Hyderabad: In a major reform of the health sector, the State government on Thursday issued orders operationalising the Directorate of Secondary Health (DSH), effectively replacing Telangana Vaidya Vidhan Parishad (TVVP) and bringing all 175 to 180 secondary hospitals located in districts and staff under direct government control.

The orders designate the newly constituted Directorate of Secondary Health as a Head of Department for the exercise of financial powers.


The orders mark a decisive step in transitioning from the old autonomous TVVP framework to the new integrated DSH, providing a legal and financial framework to function as a full-fledged government body.

The decision is the direct result of key administrative reform recommended by the Administrative Staff College of India (ASCI) Committee constituted by the State government to streamline healthcare delivery. Following ASCI recommendations in early 2026, the State Cabinet had approved the formation of the new Directorate.

Senior doctors said the transition to the DSH, backed by its new status as a financial Head of Department, is expected to improve medical facilities and ensure timely salaries for the caregivers.

The move is also expected to expedite procurement of medical equipment, facility maintenance, and urgent infrastructure repairs.

The DSH is also expected to ensure regular appointment of District Coordinator for Health Services, and several pending issues, like regular promotions and deployment of staff in nearly 81 hospitals currently facing critical shortages, are also expected to be addressed.
