Biden administration notifies Congress of sale of drones to India

The formal notification goes to the Speaker of the House of Representatives and the Chair of the Senate Foreign Relations Committee.

Biden administration notifies Congress of sale of drones to India

Washington: The Joe Biden administration notified the US Congress on Thursday of the proposed sale of 31 MQ-9B HALE armed drones, clearing a period of informal review that had raised concerns of the deal being in some kind of jeopardy. Congress now has 30 days to either greenlight the deal by doing nothing, or reject it through a congressional vote. There is no attempt to put a “hold” on it yet, but as a person familiar with the development said, “The clock starts now.”

The formal notification goes to the Speaker of the House of Representatives and the Chair of the Senate Foreign Relations Committee.

The notification by the US State Department’s Defense Security Cooperation Agency has come amidst reports that some lawmakers had tried to link the deal’s clearance to India’s wholehearted cooperation with a US investigation into allegations that an Indian businessman Nikhil Gupta, tried to arrange a murder-for-hire hit on a US-based Khalistani activist.

Gupta is in custody of Czech authorities in Prague on an extradition request from the US. The $3 billion deal was announced by Prime Minister Narendra Modi and President Joe Biden in June 2023 along with joint production of GE jet engines in India.

There were a slew of other announcements, but these two were clearly the most significant. The Sea Guardian deal, especially, had been in the making for several years with talks starting during President Donald Trump’s administration.

Of the 31 MQ-9B UAVs, 15 Sea Guardians are meant for the Indian Navy, and eight each for the Indian Air Force and Indian Army. India is currently using two of these armed drones in a company-owned, company-operated lease agreement. These drones are being used by the US, the UK, France, Italy, the Netherlands, Spain, Belgium and Japan.

India is buying these drones in a government-to-government deal through a process called Foreign Military Sale (FMS), which must be cleared by congress after a statutory period of 15, 30 or 45 days, as the case may be depending on the size of the sale and the purchasing country. In this instance, Congress has 30 days.

Lawmakers can let the deal go through by doing nothing. But if they oppose it, they can either put a hold on it seeking further answers and guarantees from the Biden administration, the burden of which will probably fall on India. The “hold”, if it happened, can be put only by the Chair and ranking members of the House’s Foreign Affairs Committee, and the Armed Services Committee and the Senate’s Foreign Relations Committee and the Armed Services Committee.

The “hold” can have a smothering impact on the deal, killing it eventually. In 2016, the US Senate defeated a move to block the Obama administration’s plans to sell F-16 fighter jets to Pakistan.

However, Bob Corker, the then Chairman of the Senate Foreign Relations Committee, put a “hold” on US subsidy for the deal, which meant Pakistan would have to pay all of the $700 million, which it couldn’t and deal failed.

Afghanistan skipper Hashmatullah Shahidi calls Rashid Khan ‘best bowler’

Colombo: While speaking ahead of the Test match between Afghanistan and Sri Lanka at Sinhalese Sports Club in Colombo on Friday, Afghan skipper Hashmatullah Shahidi called Rashid Khan the “best bowler.” While speaking at the pre-match press conference, Shahidi said that the visitors would miss Rashid but they have more spinners in the team.

“Rashid is the best bowler and we will miss him until he comes to the team. But we have more spinners in the team. We have three more guys who are in the 15. We have Zia-ur-Rehman, Zahir Khan, and Qais Ahmad. They’re also good for the future of Afghanistan. They are hard workers. I hope these three who will get a chance tomorrow will do well for us,” Shahidi said as quoted by ESPNcricinfo.

Star bowling all-rounder Rashid is not part of the team as he is recovering from a back surgery. Qais Ahmad has been included in the Afghan squad to replace Rashid for the only Test match against Sri Lanka.

The 29-year-old skipper added that his side is more experienced than ever as he has many players who have played Test cricket for more than 10 years.

“If it comes to experience, their team is more experienced than ours. They have a lot of guys who have played Test cricket for more than ten years. I will still not say we are not good enough. We are brave, and we are ready for every kind of challenge,” he said.

Shahidi also looked confident while speaking and said that they could win against Sri Lanka.

“Of course, we can win against Sri Lanka. I’m not going to sit here and think negatively about my team. As a nation, we are strong people, and as a cricket nation, we showed everyone recently at the World Cup what we could do. In Tests also, we have good, talented guys. Everyone in the dressing room should be thinking about how to win in Sri Lanka. We’re not just here to play,” he added.

Afghanistan Squad for the one-off test against Sri Lanka: Hashmatullah Shahidi (C), Rahmat Shah (VC), Ikram Alikhail (WK), Mohammad Ishaq (WK), Ibrahim Zadran, Noor Ali Zadran, Abdul Malik, Baheer Shah, Nasir Jamal, Qais Ahmad, Zahir Khan, Zia Ur Rehman Akbar, Yamin Ahmadzai, Nijat Masoud, Mohammad Saleem Safi and Naveed Zadran.

Engaging With Afghanistan At Regional, International Level: Centre

Engaging With Afghanistan At Regional, International Level: Centre

Indian representative engaged in a meeting with Afghanistan’s Taliban-appointed Foreign Minister.

New Delhi:

India has been engaging with Afghanistan at both the regional as well as international level by attending several meetings in various formats, the Ministry of External Affairs said on Thursday.

Responding to media queries on New Delhi’s engagements with Kabul, the official spokesperson of the MEA, Randhir Jaiswal said, “We have been attending several meetings on Afghanistan in various formats, both on a regional level as well as the international level.”

“We have been attending several meetings on Afghanistan in various formats, both on a regional level as well as the international level. You have seen that, we recently also participated in a regional meeting in Kabul, which our head of the technical team attended,” Jaiswal said during the presser.

The MEA spokesperson further added that the recent regional meeting that was attended by India’s side in Kabul should also be seen in the context of engagements with the nation.

He said, “…the meeting of India’s long-standing friendship with the Afghan people and the humanitarian assistance that we are carrying out in the country…this particular meeting we attended, should also be seen in that particular context. That is where we are in engagement with Afghanistan.”

The Indian representative engaged in a meeting with Afghanistan’s Taliban-appointed Foreign Minister, Mawlawi Amir Khan Muttaqi, and expressed India’s active participation in both international and regional initiatives concerning Afghanistan.

The representative also emphasised India’s unwavering support for all efforts aimed at fostering stability and development in the war-torn nation.

“India actively takes part in international and regional initiatives regarding Afghanistan and supports every effort leading to the stability and the development of Afghanistan,” posted Hafiz Zia Ahmed, Deputy Spokesman and Assistant Director of Public Relations, Taliban-controlled Afghanistan’s Ministry of Foreign Affairs.

Notably, Muttaqi met with the ambassadors and heads of diplomatic missions of the regional countries in the region, including India.

Other diplomats and ambassadors were from Russia, China, Iran, Pakistan, Uzbekistan, Turkmenistan, Kazakhstan, Turkey, and Indonesia, the Taliban-controlled Ministry of Foreign Affairs said in a press release.

“Calling the current diplomatic relations of the Islamic Emirate of Afghanistan with the countries of the region remarkable, FM Muttaqi stressed that regional countries should hold regional peace talks to increase and continue positive interaction with Afghanistan, adding that Muttaqi asked the participants to take advantage of the emerging opportunities in Afghanistan based on a region-oriented tradition so as to coordinate in managing the potential threats,” the release added.

Earlier in its continued efforts to help Afghanistan, India, on January 23, supplied 40,000 litres of Malathion, a pesticide used to fight locust menaces, through the Chabahar port.

The Taliban-controlled Ministry of Agriculture expressed gratitude for this assistance, highlighting its significance in protecting crops and ensuring food security in Afghanistan.

The Food and Agriculture Organisation (FAO) of the United Nations in Afghanistan also thanked India for supplying 40,000 litres of Malathion, a pesticide used to fight locust menaces. Already grappling with poverty, Afghanistan found itself sinking further into destitution due to international isolation and the economic turmoil triggered by the Taliban’s takeover in 2021

Hyderabad: Asserting that there would be no pressure on the police and officers would not be treated as subordinates, Chief Minister A Revanth Reddy said all the suggestions given by them in development and reconstruction of the State would definitely be accepted.

The Chief Minister participated in the IPS Officers Get-Together programme here on Thursday.

Speaking on the occasion, the Chief Minister wanted the police to act with iron hand on the drug menace and make Hyderabad a drug-free city. Young women and men should be freed from drug addiction, he said.

Stating that cybercrimes had become the biggest threat, the Chief Minister directed the police officials to curb them. “Towards this, use advanced technology and conduct a study on the methods being followed in developed countries,” Revanth Reddy said, adding that the State government was always prepared to identify the problems being faced by the police and address them.

DGP Ravi Gupta, Additional DG Shivdhar Reddy, CID Additional DG Shika Goel, Hyderabad CP K Srinivasa Reddy and other police officers participated in the programme.

Ben Stokes expects pitch for 2nd Test against India to be ‘bit better’

Ben Stokes expects pitch for 2nd Test against India to be ‘bit better’

Visakhapatnam: England skipper Ben Stokes feels that the pitch in Visakhapatnam for the second Test against India will be a “bit better.” After suffering a 28-run defeat, India will enter ACA-VDCA Cricket Stadium with hopes of levelling the series on 1-1.

Ahead of the second Test, Stokes talked about how the pitch could act over the course of five days on the eve of the second clash. “It might be a good wicket for maybe a day or two.

But out here in India and other parts of the subcontinent, you tend to see it start to spin more and more as the Test goes deeper and deeper. Even though it does look like there’s a little bit more moisture in there, with the heat – and today is very hot again – any footholes and stuff like that might come into play the further the Test goes,” Stokes said in the pre-match press conference.

“It might play a little bit better initially than it did last week [in Hyderabad], but we don’t like to go in with too many preconceived ideas. We like to have some kind of idea because obviously that’s how we pick the team, then we just play what’s in front of us,” Stokes added.

India have been hurt on the home soil by spinners who don’t possess much experience. Last year in Indore, Australia bowled India out for 109 in 33.2 overs on day one. Matthew Kuhnemann picked up five wickets in his nine-over spell and at that time he had only 14 first-class games. In the first Test, debutant Tom Hartley picked up a seven-wicket haul in the second innings to restrict India to 202.

With signs forecasting that the pitch won’t spin initially, India might be dwelling on their spinners to extract more out from the surface and claim wickets. England have named a young frontline spin squad with Rehan Ahmed, Tom Hartley and Shoaib Bashir leading the attack. Their most experienced spinner Jack Leach has been ruled out of the second Test due to a knee injury.

India will also miss key batters with KL Rahul and Ravindra Jadeja being ruled out of the second clash due to injuries.

Hyderabad street food vendors offer ‘authentic food’ despite challenges

Affordable and tasty, stalls dotting Hyderabad cater to thousands and are an integral part of the thriving metropolis

Hyderabad street food vendors offer ‘authentic food’ despite challenges

Hyderabad: Tucked away on the sides of main roads, at the end of the streets or established at major tourist destinations, lining both-sides of the road, the street food vendors of Hyderabad not just represent the essence of Hyderabadi food palate but they also offer real, authentic food to people from low-income backgrounds, who often are away from their homes and look for ‘Ghar Ka Khaana’.

Unfortunately, they often bear the brunt of law enforcement with the recent example being the attempt to shut down the famous Kumari Aunty’s stall in Hitech City for causing a traffic jam. Although it is uncommon for a street food vendor to be the only cause of traffic congestion, the incident prompted many to say that such stalls must cease to exist as they are unorganized and not established like a hotel.

Street Food

But the fact of the matter is that, whether it’s the tea stalls in city, the pani puri sellers at every street corner, breakfast bandis near Uppal and Habsiguda, or the famous street food lanes at DLF or others, street food is now an integral part of this thriving metropolis. Although their operations are small in scale, street food vendors are paramount for the survival of those looking for pocket-friendly meals.

“I live in a hostel, so street food is like my go-to option. It is cheap and the place is nearby. Those saying that street food stalls must be removed, I guess come from very elite households,” says Teja, a student preparing for a medical entrance exam.

Apart from being the primary choice for students, cab drivers, daily wage earners, and others, these stalls are nothing short of smart entrepreneurship running on the simple principle of supply and demand. These small-scale businesses are also often the only source of income for those running them.

However, quite often their brush with authorities tends to leave a sour taste. Jawalkar, a 39-year-old native of Bihar, who sells deep-fried fish and chicken on a food truck, says that although everyone eats street food, their establishments are always seen as inferior to upscale cafes and hotels.

“We have to keep changing locations every now and then because we cater where there are crowds. But people see it as a problem and say we will throw garbage or there will be a rush of people. I wish we were also treated like established hotels because we are also serving food to customers like them,” he adds.
