In a historic decision at the beginning of the 2023 United Nations Climate Change Conference in the United Arab Emirates, nearly 200 nations reached an agreement to establish a fund to assist countries grappling with the effects of global warming.

Russia’s Supreme Court ruled on Thursday that LGBT activists should be designated as extremists, in a move that representatives of gay and transgender people fear will lead to arrests and prosecutions.

A Reuters reporter in court heard it announce that it had approved a request from the justice ministry to recognise what it called “the international LGBT social movement” as extremist and to ban its activities.

The move is part of a pattern of increasing restrictions in Russia on expressions of sexual orientation and gender identity, including laws outlawing the promotion of “non-traditional” sexual relations and banning legal or medical changes of gender.

President Vladimir Putin, expected shortly to announce that he will seek a new six-year term in March, has long sought to promote an image of Russia as a guardian of traditional moral values in contrast with a decadent West.

In a speech last year, he said the West was welcome to adopt “rather strange, in my view, new-fangled trends like dozens of genders, and gay parades” but had no right to impose them on other countries.

Putin’s spokesman Dmitry Peskov told reporters before the court decision was announced that the Kremlin was “not following” the case and had no comment on it.

The Supreme Court took around five hours to issue its ruling, after opening its session at 10 am (0700 GMT). The proceedings were closed to media, but reporters were allowed in to hear the decision.

LGBT activists had seen the decision as inevitable after the Nov. 17 request by the justice ministry, which said – without giving examples – that “various signs and manifestations of extremist orientation, including the incitement of social and religious discord” had been identified in the activities of the LGBT movement in Russia.

“Of course it’s very alarming, and I don’t remember the threat ever being so serious and real,” Alexei Sergeyev, an LGBT activist in St Petersburg, told Reuters TV in an interview earlier this month.

More than 100 groups are already banned in Russia as “extremist”. Previous listings, for example of the Jehovah’s Witnesses religious movement and organisations linked to opposition politician Alexei Navalny, have served as a prelude to arrests.

Sergeyev said activities such as psychological and legal support, or even “meetings where you can just sit and drink tea”, would be driven underground, depriving many LGBT people of support.

“They will either commit suicide or simply be in some terrible state – their life will be shortened and their health will deteriorate, they will drink and smoke more, and so on, somehow trying to escape from this reality.”

MPs Need Centre's Nod To Take Foreign Hospitality In Private Trips Abroad

Members of Parliament should observe strict guidelines while accepting foreign hospitality during private visits abroad and obtain prior permission from the central government, according to fresh orders issued Thursday.

One of them requires MPs to follow the norms including the Code of Ethics, which mandates them not to take gifts that may interfere with honest and impartial discharge of their official duties.

These guidelines come at a time when the Ethics Committee of the Lok Sabha has recommended expulsion of TMC member Mohua Moitra in the bribe-for-query row. Moitra has been accused of accepting “illegal gratifications” from Dubai-based businessman Darshan Hiranandani to raise questions in Parliament.

The norms said all invitations from any foreign source, namely, government of any country or any foreign entity are expected to be routed through the Ministry of External Affairs (MEA).

In case such an invitation is received directly, MPs are required to bring it to the notice of the MEA and necessary political clearance of that ministry should also be obtained for the purpose.

“Members of Parliament are required to obtain prior permission of the Central Government for accepting any foreign hospitality during their private visits abroad or visits abroad in their personal capacity, a new notification under Section 6 of the Foreign Contribution (Regulation) Act, 2010,” another notification said.

MPs are also advised that their applications for acceptance of foreign hospitality must reach the Ministry of Home Affairs at least two weeks before the proposed date of onward journey, it said.

“Before accepting the hospitality, the Members should satisfy themselves about the credentials of the organization/institution extending the hospitality,” the communication said.

Another notification said MPs are requested to send information of their visit abroad, stating the purpose, to the secretary-general at least 3 weeks in advance so that the MEA and the Indian mission/post concerned could be informed of the same. Members are also requested to e-mail their itineraries, as soon as they are finalized, to Joint Secretary, in-charge of Conference & Protocol Section.

Another fresh notification reiterated the Code of Ethics that Parliamentarians must follow which says MPs must not do anything that brings disrepute to the Parliament and affects their credibility. They must also utilise their position as MP to advance general well-being of the people, the Code reiterated.

“The Members of Rajya Sabha should acknowledge their responsibility to maintain the public trust reposed in them and should work diligently to discharge their mandate for the common good of the people. They must hold in high esteem the Constitution, the Law, Parliamentary Institutions and above all the general public.

“Members should not take a gift which may interfere with honest and impartial discharge of their official duties. They may, however, accept incidental gifts or inexpensive mementoes and customary hospitality,” the Code of Ethics said.

“In their dealings, if Members find that there is a conflict between their personal interests and the public trust which they hold, they should resolve such a conflict in a manner that their private interests are subordinated to the duty of their public office,” it also said.

The Code also said that MPs should always see that their private financial interests and those of the members of their immediate family do not come in conflict with the public interest and if any such conflict ever arises, they should try to resolve such a conflict in a manner that the public interest is not jeopardised.

Invitations to MPs should also be sent to the Secretary, Ministry of Home Affairs (Foreigners Division (FCRA), for accepting any foreign hospitality being offered during visits abroad.

On receipt of political clearance from the MEA and FCRA permission from the Ministry of Home Affairs, an MP shall keep the Rajya Sabha Chairman informed, inter-alia, of the purpose of the visit and the hospitality proposed to be received.

“Before accepting the hospitality, the Members should satisfy themselves about the credentials of the organization/ institution extending the hospitality,” the notification said.

The Code of Ethics also states that MPs should never expect or accept any fee, remuneration or benefit for a vote given or not given by them on the floor of the House, for introducing a Bill, for moving a resolution or desisting from moving a resolution, putting a question or abstaining from asking a question or participating in the deliberations of the House or a Parliamentary Committee.

If members are in possession of a confidential information owing to their being MPs or Members of Parliamentary Committees, they should not disclose such information for advancing their personal interests, it stressed.

“Members should not misuse the facilities and amenities made available to them. Members should not be disrespectful to any religion and work for the promotion of secular values. Members are expected to maintain high standards of morality, dignity, decency and values in public life,” the code also said.

In another notification, as per the Members of Rajya Sabha (Declaration of Assets and Liabilities) Rules, 2004, all elected MPs of Rajya Sabha are required to furnish information to the Chairman, Rajya Sabha regarding their assets and liabilities within ninety days from the date on which they make and subscribe an oath or affirmation for taking their seat in the Council.  Members should furnish information about assets and liabilities within India and abroad.

Another notification said that while MPs and their spouses are entiled to get diplomatic passport, they can use them for private visit (tourism or to visit friends/relatives), but they are not meant to be used when travelling abroad for private business.

In yet another notification, the Secretariat said the decorum and the seriousness of the proceedings of the House require that there should be no ‘Thanks’, ‘Thank You’, ‘Jai Hind’, ‘Vande Mataram’ or any other slogans raised in the House.

“Rulings given by the Chair should not be criticised directly or indirectly inside or outside the House. Questions pertaining to the Rajya Sabha Secretariat/ Lok Sabha Secretariat and the functions of the Chairman, Rajya Sabha/Speaker, Lok Sabha are not answered on the floor of the House. Reference to Officers of either House in debates is improper,” it said.

The order said production of exhibits on the floor of the House is not in order as per ‘Parliamentary Etiquette’ which is required to be observed by them.

Hamas releases 8 more captives in seventh phase of swap deal with Israel

The Palestinian resistance movement Hamas has freed eight more captives as part of a swap deal with the Israeli regime, which is expected to release 30 more Palestinians in exchange.

Two of the captives were released first, a 21-year-old Israeli woman and a 40-year-old Israeli-French one.

The movement then released six more, comprising four adults and two teenagers, transferring them to the Red Cross.

Television images showed some young women among the group walking towards ambulances.

Hamas and its fellow Gaza Strip-based resistance movement of the Islamic Jihad launched an operation against the occupied territories on October 7 in response to the Israeli regime’s decades-long campaign of bloodletting and devastation against Palestinians.

Around 250 people were taken captive during the operation.

The regime responded to the operation by bringing Gaza under a genocidal war that has so far killed more than 15,500 people.

A truce deal was clinched between the two sides under Qatari and Egyptian mediation earlier this month that mandated a four-day lull in the Israeli military campaign as well as the prisoner exchange.

So far, nearly 320 people have been released from both sides under the deal that has been extended twice so far.

The last round of the exchange, namely its sixth phase, came on Wednesday, when the resistance movement released 14 captives in exchange for 30 Palestinians.

Speaking on Tuesday, Khalil al-Hayya, a member of the Hamas’ Political Bureau, said he hoped the deal would be extended for a longer period of time.

Israel, however, has said it seeks to resume the war with “full force,” claiming that it was after ending Hamas’ rule over Gaza.

Hamas has vowed that the Palestinian territory would only be ruled by its own people once the war was over.

India, Global South hail operationalisation of Loss and Damage Fund

 The agreement on the operationalisation of the Loss And Damage Fund that is aimed at compensating developing and poor countries facing the climate crisis despite contributing little to it was welcomed as a “Landmark move” by India on Thursday even as it evoked a set of mixed reactions, especially from the Global South.

The UN climate talks COP28 opened on a positive note with countries clinching an early deal on the operationalisation of the Loss And Damage Fund with COP president Dr. Sultan Al Jaber highlighting that the science is clear and “now is the moment to find a road wide enough for us all to deliver climate action.” 

India’s Environment Minister Bhupender Yadav posted on X soon after the decision was announced: “A positive signal of momentum from COP28 in UAE on the first day itself … Landmark decision on operationalisation of the Loss and Damage Fund was adopted in the opening plenary of COP28. India strongly supports the decision to operationalise the Loss and Damage Fund.”

Hyderabad: After a decade-long endeavour, the greatest survival adventure, based on a true story, ‘The Goat Life’ is all set to release in theatres worldwide on April 10, 2024.

Starring Malayalam superstar Prithviraj Sukumaran, produced by Visual Romance, and directed by National Award winner Blessy, the film also features Hollywood actor Jimmy Jean-Louis, Amala Paul, Indian actor KR Gokul, and renowned Arab actors Talib al Balushi and RikAby in pivotal roles.


‘The Goat Life’ boasts of music direction and sound design by Academy Award winners AR Rahman and Resul Pookkutty respectively. The stunning visuals of the film have been shot by Sunil KS and it has been edited by Sreekar Prasad.

Based on the bestselling Malayalam novel ‘Aadujeevitham’, it is penned by noted writer Benyamin and it follows the true story of the life of a young man Najeeb, who, in the early ’90s, migrates from the lush green shores of Kerala in search of the fortunes in a land abroad.
