Gurugram:

A two-year-old child died after allegedly being hit by a speeding car while he was playing outside his house in the DLF Phase 3 area here on Thursday, police said.

Local people caught hold of the driver while he was trying to escape and handed him over to the police, following which the accused was arrested, they added.

In his complaint, the child’s father Krishna Malakar, a resident of Samastipur in Bihar, said he lives on rent with his family in DLF Phase 3 area.

Mr Malakar said the incident took place when his four-year-old daughter Aakriti and two-year-old son Jigar were playing near the stairs in front of the house.

Around 1 pm, a car suddenly approached with speed and allegedly hit his son, the complainant said.

Jigar was rushed to a hospital in critical condition where doctors declared him dead, he added.

Meanwhile, passersby and neighbours caught hold of the car driver and handed him over to the police.

A senior police officer said an FIR was registered in the matter and the accused car driver, who was identified as Sunny and a resident of Nathupur village here, was arrested.

The Railway Board has reduced the speed of semi-high speed trains Gatimaan Express and Vande Bharat from 160 kmph to 130 kmph till the automatic train protection system gets operational.

At present, only Gatiman Express and two Vande Bharat trains run at 160 kmph between Hazarat Nizamuddin (New Delhi) and Agra rail route due to suitable track conditions.

On June 24, the Railway Board’s executive director (signal) issued a letter to the general manager of NCR zone and said that the issue of speed of these trains was examined.

“…it is decided that as advised earlier, Zonal Railways to expedite IR-ATP Kavach works in the section and till the time the Automatic Train Protection (ATP) system is operational, trains to run at maximum speed of 130 kmph in the section,” the letter said.

Directing the NCR zone to ensure the instruction, the letter said that the direction of reduction in speed has also been approved by the Railway Board’s Member, Infra; Member, Traction and Rolling Stock; and Member, Operation and Business Development.

“The Board took the decision on its own in the wake of the recent Kanchanjunga Express accident in West Bengal in which a goods train hit the passenger train from the rear killing 10 people including the freight train’s driver,” a source in the Board told PTI, adding that the speed restriction has been in operation since June 25.

The letter specifically mentions three trains – train number 20171/20172 (New Delhi-Rani Kamalapati Vande Bharat Express), 22470/22469 (Hazrat Nizamuddin-Khajuraho Vande Bharat Express) and train number 12049/12050 (New Delhi-Virangana Lakshmibai Jhansi Gatiman Express).

Gatiman is India’s first semi-high speed train launched in April 2016 which runs between Nizamuddin and Jhansi but it takes 160 kmph speed only between Tughlakabad railway station and Agra as tracks were laid there to suit the train’s speed.

“On June 22, 2024, five days after the Kanchanjunga Express accident on June 17, the crew of Gatiman was instructed by the control department to reduce the speed from 160 to 140 and then two days later, the Railway Board’s direction came,” a railway source from Delhi Rail Division said.

“Vande Bharat runs at 130 kmph across all rail networks except this New-Delhi Agra route as it gets a suitable track to go up to 160,” another railway source said.

He added, “The distance between Nizamuddin and Agra is 188 km and out of that about 125 km stretch is such where trains can run at a maximum speed of 160 kmph. At remaining stretches, its speed varies but remains below 130. Vande Bharat and Gatiman had almost a similar speed graph until the Railway Board’s new direction came to decrease the speed to 130.” According to the railway sources, the Agra division is already working on ‘Kavach’ installation and it has developed a complete ‘Kavach’ network on the 80-km stretch between Mathura (excluding the station) and Palwal.

This involves the placement of RFID tags on railway tracks in station areas and other places, installation of stationary ‘Kavach’ units at several places such as stations, and installation of towers and antennas along the tracks.

“This installation is only for the purpose of trial and it is not being used in train operations as of now. It can be made operational as and when the concerned authorities decide,” a loco pilot, working on that route, said.

The Kavach system, developed by the Research Designs and Standards Organisation (RDSO), can apply brakes automatically in case of an emergency when a train driver fails to act in time.

CBI Makes First Arrests In Bihar In NEET-UG Paper Leak Case

The CBI has registered six First Information Reports (FIRs) in the NEET paper leak case.

The Central Bureau of Investigation (CBI) has made its first arrests in the NEET-UG paper leak case in Bihar, detaining two individuals from Patna, identified as Manish Kumar and Ashutosh.

According to CBI sources, Manish Kumar facilitated the transportation of students in his car and is suspected of providing the use of an empty school where at least two dozen students were given the leaked paper and memorised it, while Ashutosh provided lodging for the students at his residence.

The two men had been called by the agency for questioning on Thursday and they were arrested after that.

The CBI has registered six First Information Reports (FIRs) in the NEET paper leak case with the first being on Sunday, a day after the Ministry of Education announced that the investigation would be handed over to the central agency. 

Before the CBI arrests, the police had also taken some people into custody in Bihar, Maharashtra and Delhi. These included an aspirant who said he and a few others had got a copy of the question paper a day before the exam.  

Nearly 24 lakh students had appeared for the NEET-UG 2024 for undergraduate medical courses, which is conducted by the National Testing Agency, on May 5. The results were announced on June 4, 10 days before schedule, but allegations of question paper leaks and grace marks to over 1,500 students triggered protests. Cases were also filed in courts, including the Supreme Court, which has rapped the NTA. 

The issue has also snowballed into a massive political controversy and it found mention in President Droupadi Murmu’s address to a joint sitting of both houses of Parliament on Thursday. The President said the government is “committed to a fair investigation” and gave an assurance that the culprits would get strict punishment. 

“The recent irregularities and paper leaks are being dealt with strongly and the government’s focus is on improving the exam process,” she said.

The comments caused an uproar from the opposition benches. The INDIA bloc, which has 232 Lok Sabha MPs now, is gearing up to corner the government on the matter in Parliament during the ongoing session

The youth wing of the Congress is also staging a protest at Jantar Mantar.

Hyderabad: Stating that his government did not have ‘any issues’ with the TDP-led NDA government in Andhra Pradesh, Chief Minister A Revanth Reddy said he was prepared to talk and resolve any issues regarding bifurcation.

Addressing the media at New Delhi on Wednesday, Revanth Reddy said with the elections being over, focus would be on State development. As promised by Rahul Gandhi, the State government was preparing to waive off farm loans shortly.


The Congress government would also seek the support of the Union government and would work with the Centre towards Telangana’s welfare and development, he said.

“We have met a few Union Ministers regarding allocation of funds for Telangana in the ensuing budget. We will also meet Prime Minister Narendra Modi and Union Home Minister Amit Shah as well,” Revanth Reddy said.
On the internal issues in the party, especially the dissent by MLC T Jeevan Reddy over the induction of leaders from other parties, the Chief Minister said the party would utilize the experience of Jeevan Reddy. Opposition parties had tried to derive political mileage out of Jeevan Reddy’s complaints, he said.

On the appointment of a new Pradesh Congress Committee president, he said an appeal was made to the high command to appoint a new PCC president as his term would end on July 7. Dismissing reports on the Cabinet expansion as ‘unnecessary’, he said there were already eligible Ministers for all portfolios.

“Education portfolio is under my purview and all.exams have been conducted smoothly and efficiently,” he said.

Meanwhile, it is learnt that MLC Mahesh Kumar Goud and AICC spokesperson Madhu Yaskhi Goud met AICC leadership in New Delhi separately, reportedly to lobby for the PCC president post.

Earlier, Revanth Reddy found fault with the Bharat Rashtra Samithi for raising objections over the Justice L Narasimha Reddy Commission, stating that it was the BRS which had demanded for the constitution of a Commission to probe allegations of power purchase irregularities. Former Energy Minister G Jagadish Reddy had demanded for a judicial commission, he said, adding that now after the Commission served notices to BRS president K Chandrashekhar Rao, the BRS was getting jittery and opposing the Commission.

He also brushed aside the BRS charges on him engineering defections of MLAs, stating that the BRS did not have any moral right to question defections, since the BRS had encouraged defection of MLAs from one party to other earlier.

“BRS leaders KT Rama Rao and Harish Rao had openly said the Congress would get dethroned in a month. Even BJP leaders said the same,” Revanth Reddy said.

Warner Backs Jake Fraser-McGurk To Succeed As An Opener For Australia




Australia’s David Warner has tipped Jake Fraser-McGurk to fill the opening role for Australia and believes that the youngster will have a “fantastic career” for the Baggy Greens. Warner has recently spent a lot of time with the 22-year-old. Both of them featured for the Delhi Capitals in the Indian Premier League (IPL) 2024. Jake was also with the Australian team during their T20 World Cup campaign as a travelling reserve. Warner’s international career ended after Australia crashed out of the Super 8 stage of the tournament after Afghanistan and India inflicted back-to-back defeats on them.

After Australia’s exit, Warner passed the baton to the youngster as the next opener in the T20Is and ODIs.

“Every time I put something out there, I become a selector, (but) I think he’s definitely got the ability to do that,” Warner said, as quoted from cricket.com.au.

“He can lock it in. And a bit like myself, you (have to learn) how to play … 50 over cricket. That’s one thing that I learnt from Twenty20. I got dropped after seven games because I didn’t really understand how to play the game of one-day cricket. So, from a one-day perspective, if he learns that and understands that, he’ll have a fantastic career, especially batting in Australia. Best wickets in the world,” he added.

With Australia looking towards the future, Jake could be one of the names that could pop up in their tours of Scotland and England as Australia.

Jake struck 51 across two matches off 23 deliveries during Australia’s ODI series against West Indies earlier this year. Before that, he set a world record by slamming a ton in a mere 29-ball one-day ton in the Marsh Cup.

He went on to set the new standards in the IPL while opening for Delhi Capitals. In nine IPL 2024 matches, Jake racked up 330 runs at an average of 36.66 and a whopping strike rate of 234.04, including four half-centuries and best score of 84.

However, the young opening batter isn’t looking to follow Warner’s footsteps in red-ball cricket. In the Sheffield Shield cricket, playing at the opening slot for South Australia didn’t suit him, and the experiment ended up as a failure. He scored 19 runs as an opener in four innings, but he scored his first hundred in first-class cricket while playing at the number six spot.

“Last year when I was put up to open the batting in Shield cricket, that’s not me … it was torture. That’s one thing I won’t be able to do,” Fraser-McGurk said on Cricket.com.u’s Unplayable Podcast during the tournament.

“Traditionalists have a go saying, ‘Why don’t you want to play Test cricket?’ I never said I didn’t want to. Everyone wants to. Obviously, everyone wants to, but it’s just what opportunities will come and also am I going to be able to get that opportunity. I haven’t had a great Shield career to date – hopefully. that changes. But my career started turning around when I was focusing on the white ball … it’s something to work on,” he added.

After their T20 World Cup campaign ended on a bitter note, Australia will travel to Scotland for a three-match T20I series which will kick off on September 4.

Time magazine has signed a multi-year content deal with OpenAI that would give the ChatGPT maker access to its archive of news content, the companies said on Thursday.

In response to user queries, the chatbot will cite and link back to the original source on Time.com, the companies added in a statement. The financial terms of the deal were not disclosed.

The artificial intelligence company has signed similar deals over the past few months with the Financial Times, Business Insider-owner Axel Springer, France’s Le Monde and Spain-based Prisa Media.

While some media companies like the New York Times and The Intercept have previously sued OpenAI for the use of their journalism, these content partnerships are essential for training AI models.

These deals can also provide lucrative opportunity for news publishers, who have historically been excluded from the profits that internet giants generate by distributing their content.

In May, Microsoft-backed OpenAI signed content and product partnerships with The Atlantic and Vox Media.

A city court on Thursday dismissed bail petitions of three suspended police officers who are accused in the alleged phone tapping case.

The Additional Chief Metropolitan Magistrate Court denied bail to former Additional SPs Bhujanga Rao and Tirupathanna and former DSP Praneeth Rao.

The court, which had reserved its orders on Wednesday, pronounced the same on Thursday.

The accused had sought bail on the ground that police had not filed the chargesheet when they had moved their application.

The lawyers of the accused had argued that police had not filed a chargesheet within the mandatory period of 90 days from the date of registration of the FIR.

However, the public prosecutor submitted to the court that the chargesheet was submitted to the court on June 10 but, due to some errors, the court had returned the chargesheet, and it was re-submitted.

It may be recalled that police had to file the chargesheet for the third time on June 25 after the court returned the same twice.

Three serving police officers and a former officer have so far been arrested in the case, relating to alleged tapping of phones of politicians, business people, celebrities and even some judges during the previous government of BRS.

Several opposition leaders, including then Congress MP and present Telangana Chief Minister A. Revanth Reddy, dissidents within the then ruling party, businesspersons and journalists were among those whose phones were allegedly tapped by a team within the Special Intelligence Bureau (SIB).

The phone tapping and snooping row came to light after the BRS lost power to Congress and an official in SIB who was part of the operation was found destroying the collected data.

In March, a case was registered with the Panjagutta police after a petition was filed by additional SP, SIB D. Ramesh.

Praneeth Rao was arrested after he allegedly destroyed hard disks and other data after Congress came to power in December last year.

Later, the police arrested Bhujanga Rao, Tirupathanna and former Deputy Commissioner of Police P. Radha Kishan Rao.

There will be no studio audience, depriving candidates of the momentum that comes from ginning up supporters. Microphones will cut out when a candidate’s speaking time is over. Thursday night’s presidential debate will not be business as usual.

CNN, which is hosting President Joe Biden and his predecessor Donald Trump for their first debate of the 2024 campaign in Atlanta, wants to avoid the chaos seen when the two men squared off in 2020.

Here are some facts about the 90-minute debate, a key moment in the race for the White House, but one whose impact is difficult to predict.

Averting mayhem

In their first war of words four years ago, Trump repeatedly cut off the veteran Democrat, launched into lengthy diatribes and taunted his rival, who ended up shouting at one point: “Will you shut up, man?” 

It was hardly the height of presidential decorum.

To cut down on the hijinks, CNN has set up a series of rules, to which both campaigns agreed.

Among the most notable: When the candidates take the stage at the network’s Atlanta studios at 9:00 pm (0100 GMT Friday), there will be no one in the audience.

Microphones will be muted except for the candidate asked to speak. There will be two commercial breaks during the showdown between 78-year-old Trump and 81-year-old Biden, the two oldest presumptive White House nominees in history. 

Moderators Jake Tapper and Dana Bash, both regular CNN on-air presenters, will “use all tools at their disposal to enforce timing and ensure a civilized discussion,” the network said.

Trump gets last word

Biden won the coin toss, allowing him to choose either his podium position or whether he preferred to speak first or second in final statements. 

The incumbent chose the podium on the viewers’ right, and Trump opted to have the last word.

No live fact-checking

CNN has not revealed the debate themes, and does not plan to fact-check candidate statements in real time — even if Trump repeats the baseless charge that the 2020 election was stolen from him.

For Kathleen Hall Jamieson, a professor of communication at the University of Pennsylvania, “one problem with a debate that features Donald Trump is that the moderators don’t fact check in real time, nor should they.”

“It’s highly risky to try to do that and it would be disruptive of the debate if they did,” she told AFP. “The danger is instead of informing, a debate could actually increase the amount of inaccurate knowledge.”

Biden and Trump will not have teleprompters and they cannot bring pre-written notes to the stage, although they will be provided with paper and pen. Consulting with campaign staff during commercial breaks will not be allowed.

Debate airs on all networks

Both candidates rejected the oversight of the nonpartisan Commission on Presidential Debates formed in 1987 to manage such events.

Instead, they made a direct deal with CNN. The news network, now owned by media conglomerate Warner Bros Discovery, afforded its rivals the opportunity to broadcast the debate live in the name of public service, under certain conditions.

The screen must bear the CNN logo and outside commentary is forbidden.

Fox News — which regularly attacks CNN as biased against Trump — plans to hit the airwaves two hours before the event, with talk show hosts Jesse Watters and Sean Hannity providing pre-game insights.

In the past, Hannity has called Tapper a “radical left-wing partisan talk show host masquerading as a journalist.” 

Impact on campaign? 

The debate will certainly be a key moment in the campaign, watched by tens of millions: a record 84 million tuned in to watch Trump’s first battle with Hillary Clinton in 2016, and 73 million saw Trump and Biden duke it out in 2020.

But it will not necessarily be a game-changer.

This is the first time a debate has been organized so early in the race, more than four months before Election Day, and even before the candidates have been formally nominated by their respective parties. 

“The worry is that the public in the United States doesn’t pay much attention to news in summer,” said Jamieson. 

“In general, presidential debates don’t affect a sufficient number of votes to decide the outcome of an election. But when an election is close, as this one may be, debates can play an important role.”

The post of the Deputy Speaker post, vacant in the second term of the Narendra Modi government, will be filled again. But in a break from tradition, the incumbent is likely to be from the NDA and not the Opposition, sources have indicated, making it clear that the government versus Opposition acrimony is likely to escalate. An announcement is likely soon, sources said.

Sources said the government is likely to take a hard line after the “breakdown of trust” with the Opposition during the dialogue yesterday over the Speaker post.

But there is also the question of keeping allies like Chandrababu Naidu and Nitish Kumar happy. Both had their eyes on the Speaker post as insurance for any split in their parties. But the BJP had refused to relent.

There is speculation that this time, the post might go to Me Naidu’s Telugu Desam Party. TDP’s GMC Balayogi was the Speaker when the NDA under Atal Bihar Vajpayee was in power and there is expectation that the post can now go to his son Harish Balayogi.  

While a peace offering to the TDP might keep NDA’s internal harmony intact, it could bode trouble from another direction, by making the new muscular, combative Opposition extremely unhappy.

The Opposition, failing to get the spot of the Pro Tem Speaker had been angling for the Deputy Speaker post, which traditionally goes to it. But with the government brushing off its demands and its claim, they had forced a last-minute contest on the Speaker post.

The loss was a given, in view of the government’s numerical strength. But the Opposition insisted that it was out to send a message.

The Lok Sabha Speaker is the final arbiter of the voice of the people, the Congress asserted. Its new Leader of the Opposition Rahul Gandhi pointedly said that he was “confident” that the Speaker would “allow us to speak, to represent the voice of the people”.

“The idea that you can run the House efficiently by silencing the voice of the Opposition is a non-democratic idea,” he added. “This election has shown that the people of India expect the Opposition to defend the constitution… we are confident that by allowing Opposition to speak, you will do your duty of defending the Constitution of India,” he said.

On Wednesday, the government, while seeking consensus for their Speaker candidate Om Birla, made it clear that they were not considering a Deputy Speaker post, or the Opposition’s claim to it, for the moment.

This irked the Opposition, which fielded K Suresh – their seniormost parliamentarian and one hey thought would be the obvious choice for the Pro Tem Speaker — against Om Birla.

Describing the morning’s events, Rahul Gandhi had said: “Rajnath Singh called (Congress chief) Mallikarjun Kharge and asked him to extend support… entire Opposition said we will support but convention is Deputy Speaker should be from our side. Rajnath Singh said he would call back… but he has not yet… PM is asking for cooperation but our leader is getting insulted.”

In the first term of the NDA government, the Deputy Speaker was then ally AIADMK’s M Thambidurai. 

On Tuesday, Congress leader K Suresh said, “They (the BJP) denied (the post to) us in the last two terms of the Lok Sabha, saying that you are not the recognised Opposition. Now, we are recognised as the Opposition. Deputy Speaker post is our right, but they are not ready to give us.”
