If the premier space agency is to retain its best talent, it must modernise career pathways, reward innovation and foster a more attractive and empowering workplace

The exodus of senior scientists from the state-owned ISRO is a matter of concern, particularly at a time when the space research organisation has several ambitious projects on hand. Over 100 scientists and engineers have either resigned or taken voluntary retirement in recent months, triggering a debate about talent retention in India’s premier space agency. The brain drain coincides with the emergence of private players in the space sector. If ISRO wants to retain its best minds, it must modernise career pathways, reward innovation, and create a desirable workplace. The shift of talent to the private sector threatens to erode the institutional strength and legacy of ISRO. The introduction of remedial measures after the scientists’ exit is unlikely to stem this trend. One of the most sustainable strategies for strengthening a legacy institution like ISRO is to attract and retain the best talent by offering competitive remuneration and an inspiring work environment, professional autonomy, recognition of merit and clear avenues for career advancement. As per reports, dozens of senior scientists working at the UR Rao Satellite Centre (URSC), Vikram Sarabhai Space Centre (VSSC) and other key units of the national space agency have either resigned or taken premature retirement. Many of them were working on flagship programmes such as Gaganyaan (human spaceflight), Next Generation Launch Vehicle (NGLV) and the Bharatiya Antriksh Station. The situation has become so alarming that the Department of Space has decided to clamp down on the exodus, directing that those associated with critical missions will not be allowed to leave ISRO until the completion of these projects.

The exodus is clearly linked to the rise of private sector space companies in the past few years. Many of the space startups were founded by former ISRO personnel. As a result, experienced scientists are finding attractive alternatives that simply did not exist a decade ago. The compensation gap between government service and the private sector has widened considerably. Government organisations operate within rigid bureaucratic promotion structures. As a result, career advancement often depends on seniority and administrative processes, while private firms offer faster growth, leadership opportunities, and the ability to take ownership of projects at a relatively young age. For decades, ISRO was virtually the only destination for aerospace talent in India. Today, it serves as the training ground for an expanding national space ecosystem. Under-utilisation of funds, reduced budgetary allocations, delays in filling vacancies and the entry of the private sector are all contributing to the serious situation at ISRO. On top of this, there have been a series of failures involving workhorse rocket PSLV and massive delays in challenging missions like Gaganyaan. The centralisation of decision-making and growing bureaucratic as well as political interference also do not augur well for the functioning of a large mission-oriented scientific agency. The net result is low morale and growing disenchantment in the scientific workforce.
