Islamabad: Cash-strapped Pakistan is seeking around USD 11 billion from China and Saudi Arabia as part of efforts to fill external and domestic resource gaps so that the IMF bailout programme remains on track to ensure economic stability until an elected government is formed in the country, according to a media report on Friday.

It comes amid the caretaker government’s push for expanding the tax net effectively to retail, agricultural and real estate sectors while continuing a crackdown on illegal currency movements.

The Dawn newspaper reported that this information was part of a detailed policy statement issued by caretaker Finance Minister Shamshad Akhtar before the Senate Standing Committee on Finance and Revenue, presided over by Senator Saleem Mandviwalla in Islamabad on Thursday.

She said the government was currently working on an economic revival plan that would be presented to the caretaker prime minister Anwar ul Haq Kakar soon and shared with the Senate Standing Committee on Finance.

She said the caretaker government had a limited scope to undertake deep-rooted structural reforms but promised to deliver on reforms that were part of the International Monetary Fund (IMF) programme to ensure the disbursement of a USD 700 million loan instalment.

Talks with the IMF would begin by the end of October on this.

The IMF reached a staff-level agreement with Pakistan on a nine-month Stand-by Arrangement (SBA) of about USD 3 billion in June.

The finance minister said it was the government’s priority to deliver on the IMF programme to ensure economic stability and continuity.

On the external financing gap, Akhtar said the country’s financing needs were still higher, but with the joint efforts of all stakeholders, the government would be able to secure disbursements from the project pipeline and also revive some policy-based financing from multilaterals.

External flows would improve with the USD 700 million flows from the IMF. For net bilateral financing of USD 11 billion, China and Saudi Arabia had been requested along with a request for a Saudi oil facility, she said.

“To meet the external financing requirements, we are working to secure concessional funding from multilaterals (the World Bank, Asian Development Bank, Islamic Development Bank) of USD 6.3 billion,” she said in her written statement, adding that the IMF had already approved USD 3 billion and bilateral assistance of around USD 10 billion was also expected.

At the same time, Akhtar warned that a “key risk to external stability comes from the rise in international commodity prices”, as Brent crude oil prices jumped to USD 95 per barrel in September, an increase of 27 per cent from USD 74 per barrel in June.

The public debt rose sharply over the last two years, mainly because of devaluations and interest rate hikes.

She deplored that even the debt relief from G20 countries for the poor nations had also been consumed without ensuring high-return investments, the paper said.

She said the authorities were also working on amending laws to bring retail, agriculture and real estate into an effective tax net because no government could ever control twin deficits without doing this.

Akhtar said the caretaker government was seeking support from courts to get the pending cases resolved to generate an additional Rs 3 trillion.

The Election Commission of Pakistan (ECP) recently announced it would hold the election in the last week of January after finalising the setting up of electoral districts in light of the data of the census, which was held earlier this year.

Report: Kuwait withdraws forces from Saudi Arabia’s border regions with Yemen

Kuwait, which is part of a Saudi-led military coalition waging a military onslaught and enforcing a tight blockade against Yemen, has reportedly withdrawn forces from areas on the southern border of Saudi Arabia with the war-torn Arab country.

On Thursday, sources close to the Saudi-backed and Aden-based Presidential Leadership Council (PLC) circulated video clips on social media platforms, showing the pullout of Kuwaiti troops from the regions and their return to their homeland.

The development comes more than eight years after Kuwait deployed its forces along Saudi Arabia’s border with Yemen after Riyadh initiated a brutal war of aggression against its southern neighbor in March 2015.

The reasons for the pullout of Kuwaiti forces are unclear, and it is unknown whether it is related to any disputes within the Riyadh-led alliance.

 

Some observers have associated the move with growing indications that Yemeni fighters would launch retaliatory operations and target Kuwaiti troops just like the recent attack on Bahraini forces stationed on the Saudi border with Yemen.

Two Bahraini servicemen in Saudi Arabia were confirmed dead in Monday’s drone attack before a third soldier succumbed to his injuries on Wednesday, the Bahrain Defense Force said.

The attack took place as the soldiers were patrolling Saudi Arabia’s southern border with Yemen.

Saudi Arabia launched the war of aggression against Yemen in March 2015, enlisting the assistance of some of its regional allies, including the United Arab Emirates, as well as massive shipments of advanced weaponry from the US and Western Europe.

The Western governments extended their political and logistical support to Riyadh in their failed bid to restore power in Yemen to the former Saudi-installed government.

The former Yemeni government’s president, Abd Rabbuh Mansur Hadi, resigned in late 2014 and later fled to Riyadh amid a political conflict with Ansarullah resistance movement.

The movement has been running Yemen’s affairs in the absence of a functioning administration.

The war further led to the killing of tens of thousands of Yemenis and turned the entire nation into the scene of the world’s worst humanitarian crisis.

India is planning to add more self-propelled long range artillery to its arsenal after officials conducted a study indicating their effectiveness in shaping Russia’s war in Ukraine.

India wants to obtain another 400 of these guns, which would make the equipment about a sixth of all artillery pieces in the Indian armory, according to officials aware of the details, who asked not to be named because of the sensitivity of the issue. 

The war in Ukraine has made India only the latest country to reevaluate its armory, preparedness for war and priorities on the battlefield. Officials cited an Indian military study showing that long range artillery with mobility is effective in influencing battle outcomes. Counterstrikes by the enemy are more likely to destroy guns in static positions, the officials said, citing the study. 

A majority of India’s 100 self-propelled guns are deployed along a 3,488 kilometer (2,167 mile) disputed border with China. Indian officials said soldiers from both countries have patrolled their respective sides toe-to-toe for the last three years.

India currently uses vintage field guns, mostly of Russian origin, that cannot move on their own, though the country has recently started upgrading its artillery units. The military has added US-made light field guns that can be carried on helicopters. 

Crucially, the Indian military study showed that the country must cut the time needed to locate and fire at a target from five to 10 minutes to about a minute.

Units that assist gun batteries to acquire targets are being reorganized and rearmed. Last week, the chief general of India’s army, Manoj Pande, said at a seminar that these units are being equipped with “remotely piloted aircraft and loiter ammunitions and swarm drones.”

The nation is adding more long range rockets and missiles to improve its “reach and fire power and reaction capability along the northern border,” said General Pande, who didn’t elaborate on the exact number of additional reinforcements.

Arvind Kejriwal said that 13 hotspots have been identified across the national capital. “Inventorisation of major air pollution sources form hotspots have been completed for focused preventive actions. It was advised to deploy Nodal Officers specifically to address air pollution from hotspots,” a statement said.

Mr Kejriwal said that the pollution levels have declined in the city due to government initiatives.

The Chief Minister instructed the officials to strictly follow the guidelines and ensure the implementation of the 15-point plan in bid to combat pollution.

Every year in winters, the Delhi government formulates an action plan and adopts various measures.

Washington: Following their one-on-one meeting at the US State Department, Secretary of State Antony Blinken thanked External Affairs Minister S. Jaishakar, who is currently in Washington for the second leg of his America tour, for hosting President Joe Biden earlier this month during the G20 Leaders’ Summit in New Delhi.

In a post on X earlier on Thursday, Jaishankar said: “Great to meet my friend US Secretary of State Blinken at State Department today. A wide ranging discussion, following up on PM Narendra Modi’s June visit.

“Also exchanged notes on global developments. Laid the groundwork of our 2+2 meeting very soon.”

Blinken and Secretary of Defence Lloyd Austin will travel to New Delhi for the annual 2+2 ministerial meeting, which is being hosted this year by India.

Before meeting the Secretary of State, Jaishankar also told reporters that “we thank the US for all the support to the G20 summit… And I actually look forward to seeing you (Blinken) in Delhi”.

In response, Blinken said on X: “Thank you to Indian External Affairs Minister Jaishankar for hosting POTUS (President of the US) earlier this month. We discussed India’s successful G20 presidency, creation of the India-Middle East-Europe Economic Corridor, and the upcoming US-India 2+2 Dialogue in New Delhi.”

About the meeting with the External Affairs Minister, he told mediapersons that “we’ve had very good discussions over the last weeks, of course at the G20, in New York and the General Assembly.”

Jaishankar began his US tour in New York where he led the Indian delegation at the annual UN General Assembly meetings.

Besides Blinken, he also met National Security Adviser Jake Sullivan at the White House during and Trade Secretary Katherine Tai.

At his meeting with Sullivan, the two officials “recognised the tremendous progress in our bilateral relationship this year and discussed taking it forward”.

Next, he met Secretary Tai and discussed “expanding trade and economic relationship and its broader significance”.

Iran takes part at 5th Moscow Format Meeting on Afghanistan

Earlier, the Russian special envoy for Afghanistan, Zamir Kabulov, said that this meeting will focus on the topic of inclusivity of the current Afghan government, counterterrorism, and drug-related crime.

Amir Khan Muttaqi, the acting foreign minister of the Taliban, who went to Russia to attend the meeting, met with various Russians before the meeting, according to local Afghan Tolo TV report.

Previously, the Russian Ministry of Foreign Affairs said that the joint statement of the participating nations will be approved at the end of this meeting.

Hassan Kazemi, Qomi, the Iranian president special envoy for Afghanistan who is also the Iranian ambassador to Kabul, is representing Iran in the Moscow Format meeting in Kazan.

Guwahati: Ahead of their ICC Cricket World Cup warm-up match against India, the defending champions England arrived at Guwahati on Friday.

Spin all-rounder Moeen Ali, spinner Adil Rashid, batter Joe Root and some members of coaching/support staff were captured making their way to the team bus.

Also, Indian batter Shubman Gill also arrived at the Guwahati airport at around the same time as England players.

India will take on England in their WC warm-up match on Saturday at Barsapara Cricket Stadium, Guwahati.

Then, they will play the Netherlands on October 3 in Thiruvananthapuram in their second warm-up match. England’s second warm-up game will be against Bangladesh in Guwahati on October 2.

India will kickstart their World Cup campaign against Australia in Chennai from October 8.

A pregnant young woman suffered critical burns after being set on fire by her mother and brother in Uttar Pradesh’s Hapur, the police said today.

The woman’s family was furious when they found out that their unmarried daughter was pregnant, the police said.

They had asked her about the child’s father, but she did not reveal any details to them

The 21-year-old woman’s mother and brother allegedly took her to a forest yesterday and set her on fire.

Some farmers in the forest heard the woman’s screams and found her when she had suffered 70 per cent burn. They rushed her to a hospital, police said.

She was later taken to a state-run hospital in Meerut, where she is believed to be in a critical state.

Her mother and brother have been arrested. “Police are questioning them in the custody,” they said.
