Woman Dies Of Rare Disease After Eating Sardines In Popular French Town

Bordeaux, France:

A woman died in France from botulism after eating sardines at a restaurant last week and 12 other people were in treatment for the rare condition, health officials said Wednesday.

Botulism is a serious neurological illness typically brought on by eating food that has been improperly preserved.

The restaurant in Bordeaux, southwestern France, had preserved the sardines itself, the DGS health authority said late Tuesday.

The nationality of the dead woman, aged 32, has not yet been determined, a source close to the case said.

A doctor at the Pellegrin hospital in Bordeaux, Benjamin Clouzeau, said 12 more people were still receiving emergency treatment early Wednesday. Five of them were on respiratory support.

The group included American, Irish and Canadian nationals, he said.

A German national travelled home for treatment, as did a resident of Barcelona, Spain, the doctor said.

All of them had eaten at the restaurant, the “Tchin Tchin Wine Bar” in Bordeaux, between September 4 and 10 when there are typically large numbers of tourists in the town, famous for its wine and food.

They all ate sardines that had been stored by the restaurant owner himself in jars, the DGS said.

Botulism is deadly in five to 10 percent of cases because of a toxin generated by clostridium botulinum bacteria that can appear when preserved food is insufficiently sterilised.

Authorities were still running tests at the restaurant, the DGS said, adding it could not rule out the emergence of further cases of botulism which has an incubation period of up to several days.

It can cause muscle paralysis lasting several weeks, with the most immediate danger stemming from affected respiratory muscles.

Local newspaper Sud-Ouest quoted the restaurant owner as saying that he had thrown out some of the jars containing sardines because of a “strong smell” emanating from the containers when he opened them.

But others “appeared in good condition and were served up to customers”, he said.

New Delhi: Meta chief executive officer Mark Zuckerberg on Wednesday launched WhatsApp Channels in India and over 150 countries. To deliver a private way to receive updates that matter to you.

Taking to Facebook, Mark Zuckerberg shared a post and captioned it, “Today we’re starting to roll out WhatsApp Channels globally and adding thousands of new channels that people can follow in WhatsApp. You can find Channels in the new ‘Updates’ tab.”

WhatsApp Channels are a one-way broadcast tool and deliver a private way to receive updates from people and organizations that matter to you, right within WhatsApp.

Mark Zuckerberg, announced the news on his WhatsApp Channel, “Excited to introduce you all to WhatsApp Channels, a new private way for you to get updates from people and organizations you follow. I’m starting this channel to share Meta news and updates. Looking forward to connecting with you all around the world.”

Poverty rate soared over 12% in US last year: Report

The number of Americans living in poverty has jumped for the first time in more than a decade, with the poverty rate for kids doubling compared with 2021, according to a new report.

The data was published on Tuesday by the US Census Bureau, a principal agency of the American Federal Statistical System.

It said the poverty rate went up to  12.4 percent in 2022 which means millions lived without the minimum level of resources to meet their basic needs.

The figure is based on the Supplemental Poverty Measure which takes into account certain non-cash government assistance and needed expenses.

The surge in poverty is “stunning,” said Sharon Parrott, president of the Center on Budget and Policy Priorities.

Parrott pointed to the end of the expanded federal Child Tax Credit in 2022 as a cause of the sharp increase in child poverty and called for lawmakers to reinstate the benefit.

The poverty rate among children has also become two-fold.

More than 12 percent of American kids lived in poverty last year.

“Child poverty took a big jump,” said Timothy Smeeding, a leading expert on the poverty line and professor of public affairs and economics at the University of Wisconsin-Madison.

The hike in 2022 was likely connected to the end of pandemic-era benefits, said Dave Waddington, chief of the Census Bureau’s social, economic and housing statistics division.

Zachary Parolin, a professor at Columbia University and author of the book “Poverty in the Pandemic: Lessons from COVID-19,” said child tax credits, expanded unemployment benefits, Medicaid and food stamps caused poverty in the US to drop to record lows in 2020 and 2021.

“After three consecutive years of the lowest poverty rates on record, the streak is now broken,” Parolin said.

Parolin added that this year’s poverty rate increase confirms forecasts social scientists have made in recent years.

In the meantime, chief US economists predict the chances that the  US economy will fall into a recession is high, making it a difficult year for many Americans already struggling with poverty.

Ex-Treasury Secretary Steve Mnuchin said last October that the US was in recession and would remain so for at least two years.

Nouriel Roubini, who accurately predicted the housing bubble burst in 2008, was quoted by US media as saying the US economy was in a “sharp slowdown.”

“The recession is going to be long, protracted, severe, and associated with financial distress across the board,” warned the economist.

Furthermore, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has warned in its most recent report about the decline and discontinuance of health services for those in need inAfghanistan due to budget constraints.

It is worth mentioning that the WorldFoodProgramme earlier indicated that it need one billion dollars to assist 21 million people, and over 20 million Afghans are at risk of starvation.

Many humanitarian organisations have warned of funding cuts and a developing humanitarian disaster inAfghanistan as poverty and hunger worsen. Only around USD 1 billion of the required USD 3.23 billion for humanitarian help has been given thus far, Khaama Press reported.

Afghanistan, a country heavily reliant on aid, lost Western donor support with the Taliban’s return to power following the US and NATO pullout in August 2021. The Afghan economy swiftly collapsed, forcing self-sufficient Afghans to seek humanitarian aid to survive.

Because of widespread human rights violations, the Taliban’s regime has been under international isolation.

Notably, with the resurgence of the Taliban in August 2021 inAfghanistan, the country’s educational system has suffered a significant setback. As a result, girls have been deprived of access to education, and seminaries or religious schools have gradually filled the void left by schools and universities.

Afghanistan‘s women have faced numerous challenges since the Taliban returned to power in 2021. Girls and women in the war-torn country have no access to education, employment and public spaces.

Police filed case against Ramdev under the charges of inciting hatred and upsetting religious sentiments.

The Rajasthan High Court has directed yoga guru Ramdevtoappearon October 5 at Barmer’s Chohtan police station for questioning in connection with an FIR against him for allegedly hurtingreligioussentiments, while extending the stayon his arrest.

The court directed Ramdevtoappearbefore the Investigating Officer as and when called by him and also directed the government counsel to produce the case diary in the court on October 16. It extended the stayonRamdev‘s arrest till then.

Justice Kuldeep Mathur gave these directions on Monday while hearing a criminal miscellaneous petition by Ramdev praying for the quashing of the FIR.

“The petitioner is directed toappearbefore the Investigating Officer for interrogation on  05.10.2023   at  11.30  am. The petitioner is further directed toappearbefore the Investigating Officer as and when called by him for interrogation”, the order said.

The court had stayed the arrest of  Ramdev during the previous hearing and directed him toappearbefore the investigating officer for interrogation on or before May 20. But he did not appearbefore the investigating officer.

The complaint was filed against the yoga guru at Chohtan police station in Barmer on February 5 by Pathai Khan for allegedly making remarks against Muslims at a religious event in Barmer on February 2.

Chohtan police had then booked him under the charges of inciting hatred and upsetting religioussentiments.

In his complaint, Khan alleged that Ramdev had made his remarks “deliberately… so that a spirit of animosity and hatred is formed against Islam” and that they had “hurt the feelings of crores of Muslims”.

Russian President Vladimir Putin has accepted an invitation to visit North Korea from Kim Jong Un.

Russian President Vladimir Putin has accepted an invitation to visit North Korea from its leader Kim Jong Un, Pyongyang’s state-run KCNA news agency said Thursday.

At the end of a meeting between the two in Russia on Wednesday, “Kim Jong Un courteously invited Putin to visit the DPRK at a convenient time”, according to KCNA, which referred to the country by its official name.

“Putin accepted the invitation with pleasure and reaffirmed his will to invariably carry forward the history and tradition of the Russia-DPRK friendship.”

Kim told Putin on Wednesday he was sure Russia would win a “great victory” over its enemies, as Ukraine’s Western allies warned of a possible Russian arms agreement with North Korea.

Russia became a pariah in the West after launching full-scale hostilities in Ukraine last year and has looked to strengthen alliances with other leaders ostracised by democratic countries.

Putin praised the “strengthening of cooperation and friendship between our countries”, while hosting Kim at a Far East spaceport, and told reporters he saw “possibilities” for military cooperation with North Korea.

He had earlier said Moscow could help Pyongyang build satellites.

In Washington, State Department spokesman Matthew Miller had described any cooperation as “quite troubling and would potentially be in violation of multiple UN Security Council resolutions”.

US officials and experts have said Russia is interested in buying North Korean ammunition to use in Ukraine.

While Kim was in Russia, Pyongyang fired two ballistic missiles on Wednesday, the South Korean military said, the latest in a string of sanctions-busting tests.

WhatsApp has rolled out its long-awaited feature, WhatsApp Channels, in India and across more than 150 countries, marking an innovative development in the services provided by the messaging platform.

According to its parent company, Meta Platforms, WhatsApp Channels in India will deliver a private way for people to receive updates that matter to them. Channels are a one-way broadcast tool for admins to send text, photos, videos, stickers, and polls. Channels can be found in a new tab called Updates on WhatsApp, where you’ll find status and channels you choose to follow, separate from your chats with family, friends, and communities.

The move comes as Meta makes a push to shore up engagement across its social media apps, positioning them as central destinations where content creators can engage with followers.

The wider rollout is happening months after WhatsApp Channels was launched in Colombia and Singapore in June. The Broadcast Channels feature on Instagram was simultaneously made available globally.

On WhatsApp, channels are separate from chats, and followers are not visible to each other.

Meta said users will be able to see recommended WhatsApp channels based on region and popularity. Similar to WhatsApp chat, they will also be able to use emojis to react to messages in a channel.

WhatsApp channels will be available globally in the coming weeks and months. Anyone with a WhatsApp account will be able to create a channel on the app.

The concept of channels gained popularity initially through Telegram Messenger, another instant messaging service. Telegram channels are commonly used for a variety of purposes, such as news dissemination, sharing updates from websites or blogs, promoting products or services, sharing educational content, and building communities around shared interests. They offer a convenient way to reach a large audience and share information in a structured and organized manner.

The Supreme Court on Wednesday asked the Union Road Transport and Highway Ministry to relook into its notifications providing that Light Motor Vehicle (LMV) licence holders do not require separate endorsement to drive a transport vehicle of LMV class.

New Delhi: The Supreme Court on Wednesday asked the Union Road Transport and Highway Ministry to relook into its notifications providing that Light Motor Vehicle (LMV) licence holders do not require separate endorsement to drive a transport vehicle of LMV class.

A five-judge Constitution Bench, headed by CJI D.Y. Chandrachud and comprising Justices Hrishikesh Roy, P.S. Narasimha, Pankaj Mithal, and Manoj Misra, was hearing a reference made by a three-judge bench in March last year doubting correctness of an earlier decision rendered in the case of Mukund Dewangan vs. Oriental Insurance Company Ltd. The 2017 Mukund Dewangan judgment had held that the need of transport licence would arise in case of medium/heavy goods and passenger vehicles only, adding that no other vehicle will require any separate endorsement, even if they are used for commercial purposes.

In other words, a holder of an LMV license would not require any separate endorsement for commercial usage of light motor vehicles like e-rickshaws, cars, vans, etc. The Centre issued notifications and brought amendments in the Motor Vehicles Rules to bring them in conformity with the above judgment of the Supreme Court. The 2017 judgment gave rise to various disputes over payment of claims by insurance companies in accident cases involving transport vehicles being driven by those having licences to drive LMVs and the matter was re-agitated at the instance of insurance companies. A bench headed by Justice U.U. Lalit (now retired) in March 2022 held that certain provisions of Motor Vehicles Act were not noticed by the top court in its 2017 Mukund Dewangan’s decision and the issue needs to be re-visited by a five-judge Constitution Bench.

On Wednesday, the Constitution Bench headed by CJI Chandrachud remarked that the issue in question is not plainly “about interpreting law” but involves “social impact of law” as well. The bench asked Attorney General R. Venkataramani, appearing for the Centre, to consider the impact on lakhs of people across the country who are engaged in driving commercial vehicles on the basis of the judgement in Dewangan case as they will be “completely put out of their livelihood”. “Why should we reconsider the judgement at this stage? If you are thinking that judgment is not in line with the statutory position, then if you are willing to amend it, you amend it and change the structure of law,” the bench told the top law officer of the country.

The Constitution Bench said that the case really doesn’t raise a “constitutional issue” but involves a “pure statutory issue”. It said that “issues on social policy” would not be considered by the Constitution Bench as it deals with issues strictly in accordance with law. The Supreme Court made repeated emphasis that the Union government should review the entirety of the position and then take an appropriate call.

The Centre has been given a period of two months to assess the position of law where a person holding a LMV driving license is legally entitled to drive a transport vehicle of light motor vehicle class having unladen weight not exceeding 7,500 kg. The observations made by the Supreme Court apparently suggests that the current position of law may turn the legal scales into the favour of insurance companies and the possible decision may affect the people driving light transport vehicles while holding the LMV driving license.

Rescue workers search in rubble for Libya's flood-stricken victims

Rescue teams continued their search for victims in the flood-hit neighborhoods of the Libyan city of Derna on Wednesday, where whole multi-story buildings were swept away with sleeping families inside.

The flood torrent, which ran through Derna on Sunday night (September 10), was unleashed after rains from a powerful storm burst dams above the Mediterranean city.

Reuters video on Wednesday showed damaged neighborhoods, with rescue teams searching for victims in the rubble.

Officials say at least 10,000 people are feared missing or dead, though tolls of dead confirmed so far vary. Tariq Kharaz, a spokesperson for the eastern authorities, said 3,200 bodies had been recovered, and 1,100 of them had yet to be identified.
