“International humanitarian law is binding on all and must allow for the protection of civilian populations. Humanitarian access to the Gaza Strip must be opened without delay,” the foreign ministry said in a statement.

Israel Army Says Rocket Misfired By Gaza “Militants” Hit Hospital

The Israeli army said Tuesday a strike which hit a Gaza hospital, killing at least 200 people according to Hamas officials, was a rocket misfired by Palestinian militants.

“An analysis of IDF (army) operational systems indicates that a barrage of rockets was fired by terrorists in Gaza, passing in close proximity to Ahli hospital in Gaza at the time it was hit,” the military said in a statement.

“Intelligence from multiple sources we have in our hands indicates that Islamic Jihad is responsible for the failed rocket launch which hit the hospital in Gaza,” the statement said, referring to another Gaza-based militant group which has claimed to be fighting Israel alongside Hamas.

“Secret Service Failed”: Ex Israel PM On Intelligence Failure
“There was a failure. We failed, the secret service failed. the Chief of staff of army and Intelligence failed. We were caught in a complete surprise. It was the exaggerated confidence and arrogance that caused. 80% Israeli people would love to see Benjamin Netanyahu go. Instead of building up negotiations and rapport with Palestinians, we downgraded them and uplifted Hamas. Netanyahu is responsible directly and personally for this. Like exchanging 1000 Hamas for 1 Israeli soldier. He is responsible for building up the capabilities of Hamas and he has to leave,” Ehud Olmert said.

Israel’s Gaza Evacuation Order Could Breach International Law: UN

Ravina Shamdasani, spokesperson for the UN human rights office, said Israel seemed to have made no effort to ensure the civilians temporarily evacuated in Gaza were provided with proper accommodation, as well as satisfactory conditions of hygiene, health, safety and nutrition.

“We are concerned that this order, combined with the imposition of a complete siege of Gaza, may not be considered as lawful temporary evacuation and would therefore amount to a forcible transfer of civilians in breach of international law,” she said.

“Those who managed to comply with the Israeli authorities’ order to evacuate are now trapped in the south of the Gaza Strip, with scant shelter, fast-depleting food supplies, little or no access to clean water, sanitation, medicine and other basic needs.”

Trucks Carrying Aid For Gaza Strip Arrive At Rafah Border Crossing

Trucks carrying aid for the Gaza Strip arrived on Tuesday at the only border crossing into the territory not controlled by Israel, a witness and Egyptian security sources said, after the U.S. said it was developing with Israel a plan for aid delivery.

Egypt says the Rafah crossing, a vital artery before the fighting and now a key route for desperately needed supplies into the Israeli-besieged Palestinian enclave, had not been officially closed but was made inoperable due to Israeli air strikes on the Gaza side.

On Monday, local media and Egyptian security sources said that Israel had struck the vicinity of the crossing in Gaza. Two of the sources said the aid deliveries were now waiting for the Gaza side of the border to open and for assurances of safe passage before entering the crossing.

Some 160 trucks left al-Arish in Egypt’s Sinai peninsula in the early hours of Tuesday, where hundreds of tonnes of aid has been awaiting an agreement on aid delivery, the witness told Reuters.

Cyprus has been used as a transit hub for foreign governments to evacuate their civilians since just after the latest outbreak of violence on Oct. 7.

Hundreds more lorries were headed along the coast road for the 40 kilometre (25 mile) journey to Rafah, other aid officials said.

EU Leaders To Focus On Fallout From Hamas Attack On Israel

European Union leaders aim on Tuesday to settle on a united approach to the crisis triggered by the Hamas attack on Israel after days of confusion, infighting and mixed messaging.

In an emergency video conference at 1530 GMT, the European Council, which brings together the leaders of the EU’s 27 member countries, will also tackle potentially grave consequences for the continent arising from the crisis.

While the EU and its member governments all condemned the Hamas assault from Gaza, which killed some 1,300 Israelis, they diverged on other political statements and policy implications.

The disarray has exposed old divisions within the EU on the Middle East and underscored the severe limits of its influence in the region.

The world’s biggest publishing trade event begins Wednesday just over a week since Hamas launched the deadliest attack in Israel’s history, prompting Israel to respond with a relentless bombing campaign of the Gaza Strip.

Organisers swiftly denounced the Palestinian militants’ “barbaric” assault and rushed to reorganise the schedule, pledging Israeli voices would feature prominently.

In response, Israel has bombarded Gaza for days, killing more than 2,700 Palestinians while its troops prepare a ground assault.

Karine Nahon, one of the leaders of the initiative, said volunteers have been analysing footage – including videos posted online by Hamas – to help identify and locate the more than 1,000 people who are still unaccounted for. Any information gleaned is passed on to Israeli authorities.

EU Tries For United Message On Israel-Hamas Conflict

Following days of confusing and sometimes contradictory messaging about the EU’s stance on the developing Israel-Hamas conflict, leaders of the bloc’s countries on Tuesday are to try to rally around a clear statement.

“We felt the need to bring some order,” one EU official said, speaking on condition of anonymity to discuss the issue more freely.

A videoconference of the leaders, taking place at 1530 GMT and chaired by European Council President Charles Michel, will seek to supersede initial steps taken by the European Commission and its chief, Ursula von der Leyen.

It also came as the White House said President Joe Biden would visit Israel on Wednesday, in a visit that is designed to balance support for a key ally with calls for restraint in its operations in Gaza.
