5 Killed After Truck Runs Over Sleeping Labourers In Maharashtra

Five labourers were killed and as many others injured after being run over by a truck on a highway in Maharashtra’s Buldhana district on Monday, police said.

The accident took place at around 5.30 am when the labourers were sleeping in makeshift huts along the side of a service road being constructed in Wadner Bholji village of the district, a senior police official told PTI.

A truck plying on the road ran over the labourers, he said.

Three persons died on the spot and two others succumbed to injuries in hospital, the official said.

Five persons received injuries in the incident, he said.

The truck driver is on the run, the official said, adding an investigation is on into the incident.

Islamabad: Pakistan Muslim League-Nawaz (PML-N) supremo and former prime minister Nawaz Sharif has reportedly booked flight tickets to return from the UK to the country on October 21, ending a four-year “self-imposed exile”, a media report said Monday.

Nawaz, 73, recently said that he is excited to return to Pakistan on October 21 to lead his party in the election likely to be held in January 2024.

Citing a source, Samaa TV reported that Nawaz, who is currently in the UK, will land at the Abu Dhabi International Airport on October 21. He is scheduled to fly to Lahore from Abu Dhabi on the same day.

He has booked a business class ticket on flight EY243 of Etihad Airways in advance, sources said. They further said the Etihad Airways flight will land at the Allama Iqbal International Airport in Lahore at 6:25 p.m.

Those accompanying Nawaz will reportedly be his staff members, personal advisers, Dr. Adnan and Senator Irfan Siddiqui.

According to sources, several PML-N leaders and former lawmakers have also booked seats on the same flight from Abu Dhabi to Lahore.

Several PML-N members from different walks of life are expected to reach the Abu Dhabi airport to welcome Nawaz, the sources added.

Meanwhile, in a bid to organise an unforgettable welcome in Lahore, a PML-N leader has announced- a unique incentive: a brand-new Honda 125 motorcycle for individuals who bring large numbers of people to welcome their leader.

A viral video circulating on social media shows a prominent PML-N worker, whose identity remains undisclosed, making an exhilarating announcement during a public gathering.

Flanked by large images of Nawaz and his daughter Maryam Nawaz, the party worker declared: “This is a big announcement. I hope my team will win. You are all being informed that whoever brings more people to welcome Nawaz Sharif on October 21 will get a Honda 125 each.”

Earlier, former finance minister Ishaq Dar had claimed that the former prime minister would not have to go to jail upon his return to Pakistan, as the cases against him were fake.

Talking to SAMAA TV in London, Dar, also the PML-N senator, said a legal strategy had been prepared to deal with the cases against Nawaz.

Nawaz stepped down as the country’s prime minister in 2017 after he was disqualified for life from holding public office by the Supreme Court for not declaring a receivable salary. He has been living in London since 2019 after the LHC granted him four-week permission allowing him to go abroad for his treatment.

He was serving a seven-year imprisonment at Lahore’s Kot Lakhpat jail in the Al-Azizia Mills case before he was allowed to proceed to London in 2019 on “medical grounds”.

In 2020, an accountability court declared him a proclaimed offender in the Toshakhana vehicles case. He is also accused of obtaining luxury cars from the treasury house by paying just 15 per cent of the price of these vehicles.

Nawaz was convicted in the Al-Azizia Mills and Avenfield corruption cases in 2018.

The Rajasthan BJP has finalised the names of 39 candidates and has also put finishing touches  on a few others on the list. Sources said the first list of the BJP could be released after Prime Minister Narendra Modi’s visit to Jodhpur on October 5.

Union Minister Gajendra Singh Shekhawat told NDTV the BJP’s list is ready. “There will be good news soon for everyone,” he said in Jodhpur on Monday.

But who will fight Chief Minister Ashok Gehlot in Jodhpur is the big question.

The BJP is not keen to give Mr Gehlot a walkover in his constituency Sardarpura, where he won the last four elections comfortably, sources said.

The BJP plans to put Gajendra Singh Shekhawat against Mr Gehlot in Sardarpur. Mr Shekhawat is the MP from Jodhpur and had defeated Mr Gehlot’s son Vaibhav Gehlot in the last national election.

It’s not just Mr Shekhawat, the BJP appears to be making MPs fight MLA elections on tough seats.

The BJP is said to have asked Vasundhara Raje if it would be a good idea for her to take on Mr Gehlot head on.

Ms Raje brings firepower to the BJP; the party may benefit from her charisma and crowd-pulling abilities to wrest a tough seat in Rajatshan.

The BJP’s strategy seems to be using MPs and other strong candidates for fast bowling so that they can knock out some of the Congress’s star batsmen.

Rajsamand MP Diya Kumari could also be asked to take on Rajasthan Speaker CP Joshi in the Nathdwara seat that falls in her constituency of Rajsamand.

Making MPs fight MLA elections is going to lead to a lot of political churning in Rajasthan.

If MPs win MLA elections, there will be that many contenders for the Chief Minister’s post.

But in his Chittorgarh rally today, Prime Minister Narendra Modi made it clear the only face is the lotus (BJP’s election symbol) and the party as a whole is fighting the election.

Putting the party first also has a clever agenda for the national leadership to reduce the influence of regional leaders like Mr Raje and Shivraj Singh Chauhan. The party has the option of creating a new line of leadership at the central level who are young, fresh and ready not only for 2024 but 2029 too.

The Congress in the meantime is working on its ticket list. Thirty names have been finalised and Mr has reported to have told ministers after a cabinet meeting on Sunday that many of them may not get tickets to fight anti-incumbency.

The Congress’s surveys have suggested that Mr Gehlot remains a popular leader, but there is anti-incumbency against MLAs and ministers.

Think tanks working closely with the Congress have suggested at least 90 seats in the Congress should be changed. It is not known whether the party will accept this recommendation.

The Congress is likely to release its list after the BJP does.

Turkey-Syria normalization ‘impossible’ unless Ankara withdraws forces: Deputy FM

Syria’s deputy foreign minister has ruled out the possibility of any normalization deal with Turkey unless Ankara’s occupation forces leave the Arab country.

Bassam Sabbagh said in an interview with the Arabic service of Russia’s Sputnik news agency on Monday that Turkey must order its military forces to retreat from Syria, otherwise it will eliminate any efforts aimed at resuming Ankara-Damascus relations.

“Turkey must withdraw its military forces,” Sabbagh said. “On any other aspects, yes, of course, we will be open to discuss with them, but not to do so and insist on staying – this is an illegal occupation and will therefore hinder all efforts aimed at that (normalization deal).”

Sabbagh, who is also Syria’s permanent representative to the United Nations, stressed, “There is no kind of contact and relationship with Turkey” at the present time.

In a press release on Friday, Turkish Defense Minister Yasar Guler underscored Ankara’s readiness to resume talks to normalize relations with Damascus while reiterating his country’s position of refusing to withdraw its troops from northern Syria.

Labeling Syria’s proposal as “illogical,” Guler claimed, “We are always ready to sit down and engage in a dialogue but the demands of the Syrian side are not something that can be accepted immediately.”

The Turkish defense minister added, “They want Turkey to leave Syrian territory, but why should Turkey leave?”

Turkey severed its relations with Syria in March 2012, a year after the Arab country found itself in the grip of deadly violence waged by foreign-backed militants, but now, after over a decade, the two neighboring countries are taking steps toward reconciliation.

In the meantime, Turkey deployed forces in Syria in October 2019 in violation of the Arab country’s territorial integrity.

Ankara-backed militants were deployed to northeastern Syria after Turkish military forces launched a long-threatened cross-border invasion in a declared attempt to push militants of the Kurdish People’s Protection Units (YPG) away from border areas.

Ankara views the US-backed YPG as a terrorist organization tied to the homegrown Kurdistan Workers’ Party (PKK), which has been seeking an autonomous Kurdish region in Turkey since 1984.

The Kurdish-led administration in northeastern Syria says the Turkish offensive has killed hundreds of civilians, including dozens of children, since it started. Turkey has also played a major role in supporting terrorists in Syria ever since major foreign-backed insurgency overtook the country more than ten years ago.

Opinion: Many costs of simultaneous elections

With the formation of a High-Level Committee through a gazette notification on September 2, the Union government has begun the exercise of holding simultaneous elections to the three tiers of governing institutions in the country. It has mandated that the “HLC shall commence functioning immediately and make recommendations at the earliest”. The idea of holding simultaneous elections was first mooted by former Prime Minister Atal Bihari Vajpayee in 1989-90 and 2003. This eventually found a place in the Bharatiya Janata Party (BJP) election manifestos of 2014 and 2019.

The Union government has argued in favour of simultaneous elections on the basis of: economic efficiency — reducing election expenditure, constraint on good governance and development — easing the burden of Model Code of Conduct, rationalisation of administration — both permanent executive and para-military personnel, and logistical arrangements.

Opposition parties have counter-argued that the move of the Union government is purely a political opportunism. Besides this, other aspects that they have put forth are: attack on federalism, disturbing the parliamentary democracy and citizens right to elect their representatives. No doubt, all these are important, yet it appears that constitutional perspective is largely missing in the discourse. Hence, it is necessary to contextualise the idea of simultaneous elections from the perspective of forms of the Constitution.

Forms of Constitutions

Broadly there are two forms of Constitutions across the world. A unitary Constitution is one wherein the central polity assumes supremacy without subsidiary sovereign polities. In the Federal Constitution, both the Centre and States co-exist and have sovereignty in their respective domains. The Constitution makers adopted this dual polity for India, meaning, it is federal during normal or peace times and turns unitary during wartime. This means that the Indian Constitution was deliberately chosen and made to be flexible federalism rather than the rigid mode of the US Constitution.

Dr BR Ambedkar expressed that “In normal times, it is framed to work as a federal system. But in times of war it is so designed as to make it work as though it was a unitary system” while introducing the Draft Constitution on 4 November 1948. A critical point is that it shall function as unitary only in the war or some extraordinary circumstances but not in normal or peace time.

The Union government’s idea of holding simultaneous elections is an attempt to translate the basic structure of the Constitution, more specifically parliamentary democracy where the preference is given to the responsibility of the Executive over the stability of the same. The responsibility of the Executive is ensured through daily and periodic assessment by the Indian Constitution.

The proposal of simultaneous elections tinkers with the periodic assessment of the electorate and deprives the citizens of the right to hold the political executive accountable to Parliament. The passage of farm and labour laws provides ample justification for the current ruling dispensation’s systematic alienation of daily assessment of the political executive.

In the absence of the ‘right to recall’ or referendum for the enactment and passage of laws, simultaneous elections will only further alienate the electorate from the governing people thereby affecting the transparency and accountability of the parliamentary democracy. The political stability evolved out of debates and discussions ensures much-needed social legitimacy than the one which is acquired through monopoly of power and authority. The unregulated acquisition of electoral power is always endangering democracy through the authoritarian mode of governance.

Crucial Amendment

Simultaneous elections needs amendments to Articles 83, 85, 172, 174, and 356 along with the necessary changes in the Representation of the People’s Act, 1950, and 1951.

However, amendment to Article 1 which is the most crucial is being missed out in the ongoing discourse. This implies a change or alteration in the ‘India that is Bharat shall be a Union of States’, thereby paving the way for the transition from federal to unitary state, although the Union government has set the precedent for this also in the form of printing official documents in the name of Bharat in place of India and the Bharatiya Nagarik Suraksha Sanhita, 2023, Bill for the laws related to Criminal Code.

The amendments to these Articles will adversely affect the state’s political sovereignty in the long run. Since 1950, Article 356 has been misused for political purposes in more than 125 instances.

Financial Implications

Besides the constitutional and political challenges, the financial implications of holding simultaneous elections are high. The economic growth of the States during 1950-1967 was less when compared with the growth rates after the 1970s. The reason for holding simultaneous elections during the birth of parliamentary democracy is quite different from that of the one we are living in current times. During 1950-1967, the forces of Balkanisation were imminent and hence forced the then government to go for simultaneous elections.

Simultaneous elections require an additional Rs 10,000 crore to procure EVMs along with the current expenditure, according to estimates. This might cause a burden on the Union government that has already curtailed the social sector expenditure by reducing the tax burden on the corporate sector. No doubt, the elections are an expensive affair yet it is worth spending to preserve and protect parliamentary democracy and federal constitutional design.

The proposed simultaneous elections to the three tiers of governing institutions alters the fundamental tenets of the Constitution. Most significantly, curtailing the electorate from multiple to the unitary exercise of vote at a single time for all the tiers of governance has a high probability of turning advantageous to the ruling dispensation. Parliamentary democracy and federal governance are the core constituents of the Indian Constitution.

Simultaneous elections as an idea is good and might benefit the party in power in the short run. However, it alters the ‘basic structure’ of the Constitution in the long run. The efforts of the Union government to capture the political autonomy and freedom of the States will eventually translate the form of the Constitution from flexible and federal to rigid and unitary.

Bhubaneswar: On the birth anniversaries of Mahatma Gandhi and former PM Lal Bahadur Shastri on Monday, Odisha Chief Minister and BJD chief Naveen Patnaik launched the party’s month-long ‘Jan Sampark Padayatra’.

Besides Patnaik, all other senior leaders of the party participated in the padayatra at Badagada Brit Colony in Bhubaneswar. The padayatra is a kickstart of BJD’s 2024 election campaign.

The yatra will crisscross across the state till November 2.

During the padayatra, the party will also celebrate the birth anniversary of ‘Utkalmani Gopbandhu Dash on October 9 and the birth anniversary of ‘Lok Nayak Jayaprakash Narayan on October 11.

Starting from the District level, the padayatra will be organized in every ward and panchayat throughout the state.

Patnaik had asked all the functionaries of the party to actively participate in the padayatra and to ensure the participation of a large number of people in the rallies and meetings.

During the month-long program, the party workers and leaders will reach every household to inform them about the development schemes and public welfare programs of the Biju Janta Dal Government.

The party will also have social welfare programs, like blood donation camps, plantation drives, and others during the month-long march.

On the concluding day of the padayatra on November 2, all the BJD leaders and workers will take a pledge to devote their entire lives to the development and welfare of the State and its people.

Other side Congress has also decided to launch its “Bharat Jodo Yatra” in Odisha from October 31, while BJP National President JP Nadda will also kick-start the campaign for the 2024 General election during his two-day visit to Odisha from September 29.

Islamabad: A high court in Pakistan on Monday restored the bail of former prime minister Imran Khan in nine different cases by annulling the different trial courts’ decisions to cancel the same.

A division bench of the Islamabad High Court, headed by Chief Justice Aamer Farooq and comprising Justice Tariq Mehmood Jahangiri, heard Khan’s application about three cases in connection with the May 9 riots, three concerning protests in Islamabad and once each about the Toshakhana case, violation of Section 144 and an attempted murder case.

Six of these cases were before different district and session courts and three were before the anti-terrorism courts.

Khan, 70, had secured bail in all nine cases, but the same were cancelled due to his non-appearance after he went to jail in the Toshakhana case. He challenged the decisions of those courts.

The IHC reinstated Khan’s bail and annulled the different trial courts’ decisions to cancel the same. The court also directed the trial courts to hold proceedings on Khan’s applications and hear the matter afresh.

The cricketer-turned-politician, who was arrested in August in the cipher case, is currently detained in jail on judicial remand.

Khan, who served as the country’s prime minister until April last year, currently faces around 180 cases. These cases primarily stem from incidents that occurred following the sacking of the Lahore corps commander’s house on May 9.

At the start of his speech, the Hezbollah Secretary General felicitated Muslims on the birth anniversary of Prophet Muhammad (PBUH) and His Grandson Imam Jaafar As-Sadeq (A.S.) as well as the Islamic Unity Week, Al-Manar TV English-language website reported.

Nasrallah called for reinforcing the celebration of Prophet Muhammad (PBUH) birthday.

He pointed to the recent Zionists move in disrespecting Islamic holy sites in the occupied lands of Palestine, saying “The Palestinian cause and Al-Aqsa Mosque must not be abandoned by the Muslims.”

“Any Muslim state that signs a normalization agreement with the Israeli enemy must be condemned,” the Hezbollah leader asserted.

He went on to talk about internal politics in Lebanon, saying that, ” Hezbollah will not respond to the political escalation and accusations falsely thrown by some Lebanese parties.”

“The Lebanese government, not Hezbollah, is concerned with the mediation related to the land borders file, and the Resistance backs the state,” the Hezbollah SG stressed.

On Syria, the Hezbollah chief noted that, “USA is responsible for the economic sufferings in Syria, which displaced a large number of Syrians.”

“If Caesar Act is canceled, returning Syrian refugees will be facilitated,” he underscored.

Trump arrives in New York court for fraud trial proceedings

Donald Trump appeared in a New York City courtroom on Monday (October 2) in a civil fraud case that could deal a major blow to the former US president’s real estate empire.

Trump, the front-runner in the 2024 Republican presidential nomination, is accused by New York Attorney General Letitia James of inflating the value of his assets by billions of dollars to secure better loan and insurance rates.

Trump has called the case a political witch-hunt.

The trial comes a week after the judge presiding over the case found Trump liable for fraud and will largely concern the penalties he must face.

James is seeking at least $250 million in fines, a permanent ban against Trump and his sons Donald Jr and Eric from running businesses in New York and a five-year restriction on commercial real estate activities by Trump and his flagship Trump Organization.

Iran Sepahan match against Saudi Al-Ittihad cancelled

The Saudi team traveled to Iran to take on Sepahan at the Naghsh-e-Jahan Stadium in the central city of Isfahan.

The team refrained from taking to the field to kick off the AFC Champions League game that was supposed to start on Monday at 7:30 local time, the IRIB reported.

The Vavel sports website posted a message claiming to be “official” saying that, “The game was postponed to another day and the club’s delegation is already leaving the stadium.”
