Assam Government Suspends 21 Officers In 'Cash For Job' Scam

Assam Government Suspends 21 Officers In 'Cash For Job' Scam

21 officers placed under suspension through orders issued on Thursday. (Representational)

Guwahati:

Assam government has suspended 21 state civil, police and allied service officers for their alleged involvement in the Assam Public Service Commission (APSC) ‘cash for job’ scam, official sources said on Friday.

Out of the 21 officers placed under suspension through orders issued on Thursday, 11 are from the Assam Police Service (APS), four from the Assam Civil Services (ASC), three assistant employment officers, two assistant registrar of cooperative societies and one excise inspector.

Of these, two APS officers had been arrested in the case last week, while summons to appear before a Special Investigation Team (SIT) of the state police, which is probing the case, have been issued to several others, the sources said.

The suspension notification issued by the personnel department said these officers were beneficiaries of the “anomalies and malpractices carried out by the APSC” and they got appointment by “enhancement” of their originally scored marks in the final tabulation sheet based on which the final results were declared.

It said the recommendation of the APSC for recruitment of these officers was “illegal” and the process through which they obtained their jobs “amount to gross misconduct, corruption and moral turpitude”.

As they are under investigation for criminal offence, allowing them to continue in their present post “may not be in the interest of public service and may cause embarrassment to the government”, it said.

In view of it, the officers have been placed under suspension with immediate effect, the notification said.

The findings were reported in the one-man Justice (Retd) BK Sarma commission.

According to the notification, “anomalies and malpractices resorted to for the selection of candidates in exchange of money and other extraneous consideration by the APSC headed by the then chairman Shri Rakesh Kumar Paul while conducting the Combined Competitive Examination, 2013/ 2014”.

In the scam which came to light in 2016, nearly 70 persons, including Mr Paul and over 50 civil and police services officials, have been arrested.

Mr Paul was arrested by Dibrugarh police in November 2016 and released on bail in March this year.

The chief minister had directed the director general of police (DGP) to constitute a SIT in September this year to further investigate the scam.

The SIT, headed by additional DGP (CID) Munna Prasad Gupta, is conducting the probe now and has been directed to submit its report within six months to the Gauhati High Court in a sealed envelope.

The Chief Minister’s Office (CMO) had said last month that the state government has already initiated departmental proceedings against 34 tainted officials of the 2013 batch whose names were mentioned in the Justice (Retd) B K Sarma Committee report.

Similarly, action has been initiated against those candidates of the 2014 batch who were allegedly selected by unfair means with their marks changed during the tabulation process.

Ignored Axar Shines As India Beat Australia By 20 runs To Claim Series

Ignored for the upcoming assignment in South Africa, left-arm spinner Axar Patel responded with excellent figures of 3/16 as India got the better of Australia by 20 runs in the fourth T20I to win the five-match series in Raipur on Friday. This was India’s fifth consecutive T20I series on trot. Rinku Singh blazed away to a 29-ball 46 while Jitesh Sharma smashed 35 in 19 balls before Australia pulled things back to stop India at 174 for nine after the visitors opted to bowl first.

Cruising at 167 for four in 18.3 overs, India lost five wickets for only seven runs in the last two overs, thanks to Ben Dwarshuis (3/40) and Jason Behrendorff (2/32).

In reply, Australia were restricted to 154 for seven in 20 overs as India took an unassailable 3-1 lead with a match to go. Matthew Wade remained not out on 36 off 23 balls.

Axar Patel (3/16) and Ravi Bishnoi (1/17) were magnificent, bowling eight overs for only 33 runs with four scalps to their credit. There was no dew and hence the target of 175 became defendable unlike Guwahati. Both spinners hit immaculate lengths and mostly bowled stump to stump which became Australia’s undoing.

Set a target of 175, Australia were off to a flyer with Travis Head (31 off 16 balls) collecting a flurry of boundaries to lift his team to 42 for one in four overs, including picking 22 runs off seamer Deepak Chahar.

Seasoned spinner Axar however had the hero of Australia’s World Cup final caught after the batter got a leading edge while attempting a slog-sweep.

It was a huge breakthrough for India, coming 10 balls after leg-spinner Ravi Bishnoi knocked over Josh Philippe’s off-stump with one that straightened.

Playing across the line, Aaron Hardie’s middle stump was disturbed by Axar as he put India in a position of strength by leaving Australia at 55 for three at the end of seventh over.

Skipper Suryakumar Yadav introduced Avesh Khan into the attack and the seamer started on a good note, conceding six runs in his first over.

Ben McDermott (19) and Tim David (19) steadied the Australian innings with a 35-run partnership before Axar picked up his third wicket to leave the visitors in a very difficult situation at 87 for four in the 12th over and with the run rate pressure increasing. Axar hit McDermott’s off stump as the batter went for a big shot.

Taken to the cleaners by Head earlier in the innings, Chahar came back strongly to dismiss David and reduce Australia to 107 for five in the 15th over and the match tilted decisively in favour of India.

Earlier, Aaron Hardie started the match with a maiden over before Yashasvi Jaiswal (37 off 28 balls) got off the mark with a lovely cover drive Jason Behrendorff.

The 21-year-old Jaiswal launched into Ben Dwarshuis in the third over, hitting the left-arm seamer for three boundaries to set the tone for the hosts.

Ruturaj Gaikwad (32 off 28 balls) watched the action from the other end as Jaiswal went after the bowling and when the former did get strike for the first time in the fourth over, he employed the cut shot off a Behrendorff delivery to open his account with a boundary.

Jaiswal continued with his aggressive ways and played debutant spinner Chris Green through the off-side for a four before smashing him over the midwicket fence for a six.

Recalled into the attack to stem the flow of runs, Hardie was hit straight down the ground for a four by Jaiswal, but the decision to bring him back ended in a success as Australia got their first breakthrough in the left-handed opener.

Going for one too many, Jaiswal could not connect well enough and Ben McDermott completed a good catch running from mid-on, as India reached 50 for one at the end of powerplay.

Joining the side after a small break following the World Cup, vice-captain Shreyas Iyer (8), looking to hit leg-spinner Tanveer Sangha out of the ground, could not get enough power or elevation and Green took the catch at long-on.

Skipper Suryakumar Yadav (1) casually edged Dwarshuis to the keeper, leaving India at 63 for three in the beginning of the ninth over and the crowd at Shaheed Veer Narayan Singh International Stadium silent.

The partisan spectators were however not required to keep quiet for long as Rinku Singh got going straightaway, his customary powerful strokes aiding him.

Rinku and Ruturaj added 48 runs for the fourth wicket before the latter was dismissed by Sangha. But that did not deter Rinku from playing his natural game and he found an able ally in Jitesh, the two adding 50 runs in just 29 balls to lift India’s run rate.

Jitesh, however, fell when he was looking good to add a few more runs to his total.

Israeli Fire Kills 2 Civilians In Lebanon: Report

Israeli Fire Kills 2 Civilians In Lebanon: Report

Israeli bombardment killed two civilians in southern Lebanon, media said. (File)

Beirut:

Israeli bombardment killed two civilians in southern Lebanon Friday, official media said, just hours after the expiry of a truce between Israel and Hamas that had largely halted cross-border exchanges.

Lebanon’s Iran-backed Hezbollah group also claimed its first attacks on Israel since the truce ended, as the violence shattered days of relative calm.

Lebanon’s official National News Agency said that “two civilians” were killed in the town of Hula “after their house was targeted by enemy bombing”, identifying them as Nasifa Mazraani and her son Mohammed.

A local official and rescuers confirmed the deaths to AFP.

Hezbollah meanwhile said in a statement that its fighters targeted “a group of enemy soldiers in the vicinity of the Jal al-Allam position”, an Israeli post across the border from near the Lebanese town of Naqura.

In separate statements, the terrorist group also claimed four other attacks including on troops and a barracks.

The Israeli army said it struck “a terrorist cell” and “intercepted two launches” from Lebanon, adding that “artillery struck the sources of the fire”.

Apart from a few limited incidents, a week-long truce between Israel and Hamas saw a halt to the cross-border exchanges seen during the first seven weeks of the war.

A source close to Hezbollah had previously told AFP that the group would adhere to the truce if Israel did.

PM Modi Arrives In Delhi After Attending COP28 Summit In Dubai

PM said that to fulfill the aspirations of Global South, climate finance and technology are essential.

New Delhi:

Prime Minister Narendra Modi landed at Delhi airport on Friday late night after a landmark visit to Dubai, where he attended the the Conference of Parties-28 (COP28).

PM Modi wrapped up his day-long visit to the UAE on Friday evening after participating in the World Climate Action Summit of the COP28.

“PM’s visit was defined by fruitful engagements with global leaders and path-breaking initiatives for accelerating global climate action,” MEA spokesperson Arindam Bagchi said in a post on X.

During his UAE visit, PM Modi noted that climate change has had an immense impact on countries in the Global South.

He said that to fulfill the aspirations of the Global South, climate finance and technology are essential.

The prime minister underlined that countries in the Global South, including India, have a smaller role to play in climate change, but the impact of climate change on them is immense.

“We all know that countries in the Global South, including India, have had less of a role to play in climate change. But the impact of climate change on them is immense. Despite a lack of resources, these countries are committed to climate action,” the Prime Minister said at the COP28 Presidency’s session on Transforming Climate Finance.

“In order to fulfill the aspirations of the Global South, climate finance and technology are essential,” he said.

COP28 is being held from November 28- December 12 under the Presidency of the UAE in Dubai.

The World Climate Action Summit is the high-level segment of the 28th Conference of Parties (COP-28) to the United Nations Framework Convention on Climate Change (UNFCCC).

This is PM Modi’s third appearance at the World Climate Action Summit after his visits to Paris in 2015 and Glasgow in 2021.

During the PM’s UAE visit, India and Sweden announced the launch of the Leadership Group for Industry Transition 2.0 (LeadIT 2.0) in Dubai.

The PM said the initiative will have three focuses. “First, inclusive and just industrial transition. Second, co-development and transfer of low-carbon technology; and third support for emerging technology. To make all this possible, we are also launching the India-Sweden industrial transformation platform. I have full belief that we will write a new green growth story for the generation to come,” PM Modi said.

PM Modi, along with Sweden’s PM Ulf Kristersson, President of Mozambique Filipe Jacinto Nyusi and European Council president Charles Michel, launched the web portal of the Green Credits Programme at the COP28 World Climate Action Summit in Dubai.

“The manner in which we give importance to our Health Card in life, we have to similarly start thinking in the context of environment. We will have to see what is to be done to add positive points to Earth’s Health Card. I think this is what Green Credit is,” PM Modi said.

Meanwhile, in a special gesture by the UAE, PM Modi was given the honour of speaking at the Ceremonial Opening of COP28. Others speaking were COP28 President Sultan Jaber and the UNFCCC Executive Secretary.

PM Modi said that India is among the few countries which are on course to meet Intended Nationally Determined Contribution (NDC) as part of efforts to combat climate change and proposed that the country will host COP33 in 2028.

“India is committed to UN Framework for Climate Change process. That is why, from this stage, I propose to host COP33 Summit in India in 2028,” PM Modi said in his remarks at the opening ceremony of High-level segment of COP28 being hosted by UAE.

He said India has presented an excellent example of the balance between ecology and economy before the world.

“Despite India being home to 17 per cent of population of the world, its contribution to Global Carbon Emissions is less than 4 per cent. India is one of those few economies of the world that is on the path to meet NDC targets,” he said.

PM Modi on Friday met UAE President Sheikh Mohamed bin Zayed Al Nahyan on the sidelines of the COP-28 Summit.

The PM congratulated the UAE President for successfully hosting the COP-28 Summit. He also thanked the President for co-hosting the high-level event on the Green Climate Programme (GCP) at COP-28.

Both leaders reviewed their wide-ranging and vibrant bilateral ties. They also exchanged views on the Israel-Hamas conflict, as per a release issued by the Prime Minister’s office. PM Modi also invited the UAE President to the Vibrant Gujarat Summit, to be held in India next month.

“The leaders reviewed bilateral ties and exchanged views on Israel-Hamas conflict. PM congratulated His Highness for successfully hosting #COP28 and thanked him for co-hosting the high-level event on Green Climate Programme at #COP28. PM also invited him for the Vibrant Gujarat Summit to be held next month in India,” Bagchi said.

Resistance vows to give Israel harsher response if Gaza war resumes: Iran

Iran’s Foreign Minister Hossein Amir-Abdollahian (R) and his Omani counterpart Sayyid Badr Albusaidi

Foreign Minister of Iran Hossein Amir-Abdollahian cites the regional resistance leaders as pledging to confront the Israeli regime more decisively if Tel Aviv resumed its war against the Gaza Strip.

The top diplomat made the remarks in a phone call with his Omani counterpart Sayyid Badr Albusaidi on Friday.

“During my last week’s trip to Beirut, I heard resistance leaders saying that the resistance’s response would be regret-inducing and harsher than before in the event of the Israeli regime’s resumption of its attacks [against Gaza],” Amir-Abdollahian said.

The regime launched a war against Gaza on October 7 following an operation staged by the territory’s resistance movements.

The war killed more than 15,500 people across the coastal sliver until last week when an Egyptian- and Qatari-mediated truce took effect. Israel restarted the military campaign earlier on Friday, following the truce, killing at least 107 more people.

Resistance movements across Gaza as well as Lebanon’s Hezbollah resistance movement and Yemen’s Armed Forces have been staging many rounds of operations against the occupied territories in support of the war-hit people of Gaza.

Amir-Abdollahian said the Zionist regime’s resuming its war crimes against the people of Gaza indicated its ignorance towards the international community’s demands and the world’s public opinion.

“It is necessary that all Muslim countries increase their efforts aimed at stopping these crimes,” he noted.

The Omani official, for his part, described the recommencement of the war and its spread across the region as lamentable.

The officials, meanwhile, emphasized the need for the establishment of a sustainable ceasefire in the Palestinian coastal sliver, extensive transfer of humanitarian assistance to the territory, and effective endeavor on the part of the international community toward this purpose.

Anuv Jain’s new single ‘Husn’ is a soul-stirring ode to unrequited love

Husn’ means external beauty and this song is about external beauty without the depth of relationship and love – it’s a situationship in the most natural form.

Anuv Jain’s new single ‘Husn’ is a soul-stirring ode to unrequited love

Mumbai: Singer-songwriter Anuv Jain, who gained the spotlight with ‘Mishri’, ‘Gul’ and ‘Baarishein’, has now come out with a new single titled ‘Husn’, an emotional ballad as it delves into the depths of heartbreak.

Anuv said: “This song would probably be one of my most special ones, and I’ve been trying to figure out why. I think it’s because the lyrics and the storytelling is so mature, yet so real and relatable. ‘Husn’ means external beauty and this song is about external beauty without the depth of relationship and love – it’s a situationship in the most natural form.

Known for his poignant storytelling and subtle wordplay, each verse of the track explores the pain and discomfort of one-sided love; and how the narrator is coming to terms with their love never being reciprocated.

Following the story of a couple in a ‘situationship’, the track is a testament to Anuv’s ability to craft poetry touching upon themes of passion, vulnerability, and the beauty of human connections.

He added: “The way the song progresses, the narrator realises she will never be able to win this person’s love. He sees their relationship as transactional. She’s hoping for something more.”

“The main takeaway from this song that I hope people get, is that there are no bad characters here. Just two people looking for different things and unfortunately, one person gets their heart broken.”

The 28-year-old singer from Punjab concluded: “We have also captured this emotion in the music video of the track – Husn has this moment where the music flows into a crescendo and I felt a dance routine would be beautiful to depict how intimate and raw this song is.”

Sam Bahaduropened to stellar reviews. In his review for NDTV, film critic Saibal Chatterjee wrote, “One of the most striking aspects of Sam Bahadur is that it eschews flag-waving militarism while celebrating the bravery of India’s soldiers. It treads gently and thoughtfully through the life-threatening minefields that infantrymen have to negotiate in the line of duty. There are battle scenes and punchlines aplenty in the film, but they do not overshadow the less flashy components with which the lively biopic is constructed.”
