145 Maharashtra Prisoners' Sentences Reduced After Securing Degrees

Study centres to facilitate these courses are available in 10 jails across the state.

Mumbai:

One is a convicted murderer while the other is serving time for theft. The two are among 145 prisoners in Maharashtra who were given reductions in their respective sentences between 2019 and June 2023 for completing SSC/HSC, graduation, and post-graduation programmes. 

Maharashtra prisons offer education to both undertrials and convicts, but only convicts are eligible for early release upon completion of their studies. Study centres to facilitate these courses are available in 10 jails across the state.

At these study centres, inmates can enroll in courses offered by Indira Gandhi National Open University (IGNOU) or Yashwantrao Chavan Maharashtra Open University (YCMOU). The inmates are given course materials and have access to a prison-appointed teacher for questions and guidance. Exams are held inside the prison.

A woman recently earned a post-graduate degree while serving a murder sentence in Nagpur jail. Her husband, who was also convicted of the murder, has already been released. The degree will shorten her sentence by three months.

The Nagpur Central Jail released 61 inmates early between 2019 and June 2023, the most of any prison in Maharashtra.

Additional Director General of Prisons Amitabh Gupta said the decision to provide this exemption was made in order to encourage prisoners to pursue higher education and to give them a better chance of reintegrating into society after their release.

Kumar’s win came after he purchased “buy 3 get 1 free” scratch cards at the Abu Dhabi Airport Arrival Hall branch on September 24.

Having resided in the UAE for the past 15 years, Ravi Kumar has been a loyal participant in Dream Island’s draw for over a year. When asked about his reaction to the life-changing windfall, Kumar told Khaleej Times, “For a long time, I planned to open one small business in my hometown in Telangana. I never had the chance because of financial issues, so it was only a plan… But this time, with this money from Dream Island, I will definitely start.”

Dream Island, the UAE’s scratch card store and online arcade, provides players with the opportunity to win cash prizes. Players can participate in various games, with each play costing between 10 dirham (Rs 226) and 50 dirham (Rs 1,131). The prizes up for grabs differ in size, with the grandest prize reaching a whopping 10 million dirham (Rs 22,63,86,171).

India urges WTO members to start text-based talks on finding permanent solution to public food stockholding



New Delhi: India has urged WTO members to start text-based negotiations from this month on finding a permanent solution to the issue of public stockholding for food security purposes, an official has said.

The official added that the European Union (EU) is ready for talks with India on the stockholding issue.

The issue came up for discussion at an agriculture negotiations meeting on October 2 in Geneva. It was chaired by Ambassador Alparslan Acarsoy of Turkiye.

At that meeting, the EU offered a positive response to the chair’s textual suggestions related to the safeguards mechanism aimed at preventing illegitimate exports stemming from excessive food stocks, the official said.

The Geneva-based trade official also said that the EU explicitly recognized that the safeguards and anti-circumvention are indeed the key provisions which deal with the possible impact of public stockholding policies.

“India urged members to commence text-based negotiations as soon as possible, preferably at the senior official level meeting scheduled for late October,” the official said.

Under text-based negotiations in WTO, an agreement is finalised around draft texts floated by the chair of a particular committee dealing with the subject. The draft is based on discussions amongst the member countries and is fine-tuned till all the nations are in agreement with it.

India reiterated the importance of discussing external reference prices to accurately assess farm support in relation to public stockholding.

The issue of finding a permanent solution to the public stockholding programmes for food security purposes is important for developing countries like India as it provides support measures and procures rice from farmers at MSP (minimum support price) and sells at cheaper rates to poor populations for food security.

Developed countries term these support measures as trade distorting subsidies and they are against these programmes of public stockholding of food.

According to them, this procurement violates the prescribed limit of providing subsidies and WTO’s agreement on agriculture. They also demand notification to WTO (World Trade Organization) by emerging economies about their programmes.

Developing economies like India are of the view that there is a need to change the way this subsidy limit is calculated.

They also demand a significant cut of subsidies being given to farmers of developed countries.

India has pitched for the need to recalculate the external reference prices to reflect the impact of inflation and other economic factors on food stock prices.

In 2013, it was agreed by the WTO members to find a permanent solution to these issues and till then there is a “peace clause” under which no country would file any legal complaint against another member even if the 10 per cent level is breached.

As part of a permanent solution, India has asked for things like amendments in the formula to calculate the food subsidy cap and inclusion of programmes implemented after 2013 under the ambit of ‘Peace Clause’.

At the agriculture negotiations meeting on October 2, the chair asked members to consider several proposed safeguards and anti-circumvention provisions as potential breakthroughs for the highly debated permanent solution for public stockholding.

“This topic of public stockholding is crucial for achieving an outcome on agriculture at the next ministerial conference in February 2024. India has been a leading advocate for this initiative and has been, arguably, the largest beneficiary of the Bali interim solution, with the US disputing that the interim arrangement has contributed to India becoming the top exporter of rice,” the official said.

In previous meetings, the US has specifically called out India for exceeding limits on rice stocks under the Bali interim decision.

Under global trade norms, a WTO member country’s food subsidy bill should not breach the limit of 10 per cent of the value of production based on the reference price of 1986-88.

Subsidies over and above the prescribed ceiling are seen as trade distorting. The limit is fixed at 10 per cent of the value of food production for developing countries like India.

India has earlier informed WTO that it has used the peace clause to provide excess support measures to rice farmers for marketing year 2020-21, in order to meet the domestic food security needs of its poor population.

In the meeting, India expressed gratitude to the EU for changing its stance and showing a willingness to negotiate on the public stockholding issue.

Several African and Asian countries have echoed India’s view, emphasizing the urgency of negotiating a permanent solution on public stockholding in times of crisis.

The issue is expected to figure prominently in the 13th WTO Ministerial Conference (MC13) that will take place in February 2024 in Abu Dhabi, United Arab Emirates. MC is the highest decision making body of the 164-member multi-lateral body.

7 More Patients Die At Maharashtra Hospital, 31 Deaths In 48 Hours

Seven more patients, four of them children, died late last night at the government hospital in Maharashtra’s Nanded that made national headlines yesterday following 24 deaths in 24 hours. This takes the death count in the Shankarrao Chavan Government Hospital in the past 48 hours to 31. Among these 31 patients, 16 were infants or children.

The condition of as many as 71 patients at the hospital is still critical, it is learnt.

Dr Shyamrao Wakode, the dean of the hospital, has rejected allegations of medical negligence. He has also said that there was no shortage of medicines or doctors, and stressed that the patients did not respond to treatment despite being given proper care.

Maharashtra Medical Education Minister Hasan Mushrif is on his way to Nanded. Speaking to news agency ANI, he said, “I am on my way to Nanded. This should not have happened. There was no shortage of medicines or doctors. We will investigate every death, and anyone found negligent will be punished.”

A senior Maharashtra government official has said a committee has been formed to probe the deaths. “A three-member expert committee from Chhatrapati Sambhajinagar district has been formed with a mandate to submit a report. I am personally visiting the hospital to review the situation,” Dr Dilip Mhaisekar, Director, Medical Education and Research, told news agency PTI yesterday.

The deaths in the government hospital have triggered a sharp attack by the Opposition on the Eknath Shinde-led government in the state.

Congress president Mallikarjun Kharge has sought a detailed probe, saying the incident was “extremely painful, serious and worrying”. Mr Kharge also referred to a similar incident at a government hospital in Thane in August, when 18 patients died within a short interval.

Congress leader Rahul Gandhi targeted the BJP, part of the ruling coalition in Maharashtra. “The BJP government spends thousands of crores on publicity, but there is no money to buy medicines of children?” he asked in a post on X.

Maharashtra Congress leader and former Chief Minister Ashok Chavan has said the Eknath Shinde government should take up the matter and provide immediate help to the Nanded hospital.

Addressing the media yesterday, the hospital’s dean had said the 12 newborns who died in the hospital on September 30-October 1 were in the 0-3 days age group and had “very low weight”.

“There are 142 admissions in the paediatric department, of which 42 are still critical. Oxygen and ventilator facilities are there. The patients are from neighbouring districts, including Hingoli, Parbhani and Washim. Some are from villages in neighbouring Telangana,” he had said.

“Among the 12 adults who lost their lives, five were male and seven female. Four adults had heart-related ailments, one was suffering from an unknown poisoning, one had a liver issue, two were kidney patients, and one case was of complications during pregnancy. There were three accident cases,” the Nanded district administration said in a statement.

Hangzhou: Indian women’s archer Jyothi Surekha to play in the gold medal match after she clinched a win in the women’s individual archery semifinal game at the ongoing Asian Games in Hangzhou on Tuesday.

In the semifinal match, Jyothi defeated her young compatriot Aditi Gopichand by 149-146. Aditi dominated the game from the first but in the last, she failed to get the full points, which helped Jyothi to take advantage and the 27-year-old made no mistake to make her place in the gold medal match.

However, Aditi will play the bronze medal game in the upcoming days. Earlier, in the quarter-final game, Jyothi defeated Kazakhasthan’s Adel Zhexenbinova by 147-144 to move ahead in the knockout stage of the tournament.

Whereas, the 17-year-old Aditi won by 149-143 against Phillipines’ Amaya Cojuangco to qualify for the semifinal.

In the men’s individual quarterfinal game, India’s Abhishek Verma and Ojas Pravin Deotale sealed a win to confirm their spot in the semifinal.

Abhishek clinched a win against Kazakhstan’s Andrey Tyutyun. While Ojas Pravin won against Kazakhastan Akbarali Karabayev.

On the other hand, Abhishek sealed a win against South Korea’s Jaehoon Joo by 147-145 to play the gold medal game of the men’s individual event.

The archery events started on Sunday, and already all the Indian archers have displayed their dominance in the sport. The archery events in the ongoing Asian Games will end on October 7.

India won a total of 61 medals in the 19th Asian Games in Hangzhou, which includes 13 gold, 24 silver, and 24 bronze medals.

Hangzhou: Experienced striker Vandana Katariya, vice-captain Deep Grace Ekka and Deepika slammed a hat-trick each as India stormed into the semifinals of the women’s hockey competition at the Asian Games with a 13-0 drubbing of Hong Kong in their final pool match here on Tuesday.

Vandana (2nd, 16th, 48th minutes) scored three field goals, while Deep Grace (11th, 34th, 42nd) converted three penalty corners for India. Deepika (4th, 54th, 58th) was not to be left behind as she also emulated the feat of her senior teammates in India’s rout of Hong Kong.

Sangita Kumari (27th, 55th), Monika (7th) and Navneet Kaur (58th) also registered their names on the scoresheet.

India are on top of Pool A with 10 points from four games and have much superior goal difference than second-placed side South Korea who have seven points with a match in hand. South Korea take on Malaysia in their final group league match later on Tuesday.

Two teams from each pool qualify for the semifinals.

It was a complete domination from the Indians as they toyed with Hong Kong’s defence from the word go to pump in six goals in the first two quarters and seven more after half-time.

It took India just two minutes to surge ahead when Vandana found the net from Navneet Kaur’s pass.
The Indians soon earned back-to-back penalty corners but wasted the chances as Hong Kong defended bravely.

India doubled their lead from a quick counter-attack through Deepika, who found the net from Vandana’s assist.

It was raining goals as Monika and Deep Grace scored two more in quick succession to hand India 4-0 lead at the end of the first quarter.

A minute into the second quarter, Vandana scored her second with a tomahawk from edge of the circle.
Three minutes from half-time, Sangita tapped in Monika’s pass as India enjoyed a comfortable 6-0 lead at the break.

The trend continued after the change of ends as India’s relentless pressure resulted in seven more goals.
Deep Grace converted two penalty corners in the third quarter to complete her hat-trick.

Vandana followed suit with another tomahawk goal to bring up her hat-trick.

Deepika then converted two penalty corners with scorching flicks to match her senior teammates.
In between, Sangita and Navneet also found the net once each.

India will the second placed team of Pool B in the semifinals on Thursday.

Asian Games: India advance to semi-final in men’s cricket; beat Nepal by 23 runs



Hangzhou: India started their Asian Games campaign with a comprehensive win against Nepal by 23 runs in the quarterfinal with the help of Yashavi Jaiswal’s blistering century followed by combined bowling effort from the bowlers on Tuesday.

They advanced to the semi-final by restricting Nepal to 179/9. Avesh Khan took three wickets for 32 while Ravi Bishnoi picked up three scalps by conceding 24. Arshdeep Singh got two wickets and Sai Kishore picked up one wicket.

Chasing a massive target, Nepal lost their first wicket early. Avesh Khan dimissed Aasif Sheikh in the 4th over at 10. Nepal tried to steer the innings by batting steadily, however, they could not succeed as they lost their second wicket in the 9th over. This time Sai Kishore cleaned up Kushal Bhurtel at 28.

Nepal were looking helpless as two more batters went back to the pavilion in the 11th over. Ravi Bishnoi strruck his magic and picked up the wickets of Kushal Malla (29) and Rohit Paudel (3).

Nepal made a comeback in the 14 over when Airee hit three consecutive sixes in Dube’s bowling. But, Ravi Bishoi again pushed them back by dismissing Dipendra Singh Airee at 32 in the 15th over.

Nepal’s seventh wicket was dismissed in the 17th over with Sompal Kami’s dismissal by Avesh Khan at 7.

Gulshan Jha was dismissed in the next ball by Arshdeep Singh in the 18th over.

Avesh got his third wicket by clearing up Sandeep Lamichhane as Nepal failed to chase the target.

Earlier, choosing to bat, India’s young openers Yashasvi Jaiswal and Ruturaj Gaikwad started attacking the Afghanistan bowler early in the innings. They brought 50 50-run mark in just 4 overs.

Jaiswal brought about his blistering fifty in just 22 balls in the 7th over by hitting a dashing six.

Ruturaj who was playing an anchor inning got out in the 10th over after Dipendra Singh Airee dismissed him at 25.

Afghanistan got the second wicket in quick succession as Tilak Varma was dismissed by Sompal Kami in the 12th over.

Jaiswal from the other end was explosive, hitting the Nepal bowlers in every over. He clinched his century in the 16th over. He scored his ton in just 48 balls. However, Jaiswal’s innings came to an end after Airee bowled a full toss but Jaiswal failed to clear it as Bohara caught him.

Rinku Singh showed his power hitting in the last over adding a few more runs as India gave a target huge target of 202/4.

US bases in Iraq are where terrorist elements are nurtured: Analyst

The continued presence of US forces in Iraq is detrimental to the Arab country’s security as Washington has always put its interests over Iraq’s interests, says a political commentator.

Mohammed al-Khazaali, in an interview with the Press TV website, said security analyses show American bases are where terrorist and extremist groups are nurtured.

He called for the immediate ouster of US forces from the Arab country, saying Americans have a “dark history” of killing Iraqi people and using extremist groups as a tool to advance US interests.

“Based on the findings of many security analyses, the bases of the US-led coalition are where terrorist elements are nurtured, and hence the continued presence of the US forces in Iraq poses a threat to the security of Iraq as well as its neighbors,” Khazaali told the Press TV website.

More than two decades into America’s deadly invasion of Iraq, 2,500 American troops are still present in the country who Washington claims are meant to advise and assist Iraqi forces fighting the remnants of the Daesh terror group.

Iraqi officials and political groups have repeatedly called for the ouster of American forces from the country, especially since the 2020 US assassination of Iran’s top anti-terror commander General Qassem Soleimani in Baghdad.

According to the outcome of the “strategic dialogue” held between the US and Iraq in 2020 and 2021, the US was stipulated to end its military presence in Iraq by the end of 2021.

However, Washington later said it would only withdraw its combat forces from the Arab country and would keep hundreds of troops in an advisory capacity, which experts dismiss as an attempt to hoodwink the international community.

Khazaali said all branches of government in Iraq agree that the US should get out of Iraq, stressing that the country can alone fight terrorists there.

“The three branches of the Iraqi government, namely the executive, the parliament and the judiciary, have repeatedly called for the withdrawal of the forces of the US-led coalition,” he stressed.

“They have declared that Iraq does not need these forces as its own forces are capable of protecting Iraq’s security and have a long experience of fighting Al-Qaeda and Daesh.”

Khazaali cited remarks by Iraqi Prime Minister Mohammed Shia al-Sudani earlier this week that Iraq does not need foreign combat troops and even the presence of military advisors should end.

“We are not in need of combat troops; what we have are military advisers, but even their presence needs regulation, in terms of their size, location and how long they remain,” Sudani told the UAE-based paper The National.

He added that there needs to be a “clear timeline” to end the presence of foreign troops in Iraq.

Khazaali, on the reason behind the US insistence on remaining in Iraq despite the elimination of the Daesh threat, said the US presence in Iraq is only in the interests of the US government and not Iraqis.

“The US is trying to boost its influence in Iraq as it has a strategic significance for the US. Iraq can be a base for the US from which it can better advance its West Asia interests. Therefore, the Americans do everything to stay in Iraq,” he said.

Khazaali stressed that the Iraqi government should put more pressure on the US to end its military presence in Iraq, as it is only a source of problems.

“The American forces’ continued presence is another form of occupation that should be dealt with more seriously by the Iraqi government,” he noted in a conversation with the Press TV website.

The analyst warned that anti-US resistance forces in Iraq are determined to fight the occupiers in case they refuse to leave the Arab country.

“Efforts by Iraqi resistance forces foiled America’s plots to sow divisions among Iraqis and to incite radical groups into destroying Iraq,” he stated.

“These resistance forces appear to be determined to confront the American forces and if necessary, force them out of Iraq. The US forces killed many Iraqis and the extremist groups they nurtured also killed many Iraqis.”

Bareilly: A 28-year-old married woman was found dead with a gunshot wound in Badagaon village of Sirauli area here, with her family alleging she was killed by her in-laws, police said on Tuesday.

The incident took place Monday night. Rishibala was found dead in her bed with an illegal .315-bore mini rifle also in the room, police said.

Circle officer Deepshikha Ahibaran Singh said the victim’s uncle Harpal has in his complaint accused her in-laws of killing her.

Rishibala’s body was sent for a post mortem and forensic teams collected evidence from the spot, police said.

According to police, at the time of the incident, Rishibala’s husband Gappu was in his crop field. Her brother-in-law Durvesh told police that when he returned he found her dead in the room.

The family members initially reported the death as a case of suicide and did not inform the police for about one hour, police said.

A probe is on in the matter.
