Cairo: Libya’s eastern city of Derna has buried 700 people killed in devastating flooding and 10,000 were reported missing as rescuer teams struggled to retrieve many more bodies from the horrific deluge, officials said Tuesday.

Mediterranean storm Daniel on Sunday night caused havoc and flash flooding in many towns in eastern Libya but the worst destruction was in Derna, where heavy rainfall and floods broke dams and washed away entire neighbourhoods, authorities said.

“The situation is catastrophic,” said Othman Abduljaleel, the health minister in Libya’s eastern government. “The bodies are still lying on the ground in many parts (of the city). Hospitals are filled with bodies. And there are areas we have yet to reach.” Authorities estimated earlier that as many as 2,000 people may have perished in Derna alone.

The Ambulance and Emergency Authority, which coordinates search and rescue efforts, said about 2,300 people died in Derna but did not clarify what that figure was based on.

Tamer Ramadan, Libya envoy for the International Federation of Red Cross and Red Crescent Societies, said 10,000 people were missing after the unprecedented flooding. Speaking to reporters at a UN briefing in Geneva via videoconference from Tunisia, he said the death toll was “huge” and expected to reach into the thousands in the coming days.

Referring to Friday’s devastating earthquake in Morocco, on the other side of North Africa, Ramadan said the situation in Libya was “as devastating as the situation in Morocco”.

Ossama Hamad, prime minister of the government in eastern Libya, said that many of the missing were believed to have been carried away after two upstream dams burst. He said the devastation in Derna is far beyond the capabilities of his country.

After more than a decade of chaos, Libya remains divided between two rival administrations: one in the east and one in the west, each backed by different militias and foreign governments. The conflict has left the oil rich North African country with crumbling and inadequate infrastructure.

Derna was declared a disaster zone and more bodies were still under the rubble in the city’s neighbourhoods, or washed away to the sea, according to Abduljaleel, the health minister.

Residents posted videos online showing major devastation. Entire residential blocks were erased along Wadi Derna, a river that runs down from the mountains through the city centre. Multi-story apartment buildings that once stood well back from the river were partially collapsed into mud.

Abduljaleel said the city was inaccessible and bodies were scattered all over, according to Libya’s state-run news agency. “The situation was more significant and worse than we expected…An international intervention is needed,” he was quoted as saying.

Emergency responders, including troops, government workers, volunteers and residents were digging through rubble to recover the dead. They also used inflatable boats to retrieve bodies from the water. Excavators and other equipment have yet to arrive in Derna.

Many residents described scenes of chaos when floods hit the centre. They heard loud explosions at night and realised that dams outside the city collapsed, sending a wall of water that “erased everything in its way,” said Ahmed Abdalla, a Derna resident.

Workers said they buried more than 200 bodies in one cemetery on Monday. Footage overnight showed dozens more bodies on the ground, covered by blankets or sheets, in a hospital yard in Derna.

The storm hit other areas in eastern Libya, including the town of Bayda, where about 50 people were reported dead. The Medical Centre of Bayda, the main hospital, was flooded and patients had to be evacuated, according to footage shared by the centre on Facebook.

Other towns that suffered, included Susa, Marj and Shahatt, according to the government. Hundreds of families were displaced and took shelter in schools and other government buildings in the city of Benghazi and elsewhere in eastern Libya.

Northeast Libya is one of the country’s most fertile and green regions. The Jabal al-Akhdar area – where Bayda, Marj and Shahatt are located – has one of the country’s highest average annual rainfalls, according to the World Bank.

Authorities in eastern and western Libya rushed to help Derna residents. The Health Ministry in Tripoli said a plane carrying 14 tons of medical equipment, drugs and body bags, along with health care workers headed Tuesday to Benghazi. Other agencies across the country said they would send humanitarian aid to Derna.

Foreign governments also sent messages of support to Libya.

Egypt, Tunisia, Algeria, Turkey, and the United Arab Emirates were among those that said they would send humanitarian assistance and teams to help with search and rescue efforts. The US Embassy said Monday it was contacting the United Nations and Libyan authorities on how to deliver aid to the most affected areas.

Egyptian President Abdel Fattah el-Sissi convened his military commanders on Tuesday to arrange urgent assistance to Libya. He said in televised comments that the military would deploy equipment and personnel in coordination with eastern Libyan forces to help affected communities.

Known for its white-painted houses and palm gardens, Derna is about 900 km (560 miles) east of the capital of Tripoli. It is controlled by the forces of powerful military commander Khalifa Hifter, who is allied with the east Libya government. The rival government in west Libya, based in Tripoli, is allied with other armed groups.

Much of Derna was built by Italy when Libya was under Italian occupation in the first half of the 20th century. The city was once a hub for extremist groups in the yearslong chaos that followed the NATO-backed uprising that toppled and killed longtime dictator Moammar Gadhafi in 2011.

Iran ready to dispatch medical aid to storm-hit Libya: Raeisi

In a Tuesday message to the prime minister of Libya’s Government of National Unity, Raeisi also expressed sympathy to Libya over the death, injury, and missing of the country’s people following the storm.

Earlier on Tuesday, Iranian Foreign Minister Hossein Amir-Abdollahian expressed sympathy with the Libyan government and nation over the recent deadly storm and flooding.

Expressing regret for the death and injury of thousands of people in Libya following the storm and flood, the top Iranian diplomat wrote on X social media platform, formerly known as Twitter, that he personally, on behalf of the Islamic Republic of Iran, offers condolences to the government and people of Libya.

The Iranian Red Crescent Society has announced its readiness to provide humanitarian aid to the victims, according to him.

Authorities in eastern Libya said at least 2,000 people were killed and thousands more were missing after a massive flood ripped through the city of Derna following a heavy storm and rain.

Student shot dead at US high school as police hunt for killer

Police officials confirmed the girl was a student at DuVal High School in Lanham, Maryland. She was found with a gunshot wound and taken to a hospital where she later died, Daily Mail reported. 

‘It is with heavy hearts that we mourn the tragic loss of a DuVal High School student,’ the school district said in a news release shortly after police announced the girl’s death. 

The student’s name and age have not yet been released to the public. 

Prince George’s County Police Department locked down DuVal and Lathan, another nearby school, for nearly two hours.

It remains unclear what led to the shooting or if the suspect is in custody but officers told WJLA it began in a fight between two groups that led to a gunshot.

Police said they are not yet sure if the girl was involved in the dispute.

G20 leaders stress on achieving universal health coverage, enhancing pandemic preparedness



New Delhi: G20 leaders have resolved to build more resilient, equitable, sustainable and inclusive health systems to achieve universal health coverage, enhance pandemic preparedness and strengthen existing infectious diseases surveillance systems.

The two-day G20 Leaders’ Summit, under India’s presidency, concluded here on Sunday.

In their joint declaration, the leaders stressed on strengthening primary healthcare, health workforce and essential health services to better-than-pre-pandemic levels, ideally within the next two to three years.

Besides focusing on epidemics such as tuberculosis and AIDS, the grouping of emerging and developed economies recognised the importance of research on long COVID-19.

The G20 leaders committed to improve access to medical countermeasures and facilitate more supplies and production capacities in developing countries to prepare better for future health emergencies.

The G20 New Delhi Leaders’ Declaration highlighted the need to promote the One Health-based approach driven by the quadripartite One Health Joint Plan of Action (2022-2026) and enhance the resilience of health systems.

It also stressed the need to support development of climate-resilient and low-carbon health systems in collaboration with multilateral development bank (MDBs), and support the work of the WHO-led Alliance for Transformative Action on Climate and Health (ATACH).

It also stressed on implementing and prioritising tackling antimicrobial resistance (AMR) following the One Health approach, including through research and development, infection prevention and control, as well as antimicrobial stewardship efforts within respective national action plans through AMR and antimicrobial consumption surveillance.

The Declaration called for facilitating equitable access to safe, effective, quality-assured, and affordable vaccines, therapeutics, diagnostics, and other medical countermeasures, especially in low-and middle-income countries and least developed countries.

The declaration recognised the potential role of evidence-based traditional and complementary medicine in health, and take note of international efforts in this direction, including WHO’s global and collaborating centres, and clinical trial registries.

While highlighting the public health dimension of the world drug problem, the leaders called for strong international counter-narcotics cooperation, free of unnecessary restrictions, including information sharing and capacity building to disrupt production and proliferation of illicit drugs, including synthetic drugs, and precursor chemicals at their origin, in transit and at destination points.

The leaders committed to strengthening the global health architecture for pandemic prevention, preparedness and response through enhanced collaboration between finance and health ministries under the Joint Finance and Health Task Force.

They resolved to strengthen global health and implement One Health Approach by building more resilient, equitable, sustainable, and inclusive health systems to achieve universal health coverage, enhance pandemic preparedness and strengthen existing infectious diseases surveillance systems.

Discussions on the Framework on Economic Vulnerabilities and Risks (FEVR) and the initial Report for Economic Vulnerabilities and Risks arising from pandemics, created through collaboration between the World Health Organization (WHO), World Bank, IMF, and European Investment Bank (EIB) were held.

India has also committed to provide its vaccine management platform CoWIN, its tele-medicine platform e-Sanjeevani, and its Ayushman Bharat Digital Mission platform as digital public goods to others.

Around 10,000 people missing in Libya floods

“We can confirm from our independent sources of information that the number of missing people is hitting 10,000 so far,” Tamer Ramadan, the head of the IFRC delegation in Libya, told reporters in Geneva via video link from Tunisia.

Around a quarter of Libya’s eastern city of Derna was wiped out by floods after dams burst in a storm, and more than 1,000 bodies have been recovered so far, a minister in the administration that controls the east said on Tuesday.

Ramadan said, “The death toll is huge and might reach thousands.”

The IFRC could soon launch an appeal for emergency funding to support Libya’s flood victims.

“The challenges are ranging between access to basic health facilities for health services, shelter and shelter management, food and non-food items,” Ramadan said, Reuters reported.

London: In a rare trip to meet President Vladimir Putin, Kim Jong-un on Tuesday arrived in Russia on board his bulletproof train — a slow-moving luxury locomotive which said to include a restaurant serving fine French wines imported from Paris and dishes such as fresh lobster, with dancers and performers to entertain the high-profile travellers, a media report said.

According to the BBC report, the green train with a yellow stripe train named ‘Taeyangho’, the Korean word for the sun and a symbolic reference to North Korea’s founder Kim Il Sung, runs along at a speed of about 50km/h because of its heavy armoured protection. In comparison, London’s high-speed rail runs at about 200km/h while Japan’s Shinkansen bullet trains can hit 320 km/h.

The BBC said that Kim Jong-un spent more than 20 hours travelling some 1,180 km on the slow-moving locomotive. A report by South Korean Yonhap News Agency citing the North’s officialKorean Central News Agency (KCNA) said on Tuesday that that Kim Jong-un had left Pyongyang for Russia aboard the bulletproof train on Sunday afternoon, accompanied by leading officials of the regime’s ruling party and the armed forces. The KCNA said Kim “left here by his train on Sunday afternoon to visit the Russian Federation”.

Meanwhile,Russian media outlet “Vesti Primorye” also reported that Kim’s train arrived at the border city of Khasan on Tuesday and was on its way to the Far Eastern city of Ussuriysk, citing a railway source. The train passed through Khasan station early Tuesday and is already in the Primorsky Krai region, according to the Russian media report.

In November 2009, South Korean daily Chosun Ilbo reported that the armoured train featured around 90 carriages.

It also had conference rooms, audience chambers and bedrooms, with satellite phones and flat-screen televisions installed for briefings.

The tradition of long-distance travel via train was started by Kim Il Sung — Kim Jong-un’s grandfather — who took his own locomotive on trips to Vietnam and Eastern Europe, the BBC report said.

The luxurious trains are said to be heavily guarded by security agents who scan routes and upcoming stations for bombs and other threats.

Kim Jong-un’s father Kim Jong Il, who ruled North Korea from 1994 until his death in 2011, took 10 days to get to Moscow in 2001 to hold a meeting with Putin.

Russian military commander Konstantin Pulikovsky, who accompanied the former North Korean leader on the 2001 ride, said his memoir “Orient Express” that “it was possible to order any dish of Russian, Chinese, Korean, Japanese and French cuisine”, the BBC reported

He wrote that live lobsters were transported to the train to ensure the availability of fresh delicacies, while cases of red wine from Bordeaux and Burgundy were also flown in from Paris.

Even Putin’s private train “did not have the comfort of Kim Jong Il’s train,” he said.

Another former Russian diplomat, Georgy Toloraya, wrote in 2019 about his experience of travelling on the same 2001 train ride, about dishes considered delicacies such as donkey meat and abalones being flown in from Pyongyang.

Russian Standard vodka was also a fixture. Both Russians described performers and singers entertaining guests aboard the train.

According to North Korean state media, Kim Jong Il died of a heart attack while travelling on the train in 2011.

 

Heavy lightning, rain kill 21 in India

Lighting caused four deaths in UP till Monday while 15 persons died due to heavy rain. Two deaths due to drowning were also reported. Barabanki and Rampur recorded 320mm rainfall, the highest in the state in 24 hours from 8.30 a.m. on Sunday Times of India reports.

Roof collapses, cases of drowning, and deaths due to lightning were reported in parts of the state. Some localities in Lucknow faced waterlogging. In Barabanki, train movement was hit as rail tracks were flooded.

The relief commissioner’s office reported that 15 persons died due to heavy rain on Monday, including three in Hardoi, two each in Lucknow, Barabanki, and Kannauj, and one each in Amethi, Kanpur City, Unnao, Sambhal, Rampur, and Muzaffarnagar.

Lightning strikes killed two persons in Pratapgarh and one each in Barabanki and Jalaun. One person in the Deoria and Hardoi districts died due to drowning. Barabanki and Rampur recorded 320mm rainfall, the highest in the state in 24 hours from 8.30 am on Sunday, followed by Moradabad (270mm), Sambhal (210mm), Hardoi (170mm) and Hathras (160mm).

Kanpur and Kasganj recorded 150mm each, Kannauj 140mm, Budaun 130mm, Bahraich and Bijnor 120mm each, and Sitapur and Farrukhabad 110mm each.

The state Met headquarters located on the outskirts of Lucknow at Amausi recorded 93.9mm of rainfall till 8.30 a.m. on Monday. Relief commissioner GS Navin Kumar’s office added that flooding due to overflowing rivers had been reported from 173 villages in 19 tehsils across 10 districts.
“Districts in central UP, including Lucknow, are expected to receive moderate rainfall on Tuesday as well. The intensity of the rainfall will decline on Tuesday, but districts in the central UP are expected to receive moderate thundershowers. The rainfall activity will decline in the entire state from Wednesday onwards,” said Mohammad Danish, senior scientist at the state Met department.

Kabul: Amid the ongoing tensions between Kabul and Islamabad, Afghan refugees in Pakistan complained about mistreatment by the country’s police, Afghanistan-based TOLO News reported.

Afghan Refugee Council official in Pakistan said that the Pakistani police have arbitrarily detained 100 refugees in Karachi, the report said.

Mir Ahmad Rauf, head of the Taliban-led Afghan refugee council in Pakistan, said, “They have imposed heavy fines. They have taken actions under the pretext of illegal migration. This is a major concern.” Faizullah Turk, an Afghan refugee, said, “We have witnessed that the police yesterday in Karachi detained more than 100 refugees.” Taliban-led Ministry of Refugees and Repatriation urged countries that are hosting Afghans to observe the international rights of the refugees.

Abdul Mutalib Haqqani, a spokesperson for the Taliban-led Ministry of Refugees and Repatriation, said, “We call on all hosting countries to use humane behaviour with the Afghans and provide them with the rights determined for them based on international laws,” TOLO News reported.

Bahija Sadaat, a refugee rights activist, said that Pakistan was using the Afghan refugees as an “economic and political tool”. Sadaat said that the Taliban needs to hold talks with the hosting nations and the international community.

“Pakistan is using the Afghan refugees as an economic and political tool. To solve the problem of Afghan refugees, the Afghan government needs to talk with the hosting countries and international community,” TOLO News quoted Bahija Sadaat as saying.

Nearly three million Afghans reside in Pakistan, according to the Taliban-led Ministry of Refugees and Repatriation.

Meanwhile, Pakistan Caretaker Interior Minister Sarfraz Bugti called for the need to return Afghan refugees to Afghanistan. Bugti said that Pakistan is working on a plan in this regard.

He said, “We have formed a plan which has been confirmed by the strategic forces of Pakistan as well. Based on the plan, every illegal refugee who is in Pakistan, from whichever country they are, they have received warnings and will be returned to their countries.” In response to a question in a press conference, Bugti said that the Tehreek-e-Taliban Pakistan (TTP) attack was launched from Afghanistan.

He further said that the Pakistani government has yet to ascertain whether only TTP members carried out the attack or if Afghan nationals were also involved in it.

He also called on the Taliban to follow the Doha agreement which ensures that Afghan soil will not be used against any country.

Earlier this month, Afghan refugees in Pakistan criticised the delay in immigration cases and accused the Pakistan military of mistreating them for the past two years, TOLO News reported.

Maryam Sadat, a citizen of Afghanistan, died by suicide on Wednesday in Islamabad.”Three of our young people have lost their lives in the last two months due to the lack of attention of the immigrant-receiving countries and their false promises,” TOLO News News quoted Mir Ahmad Rauf, the head of the Council of Afghan Immigrants in Pakistan, as saying.

Zahir Bahand, a journalist said, “Afghan immigrants are struggling with mental health issues. If the international community does not pay attention to their cases, a great humanitarian disaster will occur in Pakistan”.

Some Afghan immigrants complained about the mistreatment of the Pakistani military and said that the refugees without immigration cards are detained by the military.

Malik Awal Khan Miakhail, the head of migrants in the South Zone Council said, “The immigrants are facing many problems due to not having Immigration cards, and the military detains them.”

South China floods kill several people

Nearby residents were advised to stay at home after more than 70 crocodiles escaped in Maoming, a city near the coast in western Guangdong province, AP reported citing the Chinese media.

An emergency official was quoted as saying that 69 adult crocodiles and six juveniles had escaped. Some have been captured, but the operation was difficult because of the depth of a lake they are in, the media reports said.

No injuries have been reported.

Further west, seven people died and three are missing after multiple landslides in the city of Yulin in the Guangxi region, the official Xinhua News Agency reported late Monday. Heavy rain on Sunday and Monday triggered the landslides.

The rain caused flash floods in Hong Kong last week, killing two people. Parts of the city were flooded again following a heavy downpour Monday.
