China's independent refiners stocking up on Iran's crude oil

Iran’s crude exports of about 1.5 million barrels per day (bpd) stand at their highest in more than four years, with more than 80% shipped to China, data from consultancies FGE and Vortexa explains.

Iman Nasseri, managing director of FGE, noted that imports of Iranian crude by China’s independent refiners could rise another 200,000 bpd to 300,000 bpd, from 1.2 million bpd to 1.3 million bpd now, if prices stay low, although volumes could be capped by buyers’ risk appetite and payment constraints.

A senior State Department official, speaking on condition of anonymity, told Reuters news agency that the United States continues to enforce the sanctions on Iran’s oil and petrochemical industries.

Beijing has long said it opposes Washington’s “long-arm” jurisdiction and has urged that sanctions on Iran be dropped.

Iran is exporting about 2 million bpd of crude oil as well as condensate and products, as Tehran has boosted production to nearly 3.6 million bpd, say people familiar with the matter, or near its maximum of about 4 million bpd.

In China, traders and analysts say, Iranian oil is bought by independent refineries concentrated in the coastal province of Shandong.

According to figures from the Organization of Petroleum Exporting Countries (OPEC), Iran continued to increase its oil production in August to reach a milestone figure of 3 million barrels per day.

OPEC data cited in reports published in local Iranian media on September 13 showed that Iran’s oil output had increased by 143,000 bpd or 5% last month compared to production figures reported in July.

The figures showed that Iran had regained its position as the third largest oil producer in OPEC in August behind Saudi Arabia and Iraq.

Washington: The Justice Department is challenging efforts by former President Donald Trump to disqualify the Washington judge presiding over the case charging him with plotting to overturn the results of the 2020 election.
Prosecutors with special counsel Jack Smith’s team wrote in a court filing late Thursday that there was “no valid basis” for US District Judge Tanya Chutkan to recuse herself.

Trump’s lawyers filed a long-shot motion earlier this week urging Chutkan to step aside, citing comments she made in separate sentencing hearings related to the Jan 6, 2021, riot at the US Capitol that they say taint the Trump proceedings and call into question whether she has already prejudged the Republican former president’s guilt.

In one such hearing, Chutkan told a defendant who was sentenced to more than five years in prison that he had “made a very good point” that the “people who exhorted” and encouraged him “to go and take action and to fight” had not been charged. Chutkan added that she did not “make charging decisions” and had no “influence on that”.
“I have my opinions,” she said, “but they are not relevant.” But the Donald Trumpsaid the Trump team had taken Chutkan’s comments out of context and failed to show that she harboured any bias against the former president, who lost the 2020 election to Democrat Joe Biden and falsely claimed the election was stolen from him.

The Justice Department said the statements the Trump lawyers had cited show the judge simply doing her job — responding to, and rejecting, efforts to minimise their own culpability by pointing the finger at Trump, who had told his supporters to “fight like hell” at a rally shortly before the deadly Capitol insurrection.

Chutkan did not say, prosecutors wrote, that Trump was legally or morally to blame for the events of Jan 6 or that he deserved to be punished.

“Although the defendant tries to claim otherwise, the Court’s statements about which he complains are core intrajudicial statements — statements that the Court made while performing its official duties, in direct response to the arguments before it, and which were derived from knowledge and experience the Court gained on the bench,” the prosecutors wrote.

They added: “As such, to mount a successful recusal claim based on the cited statements, the defendant must show that they display a deep-seated animosity toward him.

The defendant cannot meet this heavy burden.” Trump’s motion is unlikely to succeed given the high standard for recusal. A similar effort to seek the recusal of a judge in a separate New York prosecution he faces was unsuccessful.

Islamabad: Ending his over four years of self-imposed exile in the UK, former prime minister Nawaz Sharif is likely to return to Pakistan next month, according to a media report on Saturday.

Quoting sources present at a meeting in London where Sharif, the supreme leader of the Pakistan Muslim League-Nawaz (PML-N), was speaking to his party workers, the Dawn newspaper reported that he “spoke about his return, but a clear date for travel has not been disclosed.” Sharif, 73, has been living in self-imposed exile in London since November 2019. He was convicted in the Al-Azizia Mills and Avenfield corruption cases in 2018.

He was serving a seven-year imprisonment at Lahore’s Kot Lakhpat jail in the Al-Azizia Mills case before he was allowed to proceed to London in 2019 on “medical grounds.” “PML-N workers at the meeting were eager to prepare for their leader’s return and were discussing the logistical details of his comeback. Sharif confirmed his return to Pakistan in October,” the Dawn report said.

The report also said that Nawaz Sharif had told it that “he must return to engage with his vote bank and supporters amid the ongoing economic crisis.” Earlier, on August 25, Sharif’s younger brother Shehbaz had announced the former prime minister’s return to Pakistan in September “to face his pending court cases and lend the party’s campaign for the general election.” Shehbaz, the President of the PML-N party, has also said that Nawaz will return to Pakistan to lead the country as the prime minister for a record fourth time.

Meanwhile, the Election Commission of Pakistan (ECP) had declared to conduct a fresh delimitation of constituencies on the basis of the new census, delaying the general elections. The general elections were scheduled to be held within the 90-day constitutional period since the August 9 dissolution of Parliament.

Beijing slaps sanctions on 2 US defense weapons manufacturer

“Despite China’s firm opposition, the US government is determined to provide weapons to Taiwan… seriously harming China’s sovereignty and security interests, and going further and further on the wrong and dangerous road of arming Taiwan,” Chinese foreign ministry spokeswoman Mao Ning said at a regular press briefing Friday.

The Chinese official said that Lockheed Martin was the prime contractor in US arms sales to Taiwan that took place on August 24 and that Northrop Grumman had taken part in sales of weapons to Taipei “many times”.

“According to the Anti-Foreign Sanctions Law of the PRC [People’s Republic of China], China has decided to impose sanctions on the above two US military companies,” Ning said.

Till recently, the United States had sold $19 billion worth of weapons, munitions, and military equipment to Taipei, but most of that remains undelivered due to the two sides’ failure to reach an agreement on the payment terms.

“We have an obligation to make sure that we fill the backlog of foreign military sales that exist now between our countries,” US Congressman Rob Wittman said earlier this month heading a congressional delegation visiting Chinese Taipei.

Bangladesh grapples with unprecedented dengue outbreak claiming 778 lives



Dhaka: Bangladesh is struggling with a record outbreak of dengue fever, with experts saying a lack of a coordinated response is causing more deaths from the mosquito-transmitted disease.

The World Health Organisation recently warned that diseases such as dengue, Zika, chikungunya and yellow fever caused by mosquito-borne viruses are spreading faster and further because of climate change.

So far this year, 778 people in Bangladesh have died and 157,172 have been infected, according to the government’s Directorate General Health Services. The UN children’s agency says the actual numbers are higher because many cases are not reported.

The previous highest number of deaths was in 2022, when 281 people are reported to have died during the entire year.

Dengue is common in tropical areas and causes high fevers, headaches, nausea, vomiting, muscle pain and, in the most serious cases, internal bleeding that leads to death.

Mohammed Niatuzzaman, director of the state-run Mugda Medical College Hospital in Dhaka, said Thursday that Bangladesh is struggling to cope with the outbreak because of a lack of a “sustainable policy” and because many do not know how to treat it.

Outside Dhaka and other big cities, medical professionals including nurses need better training in handling dengue cases, he said.

He said authorities should include groups like city corporations and local governments in the fight against dengue, and researchers should study how to prepare for future outbreaks.

Some residents of Dhaka are unhappy with the authorities.

“Our house is in an area which is at risk of dengue. It has a higher quantity of waste and garbage. I’m cautious and use a mosquito net. Despite that, my daughter caught dengue,” said Zakir Hassain, a resident of Dhaka’s Basabo area.

“What will happen to those who are unaware? If the city corporation or ward commissioner took more care and sprayed insecticides, then we could have avoided the dengue outbreak,” he said.

Hong Kong: Economic activity in China appeared to improve in August, with data released on Friday suggesting a downturn in growth may be stabilising, a media report said.

But more bad news on real estate highlighted the challenges that still lie ahead, says the CNN report. Industrial production — which measures output from sectors such as manufacturing and mining — rose 4.5 per cent in August from a year earlier, gaining from the 3.7 per cent increase seen in July, according to the National Bureau of Statistics (NBS).

Retail sales, which measures consumption, expanded by 4.6 per cent from a year earlier, compared to the tepid 2.5 per cent increase reported in July, CNN reported. There was more evidence that the two-year crisis in real estate is far from over.

Sino-Ocean, a major state-backed property developer, said it would suspend repayments on its offshore borrowings, in a sign of how the ongoing property crisis could continue to weigh on economic expansion. Investment in fixed assets, including infrastructure and construction, gre by 3.2 per cent in the first eight months of this year from the same period a year ago, slightly weaker than the 3.4 per cent seen in the first seven months of 2023, CNN reported.

Moody’s downgraded its outlook for the overall real estate sector on Thursday, citing a downturn in residential sales and continued jitters about the health of the industry. Larry Hu, chief economist for Greater China at Macquarie Group, said despite ‘widespread pessimism’, the worst may be over for the world’s second largest economy, which is currently grappling with weak export demand from global markets and its worst ever real estate slump.

“Going forward, the headline growth numbers could improve on policy support and base effects, but the pace will be modest,” he wrote in a Friday research note, citing weakness in the property sector as well as low confidence among business owners and consumers, CNN reported.

Tokyo: The US ambassador to Japan, Rahm Emanuel, on Friday raised questions over the absence of Chinese Defence Minister Li Shangfu’s absence from the public view for three weeks. Emanuel asked whether Li Shangfu missed his meeting with the Singaporean Chief of Navy as he has been placed under house arrest.

In a post shared on X, Rahm Emanuel referenced a quote from William Shakespeare’s play Hamlet, “Something is rotten in the state of Denmark.” In the post, the US diplomat also used the hashtag “MysteryInBeijingBuilding.”

Emanuel posted further, “As Shakespeare wrote in Hamlet, “Something is rotten in the state of Denmark. 1st: Defense Minister Li Shangfu hasn’t been seen or heard from in 3 weeks. 2nd: He was a no-show for his trip to Vietnam. Now: He’s absent from his scheduled meeting with the Singaporean Chief of Navy because he was placed on house arrest???…Might be getting crowded in there. Good news is I heard he’s paid off his mortgage with the Country Garden real estate developers.” Li Shangfu was last seen on August 29, when he made an address at the China-Africa Peace and Security Forum in Beijing, according to The Washington Post report.

Earlier in August, he visited Belarus and Russia. He held a meeting with Russian counterpart Sergey Shoigu in Moscow. He is due to take part in a major international defence and security conference at the Xiangshan Forum in Beijing, The Washington Post reported. Li, who was appointed China’s minister in March, is one of five state councillors.

Li Shangfu is the second senior government minister to have a prolonged absence from public view after China’s former foreign minister Qin Gang was sacked in July. Earlier on July 25, China’s Foreign Minister Qin Gang, who had been missing from the public eye for over a month was replaced by Wang Yi by the country’s Parliament, reported state media Xinhua. Wang Yi had previously served as the country’s foreign minister for nearly 10 months.

The voting for the same was held at the fourth session of the Standing Committee of the 14th National People’s Congress (NPC), according to Xinhua. Chinese President Xi Jinping signed a presidential order to effectuate the decision.

Qin was last seen in public on June 25, when he met his counterparts from Russia, Vietnam and Sri Lanka. His planned meetings since then have either been cancelled, or top diplomat Wang has gone in Qin’s place, The Washington Post reported. Wang had represented China at diplomatic summits in Jakarta and Johannesburg in place of Qin.

The US publication stated that Qin’s removal preceded weeks of silence during which Qin’s own ministry refused to provide any information regarding his whereabouts, there has been wild speculation about everything from significant political or personal missteps to a serious sickness.

A week before Qin vanished, US Secretary of State Antony Blinken met him in Beijing, and they made an agreement that the Chinese foreign minister would reciprocate by travelling to Washington, according to the Washington Post.
