Extra Restrictions Against Gay Men Donating Blood Lifted In Switzerland

Gabriel Delabays sat calmly, his feet elevated on a reclining chair, as a nurse drew blood from his left arm at a Swiss transfusion centre today, the first day gay men in the country could give blood without extra restrictions.

Switzerland amended blood donation criteria for men who have sexual relations with other men, making ineligibility criteria the same for homosexuals and heterosexuals.

“I’m moved that we made it, especially after such a long battle,” said Delabays, a member of the communal council in the Lausanne suburb of Ecublens who represents the Swiss Liberal Free Democratic Party (FDP).

“In some ways, I think this is a small page in a history book that says: On Nov. 1, 2023, Switzerland allowed homosexuals to donate their blood more easily.”

Under Switzerland’s new regulations, a four-month waiting period applies to all people after their last sexual encounter with a new partner – heterosexual or homosexual – or a 12-month waiting period if sexual contacts have taken place with more than two partners within the last four months.

Until 2017, gay men were systematically barred from giving blood in Switzerland, a policy dating to the start of the HIV/AIDS epidemic in the 1980s.

Since then, men sexually active with other men were allowed to donate blood only if 12 months had passed since their last homosexual encounter.

“The main feeling we have is ‘finally’. Finally we can take part in society in this way,” said Gaé Colussi, regional officer for the French-speaking part of Switzerland at Pink Cross, which represents the interests of gay and bisexual men across the country.

Some other European countries, including Spain and Italy, have no restrictions preventing men who have sexual relations with men from giving blood. France removed additional restrictions on gay blood donors last year.

Swiss Transfusion SRC, which secures the Switzerland’s blood supply, submitted a request to medical authorities to revise the criteria based on a risk assessment of sexual behaviours, the epidemiological situation in Switzerland and data from countries that have already lifted restrictions.

SwissMedic, the authority that licences and monitors therapeutic products, agreed to the changes.

“The new ineligibility criteria define even more precisely that it is indeed risky behaviour, and not a given sexual orientation, that underpins ineligibility,” SwissMedic said in a statement. “This is something we support.”

Donor Delabays pledged he would become a regular at the transfusion centre.

“It’s a really small gesture that can save someone,” he said.

Taunting the BJP over its promise to make a backward caste candidate as Chief Minister of Telangana, Congress leader Rahul Gandhi on Wednesday wondered how the it could do so when it was going to garner only a meagre percentage of votes.

Mr Gandhi, who addressed public meetings at Kalwakurthy, Jadcherla and Shadnagar in Telangana, said BJP leaders used to brag about their chances in the state. However, the Congress had “punctured” the four tyres of BJP’s vehicle in Telangana.

“You will get two per cent votes here and how can you make a chief minister?” he asked.

Union Home Minister Amit Shah had recently announced in a poll rally regarding making a backward class leader as Chief Minister if the BJP came to power in Telangana after the November 30 assembly polls.

Mr Gandhi further took a swipe at Prime Minister Narendra Modi, saying the PM would go to the US and announce that he will make an OBC candidate President of America.

“You will neither be able to make a President in America nor a Chief Minister here (Telangana),” he said.

Targetting the AIMIM, Mr Gandhi alleged that the Asaduddin Owaisi-led party fields candidates wherever the Congress fights the BJP by taking money from the saffron party.

“Wherever we go to fight the elections… Assam, Madhya Pradesh, Rajasthan, Maharashtra, Tripura, wherever Congress party fights with BJP, MIM party takes money from BJP and puts up candidates there,” he claimed.

Just as it has “punctured the tyres of BJP” in Telangana, the Congress will do so in the whole of India.

“First, we have to win in Telangana. We will win in Madhya Pradesh, Rajasthan, Chattisgarh, and later in 2024, we will win Delhi (Lok Sabha),” he said.

He reiterated his allegation that “BJP, BRS and AIMIM are one”. “These three are working together.” “… if there is no tacit understanding between BJP and BRS, why is there not even a single case against your Chief Minister?” he asked.

He recalled that the BRS had supported the BJP in Parliament on the three farm laws.

The Congress leader promised to conduct a caste census if his party was voted to power in Telangana.

A caste census would also be conducted in the country if the Congress comes to power after the Lok Sabha elections held next year, he added.

Mr Gandhi, who alleged that the Chief Minister “swindled” Rs one lakh crore in Kaleswaram project, displayed a mock ‘Kaleswaram ATM’ made by his party to the people at Shadnagar.

Referring to reports of some ‘piers’ of Medigadda barrage of Kaleswaram project ‘sinking’, he said KCR should inspect the site.

Alleging that RSS-BJP spread hate in the country, he claimed that a ‘mohabbat ki dukan’ should be opened. He likened the 24 cases filed against him to medals given to the personnel in the Army.

“I wake up in the morning and if there is no attack on me by BJP or if they don’t speak ill of me, I don’t have fun,” he quipped.

“I have shaken them (rivals) so much that they talk about me 24-hours. Narendra Modi ji and KCR sleep in the night and suddenly they see me in their dreams,” he said.

He also highlighted the Congress’s poll promises, including Rs 2,500 for women every month under ‘Mahalakshmi’ scheme, provision of LPG cylinder for Rs 500, free bus travel for women.

The chief commander of the Islamic Revolution Guards Corps (IRGC) says the world today is united against the United States more than ever amid the continuation of the US-backed Israeli regime’s heavy attacks against Palestinians.

The ceaseless airstrikes, missile attacks and shelling on Gaza have killed, as of Wednesday, 8,796 Palestinians, including 3,648 children and 2,290 women, and wounded at least 22,219 others, according to officials.

Around 2,000 people are still missing, including 1,100 children. The vast majority of these people are believed to be dead and buried under rubble.

France aims to make French language, culture easily accessible everywhere in India, said French Minister

New Delhi:

Alliance Francaise, an institution supported by the French government to promote French language and culture, will open two new branches in Udaipur and Bhubaneshwar, France’s Minister of State for Development and International Partnership Chrysoula Zacharopoulou announced on Thursday.

“France aims to make French language and culture easily accessible everywhere in India, that’s why we are opening two other branches of Alliance Francaise in India, one in Udaipur and one in Bhubaneswar,” she said during a visit to the institute in Delhi.

According to the French embassy here, France boasts a network of 15 alliance françaises and seven branches in India, providing French language classes to more than 28,000 students.

The minister interacted with the students at the institute and shared her experience of learning French language.

“I was on same page as every non-French people when I started learning the language, I am a Greek by blood, French was never my mother tongue but here I am…French is a language for everybody,” she said.

During the interaction, Shilpi, one of the recruited volunteers from India, said, “I stared learning French in 2022 and within very less span of time I managed to learn French, my learning enhanced when I had the opportunity to stay in France for eight months. France’s environment taught me a lot and it has opened ample opportunities for me.” Lina, a French volunteer who has been living in India for a few months, said, “I am enjoying and learning the ways of India’s rich culture, I can speak basic Hindi words now.”

'Selective Anonymity': Supreme Court On Day 2 Of Electoral Bonds Hearing

The Electoral Bonds Scheme was notified by the government in January 2018 (File).

Electoral bonds “provide (only) selective anonymity… confidentiality” since purchase records are available with the State Bank of India and can be accessed by investigative agencies, the Supreme Court noted Wednesday, as it responded to the government’s argument that absent provision for anonymous donations, a large volume of political funding could revert to black money. The court was conducting a second day of hearing of challenges to the legal validity of the electoral bonds scheme.

“If I gave to Party ‘A’ and Party ‘B’ formed the government, I’d (fear) victimisation… so safest course was pay cash. Practicality requires… so I’m not victimised. So, my clean money, is converted to black money… and that is disastrous for the economy,” Solicitor General Tushar Mehta argued.

The provision for anonymous donation, therefore, is needed to protect donors from “victimisation and retribution”, if the party they did not donate to won the election, the government argued.

To this, Chief Justice DY Chandrachud pointed out, “The problem with the scheme is that it provides (only) selective anonymity. It is not confidential qua SBI… not confidential qua law enforcement…”

The court pointed out that under existing laws, a company had “to show how much it has contributed” overall, if not to any particular party. But, since that amount would reflect in the company’s balance sheet, in a macro sense, any party therefore “knows how much has come (from the company)”.

The Chief Justice also expressed doubt over the government’s argument that declaring the scheme void would revert to the situation described above – where “the safest course (is) to pay by cash”.

Overall, though, the court said it agreed that “the purpose of (the bonds) is to ensure electoral funding relies less and less on cash component and more on accountable component”.

“(This) is a work in progress. We are with you on that,” the Chief Justice said.

However, the court underlined its belief that in the process of bringing more white money into the political funding space, the electoral bonds scheme seems to be “a complete information hole”.

“The motive may be laudable. But have you (the government) adopted proportional means?”

“The questions is if we accept this submission – that if we require disclosure of identity, whether we like it or not, our political system is such that there will be victimisation,” the court said, highlighting two points. “One, whether by giving confidentiality you ensure greater public interest is served. Second, what happens to selective confidentiality when person in power can access (donor data).”

The government’s counter-argument, though, was, “Anything else other than keeping it confidential will not be able to address problem of victimisation. And victimisation incentivises payment in cash.”

The court was also told, firmly, “There is complete confidentiality.”

Earlier today, petitioners challenging the scheme argued it creates an “artificial distinction between bank transfer by honest (individual)… and another who wants anonymity”. This can’t be, they said, since there is, otherwise, no “intelligible differentia” between the forms of each donation.

Petitioners picked up from where they stopped Tuesday, when advocate Prashant Bhushan argued the scheme defeats citizens’ fundamental right to know about political parties’ sources of funding, and Advocate Shadan Farasat, appearing for the Communist Party of India Marxist, said the scheme was designed to “re-route” black money funding to run via anonymous electoral bonds.

On Monday, the government said citizens do not have such a right to information regarding source of funds. Attorney General R Venkataramani told the court there can be no general right to know “anything and everything”, without being subjected to reasonable restrictions.

Notified by the government in 2018, the scheme was seen as an alternative to cash donations made to political parties as part of efforts to bring in transparency in political funding. The bonds can be purchased by any Indian citizen or domestically-incorporated entity. And only political parties with more than one per cent of votes polled in the last Lok Sabha or state election can receive them.

Russia calls for immediate halt to bloodshed in Gaza Strip

Russia’s Ambassador to the United Nations Vasily Nebenzya has called for an immediate end to the bloodshed in the Gaza Strip, as the Israeli regime continues its deadly bombing campaign in the besieged enclave.

Nebenzya made the appeal during the General Assembly special session on Palestine on Thursday, stressing that the bloodshed must be stopped in order to prevent the ongoing crisis from spreading to the entire.

“First of all, it is necessary to stop the bloodshed and to prevent the crisis from engulfing the entire region. Otherwise, the conflict will never be stopped,” he said.

Nebenzya also demanded that the mediators be allowed to work on a diplomatic solution, including the release of hostages.

“One will have to walk down this path sooner or later; the only question is how many innocent people will die in the meantime,” he said.

The Russian envoy said Israel is an occupying regime and therefore it does not have the right to defend itself in the current conflict as it claims.

On Tuesday, Nebenzya blamed the United States for the ongoing atrocities committed by Israel against Palestinians, after Washington opposed a UN Security Council resolution calling for an urgent ceasefire in the Gaza Strip.

The envoy also slammed Western countries that abstained at the vote on Russia-proposed draft resolutions that called for a ceasefire.

A week earlier, Nebenzya said Moscow has for years been warning about the soaring tensions in West Asia and that the ongoing crisis in the region results from longstanding “destructive” policies of the United States.

Israel launched the war on Gaza on October 7 after the Palestinian resistance movement Hamas waged the surprise Operation Al-Aqsa Storm against the occupying entity in response to the Israeli regime’s intensified crimes against Palestinians in the occupied West Bank.

The aggression has so far killed 8,800 Palestinians and left more than 23,000 wounded.

Tel Aviv has also blocked water, food, and electricity to Gaza, plunging the coastal strip into a humanitarian crisis.

After TMZ published photos of Perry grabbing lunch with a woman in Los Angeles on October 27, model Athenna Crosby came forward and identified herself in a lengthy social media post, reports eonline.

“Once again I never intended to say anything,” she wrote on her Instagram Stories Oct. 31, “but since I have been identified, yes that is me with him this past Friday.”

Crosby reflected fondly on their lunch, stressing that the Friends star seemed to be doing well.

“I want to emphasise that Matthew was in extremely good spirits, and talked to me enthusiastically about the things that he had coming up in his life,” she continued.

Zika virus detected in Karnataka district, Government on high alert


Chikkaballapur: The Karnataka Health Department is on high alert after the detection of deadly Zika virus in mosquitoes in Chikkaballapur district, located close to Bengaluru Urban district.

The health department stated that in 68 different places of the state, mosquitoes were tested for the presence of Zika virus in their bodies. Likewise, samples were taken from six locations of Chikkaballapura district.

The Zika virus was found in mosquitoes in Talakayalabetta village in Sidlaghatta taluk. The health authorities swung into action immediately after the development and initiated preventive measures to contain the spread of the virus.

Special meetings have already been held by the health authorities and officers have been given clear directions to mitigate the crisis in the initial stages.

The officers have collected blood samples of 30 pregnant women and seven persons with fever symptoms and sent them for testing to Bengaluru. The samples were collected from the villages located in the five km radius of Talakayala Betta village.

The officers had personally visited Venkatapura, Dibburahalli, Bachchanahalli, Vaddahalli and others and taken stock of the situation. Chikkaballapura District Health Officer Mahesh Kumar had confirmed the detection of Zika virus in Chikkaballapura district.

The health authorities are closely monitoring about 5,000 people in the region.

Zika virus is a mosquito-borne viral infection. The symptoms are fever, rash, headache, joint pain, red eyes and muscle pain. Zika can cause birth defects.

The development has raised concerns as Chikkaballapura district is located close to capital Bengaluru.

Mumbai: Sri Lankan skipper Kusal Mendis won the toss and elected to bowl first in his side’s ICC Cricket World Cup match against India at Wankhede Stadium in Mumbai on Thursday.
