due to government policies.

Additionally, the government has allocated an extra mortuary vehicle (hearse vehicle) to the MGM Hospital in addition to an existing vehicle. Recognising the need for enhanced mortuary services, this additional vehicle ensures the timely and respectful transportation of bodies from MGM to their final resting places.

Hyderabad: The Kaloji Narayana Rao University of Health Sciences (KNRUHS) has revised the last date for free exit without penalty up to 4 pm on October 3, 2023 for all candidates admitted upto second phase of counseling under competent authority quota for the academic year 2023-24 into PG Medical Courses in affiliated colleges.

Candidates are permitted to discontinue from the course on application to the Principal for discontinuation from the course. However, candidates are informed that they will not be eligible for further rounds of Competent Authority Quota counseling for PG Medical courses once they discontinue the course.

The seats vacated by the candidates shall be filled in mop-up phase of counseling. Principals of medical colleges are informed to relieve the candidates on application, return the original certificates and the entire fee paid by the candidates immediately and upload the data to the admission portal by 5 pm on October 3, 2023.
