Nizamabad: District Election Officer and Collector Rajiv Gandhi Hanumanthu has asked people who want to make use of the postal ballet facility to submit the form-12(D) before April 20 to the returning officers of their respective constituencies through the nodal officers of the concerned departments.

The Collector held a meeting with the nodal officers of various departments under the emergency services on Monday and issued guidelines to them. Stating that the Election Commission of India(ECI) was giving an opportunity to the people working in emergency services to exercise their right to vote through postal ballot, he asked them to submit the form before the deadline to make them eligible to exercise their vote through postal ballot. ” The aim of providing an opportunity to vote through postal ballot is to ensure that no one is deprived of voting due to their official commitments,”he said.


The ECI has allowed media personnel on duty related to poll day coverage to vote through postal ballot in the upcoming Lok Sabha elections, he informed.

The Collector clarified that those who once applied for postal ballot through the prescribed form would not be given the opportunity to go to the polling centre and vote on the polling day held on May 13, and their name will be marked under the postal ballot in the voter’s list.

Iran tipped off Russia about the possibility of a major “terrorist operation” on its soil ahead of the concert hall massacre near Moscow last month, three sources familiar with the matter said.

In the deadliest attack inside Russia in 20 years, gunmen opened fire with automatic weapons at concertgoers on March 22 at the Crocus City Hall, killing at least 144 people in violence claimed by the Islamic State militant group.

The United States had also warned Russia of a likely militant Islamist attack but Moscow, deeply distrustful of Washington’s intentions, played down that intelligence.

It is harder, however, for Russia to dismiss intelligence from diplomatic ally Iran on the attack, which has also raised questions over the effectiveness of Russian security services. Moscow and Tehran, both under Western sanctions, have deepened military and other cooperation during the two-year Ukraine war.

“Days before the attack in Russia, Tehran shared information with Moscow about a possible big terrorist attack inside Russia that was acquired during interrogations of those arrested in connection with deadly bombings in Iran,” one of the sources told Reuters.

Iran arrested 35 people in January, including a commander of Islamic State’s Afghanistan-based branch ISIS-Khorasan (ISIS-K), who it said were linked to twin bombings on Jan. 3 in the city of Kerman that killed nearly 100 people.

Islamic State claimed responsibility for the Iran blasts, the bloodiest since the 1979 Islamic Revolution. U.S. intelligence sources said ISIS-K had carried out both the Jan. 3 attacks in Iran and the March 22 shootings in Moscow.

Islamic State once occupied large swathes of Iraq and Syria, imposing a reign of terror and inspiring lone-wolf attacks in Western countries, but was declared territorially defeated in 2017.

However, ISIS-K, one of its most fearsome branches, has raised the group’s profile again with large-scale bloodshed.

ISIS-K, named after an old term for a region that encompassed parts of Iran, Turkmenistan, and Afghanistan, emerged in eastern Afghanistan in late 2014 and quickly established a reputation for extreme brutality.

“Significant Operation”

A second source, who also requested anonymity due to the sensitivity of the issue, said the information Tehran provided to Moscow about an impending attack had lacked specific details regarding timing and the exact target.

“They (the members of ISIS-K) were instructed to prepare for a significant operation in Russia… One of the terrorists (arrested in Iran) said some members of the group had already travelled to Russia,” the second source said.

A third source, a senior security official, said: “As Iran has been a victim of terror attacks for years, Iranian authorities fulfilled their obligation to alert Moscow based on information acquired from those arrested terrorists.”

Asked about the Reuters report, Kremlin spokesman Dmitry Peskov said on Monday: “I do not know anything about this.”

Iran’s foreign ministry did not reply to a request for comment on this story. The White House had no comment on the matter.

A source familiar with the U.S. intelligence on an impending attack in Russia said it was based on interceptions of “chatter” among ISIS-K militants.

Challenging the U.S. assertions, Russia has said it believes Ukraine was linked to the attack, without providing evidence. Kyiv has strongly denied the assertion.

Tajik Nationals

The attacks in Kerman and near Moscow both involved Tajik nationals. ISIS-K has aggressively recruited from the impoverished former Soviet republic of Tajikistan, security experts say.

Sources said Iran had discussed its security concerns with Tajikistan. A diplomatic source in Tajikistan confirmed that Tehran had recently discussed with Dushanbe the issue of increased involvement of ethnic Tajiks in militant activities.

Islamic State harbours a virulent hatred for Shi’ites — Iran’s dominant sect and also the target of its affiliate’s attacks in Afghanistan. The hardline Sunni Muslim group views Shi’ites as apostates.

In 2022 Islamic State claimed responsibility for a deadly attack on a Shi’ite shrine in Iran that killed 13 people. Tehran identified the attacker as a Tajik national.

Earlier attacks claimed by Islamic State include twin bombings in 2017 that targeted Iran’s parliament and the tomb of the Islamic Republic’s founder, Ayatollah Ruhollah Khomeini.

As part of his ambition to make India a green economy, Union minister Nitin Gadkari wants to slash GST on hybrid vehicles and has vowed to rid the country entirely of the over 36 crore petrol and diesel vehicles.

“One hundred per cent,” Mr Gadkari, the Union Minister for Road Transport and Highways, said when asked whether it is possible for India to get rid of petrol and diesel cars altogether.

“It is difficult but not impossible. This is my vision,” Mr Gadkari said in an interview with the news with PTI.

He said India spends Rs 16 lakh crore on fuel imports. This money will be used for improving the lives of farmers, villages will be prosperous and the youth will get employment, the minister said.

Mr Gadkari did not give any timeline to meet this ambitious target which even proponents of green energy believe is mind-bogglingly difficult.

The proposal to reduce GST on hybrid vehicles to five per cent and to 12 per cent for flex engines has been sent to the Finance ministry which is considering the requisition, Mr Gadkari said.

The minister said he firmly believes the country can end fuel import by promoting the use of biofuels.

Environmental activists welcomed Mr Gadkari’s vision for increasing green mobility, but also struck a word of caution by flagging the use of fossil fuels in the production of electricity.

“In India, we are still heavily dependent on a fossil fuel-based energy system to power electric cars, and this needs to be changed. There is urgent need to ensure 100 per cent renewable energy alongside electric vehicles to tackle the climate crisis,” Avinash Chanchal, a campaigner for Greenpeace India, told PTI.

Mr Gadkari said he has been pitching for alternative fuels since 2004 and is confident things will change in the coming five to seven years.

“I cannot give you a date and year for this transformation to take place as it is very difficult. This is difficult but not impossible,” Mr Gadkari asserted.

He said he firmly believes that given the speed with which electric vehicles are being introduced, the coming era will be of alternative and biofuels and this dream will come true.

Mr Gadkari said auto companies such as Bajaj, TVS and Hero are also planning to manufacture motorcycles using flex engines and auto rickshaws using similar technology too were on the way.

“I roam around in a car that runs on hydrogen. You can see electric cars in every other household. People who used to say this was impossible, have changed their views now and started believing in what I have been saying for the last 20 years,” the minister said.

“Tatas and Ashok Leyland have introduced trucks that run on hydrogen. There are trucks that run on LNG/CNG. There are 350 factories across the country of bio-CNG,” he said.

“Definitely, a revolution is taking place. The fuel imports will end and this country will become self-reliant – Atmanirbhar Bharat. I strongly believe in this,” Mr Gadkari said.

Israeli forces admit to killing unarmed civilians in Gaza

Israeli officers and soldiers have admitted to killing unarmed Palestinian civilians in the Gaza Strip while labeling them as “terrorists.”

“The Israeli army says 9,000 terrorists have been killed since the Gaza war began,” the Israeli newspaper Haaretz said in a report.

The newspaper, however, cited officers and soldiers who have taken part in the ongoing war, as saying that “these are often civilians whose only crime was to cross an invisible line drawn by the Israeli army.”

“We were explicitly told that even if a suspect runs into a building with people in it, we should fire at the building and kill the terrorist, even if other people are hurt,” one soldier said.

According to testimonies by Israeli officers and soldiers, the regime’s troops open fire at anyone entering the “kill zone” that the regime’s army has defined.

“In practice, a terrorist is anyone the army has killed in the areas in which its forces operate,” a reserve officer said.

“They ask you how many, and I give a number based on what we see and understand on the ground, and we move on. It’s not that we invent bodies, but no one can determine with certainty who is a terrorist and who was hit after entering the combat zone of an Israeli force,” he added.

Israel waged its genocidal war on Gaza on October 7 after the Palestinian Hamas resistance group carried out Operation Al-Aqsa Storm against the usurping entity in retaliation for its intensified atrocities against the Palestinian people.

Since the start of the offensive, the Tel Aviv regime has killed 32,782 Palestinians and injured nearly 75,298 others.

Netanyahu okays Rafah invasion plans

Meanwhile, Israeli prime minister Benjamin Netanyahu approved “operational plans” for an invasion of the southern city of Rafah, despite international warnings that such an attack would be a catastrophe.

“We have approved the operational plans to invade Rafah,” Netanyahu said at a press conference before undergoing hernia surgery on Sunday evening.

He claimed, “We will enter Rafah and eliminate Hamas, and without that, there is no victory.”

The announcement comes while Israel’s allies and critics warned Netanyahu against the invasion of Rafah, where more than half of the territory’s population of 2.4 million has been forcibly displaced, fearing mass civilian casualties. 

Tens of thousands of Israelis thronged central al-Quds on Sunday in the largest anti-regime protest since he launched the Gaza invasion in October. Deep divisions over Netanayahu’s leadership long predate the war.

The complex process of clearing the tangled wreckage of the Baltimore bridge that collapsed spectacularly this week was set to begin Saturday with removal of a first section, officials said.

The collapse killed six people and blocked traffic through the busy US port.

“This is the first of many, many, many steps going forward,” Maryland transportation secretary Paul Wiedefeld said at a news briefing. “But it is a huge milestone as we start this process.”

Coast Guard Rear Admiral Shannon Gilreath said a huge floating crane — capable of lifting loads of more than 100 tons — was set to move one fallen section of the Francis Scott Key Bridge. He gave no details on its dimensions.

Maryland Governor Wes Moore said the piece in question was not one of those pinning down the massive container ship Dali, which lost power Tuesday and crashed into a bridge pillar, provoking the shockingly quick collapse.

Moore said it would “take days,” but teams would eventually “open up a temporary restricted channel” allowing more tugs, barges and other boats to enter the area to accelerate the clean-up operation.

For now, shipping traffic is at a standstill, affecting thousands of shippers, port workers and others, and the thousands of people who normally use the bridge each day have had to find alternative routes.

Removing the twisted steel remnants of the bridge and freeing the Dali is a top priority for local authorities, who say the collapse could have a major impact on the regional economy for years.

“At least 8,000 workers on the docks have jobs that have been directly affected by this collapse,” Moore said.

The governor began his news conference by paying tribute to the six road workers — all Latino immigrants — who died when the bridge tumbled into the deep waters of the Patapsco River.

Two bodies have been recovered, while the four others have been declared missing and presumed dead.

Recovery efforts have been suspended, with authorities saying the water — cold, dark and filled with jagged steel and concrete debris — is for now too dangerous for divers.

Iran urges probe into Israeli crimes in al-Shifa hospital

In a post on X social media platform on Monday, the senior Iranian diplomat said that the scale of destruction, torture, killing, and the number of Palestinian detainees in the al-Shifa hospital are horrifying and shocking.

“An international investigation is an urgent necessity,” he emphasized.

The Iranian foreign ministry spokesman also called on the international assemblies and institutions to fulfill their duty in this regard.

Israel waged its brutal war on besieged Gaza on October 7 after Hamas carried out an unprecedented operation against the occupying entity in retaliation for its intensified atrocities against the Palestinian people.

Israel has imposed a complete siege on the densely populated territory, cutting off fuel, electricity, food, and water to the more than two million Palestinians living there.

The BJP lashed out at Arvind Kejriwal Monday after the Enforcement Directorate said the Delhi Chief Minister gave “false and contradictory evidence (regarding) other members of (his) AAP” in interrogation. The BJP also pointed to Mr Kejriwal – the “kingpin” in the liquor policy scam – reportedly calling AAP colleagues “confused” when asked about their statements.

The sharp attacks came shortly after Delhi’s Rouse Avenue Court was told Mr Kejriwal had given “evasive replies” and concealed information relevant to the investigation into the alleged scam.

The court was hearing a plea by the ED seeking judicial remand of the Chief Minister for 15 days; the request was granted, with Mr Kejriwal – arrested last month – sent to Delhi’s Tihar Jail till April 15.

Specifically, the agency claimed Mr Kejriwal said former AAP comms boss Vijay Nair reported to Delhi Ministers Atishi and Saurabh Bhardwaj and not himself, and that his “interaction with Mr Nair was (of) limited” duration. The ED, however, pointed to Mr Nair’s statements to it, in which he claims he stayed in a bungalow allotted to a cabinet minister and worked from Mr Kejriwal’s office.

“… there are reports Arvind Kejriwal said prime accused Vijay Nair used to report to Atishi and Saurabh Bharadwaj. Delhi Government’s liquor policy situation is becoming clearer. It is to be seen if Kejriwal resigns or heads towards a new politics…” BJP spokesperson Sudhanshu Trivedi said.

Mr Kejriwal reportedly also made contradictory statements when asked about ND Gupta; according to the ED, Mr Kejriwal first recognised Mr Gupta as a senior leader with knowledge of the party’s functioning. But he backtracked after a statement about Mr Kejriwal’s role in the alleged scam.

The BJP pounced on these, and other arguments made by the ED in court today to attack Delhi’s ruling AAP and call (again) for Mr Kejriwal’s resignation on “moral and Constitutional grounds”. Mr Trivedi delivered the jabs with Shazia Ilmi – with the AAP till she joined the BJP in 2015 – by his side.

The BJP today also attacked Mr Kejriwal over “moral and Constitutional questions” and mocked the anti-corruption activist-turned-politician for having “changed his guru (teacher)”.

“Anna Hazare used to be his (Mr Kejriwal’s) guru. The guru said he would not join politics, but the discipline joined and became Chief Minister. Now he has changed his guru… now the guru is Lalu Prasad Yadav,” Mr Trivedi ranted, referring to former Bihar Chief Minister Lalu Prasad Yadav.

Mr Yadav was forced to resign as Chief Minister after being convicted in corruption scams.

“Lalu Yadav at least resigned when he was going to jail (the Rashtriya Janata Dal patriarch handed the reigns to his wife, Rabri Devi) but he (Mr Kejriwal) hasn’t resigned yet,” Mr Trivedi sneered.

The BJP’s continuing all-out attack came after the ED’s remand copy was made public.

The agency said Mr Kejriwal had failed to explain why Mr Nair – who was also a key accused till he became a government witness – had “more than 10 meetings… with co-accused persons involved in the liquor business”. The Delhi Chief Minister “evaded” this and other questions, the ED said.

Arvind Kejriwal was arrested on March 21 hours after the Delhi High Court said it would not protect him from arrest. The ED believes the now-scrapped policy provided an impossibly high profit margin of 185 per cent for retailers and 12 per cent for wholesalers. Of the latter, six per cent – over Rs 600 crore – were bribes demanded by Mr Kejriwal and the money was used to fund poll campaigns.

Mr Kejriwal, his colleagues behind bars, and other senior AAP leaders have denied all charges; they have pointed to an investigation that has spanned two years and resulted in no cash recovery, and accused the BJP of a “political conspiracy” to discredit the opposition party before an election.

The opposition has also accused the BJP of using investigative agencies that report to the centre – like the ED and Central Bureau of Investigation – to target rival political leaders before the election.

The BJP has firmly dismissed such claims.

Mr Kejriwal will spend the next two weeks in Jail No 2 of Delhi’s Tihar Jail, with his former deputy, Manish Sisodia; his former Health Minister, Satyendar Jain; and Rajya Sabha MP Sanjay Singh.

Mr Sisodia and Mr Singh were arrested in the alleged liquor scam case, as was another opposition politician – the BRS’ K Kavitha. Mr Jain was arrested on money laundering charges.

Mr Kejriwal, meanwhile, moved the Delhi High Court against his arrest, arguing fundamental rights were violated by the agency. The court issued a notice to the ED and the hearing will resume Wednesday.

New Delhi: Three people have been injured after a leopard entered a house in a village in Delhi on Monday, police said.

A fire department official said that after four hours of operation, the leopard was caught.


The three injured have been identified as Mahender, Akash, and ⁠Rampal, all residents of Jagatpur village.

Deputy Commissioner of Police (north) Manoj Kumar Meena said that on Monday, at 6:14 a.m., a Police Control Room (PCR) call was received at Wazirabad police station regarding a leopard entering a house in Jagatpur village.

Accordingly, the local police reached the spot and forest officials were informed.

“Currently, seven persons from the Forest department and Fire department, along with local police are present on the spot. The leopard has been contained in a room, and then caught,” said the DCP.

According to Director of Delhi Fire Service (DFS) Atul Garg, a call regarding a leopard barging into the house at Gali No-3, Jagatpur village, was received at 6.18 a.m.

Acting on the call, two fire tenders were rushed to the spot.

“At 8.25 a.m., with the help of residents, the leopard was cornered in a room. The injured were rushed to the hospital for treatment,” said Garg
