A three-member team looking into how 25 schools in violence-hit Manipur applied for CBSE affiliation without the state government’s permission will give its report by January 5, people with direct knowledge of the matter said.

The Central Board of Secondary Education (CBSE) on December 19 cancelled the affiliation of the 25 schools in the hill districts of Churachandpur and Kangpokpi.

The CBSE action came four days after the state government in a statement said it had not issued the no-objection certificates (NOCs) that the schools had given to the central board while applying for affiliation.

The CBSE’s bylaws make it a must for state board schools to bring NOCs from the state government before applying to the central board.

The three-member team is checking who are the officers who issued the NOCs to the schools illegally, and whether other people have forged the signatures on the NOC papers, sources said. The team will also suggest what action should be taken against those found guilty.

Manipur school education department director L Nandakumar Singh is leading the investigation team. The department’s additional director (valley) Bisheshwar Khumukcham, and additional director (hills) Dangmei Manglem are the two other members, people familiar with the matter said.

The controversy started after local Congress worker Lamtinthang Haokip, who lost the 2022 assembly election from Saitu seat, on December 14 posted on X (formerly Twitter) that 20 schools in Churachandpur and 16 in Kangpokpi have been successfully affiliated to the CBSE.

The change of the education board from state to central in the two hill districts was seen as a soft attempt at formalising a new arrangement, since clashes between the Kuki tribes and the Meiteis began on May 3. The Kuki tribes have been demanding what they call a “separate administration” carved out of Manipur.

A day after Mr Haokip’s social media post, Manipur Education Minister Th Basanta told reporters the state government has not given NOCs to any school since May 2020. Mr Basanta then met the Union Education Ministry secretary and gave a letter explaining the issue, following which the CBSE cancelled the affiliations of the 25 schools.

The CBSE SARAS 4.0 website on December 20 removed the 25 schools in Kangpokpi and Churachandpur from its list of affiliated schools. SARAS is short for ‘School Affiliation Re-Engineered Automation System’ that updates in real-time the affiliation status of over 28,900 schools across India.

The government has narrowed down to an education officer in Kangpokpi and a former education officer in Churachandpur for allegedly handing out NOCs without the knowledge of the state government, people familiar with the matter in the education department had told NDTV on December 20.

Eleven of the 25 schools got CBSE affiliation in the period between May 2020 and May 2023, and 14 received affiliation in the past six months.

In Churachandpur, none of the four schools that lost CBSE affiliation had working phone numbers. One had only ‘0000’ as the contact number. Not having working phones and having inconsistent details such as the phone number or address of the principal turning out to be of a relative are violations of the CBSE’s bylaws.

“The situation in Manipur after May 3 was such that functioning under the state board was becoming impossible. We have to go to Imphal for exam coordination and other state board work. How would that be possible?” the principal of a Kangpokpi school freshly affiliated with the CBSE told NDTV on December 20, requesting anonymity, before the affiliation was withdrawn.

Another school principal in Kangpokpi said they have followed due process in applying for NOC, and showed the letters they have written to the education department seeking NOC for education board switch. Though this principal could not show the education department’s response, he showed the NOC they have received from the zonal education officer.

The hill district school principals cited difficulty in coordinating with the education department at a time when battle lines have been clearly drawn on the basis of ethnicity and deep mistrust. All the principals NDTV spoke to in Kangpokpi requested anonymity.

The state government, however, has indicated it would take action against more schools including withdrawing their affiliation if any of them is again found not following due process.

“The principals are not thinking right. What are they implying? Short-circuit administrative processes amid the unfortunate outbreak of violence? No one said NOC won’t be given. All of us work for students. Questionable and unethical decisions by some school administrations can’t be allowed to harm the future of students,” a senior officer in the education department who was among a small team that looked into the initial investigation in the CBSE affiliation matter told NDTV on December 20.

A Hamas delegation is due in Cairo Friday to give its “observations” about an Egyptian plan for a ceasefire that would end the war in Gaza, a Hamas official said.

The plan was put last week to officials of Hamas and Islamic Jihad, which is also battling Israeli forces in the territory, when the chiefs of both movements visited the Egyptian capital.

Sources close to Hamas say Cairo’s three-stage plan provides for renewable ceasefires, a staggered release of hostages held by Hamas in exchange for Palestinian prisoners in Israel, and ultimately a ceasefire to end the war sparked by the deadly October 7 attack on Israel.

It also provides for a Palestinian government of technocrats after talks involving “all Palestinian factions”, which would be responsible for governing and rebuilding in post-war Gaza.

Israel has vowed to destroy Hamas in retaliation for the October 7 attack, which left about 1,140 people dead, mostly civilians, according to an AFP tally based on Israeli figures.

Israel’s relentless aerial bombardment and ground invasion have killed at least 21,320 people, mostly women and children, according to Hamas-run Gaza’s health ministry.

The Hamas official, speaking on condition of anonymity, told AFP on Thursday about the planned visit by the Qatar-based Hamas political office.

“A high-level delegation from the Hamas political office will visit Cairo tomorrow to meet Egyptian officials and give the response of the Palestinian factions, including several observations, to their plan,” the official said.

The official said these observations focus on “the modalities of the planned exchanges and the number of Palestinian prisoners to be freed, as well as obtaining guarantees for a complete Israeli military withdrawal from Gaza”.

Qatar, backed by Egypt and the United States, last month helped broker a first week-long truce in which 80 Israeli hostages were freed in exchange for 240 Palestinian prisoners.

Diaa Rashwan, who heads Egypt’s State Information Services, confirmed on Thursday that Cairo had put forward “a framework intended to bring together the views of all parties concerned, with the aim of ending the shedding of Palestinian blood, stopping the aggression against the Gaza Strip, and restoring regional peace and security”.

“This proposal comprises three successive and interconnected stages leading to a ceasefire,” Rashwan’s statement said.

Rashwan said Egypt had not yet received a response to its initiative which would be made public “in detail” when Cairo had received feedback from all concerned.

Former Indian defender Prabir Majumdar died on Thursday after suffering from a brief illness.
He was 77 and is survived by his wife and a son. A stylish wing-back of the 1960s and 1970s, Majumdar was a member of the Indian team in the 1974 Asian Games. He also featured for the national side during the 1974 Asian Games held in Tehran, where the team failed to create an impact and finished at the bottom of the group table.

In the domestic circuit, Majumdar was a part of East Bengal and Eastern Railways, besides also representing Bengal in the Santosh Trophy.

His stint with East Bengal was the highlight of his career during the 1970s, as the club had a golden run during that phase.

Expressed his condolences, the All India Football Federation (AIFF) president said: “Prabir-da was one of the most dependable and respected defenders of his time and stood out among many star players.

“I extend my sincerest condolences to his family at this time of sorrow.” Majumdar won several titles with East Bengal, which included the Calcutta Football League, IFA Shield, Durand Cup, Rovers Cup, DCM Trophy, Bordoloi Trophy, and many more.

“Prabir Majumdar was a top footballer of his time and continued to inspire footballers of later generations. His death has created a void in Indian football,” AIFF Secretary M Satyanarayan said in a release.

Young women’s “first aspiration” should be to have children, a senator with the right-wing party of Italian Prime Minister Giorgia Meloni said on Thursday, sparking outrage among opposition groups.

Giorgia Meloni’s Brothers of Italy party has made it a priority to reverse the country’s declining birth rate and promote the traditional family as it clamps down on same-sex parenting.

“My mother always used to tell me … you must always remember that you have the opportunity to do whatever you want, but you must never forget that your first aspiration must be to be a mother yourself,” senator Lavinia Mennuni said.

Lavinia Mennuni, who was speaking on a talk show on the La7 TV channel next to a Catholic archbishop, said Italian and Vatican institutions had to make maternity “cool” again and encourage young people to marry early and start families.

“There is a need, let’s say a mission, because I think it is a beautiful thing, (for women) to bring children into the world who will be the future citizens, the future Italians,” said the 47-year-old lawmaker who has three children herself.

Senator Raffaella Paita, from the centrist Italia Viva party, said such comments showed “an embarrassing backwardness”.

“Her words resonate with ideas from an obscurantist past, fortunately outdated,” Paita said.

Chiara Appendino, a lawmaker with the left-leaning Five Star Movement, wrote on social media X that Brothers of Italy suffered from “Medieval nostalgia” and said young women should be taught “the freedom to dream and the means to accomplish themselves as they wish.”

Last week, Mennuni sparked criticism for proposing a bill that would prevent school directors from halting Catholic-themed activities, such as the staging of Christmas plays or the making of nativity scenes.

As part of preparations for the upcoming Lok Sabha elections, the Congress will take out the yatra from Manipur to Mumbai from January 14 under the leadership of Gandhi.

The 67-day journey from east to west will pass through 85 districts of 14 states and cover 6,200 km.

Earlier, Gandhi had taken out the ‘Bharat Jodo Yatra’ from Kanyakumari to Kashmir.

Ms Irani is on a two-day visit to her parliamentary constituency Amethi. While speaking at the Social Empowerment Camp at Jawahar Navodaya Vidyalaya in Gauriganj, she said the BJP government at the Centre provides financial assistance of up to Rs 5 lakh to 10 crore poor families every year through the Ayushman Bharat scheme.

She said the scheme has provided relief to the poor as it takes care of their medical treatment.

Ms Irani also said that she has spoken to the Chief Medical Officer of Amethi and from next week, camps for the disabled will be organised in all the Nyaya Panchayats of Amethi region.

Nationalist Congress Party working president and Baramati Lok Sabha MP Supriya Sule on Thursday said she had two choices in front of her, power and struggle, and she chose the latter.

“I had two options, power or struggle. On the side of struggle, there was my father and on the side of power was (Union Home Minister and senior BJP leader) Amit Shah. I had to choose between power and struggle. I chose struggle,” she said at a public meeting in Indapur.

“Do not forget the person who has given you birth. Someone has to say the truth. If we all get scared, there will be no democracy in the country. Today, we were sabotaged. Tomorrow you will meet the same fate,” she said in an apparent reference to the split in the NCP on July 2 this year.

Ajit Pawar and eight MLAs joined the Eknath Shinde government, while Ms Sule and several others chose to remain with party founder Sharad Pawar.

Ms Sule said she had informed her family that she would be staying in Baramati for the next 10 months and would not be coming to Mumbai.

Lok Sabha polls will held in the first half of 2024, while Assembly polls in Maharashtra will take place in latter part.

“I told my husband and children I will stay put in Baramati till October. I told them I would not be coming to Mumbai and asked them to manage themselves,” she said.

“The coming elections will be paramount for the country and that is why the next few months will be very crucial for all of us to decide the fate of the next five years,” she asserted.

Illegal immigration from India, particularly to the United States, is a problem that doesn’t get much attention from policymakers, though it has registered an alarming rise. The recent incident involving a Nicaragua-bound chartered flight with 303 Indians that was grounded in France has highlighted the issue and must serve as a wake-up call for the authorities to get to the bottom of this murky affair. A thorough probe must be carried out to unearth the network, including touts and travel agencies, that facilitated the operation. The final destination of what is called the “donkey route” was reportedly the US, though the passengers only had a Nicaraguan visa. How they were to travel beyond the Central American country is still not known. The French authorities have since detained two persons for their role in the racket while 25 passengers, including two minors, have sought asylum in France. The remaining passengers have been sent back to India. Nicaragua is widely seen as a major transit route for undocumented people looking to enter America and doesn’t have a proper mechanism to prevent human trafficking. In the latest case, most passengers were Indian workers based in the United Arab Emirates intending to use Nicaragua as a gateway to the United States or Canada. An Airbus A340 operated by Romania-based Legend Airlines departed from Fujairah International Airport in Dubai. It was grounded in France after the French police got an anonymous tip that some of its passengers may be victims of human trafficking.

While no evidence of trafficking was found, the inquiry gave way to concerns about undocumented immigration which is still being investigated by the French authorities. The grounding of the Nicaragua-bound flight is the latest in the spate of incidents that made news about Indians failing in their attempts to enter the US. Despite the risks of detainment or even death, the US Customs and Border Protection authorities encountered an unprecedented 96,917 undocumented Indian immigrants in 2022-23, a 51.61% rise compared with the previous financial year. Among them, over 41,000 tried their luck via the Mexican border. A decade ago, this number stood at only 1,500. The agents who facilitate the migration take Indians through the “donkey route”, which involves moving from one country to another till migrants reach either Canada or Mexico, after which they cross the US border on foot. The most popular donkey route is through Latin American countries which provide visas on arrival for Indian citizens. This notorious route is fraught with many dangers. In 2019, a six-year-old Punjabi girl died of heatstroke in a scorching Arizona desert after her mother left her with other migrants to search for water. Indian authorities must work in close coordination with the immigration agencies of the US, Central American nations and other stakeholders to expose international cartels thriving on human trafficking.

After weeks of false starts and delays, SpaceX teams prepared again on Thursday to launch the military’s secretive X-37B robot spaceplane on its seventh mission, the first atop a rocket capable of delivering it to a higher orbit than ever before.

The SpaceX Falcon Heavy rocket is due for a nighttime blast-off from NASA’s Kennedy Space Center at Cape Canaveral, on Florida’s Atlantic coast, during a 10-minute launch window starting at 8:07 p.m. EST (0107 GMT Friday).

A series of three launch countdowns were aborted earlier this month due to poor weather and unspecified technical issues, leading ground crews to roll the spacecraft back to its hangar before proceeding with the latest launch attempt.

It comes two weeks after China’s own reusable robot spaceplane, known as the Shenlong, or “Divine Dragon,” was launched on its third mission to orbit since 2020, adding a new twist to the growing US-Sino rivalry in space.

The latest weather forecast for Thursday’s flight called for an 80% chance of favorable launch conditions.

The Defense Department has disclosed few details about the X-37B mission, which is conducted by the US Space Force under the military’s National Security Space Launch program.

The Boeing-built vehicle, roughly the size of a small bus and resembling a miniature space shuttle, is intended to deploy various payloads and conduct technology experiments on long-duration orbital flights. At the end of its mission, the craft descends back through the atmosphere to land on a runway much like an airplane.

It has flown six previous missions since 2010, the first five of them carried to orbit by Atlas V rockets from United Launch Alliance, a joint venture of Boeing and Lockheed Martin, and most recently, in May 2020, atop a Falcon 9 booster furnished by Elon Musk’s SpaceX.

The impending mission would mark the first launched aboard SpaceX’s more powerful Falcon Heavy rocket, capable of carrying payloads even heavier than the X-37B farther into space, possibly into geosynchronous orbit, more than 22,000 miles (35,000 km) above the Earth.

The X-37B, also called the Orbital Test Vehicle, has previously been confined to flights in low-Earth orbit, at altitudes below 1,200 miles (2,000 km).

‘New Orbital Regimes, And Seeds’

The Pentagon has not said how high the spaceplane would fly this time out. But in a statement last month, the Air Force Rapid Capabilities Office said mission No. 7 would involve tests of “new orbital regimes, experimenting with future space domain awareness technologies.”

The X-37B also is carrying a NASA experiment to study how plant seeds are affected by prolonged exposure to the harsh environment of radiation in space. The ability to cultivate crops in space has major implications for keeping astronauts nourished during future long-term missions to the moon and Mars.

China’s equally secretive Shenlong was carried to space on Dec. 14 by a Long March 2F rocket, a launch system less powerful than SpaceX’s Falcon Heavy and limited to delivering payloads to low-Earth orbit.

Still, Space Force General B. Chance Saltzman told reporters at an industry conference earlier this month that he expected China to launch Shenlong around the same time as the forthcoming X-37B flight in what he suggested was a competitive move.

“The Chinese are extremely interested in our spaceplane. We’re extremely interested in theirs,” Saltzman said in remarks published by Air & Space Forces Magazine, a US aerospace journal.

“These are two of the most watched objects on orbit while they’re on orbit. It’s probably no coincidence that they’re trying to match us in timing and sequence of this,” he said.

The planned duration of the latest X-37B mission has not been made public but presumably will run until June 2026 or later, given the prevailing pattern of successively longer flights.

The last mission remained in orbit for well over two years before a return landing in November 2022.
