Will Be Back Next Year To Review Success Of Aspirational Blocks: PM Modi

Will Be Back Next Year To Review Success Of Aspirational Blocks Programme: PM Modi

The prime minister launched the nationwide Aspirational Blocks Programme on January 7.

New Delhi:

Prime Minister Narendra Modi on Saturday said the Aspirational Districts Programme that brought change in 112 districts will form the basis of a programme to uplift aspirational blocks, adding that he will be back next year to review its success.

Addressing a programme here to launch the ‘Sankalp Saptaah’, linked to the implementation of the Aspirational Blocks Programme, the prime minister said the Aspirational Districts Programme has changed the lives of more than 25 crore people in 112 districts.

These aspirational districts have now become “inspirational districts”, he said.

“Similarly, in the next one year, out of the 500 aspirational blocks, at least 100 will become inspirational blocks,” the prime minister said as he urged officials of several ministries to pick 100 blocks that are lagging behind in their respective departments and bring them above the national average on various parameters.

“I am sure, in 2024, we will meet again in October-November … and evaluate the success (of the programme). I will talk to you again next year in October-November,” he told the audience, which included government officials, besides people’s representatives from approximately 3,000 panchayats and blocks, and functionaries from all corners of the country.

Around two lakh individuals, including block and panchayat level functionaries, farmers and local people, are said to have virtually joined the event.

The prime minister also said that the Aspirational Districts Programme will “figure in golden letters in any list of the top 10 programmes of independent India”.

During the event at the Bharat Mandapam, PM Modi said the venue that hosted top world leaders and witnessed discussions on global matters a month ago is now hosting a programme to discuss issues of the grassroots level, with the participation of people from far-flung places in the country.

The newly built international convention and exhibition centre at Pragati Maidan hosted the G20 Summit on September 9-10 during India’s presidency of the influential bloc.

PM Modi also stressed the importance of the optimum utilisation of resources, convergence, and public participation for development at the grassroots level.

“Very few people get the chance to run a government for as long as I have. And I say from experience that it is not only that the budget brings change, if we ensure optimum utilisation of resources and convergence, then work can be done without any fresh funds coming in for the blocks,” he said.

The prime minister laid emphasis on equal distribution of resources and called for driving people’s participation in meeting the goal.

He interacted with block-level officers from three aspirational districts — Baheri (Uttar Pradesh), Mankote (Jammu and Kashmir) and Resubelpara (Meghalaya).

The prime minister launched the nationwide Aspirational Blocks Programme on January 7. The programme aims to improve governance and public services delivery at the block level to enhance the quality of life of citizens. It is being implemented in 500 blocks of 329 districts across the country.

Each day of the ‘Sankalp Saptaah’, from October 3 to October 9, is dedicated to a specific development theme on which all aspirational blocks will work.

The themes for the first six days are ‘Sampoorna Swasthya’, ‘Suposhit Pariwaar’, ‘Swachhta’, ‘Krishi’, ‘Shiksha’ and ‘Samridhi Diwas’, according to an official statement.

The last day — October 9 — will be a celebration of the work conducted during the entire week as ‘Sankalp Saptaah Samavesh Samaroh’.

PM Modi also launched the Aspirational Blocks Programme portal and inaugurated the exhibition showcased on the occasion.

How Will US Government Shutdown Affect Student Loans, Low-Income Americans

How Will US Government Shutdown Affect Student Loans, Low-Income Americans

The shutdown comes into effect at 12:01 am on October 1. (File)

The US government is likely to go into a shutdown from this weekend as the Congress looks set to miss the Saturday deadline to fund federal agencies. The political logjam comes after the Republicans, who have a majority in the House of Representatives, demanded the Joe Biden-led government slash budgets and cut down funding for the Ukraine war.

While the Senate, led by Democrats by a seat, tried to adopt a bipartisan approach to keep the government afloat, the Republicans were in no mood to concede ground until their demands were met. The shutdown will impact air travel, national parks and marriage licenses.

How Long Will The Shutdown Continue?

The US federal budget starts on October 1. So the shutdown comes into effect at 12:01 am on October 1 if Congress fails to pass a funding plan that the President signs into law. Nobody can predict how long the shutdown will last.

The Senate, controlled by Democrats, and the House, controlled by Republicans, are working on different plans to avoid the shutdown. House of Representatives Speaker Kevin McCarthy, despite trying everything, is struggling to get the hard-right conservatives’ support to keep the government open.

What It Means For Federal Agencies’ Staff

If the Congress misses the Saturday night deadline, millions of federal employees risk being furloughed. Not just that, many others will have no other option but to work without pay until the shutdown ends. In the last decade or so, this is the fourth time Congress has failed to keep the government open.

According to a report, the federal government’s roughly 2 million employees, as well as 2 million active-duty military troops and reservists, won’t receive paychecks during a shutdown.

Supplemental Nutrition Assistance Programme

Millions of low-income Americans’ access to food and nutrition assistance programs is in jeopardy due to the shutdown. The scale of the impact will depend on the duration of the shutdown and programme-by-programme contingency funds.

Besides that, about 7 million women and children, currently relying on SNAP for Women, Infants, and Children (WIC), also risk losing the assistance as soon as the shutdown comes into effect, the Biden administration has said. That’s because the contingency fund for the WIC programmes will likely run out in days.

Will Flights, Travel Be Hit?

The shutdown is unlikely to affect the US air travel network. Air traffic controllers and TSA screeners, despite being essential workers, won’t be paid until the shutdown ends.

On Wednesday, US Transportation Secretary Pete Buttigieg said that air travel will remain safe in a shutdown, but that the training of new air traffic controllers will stop and 1,000 trainees will be furloughed.

As far as the processing of passports and visas is concerned, it will continue even during the shutdown but only “as the situation permits.” The State Department said consulates in the US and abroad will stay open “as long as there are sufficient fees to support operations.” However, the passport work will stop if the building where the work is done is shuttered.

Will Shutdown Disrupt Student Loans?

Loan servicers will be able to continue to process payments regularly. However, those in need of consultation or help from the Education Department may expect delays due to the potential of agency furloughs.

Similar delays are also expected for students applying for federal aid during a shutdown.

KCR will be first hat-trick CM in south India: KTR

KCR will be first hat-trick CM in south India: KTR

Khammam: Chief Minister K Chandrashekhar Rao will become the first hat-trick Chief Minister in south India, IT and Industries Minister KT Rama Rao said here on Saturday.

Chandrashekhar Rao, who entered politics with inspiration from former Andhra Pradesh Chief Minister, the late NT Rama Rao (NTR), would achieve the feat of becoming a hat-trick CM, which NTR could not achieve, he said.

Rama Rao along with Transport Minister Puvvada Ajay Kumar, MPs Nama Nageswara Rao, Vaddiraju Ravichandra and Bandi Parthasarathy Reddy, launched development works worth Rs.1,390 crore in Khammam and Palair Assembly constituencies here on Saturday.

He unveiled an NTR statue and inaugurated the NTR Municipal Park at Lakaram Tank Bund, underground drain, storm water drains and 10 Municipal Parks developed with Rs.106 crore as part of Gollapadu channel modernisation, a football turf court at SBIT and a vegetable and meat market at VDOs Colony in Khammam.

He also laid the foundation stone for Lakaram underground drainage and storm water drain along with underground drainage and sewerage treatment plant, CC retaining wall on either side of Munneru stream to be built with Rs 690 crore and cable-stayed bridge to be built with Rs 180 crore across Munneru as part of Munneru River Front Project.

Rama Rao also laid the foundation stone for development works to be taken up with Rs.100 crore Telangana Urban Finance and Infrastructure Development Corporation (TUFIDC) funds and Rs 20 LRS grants. He released a coffee table book brought by Khammam Municipal Corporation (KMC) on Khammam development.

Addressing a ‘Pragathi Nivedana Sabha’, he said Khammam had achieved tremendous growth in the last nine years. By spending Rs.2300 crore as many as 50,000 new tap connections were given to households, he said while asking Ajay Kumar and district Collector VP Gautham to make plans to make KMC to be the first corporation in the State to supply round the clock drinking water to households.

In the past, there were 400 km of roads in Khammam constituency, now 1,115 km long roads were laid in the municipal corporation, Raghunathapally mandals and surroundings. The Chief Minister established a Government Medical College and sanctioned a JNTU Engineering College, he said.

Rama Rao said Congress was a sinking ship and its leaders, who were not sure of getting party tickets to contest in the polls, were trying to deceive the public with impracticable guarantee cards. The public should remember that Congress in its six decades of rule failed to deliver what it promised to them, he noted.

Congress was trying to dump huge amounts of money in Telangana to influence voters. Voters should think wisely, support BRS in the upcoming elections to make Chandrashekhar Rao a hat-trick Chief Minister and Ajay Kumar a hat-trick MLA, he appealed to the voters.

If Rishi Sunak Loses Election, Here's Who Could Take Over UK PM Post

If Rishi Sunak Loses Election, Here's Who Could Take Over UK PM Post

Rishi Sunak has spent recent weeks trying to shore up his base.

Rishi Sunak heads to the Conservative Party’s conference this weekend with one aim: convincing Britain he can win the UK’s next general election. Many of his own lawmakers are already preparing for a scenario in which he doesn’t.

The prime minister has spent recent weeks trying to shore up his base. He’s rowed back on green measures in the name of reducing costs for ordinary Britons and mulled a reassessment of the HS2 high-speed rail link, the UK’s flagship infrastructure project.

But national polls suggest he won’t be Britain’s leader after an election that must be called by January 2025. The Labour Party has enjoyed a double-digit polling lead for more than a year. After a couple of recent polls appeared to show Sunak clawing back ground, YouGov this week gave Labour a 21-point advantage.

Latest and Breaking News on NDTV

While Sunak, 43, appears to have suppressed for now the threat of an internal challenge, many Tories are working behind the scenes for a leadership run if the election goes badly, according to interviews with more than two dozen Conservative lawmakers, advisers and donors. There are at least 13 would-be contenders to watch out for, said the people, who spoke to Bloomberg on condition of anonymity.

One Member of Parliament said the subplot of Tory conference — told in unsubtle speeches, fringe events and drinks at hotel bars — was the battle for the future of the party. Another told Bloomberg that Sunak was already a lame duck.

Sunak’s backers say his team is focused on making a success of his premiership and not getting distracted by events beyond their control. Allies of all the possible leadership hopefuls said they were working to support the prime minister and pushing for a Tory election win. Some Tories think Sunak could still pull off victory or stay on if Labour fail to secure an outright majority.

“Who replaces Rishi in the event of a defeat is going to depend in no small part on just how bad that defeat turns out to be,” said Tim Bale, professor of politics at Queen Mary University of London, who has researched how the party’s post-election make-up will determine its leader.

Here’s who could run:

Kemi Badenoch

Kemi Badenoch

Kemi Badenoch

Sunak’s business secretary raised eyebrows among colleagues by holding a party in her office in the summer to celebrate the “benefits of Brexit,” serving English sparkling wine. Badenoch, 43, is currently the most popular Cabinet minister in a closely watched monthly survey of Tory members by the website ConservativeHome. She is also the bookmakers’ favorite, although she fell out with some pro-Brexit MPs earlier this year when she doused a so-called bonfire of legislation retained from European Union membership.

Liz Truss

For many Tories, giving Truss, 48, another chance is unthinkable, since her 49 days in office last year caused a market rout and cratered the Conservatives’ reputation. Yet she is determined to influence party politics and could consider standing for leader in opposition, three people close to her said. She inspires loyalty from a group of “pro-growth” MPs, and will speak at a sidelines conference event on Monday. Truss has said publicly she has no desire to be premier again.

Suella Braverman

Suella Braverman

Suella Braverman

The home secretary has long been seen as positioning herself as the figure who would take a harder line on immigration and culture issues, as shown by her speech in the US this week. Some in government think Braverman, 43, might resign if Sunak declines to support leaving the European Convention on Human Rights. Centrist Tories say they’ll do all they can to prevent her from making the leadership runoff. Some on the right argue she has relatively few MP supporters, and that serving Sunak has undermined her pitch.

James Cleverly

James Cleverly

James Cleverly

The foreign secretary is being urged to stand by some Conservatives who see him as a unity candidate. A Brexiteer, ally of former Prime Minister Boris Johnson and early Truss backer, his appeal also extends to Tory moderates. Some have questioned whether Cleverly, 54, sees his long-term future in politics, though he’s described reports he could quit as “nonsense.”

Mordaunt, Tugendhat

Tory centrists are hopeful their wing can coalesce around one candidate, with Penny Mordaunt and Tom Tugendhat frequently mentioned. While Mordaunt, 50, is popular with the party grassroots, she came up short in two leadership runs last year. Her consolation prize was becoming leader of the House of Commons and getting a starring role at King Charles III’s coronation, wielding a ceremonial sword. Labour are now targeting her district. Tugendhat, the 50-year-old security minister, is an alternative candidate, though others suggest he and Mordaunt should endorse Cleverly to prevent a right-wing takeover.

Shapps, Gove

If the Tories lose the election badly, some in the party think they should back a more experienced leader, perhaps as a caretaker until a younger face is ready. Grant Shapps, 55 — now in his fifth cabinet role — has been boosted by his appointment as defense secretary, though his seat is also under threat. Michael Gove, 56, another cabinet veteran, is an ally of Badenoch, but never far from political intrigue and is regarded as one of the party’s best thinkers.

Patel, Rees-Mogg

Jacob Rees-Mogg

Jacob Rees-Mogg

Former Home Secretary Priti Patel, 51, is a rival of Braverman’s and some on the right think she could stand and split the right-wing vote. Former Business Secretary Jacob Rees-Mogg, 54, is also tipped by some MPs who suspect he wants to be shadow chancellor under a right-wing leader. Both are allies of Johnson, who is out of politics now, but hasn’t ruled out a return. Longer shots include Education Secretary Gillian Keegan, 55, who some in No. 10 accused of having designs on Sunak’s job before coming under fire over crumbling concrete in schools. Energy Secretary Claire Coutinho, 38, is seen as a possible “continuity Sunak” candidate, though she is new to front-line politics. Some think pro-Brexit House of Lords peer David Frost, 58, might run for a Commons seat ahead of a leadership bid.

Telangana govt prioritizes local students for non-allopathy health sciences admissions

Hyderabad: In a major step taken to ensure local students from Telangana get preference in admissions in PG and UG courses related to courses in non-allopathy health sciences, the State government on Saturday has allocated all competent authority seats (convener quota) to local candidates.

A order to this effect has been released to health varsity Kaloji Narayana Rao University of Health Sciences (KNRUHS).

The order from the State government will now allow KNRUHS to conduct fresh rounds of counselling (if needed) to fill-up all competent authority quota seats with local students, who might have missed out in earlier rounds of counselling, in Post-Graduate and UG courses of different medical streams including AYUSH (Indian medicine), B.Sc Nursing, P B B.Sc (Nursing), Allied Health Sciences, PG Paramedical courses and similar other courses available for diploma students.

The State government’s decision will go a long way in strengthening allied health care services in hospitals. Two years ago, the State government had issued orders allocating all competent authority quota seats to local candidates in MBBS/BDS and PG courses in medical and dental colleges, which have been established after statehood.

Recently, the Telangana government also received a green signal from the High Court over providing first preference to local students in Telangana while allocating MBBS/BDS and PG medical seats. Following the Court’s, the State government released a similar order for non-allopathy medical courses like AYUSH, MD in Homeo, nursing etc.

Renowned Bahraini activist detained at UK airport after UN address

A prominent Bahraini activist says he was held at Gatwick Airport in London as he returned to the United Kingdom after addressing the UN Human Rights Council in Geneva about human rights abuses in the Persian Gulf kingdom.

Sayed Ahmed Alwadaei, director of advocacy at the UK-based Bahrain Institute for Rights and Democracy (BIRD), said UK Border Force officials stopped him after he landed on Friday, but did not provide any reasons why he was being held.

The officials, instead, gave him a document, which read he is “an individual who may be liable to arrest by a constable or subject to a warrant for arrest”. Alwadaei said he was finally released after two-and-a-half hours.

The Bahraini activist said he was also held last month at a UK airport, when he returned from South Africa. It remains unclear what triggered that incident, or whether Friday’s development is connected.

“The fact that you have no explanation, nothing, it just keeps your mind floating around,” Alwadaei said on Friday. “You’re not sure – is it an Interpol red notice? What is it?”

Speaking after he was released, the activist said he is more concerned about a group of female Bahraini human rights defenders, who were on their way back to Bahrain from Geneva after participating in the council’s session.

Among the women was Ebtisam al-Saegh, who was detained in March 2017 for seven hours at Bahrain International Airport and interrogated on her return from the UN Human Rights Council, where she spoke about violations in the Arab country.

Maya Foa, joint executive director of London-based human rights organization Reprieve, called Alwadaei a “courageous human rights defender and torture survivor” who has been granted asylum by the UK because of violence and persecution by Bahraini authorities.

“Sayed’s family have suffered reprisals in Bahrain for his work exposing torture and forced confessions leading to death sentences – and the role played by institutions funded by the UK in whitewashing this abuse,” Foa said.

“Under these circumstances, Sayed’s detention today is clearly extremely alarming for Sayed and his family,” she noted.

Foa said the incident raises “urgent questions” for the UK government, particularly given the removal of Bahrain from the list of human rights priority countries this year, for the first time since 2015.

Vijayapura: Karnataka Police on Saturday arrested three persons regarding tearing up of a banner during the Eid Milad procession in Vijayapura district.

The arrested persons are identified as Yaseen, Mohammad and Sohail. The accused had torn the banner containing the picture of BJP local MLA Basanagouda Patil Yatnal. It was put up to wish about the Ganesh festival. The banner also had pictures of lord Ganesh and Shivaji Maharaj.

Later, the video of the tearing of the banner went viral on social media. Raaghu, a supporter of MLA Yatnal had registered a complaint with Gandhi Chowka police station in Vijayapura in this connection.

The BJP party leaders had also staged a protest in this regard demanding the arrest of the accused persons near the office of the Deputy Commissioner.

They claimed that this was an attempt to spoil communal harmony in the city. The protestors claimed that the Ganesh Chaturthi was celebrated without giving room for any untoward incident and the group of youths during the celebration of Eid had intentionally torn the banner containing the photos of Hindu gods and insulted them. The police have taken up further investigation.
