UN Court Rejects Most Of Ukraine's 'Terror' Case Against Russia

UN Court Rejects Most Of Ukraine's 'Terror' Case Against Russia

The ICJ “rejects all other submissions made by the Ukraine,” it said in a statement.

The Hague:

The United Nations’ top court on Wednesday mostly rejected Ukraine’s claims that Russia was financing “terrorism” in eastern Ukraine, saying only that Moscow had failed to investigate alleged breaches.

Kyiv had accused Moscow of being a “terrorist state” whose support for pro-Russian separatists in eastern Ukraine was a harbinger of the full-fledged 2022 invasion.

It wanted Russia to compensate all civilians caught up in the conflict, as well as victims from Malaysia Airlines flight MH17, which was shot down over eastern Ukraine.

But the International Court of Justice (ICJ) tossed out most of Ukraine’s pleas, ruling only that Russia was “failing to take measures to investigate facts… regarding persons who have allegedly committed an offence.”

The ICJ “rejects all other submissions made by the Ukraine,” it said in a statement.

This case predates Russia’s 2022 invasion of Ukraine. The ICJ will decide on Friday whether it has jurisdiction to rule in a separate case over that war.

The court said that only cash transfers could be considered as support for alleged terrorist groups under the terms of the international convention on terrorism financing.

This “does not include the means used to commit acts of terrorism, including weapons or training camps,” the court ruled.

“Consequently, the alleged supply of weapons to various armed groups operating in Ukraine… fall outside the material scope of the ICSFT” convention, said the court.

‘Lawfare’

Russia was also in the dock for alleged breaches of an international convention on racial discrimination due to its treatment of the Tatar minority and Ukrainian speakers in occupied Crimea.

Here the court found that Russia had not taken sufficient measures to enable education in Ukraine.

The case started in 2017 and has seen lengthy exchanges in the ICJ’s Great Hall of Justice, plus thousands of pages of documents submitted to the judges.

It is part of a strategy of “lawfare” waged by Ukraine against its adversary that has also seen it drag Moscow to court over maritime law and alleged human rights abuses.

During hearings on the case, Alexander Shulgin, Russia’s ambassador to the Netherlands, accused Ukraine of “blatant lies and false accusations… even to this court”.

Top Ukrainian diplomat Anton Korynevych retorted that Russia was trying to “wipe us off the map”.

“Beginning in 2014, Russia illegally occupied Crimea and then engaged in a campaign of cultural erasure, taking aim at ethnic Ukrainians and Crimean Tatars,” said Korynevych.

In 2017, the ICJ rejected Kyiv’s initial request for emergency measures to halt Russia’s funding of separatists.

The ICJ, based in The Hague, rules on disputes between states and is often confused with the International Criminal Court (ICC), which prosecutes war crimes by individuals.

Its rulings are final and cannot be subject to appeal but it has little power to enforce them.

For example, it issued an emergency ruling ordering Russia to halt its invasion one month after tanks rolled over the border — to no avail.

A plaque, which was setup at Parvathipuram GP building for its inauguration, was damaged by unidentified persons on Wednesday.

Nalgonda: Unidentified persons on Wednesday damaged the plaque setup for inauguration of the grama panchayat building of Parvathipuram of Nidmanoor mandal in the district.

Nagarjuna Sagar former MLA and BRS leader Nomula Bhagath Kumar alleged that Congress workers damaged the plaque. The previous BRS government had sanctioned new grama panchayat buildings for 40 villages in Nagarjuna Sagar assembly constituency and released Rs 20 lakh for each grama panchayat building, he added.

He said Congress leaders were creating hurdles for the opening of the grama panchayat building thinking that it would give mileage to the BRS. The Congress leaders should remember that power was not permanent to any political party The people had voted for the Congress to serve them, not to create unrest in the villages, he said, adding that Nagarjuna Sagar MLA Jayaveer Reddy was provoking Congress workers to do such acts.

The Nidmanoor police have filed a case and are investigating.

Mamata Banerjee's Protest Threat Over Not Getting Central Funds

Mamata Banerjee claimed that the state’s dues amount to Rs 7,000 crore (File)

Malda/ Baharampur, West Bengal:

West Bengal Chief Minister Mamata Banerjee on Wednesday said she would sit on dharna from February 2 if the BJP-led government at the Centre does not clear the state’s dues.

Speaking at an official function in Malda, Mamata Banerjee urged party workers and those affected by the non-payment of funds to participate in the dharna, which would be staged at the BR Ambedkar statue in the Red Road area in Kolkata.

“I have given them an ultimatum till February 1 to clear all dues of the state, failing which I will stage a dharna from February 2. If the dues are not cleared, I know how to get it through a movement.”

“I urge all party leaders and workers to participate in the dharna… I want everyone’s support,” she said.

The chief minister claimed that the state’s dues amount to a mammoth Rs 7,000 crore for several central schemes, including MGNREGA and PM Gramin Awas Yojana (PMGAY).

Mamata Banerjee said that around 156 central teams have visited the state to check whether the schemes were being implemented properly.

State officers met their central government counterparts last week in connection with it, she said.

“Despite all these, the Centre is yet to pay us our dues,” she added.

Meanwhile, the BJP cited a CAG report to allege that “mother of all scams” to the tune of about Rs 2 lakh crore had taken place in the state.

In a press conference in New Delhi, state BJP president Sukanta Majumdar accused the TMC government of treating the public money like her own.

“Her government has tried to loot public money everywhere. The CAG report is a slap on her government’s face and exposes it,” Majumdar alleged.

According to the BJP, the CAG report highlighted that over 2.4 lakh utilisation certificates, required to be submitted for completed projects within a fixed time, were not filed by the state government.

When questioned about the allegations, the chief minister said, “Members of the PAC (Public Accounts Committee) see each and every account. Ask them how much property they have accumulated by depriving the poor.”

Explained: Why Maoists In Chhattisgarh Are Targeting New 'Tatkal Camps'

Explained: Why Maoists In Chhattisgarh Are Targeting New 'Tatkal Camps'

These camps set up by security force are becoming new targets. (Representational)

Anti-Maoist operations in Chhattisgarh have entered a new phase after the BJP came to power in the state in December last year. Security forces have set up Tatkal Camps (Instant Camps) in the areas which are considered to be the den of Maoists. Almost a dozen camps have been set up after the BJP came to power in December which has left the Maoists baffled.

These camps have come up in regions that are badly affected by Maoist attacks. Padia, Muler, Salatong in the Sukma district, Murkarajbeda, Duled, Dumripalnar, Palnar and Mutavendi are some regions where these camps have been set up.

Attacks On Tatkal Camps

But these camps are becoming new targets. Three security personnel were killed and 14 others were injured in a gunfight with Maoists near the Bijapur-Sukma border in Chhattisgarh yesterday when they were working to establish the camp.

The security camp was established in Tekulagudem village in the Sukma district to provide the people of the area with basic facilities and keep a check on Maoist activities.

“Operations are being conducted daily due to which the force is on the move always. Tatkal camps are being set up and sometimes security parameters are overlooked due to which such attacks are taking place,” a senior officer on the ground said when asked about the attack on Tekelgudem village on the Sukma-Bijapur border.

“When the camp was being set up in Tekelgudem, the forces were trying to secure the adjoining area and one party was attacked by Maoists,” an official told NDTV. This is the second attack in this region, the official said.

Last year, in April, when security forces entered the region, 23 soldiers were killed.

However, some locals are not happy with the setting up of camps. In the Silgir village, several villagers are protesting against the Tatkal Camps. The protest is taking place a few kilometres from where the attack took place. In Bastar, 23 protests are taking place against the establishment of these security camps.

Security Forces Putting Special Focus

Officials on the ground said Tekelgudem in the state has been infested with Maoists for the last four decades, because of which development is not taking in the area.

The official told NDTV that “Former Maoist commander Hidma lives four kilometres from here and therefore nearby villages including Tekelgudem do not have roads, electricity, school and hospitals. Maoists are forcing villagers to join their organizations. Children in the region are taught about Maoism to recruit them.”

Union Home Minister Amit Shah has reiterated that the menace would be over in India in the next three years. Security forces have been planning operations on the ground meticulously.

Last week, on January 16, more than 400 Maoists attacked the Dharmavaram camp and tried to divert the attention of the security forces by firing more than a thousand barrel grenade launchers.

Security forces have put a special focus on Dandakaranya its neighbouring regions. Dandakaranya Special Zonal Committee (DKSZC) of the central regional bureau of the CPI(Maoist) continues to be the biggest Maoist stronghold and shelter zone of the brass.

Almost 80 per cent of the central committee members are stationed in the Dandakaranya zone, which has turned out to be a functionally compact zone administratively for the Maoists.

This area has been marked by the government as the last stronghold of the Maoists after facing losses in other parts of the country.

Vinod Kumar wants CM to release GO with department wise vacancies

Referring to the CM’s statement that 2 lakh jobs would be filled by December 24, Vinod Kumar wanted Revanth Reddy to release the GO along with the department wise vacancies by the end of February.

Vinod Kumar wants CM to release GO with department wise vacancies

Karimnagar: Senior BRS leader and former MP B Vinod Kumar wanted Chief Minister A Revanth Reddy to disclose the department wise vacancy position and release the GO by the end of February.

Referring to the CM’s statement that 2 lakh jobs would be filled by December 24, Vinod Kumar wanted Revanth Reddy to release the GO along with the department wise vacancies by the end of February.

Though the BRS government gave notification for 7,000 staff nurse jobs and conducted examination, the Congress government was trying to get the credit for recruiting staff nurse jobs.

Informing that Telangana government had filled 1.61 lakh jobs in its ten years tenure, he wanted the CM to tell whether the employees were paid salaries.

Vinod Kumar made these comments while participating in the felicitation for sarpanches of various gram panchayats of Manakondur mandal held in Manakondur on Wednesday.

In democracy, political posts would come and go. However, the development done while in power would be permanent, he opined.

Former Chief Minister K Chandrashekhar Rao was the first CM who implemented the PURA (Providing Urban Amenities in Rural Areas) scheme in the country.

Villages were neglected before the formation of the separate state. However, they were developed on all fronts Chandrashekhar Rao became the chief minister in 2014.

Besides planting saplings in a big way, dumping yard, and graveyards were developed in every village.

Congress party came to power through backdoor by spreading false propaganda and people were misguided.
